Currently, developing the high-quality human resources to meet the socio-economic development requirements of Vietnam in general and Quang Ngai province in particular is a very urgent need, is a very urgent need. This is a both fundamental and long-term issue  in order to realize the strong and happy national aspirations. Located in the central key economic region with Dung Quat economic zone whose core is Dung Quat oil refinery, Quang Ngai is developing day by day. Presently, Dung Quat economic zone together with industrial clusters of the province have been creating a huge value of industrial output, especially heavy industry - an important spearhead industry in the process of industrialization, modernization, creating momentum to promote the development of industry and service in the whole region, and play an important role in creating the driving force for the development of the central region. Due to the specific requirements of industries with modern technology, Quang Ngai is required to have highly qualified and skilled human resources. Being well aware of this, Quang Ngai province has paid great attention to the development of high-quality human resources and initially achieved certain achievements over the past time.

Abstract Epitaxial growth is of significant importance over the past decades, given it has been the key process of modern technology for delivering high-quality thin films. For conventional heteroepitaxy, the selection of proper single crystal substrates not only facilitates the integration of different materials but also fulfills interface and strain engineering upon a wide spectrum of functionalities. Nevertheless, the lattice structures, regularity and crystalline orientation are determined once a specific substrate is chosen. In this work, we reveal the growth of twisted oxide lateral homostructures with multiple conjunction degree of freedom. The twisted lateral homostructures with atomically sharp interfaces can be composed of epitaxial “blocks” with different crystalline orientations, ferroic orders and phases. We further demonstrate that this approach is universal for fabricating various complex systems. Our results establish an efficient pathway towards twisted lateral homostructures, allowing epitaxial films to be arbitrarily tailored at designated positions with unbounded in-plane conjunction tunability.

The objective of this study was to analyze the trends in seven annual extreme indices of precipitation for Idaho, USA. The analyses were conducted for 35 meteorological stations, during the period from 1970 to 2006, a high quality and a fairly long-term dataset. The analyses of precipitation indices presented large spatial variability and few statistically significant trends. Thus it is not possible to conclude that significant changes in precipitation have occurred in this region during the past few decades.Keywords:Climate change, global warming, environmental impact Tendências nos Índices Extremos de Precipitação Diária sobre Idaho - USA  RESUMO O objetivo deste estudo foi analisar as tendências em sete índices anuais extremos de precipitação para Idaho, EUA. As análises dos índices de precipitação apresentaram alta variabilidade espacial e poucas tendências estatisticamente significativas. Logo, não é possível concluir que ocorreram mudanças significativas na precipitação nesta região durante as últimas décadas. To strengthen its potential and advantages, Ho Chi Minh City (HCMC) has been oriented towards becoming an economic center with high value-added, prioritizing the development of service as well as industries which are characterized by science and high technology, cleaning industry, energy saving, good labor efficiency and high values, etc. To meet the requirements, HCMC pays special attention to the development of high quality human resources and the enhancement of manpower quality, which are defined to be one of the breakthrough programs in the period of 2011 – 2015. The paper shows systematic findings about characters and criteria of highly qualified manpower, requirements and solutions to the development of high quality manpower and the enhancement of manpower quality in the process of industrialization and modernization in our country, especially for HCMC, a city with the biggest human resources in the country, well-qualified technological and scientific teams (accounting for up to 30% of the whole country), but it is facing a serious shortage of specialized human resources in most fields. In the short run, HCMC needs to concentrate on rapidly building up high-quality manpower to meet the needs of construction, development and integration into international economy, especially to focus on manpower for industries which are characterized by their high value-added and technology in order to ensure the need of highly qualified labor for key services and industries, and to improve the training quality to meet the requirements of domestic labor and high-quality labor export.

