Societies build their interpretation and representation on the different phenomena in their social, historical and political processes, so also the political culture contains a set of beliefs, ideas, myths, norms, which give it identity, values, and ends. Consequently, from the democratic culture, the citizen is encouraged to move in the public space, determined by actions, and practices. As a result of these relationships, participation mechanisms are institutionalized for the emancipation or defense of citizens against the role of the State that is domination. Characterizing the aspects that involve political culture, participation and citizen action in the democratic political space, is the central object of this dissertation. The systematic review, bibliographic, documentary, and critical analysis, facilitate the method and the achievement of results, it is concluded that democracy as a system of government is characterized by its factual expression of representation and participation, this implies a global interaction with negotiation of the scheme of interests between rulers and ruled.

This paper aims to illustrate Habermas's thoughts on post-secularism, especially in regards to stretching religion which he believes that after secularism religion should be considered as in the public space. The study uses a political philosophy approach. In his findings, Habermas concluded that the role of religion can no longer be denied its presence in the political space. To minimize religious totalitarianism, Habermas divides public space into formal and informal settings, in which religion and politics appear to influence one to another. According to Habermas, religion can only present in an informal space. If people want to contribute in a formal space, they have to translate religious language into secular language.[Artikel ini menelaah pemikiran Habermas tentang pos-sekulerisme, khususnya berkenaan dengan kelonggaran peran agama yang ia yakini bahwa setelah terjadinya sekularisme, agama harus turut berperan dalam ruang publik. Kajian ini menggunakan pendekatan filsafat politik. Penelitian ini menemukan bahwa, Habermas memandang saat ini (era pos-sekularisme) peran agama tidak lagi dapat ditolak kehadirannya di ruang publik. Untuk meminimalisir totalitarianisme agama, Habermas  membagi ruang publik menjadi aturan formal dan aturan informal, yang mana agama dan politik saling berkelindan dan mempengaruhi satu sama lain. Menurut Habermas, agama hanya dapat hadir dalam ruang informal. Jika masyarakat yang agamis hendak turut berkontribusi dalam ranah publik formal, mereka harus menerjemahkan bahasa agama mereka menjadi bahasa sekuler.]

This article argues for the importance of preserving the visual memory of female communist agency in today’s Poland, at the time when the nation’s relationship to its communist past is being forcefully rearticulated with the help of the controversial Decommunization Act, which affects the public space of the commons. The wholesale criminalization of communism by the ruling conservative forces spurred a wave of historical and symbolic revisions that undermine the legacy of the communist women’s movement, contributing to the continued erosion of women’s rights in Poland. By looking at recent cinema and its treatment of female communists as well as the newly published accounts of the communist women’s movement provided by feminist historians and sociologists, the project sheds light on current cultural debates that address the status of women in postcommunist Poland and the role of leftist legacy in such debates.

Abstract This article reconstructs the controversies following the release of the figures from Nigeria's 1963 population census. As the basis for the allocation of seats in the federal parliament and for the distribution of resources, the census is a valuable entry point into postcolonial Nigeria's political culture. After presenting an overview of how the Africanist literature has conceptualized the politics of population counting, the article analyses the role of the press in constructing the meaning and implications of the 1963 count. In contrast with the literature's emphasis on identification, categorization, and enumeration, our focus is on how the census results informed a broader range of visual and textual narratives. It is argued that analysing the multiple ways in which demographic sources shape debates about trust, identity, and the state in the public sphere results in a richer understanding of the politics of counting people and narrows the gap between demographic and cultural history.

Foundations, as permanent funds established by a certain legal act, can serve manifold purposes, but often pursue charitable goals. As such, they play an important role for the public good. Therefore, states always had an interest in fostering foundations by providing a pertinent legal framework. In Austria, this topic has not yet been the focus of scholarship. Through this study some light is shed on the implementation of the law on foundations in the Habsburg Monarchy. It focuses on the role of the state and its legal system regarding the regulation and supervision of foundations from 1750 to 1918. This period is characterized by the sovereigns’ endeavor to regulate the position of foundations via extensive legislation. In particular, a system of oversight for foundations was created in order to guarantee the attainment of their charitable goals. In fact, this system prevailed until the end of the 20thcentury.

