The need to support and develop small business, as one of the pillars of the successful economic development of the state, has been talked about, written about, and held at various levels for quite a long time in Russia. A striking example of such a small business is individual entrepreneurs engaged in woodworking. These enterprises have their own characteristic features of work, which consist in the fact that the equipment and tools of the main production, basically, belong to the cheapest segment, quite often they are made independently. Production areas are rented in small premises of large industrial enterprises that are in operation and have ceased production. Manufacturing focuses on a fairly narrow segment of consumers, as well as on the production of non-serial products (for individual orders). Small businesses in woodworking have never brought super-profits due to the rather tough competition. To analyze the current situation, a sample of typical representatives of small business in woodworking located in St. Petersburg and the Leningrad region has been considered

The paper considers the formation of entrepreneurial climate in the conditions of social and economic development of the region. At present, one of the priority directions of social and economic policy of the region is the development of small businesses. In turn, the entrepreneurial or business climate acts as a paramount component of small business development. The study of the current state of entrepreneurial climate in the region makes it possible to define current problems of its development and ways to solve them. The social mechanism of entrepreneurial enterprise climate formation in the region is directly focused on the formation of certain motives, ideas, behavior patterns of all business subjects (business community and authorities). This is revealed through the following principles: state support, priority objectives, equal conditions, diversification, partnership, social responsibility, social protection, public representation, exchange of experience, competitive advantage. For successful formation of entrepreneurial climate in the sphere of small business as a factor of social and economic development in the region it is critical to use such methods as monitoring, ranking, public-private partnership, business partnership, social support, multilevel training, multi-purpose competition, social selection, social cooperation in order to ensure interaction of small enterprises based on the principles of mutual aid, transparency and autonomy.

The article analyzes the role of small and medium-sized businesses in the economic development of the country and assesses the factors affecting to the growth of small business income through the use of the Eviews software package. The study showed that the amount of capital investment plays a significant role in the development of small businesses.

The article discusses the key differences between the concepts of "business" and "entrepreneurship". Theoretical approaches to understanding the "small business" category are analyzed and systematized. The criteria for classifying a business entity as an MP in the Russian Federation and foreign countries are studied. The forms of MP subjects are defined in accordance with the legislation of the Russian Federation. The main types of MP subjects in the aspect of industries and spheres of economic activity are highlighted. The functions of small business are analyzed and systematized. As a result of the research, it is proved that the functions implemented by small businesses create favorable conditions for stimulating economic growth. The specifics of small industrial enterprises and their impact on the economy are established.

Nowadays a number of legal, economic and organizational problems related to the implementation of the role of the state in the effective regulation of business development in Ukraine have become relevant. The development of entrepreneurial activity is one of the main prerequisites for the formation and realization of the export potential of the state, its material enrichment and growth of living standards. In modern conditions there is a need for a detailed study of business activity in Ukraine. Using statistical data of the site ukrstat.gov.ua, the economic indicators of small industrial enterprises within the period of 2010-2019 have been analyzed in the article. They are the volume of goods manufactured by enterprises; the volume of goods sold by enterprises; financial results prior to taxation of enterprises; net profit of enterprises. During 2012-2019, the volume of goods sold increased, which has a positive trend and may indicate the development of small industrial enterprises. During 2010-2019 the volume of sold products also has a positive upward trend, due to the excess of the volume of sold products over those produced in 2019. This indicates an excess of demand over supply. Net profit for the entire period of 2010-2019, except for 2018, 2019 has a negative trend, as shown by its negative values, namely the losses of small businesses. The state of entrepreneurial activity in Ukraine is currently unsatisfactory. It is evidenced by the slow growth rate of the number of small enterprises, imperfect market infrastructure and competition, lack of working capital, lack of investment resources, etc. Further development of small business, increasing its competitiveness in both domestic and foreign markets, largely depends on a balanced and sound state policy. Today it is vital to include the development of small business in Ukraine in the overall strategy of economic growth and structural reconstruction of the national economy. To improve and stabilize business activities in Ukraine, the following measures are offered: to apply a flexible system of preferential taxation for medium and small businesses, depending not on the number of those working in them, but on the annual volume (sales) of products, services, works; to constantly reduce the tax burden on small and medium enterprises; to facilitate access of small and medium enterprises to financial resources; to change the microcredit system in the field of small business in Ukraine. The financial and loan system in Ukraine currently offers different conditions and rates for small business loans, which has a particularly negative impact on the work of entrepreneurs in the period of the economic crisis.

Abstract This research deepens the existing literature on the local nature of the globalization of business. The authors argue for a comparative perspective in the study of small business in China and the U.S. At the same time, we investigate the roles of institutions and human capital in local economic development. The analysis of these phenomena are conducted based on a geographic perspective, since the desire for wealth and entrepreneurial motives may be universal, but national and regional realities and cultural differences can influence the choice and success of methods to initiate and promote small businesses.

