The article presents a study on the assessment of the impact of science-intensive machine building on the development of the regional economy and increasing its competitiveness. Based on the analysis of foreign sources, a theoretical justification was given for increasing the regional competitiveness of the economy. The tools of regional support of enterprises of science-intensive machine building and the model of the organizational and economic mechanism for regional development of science-intensive machine building were proposed. It has been proven that the development of science-intensive machine building influences the competitiveness of the region.

Author analyzes scientific experience and literature in the field of assessing regional economy and regional development. In this research, the author tries to explore relation between state intervention and investment attractiveness of regions. The author proposes a new Regional Investment Index, which is an instrument for measuring business environment improvement and increase in investment attractiveness. This new Regional Investment Index is an instrument that can be used not only for analysis of economic indicators, but also for improvement of state policy at the regional level. The author develops Regional investment index in order to manage regional development and direction of investment processes. Regional investment index allows for a potential comparison of municipalities by combining different approaches and dimensions and thus becoming unique. The Russian index differs of the Regional investment index because the group of determinants is structured into two indexes. On the other hand, the Asian indexes are ones which are combined and refined in Regional investment index. The new Regional investment index is sophisticated, more flexible, comprehensive and gives more opportunities for comparison at the level of local authorities and territories.

The article is devoted to the theoretical foundations and analysis of the experience of subjects of the Russian Federation in the field of regional development risk management. The article examines the concept of risk, its difference and relationship with the concepts of uncertainty, threat, danger, security and others. It is determined that dangers are constantly present in the regional economy. And risk, as a measurable uncertainty with multiple outcomes, for which the probability of occurrence of a risk event is calculated, is manifested as a result of the occurrence of a hazard. When comparing the concepts of risk and security, this means that the security of the regional economy is manifested in the ability to resist threats and manage risks, and not in the complete absence of dangers. It is revealed that ISO standards distinguish between the concepts of risk management and risk management. For further discussion, risk management is understood as a systematic approach to using the full range of mechanisms available to public authorities to reduce emerging risks and threats to the socio-economic development of the region. Further, the analysis of risk management in the practice of regional management on the example of the Omsk, Novosibirsk and Tyumen regions is carried out. The relevant tools in the activities of government bodies, such as territorial development strategies, state programs and projects, were identified, which allowed us to introduce a classification of risks with the allocation of strategic, tactical risks of territorial development and project management risks, among which there is a strategic level. The analysis of the implemented tools for compliance with the mandatory stages of risk management showed mainly the absence of risk identification, unified requirements for risk accounting and systematic risk management of regional development. Among the assessed regions, the Tyumen region has the best practices in terms of risk management. For a more detailed analysis authors highlighted the key institutional and instrumental elements of risk management such as risk committee, strategic risk map, risk register, action plan for risk management, and defined logical relationships between them.

Design is an important aspect of glocalization, which ensures the “formulation” and introduction of basic ideas into the real life, and a space of compromise and interaction between the global and the local. It is clearly demonstrated by contemporary branding systems. Design as a scientific and educational space is presented in glocal discourses through the work of the Design Department of INRTU.

The numerous versions of endogenous explanations of economic growth emphasize the importance of technological change driving forces, as well as the existence of appropriate institutional arrangements. Endogenous growth theory contributes to a better understanding of various experiences with long-term growth of countries and regions. It changes the key assumptions of the Neoclassical growth theory and participates in the modern regional development physiology explanation. Based on these conclusions, the paper: a) explicates the most important theoretical postulates of the theory, b) explains the most important factors of economic growth in the regions in light of the Endogenous growth theory messages and c) emphasizes the key determinants of regional competitiveness which in our view is conceptually between the phenomena of micro- and macro-competitiveness and represents their necessary and unique connection. First of all, micro-competitiveness is transformed into a regional competitiveness; then regional competitiveness is transformed into a macro-competitiveness. In turn, macro - influences the microeconomic competitiveness, and the circle is closed. After that, the process starts over again.

The importance of implementing a consistent policy of encouraging the development of industrial parks in Ukraine as a synergetic mechanism for stimulating investment and innovation activity, which has a systemic multi-purpose impact on the economy, contributes to structural and technological modernization and, at the same time, acts as a powerful engine of local and regional development. The essence of industrial (industrial) parks is highlighted, which will allow to carry out industrial modernization of the country and regions and restore the competitiveness of the national commodity producer in the global investment market. Features of mechanisms of state support of industrial parks in Ukraine and abroad are revealed. The mechanism of creation and functioning of domestic industrial parks with specification of models of management by such territorial entities in the context of world experience is proposed.


The transformation processes occurring in the country, causing the uneven development of individual regions, are characterized by increased competition at the regional level. The consequence of the acquisition of economic independence by the regions of the Russian Federation is a reappraisal of its current position and basic functions, the implementation of which is aimed at asserting themselves and strengthening their reliable position in the market and socio-economic spaces of the country by increasing competitive advantages. The formation of competitive advantages of the regions based on the resource potential in the conditions of market relations is the main condition for increasing the efficiency of regional socio-economic systems, predetermining both the sustainable development of the region by ensuring a high level of economic performance and the life quality of the population, and further prospects for the development of environmental and institutional components. The purpose of the study is to assess the degree of influence of key components of the region’s resource potential on the gross regional product per capita as the main recognized indicator of regional development and regional competitiveness based on building an econometric model with the subsequent development of a projection of changes in the indicator of a specific region under the influence of quality and quantity resource potential. Regional Competitiveness be one of the issues in regional development policy since the enactment of regional autonomy. Based on the results of the efficiency analysis found 11 areas of the city and district have the efficiency and 4 districts do not have the efficiency. Regional Competitiveness in Central Java based Comparative Advantage and Competitive known regions that have a high comparative and competitive advantages consist of 4 areas. Regional Mapping Based on Efficiency and Productivity Local known areas that have high efficiency and productivity which consists of 4 areas. This paper offers a contribution to contemporary studies of spatial planning. In particular, it focuses on the relationship between competitiveness and spatial planning. In the topical academic debates, there has been a growing interest in raising new paradigms to introduce innovative ways of undertaking long-lasting regional development problems. Territorial assets and spatial qualities have increasingly been regarded as factors for attracting on economic activities and increasing the competitiveness of regions. Spatial and non-spatial policies, planning documents, may have a significant role in enhancing the competitiveness of regions and territories by changing endogenous factors and producing shifts related to positioning and increasing the competitiveness of regions. This paper contains an analysis of competitiveness dimensions in the spatial planning documents of     Latgale planning region (Latvia) by focusing on a quantitative analysis of the specific dimensions of competitiveness.
