Juvenile Delinquency in the Light of the Examination of Court Files and the Problem of Parents’ Responsibility for Damages Caused by Their ChildrenSummaryThe article presents the results of the empirical research made by the author in family and juvenile courts. The research encompassed 200 pages of court files, and its aim was to obtain information on the family situation, progress in education and the behaviour of the minors who caused a damage. The achieved results allowed to evaluate the causes of their behaviour as well as draw conclusions related to binding legal regulations concerning the problem of parents’ civil responsibility for the damage caused by their child.

INCREASINGLY, in recent years, pediatricians have been called on to work with the problem of juvenile delinquency. Published statistics on crimes and antisocial activities by children have sometimes been frightening, and loose remarks are often made about drastic remedies being needed to "curb" modern youth. In such a situation, parents naturally turn to their physicians for advice and counsel. Within the community pattern of the attack on juvenile delinquency, the "juvenile court" has a central role. If the ignorance of this editor is any index, pediatricians, in general, know little of the structure, responsibilities, jurisdiction, community relationships, and standards of juvenile courts. It is, for example, both revealing and reassuring to learn that ". . . the court stands in the position of a `protecting parent' rather than a prosecutor. . . ." The National Probation and Parole Association, a nonprofit citizen and professional organization with professional and technical staff, seeks to extend and improve probation and parole services for both children and adults throughout the country, to promote juvenile and domestic relations courts and to develop specialized facilities and programs for the detention of children. At the request of the editor, Mr. Will C. Turnbladh, Executive Director of the Association, has prepared the following interesting and informative article on the background and some of the problems of juvenile courts.

Every year thousands of "Delinquent" children appear before the Juvenile Courts of the world. What then is a delinquent child? The definition of a delinquent child varies in different schools of thought. The aim of this thesis is to take each of these schools of thought, critically examine them, and then try to reach some decree of synthesis in the etimological battlefield of Juvenile delinquency.

Juvenile delinquency is one of the prevalent issues of modern society. The purpose of this study was to compare the family environment and self esteem of delinquent and normal boys. Sample comprised of 30 delinquent and 30 normal boys. Their age ranging from 11-15 years. The data was gathered by using Home environment inventory (Dr. Misra S K) and Rosenberg self-esteem scale (Rosenberg, 1965).Home environment inventory was used to measure the psycho-social climate of home as perceived by children. By using t-test, it was found that there is significant difference between home environment of delinquents and normal boys in the following dimensions-control, protectiveness, punishment, conformity, social isolation, reward, deprivation of privileges, nurturance and rejection. It was also found that there is significance difference between self-esteem of delinquents and normal boys.

  This article describes the evolution of juvenile responsibility based onPolish legal regulations developed after Poland regained its independence.For this reason, the description is based on legal acts adopted after 1918.The article deals with such issues as the age of a juvenile, a juvenile’s liability for acts prohibited by law, the consequences of juvenile delinquency. Theanalysed legal acts include penal codes from 1932, 1969 and 1997 and the actof 1982 on proceedings in juvenile cases.

ACCURATE DATA on teenage sexual behavior is difficult to obtain. Only a small proportion of the problem behavior comes to the attention of the juvenile courts, and schools usually prefer to direct little attention to sexual behavior among students. To equip professionals in the health fields to cope with contemporary problems of American youth, more attention should be directed toward studying deviant sexual behavior, especially homosexuality, drugs, use of contraceptives, sex education, and venereal disease in teenagers. Since most teenage problems related to identification and sexual behavior have their genesis in early childhood, the family physician plays an important role in promoting optimum childrearing practices and identifying potentially problematic behavior. THE NEED FOR RESEARCH There is a limited amount of valid scientific knowledge regarding the sexual behavior of adolescents. Although this subject receives considerable attention from the lay press, few good studies have been published. Information which is available is often based on folklore, prejudiced moral judgments, and retrospective anecdotal reporting. The pediatrician usually has limited knowledge on which to base the counseling and advice he is frequently called on to give regarding these problems. The Committee on Youth recommends that this subject be investigated thoroughly and encourages the development of studies to increase our meager knowledge and provide a basis on which to judge contemporary standards of normal and deviant behavior. SEX EDUCATION Any program of sex education is made more complicated by three recent developments: (1) Conception can now be readily controlled by oral medication. (2) There is an increasing interest in, and detailed understanding of, the physiology of the sexual response in both sexes.

Family law can be analogized to a door to the family home representing how the family is sometimes open to more or less government involvement depending on the family situation. Family law is vast and diverse, but well-suited for psychology and law inquiry. Both fields are focused on human behavior and at its core family law is about human behavior. Indeed, no other area of law touches so closely to individuals’ own personal experiences because everyone has direct experience in one way or another with family law. And, those experiences touch on the most intimate and private areas of life.

This article presents a review of the substantial literature concerned with the question of how children from divorced families adjust under different custodial arrangements. Existing empirical research tends to be methodologically weak, and the results reported have been inconsistent. Moreover, the level of interparental conflict present in the family before and after the divorce appears to be a powerful mediating variable that affects children's adaptation to different custodial situations. It is concluded that custodial decisions should be made on an individual basis, with no presumption that custody should be awarded to either the mother or the father. It is clear that regardless of the decision regarding custody, parents should be educated regarding the importance of avoiding overt hostility and establishing a workable co-parenting relationship.