This research paper summarizes the arguments and counterarguments within the scientific discussion on the Small and medium scale enterprises constitute the backbone of any nations economic development and had remained a major contributor in poverty alleviation, employment generation, and industrialization. The purpose of this phenomenological study was to explore the lived experiences of small and medium scale enterprise owners in the development country, regarding the raising of finances from lending institutions to ensure their business growth and sustenance. A phenomenological qualitative approach for this study as it empowers the researcher to investigate the lived experiences of participants to gain a deep understanding of the small number of participants who had raised funding from financing institutions and how to improve their experiences thereby reducing the challenges while seeking for financing. The relevance of this scientific problem discussion from the organizational life cycle theory and working capital management theory to emphasize the concept of study environment, financing institutions, knowledge, and experience of small business owners. Key findings emerged that within the business environment, there are lack of government policies to support small businesses, and financing institutions are not favorably disposed to support small and medium scale business. The wide-ranging factors discussed in this article also brought to fore additional financing strategies adopted by small businesses as alternatives to banks funding, the effect adequate funding will have their operations and the improvement required by government, financing institutions and owners of small businesses to support the growth and development of small businesses. The results of the research study may contribute to positive social change by creating awareness amongst small and medium scale business owners on the best financial strategies to fund their operations to remain profitable and sustained. The research study highlighted the need for both the government and financing institutions to support small businesses to function effectively to remain relevant, continue to generate more employment, improve the living standard of the owners of small business, and ultimately impact development country at large. Finally, this study added to the existing literature on small and medium scale enterprises financing strategies, their challenges, and their means to ameliorate the difficulties experienced by their owners when seeking for funding from lending institutions.

Urgency of the research. Modern industrial enterprises carry out their production-economic and financial activity in the conditions of macroeconomic instability, uncertainty and high dynamic of the external environment. For this reason, there is an urgent need for continuous monitoring of the financial and property status of enterprises. Target setting. Characteristic features of the development of domestic industrial enterprises is the lack of effective management mechanisms; stagnation; lack of organization of management of labor, financial and material resources. During the last decade, the economic crisis has caught unexpectedly Ukrainian industrial enterprises, whose products make up the lion's share in the country's GDP. Problems of adaptation of the crisis financial management of industrial enterprises to the current conditions of economic development have not been adequately covered and require more detailed elaboration. The research objective. The purpose of the article is to develop the mechanism of adaptation of the crisis financial management of industrial enterprises to the current conditions of economic development on the basis of diagnostics of financial capabilities of the object of crisis management. The statement of basic materials. The article deals with the problems of adaptation of the crisis financial management of industrial enterprises to the modern conditions of economic development. The ways of improvement of the anti-crisis financial management of industrial enterprises on the basis of diagnostics of financial possibilities of the object of crisis management are offered. The mechanism of adaptation of anti-crisis financial management of industrial enterprises is developed. Conclusions. On the basis of the study, the authors concluded that adaptation of the crisis management of industrial enterprises to the current economic conditions was made.

Introduction. Small business is a basis of market relations, creating new working places, paying mandatory payments to budget, being able to adapt quickly to market needs. Like any economic entity, small businesses operate at risk. However, the risk that causes little discomfort to a large enterprise can be catastrophic for a small business. Purpose. Research of modern risks in the activity of small business and preconditions for using of risk management in their economic activity. Results. It is noted that risks are inherent in any stage of entrepreneurial activity, the essence of which involves their acceptance and processing. It is indicated that small business, as an important component of market relations, is more sensitive to various risks compared to large businesses. Identification and effective risk management in nowadays challenges is a necessary component of any enterprise’s management, especially of small businesses. It is noted that the risk management system, which is aimed at ensuring the required level of enterprise’s resilience to possible threats to its sustainable development, involves the involvement of specialists managers. However, in a small business, these functions are usually entrusted to a manager who performs various tasks at the same time. The main groups of risks of economic activity of small enterprises in Ukraine at the present stage, considering their origin, level of influence, spheres and scales of distribution (market, administrative and legal, financial, personnel, investment and innovation, reputation, commercial, information and digital, globalization risks) are presented and characterized. Modern characteristic features of domestic practice in risk management which cause additional difficulties, in particular, in small business activity are presented: non-transparency of economic processes, lack of standards of risk management and appropriate culture of risk management; lack of professionals in the field of risk management with sufficient practical experience. Conclusions. It is proposed to carry out risk management at all stages of the life cycle of products (services), involving specialists from all departments (areas of activity), taking into account the advice of external experts, analyzing the actions of competitors.