Since the dawn of colonialism in Southern Africa, the province of the Eastern Cape emerged as the cradle of African resistance against colonial oppression. A closer look at the province reveals opportunities for progress and ultimate resurgence of economic and social development, yet conflated by a myriad of challenges. This book brings together different perspectives and realities of the post-apartheid Eastern Cape to provide an in-depth exploration of the developmental dilemmas that the province faces. This book provides insightful reflections on development and its sustainability some 25 years since democracy, and specifically focuses on sociological and demographic realities in the areas of migration and its impact on families. The book further grapples with the role of the state in developing culture and heritage in the province, pointing to fundamental and multiple challenges of deprivation, unemployment and subsequent community resilience in a variety of sectors including health and education. While it provides a historical analysis of contextual issues facing the province, the book also highlights the agency of the people of the Eastern Cape in confronting challenges in leadership, accountability, citizen participation and service provision. The book will be useful for development scholars and practitioners who are interested in understanding the state of the province, and similar settings, and the degree to which it has emerged from the shadows of its colonial and apartheid legacies.

AbstractThe theme is the urban re-qualification, applied in particular to the architectural heritage and the public space. The goal is the ongoing challenge of outlining a new perspective aimed at “common good” and sustainability. The instrument chosen is the “environmental technological design,” understood as a cultural, scientific, and social position, that is, as a position on the role of architecture. The contribution reiterates the urgency of restoring the transformative power of the design mission to the project, too often reduced to a set of technical compilation procedures. In the best cases, a position that is lost in the complication of procedures, in the extension of time, in the waste of economic and human resources. A crisis of the project as “anticipation” of progressive scenarios, precisely in the most acute, ever more serious phase, of the urgency of the reorganization of urban systems, with a view to environmental, social and economic sustainability. Not a recent urgency, today only brought to light, dramatically, by the reality of the SARS-CoV-2 pandemic. Among the solutions, the design experimental research, well beyond the objective of flexibility, up to the notion of “functional indifference,” understood not as shapeless neutrality, but as the maximum functionality of spatial, architectural and urban quality.

Walfare State concept born in the era of the 20th century as a correction of the development of the concept of the country as night watchman, the phenomenon of economic capitalism that gradually leads to lameness in the distribution of sources of prosperity. In the Walfare State concept, the state is required to extend its responsibility to the socio-economic problems facing the people. The functions of the state also include activities that were previously beyond the scope of state functions, such as extending the provision of social services to individuals and families in specific matters, such as social security. The role of the state can not be separated with Welfare State because the state that plays a role in managing the economy which includes the responsibility of the state to ensure the availability of basic welfare services in certain levels. Welfare State does not reject the existence of a capitalist market economy system but believes that there are elements in the public order that are more important than market objectives and can only be achieved by controlling and limiting the operation of such market mechanisms.Keywords: walfare state, country, economic systemKonsep Walfare State yang lahir di era abad ke-20 sebagai koreksi berkembangnya konsep negara sebagai penjaga malam, gejala kapitalisme perekonomian yang secara perlahan-lahan menyebabkan terjadinya kepincangan dalam pembagian sumber-sumber kemakmuran bersarma. Dalam konsep Walfare State, negara dituntut untuk memperluas tanggung jawabnya kepada masalah-masalah sosial ekonomi yang dihadapi rakyat. Fungsi negara juga meliputi kegiatan-kegiatan yang sebelumnya berada diluar jangkauan fungsi negara, seperti memperluas ketentuan pelayanan sosial kepada individu dan keluarga dalam hal-hal khusus, seperti social security, kesehatan.  Peran negara tidak bisa dipisahkan dengan Welfare State karena negara yang berperan dalam mengelola perekonomian yang yang di dalamnya mencakup tanggung jawab negara untuk menjamin ketersediaan pelayanan kesejahteraan dasar dalam tingkat tertentu. Welfare State tidak menolak keberadaan sistem ekonomi pasar kapitalis tetapi meyakini bahwa ada elemen-elemen dalam tatanan masyarakat yang lebih penting dari tujuan-tujuan pasar dan hanya dapat dicapai dengan mengendalikan dan membatasi bekerjanya mekanisme pasar tersebut. Kata Kunci: walfare state, negara,sistem ekonomi

Abstract When violence occurs, the state has an obligation to respond to and reduce the impacts of it; yet often the state originates, or at least contributes to, the violence. This may occur in a variety of ways, including through the use of force by police, pretrial incarceration at local jails, long periods of incarceration in prisons, or abuse and neglect of people who are incarcerated. This essay explores the role of the state in responding to violence and how it should contribute to reducing violence in communities, as well as in its own operations. Finally, it explores what the future of collaboration between state actors and the community looks like and offers examples of successful power-sharing and co-producing of safety between the state and the public.