Tari berjudul Bali Jawi, sebuah karya yang terinspirasi dari sebuah ritual tradisi Jawa yang sering disebut dengan sowan leluhur. Ritual tersebut sering dilakukan oleh masyarakat penganut paham spiritual Jawa atau yang sering disebut dengan kejawen. Ritual sowan leluhur dipercaya sebagai warisan para leluhur Nuswantara. Para pelaku spiritual Jawa percaya bahwa para leluhur selalu njampangi anak cucunya, maka ritual tersebut sebagai wujud bakti dan bukti memuliakan para leluhurnya. Salah satu situs yang sering dikunjungi untuk ritual tersebut adalah Watu Gilang di Kotagede yang merupakan singgasana raja peninggalan kerajaan Mataram. Dari ritual yang dilakukan, banyak nilai-nilai luhur yang terkandung di dalamnya. Tetapi di era modern saat ini ritual semacam itu sudah banyak ditinggalkan orang. Orang Jawa sendiri semakin menjauh bahkan tidak mengenal ritual semacam itu. Ironisnya ritual semacam itu dianggap sebagai tindakan yang menyesatkan. Padahal realitanya banyak ajaran kebaikan serta nilai-nilai keluhuran yang ada. Akibatnya orang Jawa semakin kehilangan jati dirinya sebagai manusia Jawa. Nilai-nilai luhur manusia Jawa semakin luntur dan banyak orang Jawa yang kehilangan identitasnya, Wong Jawa Ilang Jawane. Melihat realita yang terjadi terkait nilai-nilai luhur Jawa yang mulai luntur, didukung pengalaman empiris, serta proses refleksi diri memunculkan suatu energi untuk mengangkat persoalan tersebut dalam sebuah karya tari agar manusia Jawa kembali menjadi Jawa. Situs Watu Gilang sebagai tempat yang dijadikan sebagai titik awal penelitian artistik dalam penciptaan karya ini. Hasil riset di lapangan, informasi dari berbagai sumber, serta referensi dari literasi yang ditemukan dijadikan sebagai kekuatan karya Bali Jawi. Gagasan ditransformasikan ke dalam simbol-simbol ketubuhan, musik, properti, serta elemen pendukung lainnya. Simbol-simbol yang dihadirkan diharapkan mampu menginspirasi dalam upaya menghidupkan kembali nilai-nilai luhur manusia Jawa. Pencipta tari mencoba melihat kembali masa lalu yang dikaitkan dengan masa kini, sebagai bekal untuk membaca dan melihat masa depan. Nilai-nilai luhur manusia Jawa kembali para ranahnya, dan menjadi gerbang awal menuju kejayaan Nuswantara. The dance Bali Jawi is inspired by a ritual from the Javanese culture that used to called sowan leluhur; it is a ritual where people do an ancestral pilgrimage. This ritual is often done by a Javanese spiritual person or in Javanese culture called kejawen. The ancestral pilgrimage, sowan leluhur ritual is believed as a Nuswantara heritage. The Javanese spiritual person believes that their ancestors are always njampangi; a term in Javanese means „keep watching from a distance‟ their posterity. So, this ritual is often believed as a devotional form to the ancestors. One of the site that often be visited for this ritual is Watu Gilang at Kotagede that was the throne of a king of Mataram Kingdom. There are a lot of honorable values of Java in this ritual. In the other hand, this kind of ritual has been forgotten in this modern era. Javanese people tend to make a distance from this kind of ritual. Ironically, they also tend to consider this kind of ritual as a misguiding doctrine while the fact is there are so many values of kindness included in it. This reality, ironically, make the Javanese people lost their Javanese identity. The honorable values as a Javanese human faded day by day and most of them get lost; it is called “Wong Jawa Ilang Jawane”. Witnessing this reality that the Javanese honorable values begin to be faded, supported by empirical experiences, and also self-reflection brings out energy to raise this issue into a dance work. The Watu Gilang site is the starting point of the artistic research in this dance work creation. The result of the field research, literature research, and information gathered from various resources are processed to be a power from the dance Bali Jawi. The ideas are transformed into bodily symbols, music, dance properties, and other supporting elements. Every symbol presented on this dance are expected to tell the meaning and core values of the dance itself so Bali Jawi could be a meaningful yet high-quality that has honorable values of Java. The dance work is as well expected to inspire people in order to revive Javanese human honorable values. The choreographer is trying to look back to the past and connect it with the present time, as a provision to understand and forecast the future. The honorable values of Javanese human are back to its realm and become the initial gate into the glory of Nuswantara.

The fourth industrial revolution has created a great boost in the development of technology, prompting countries to seek intelligent management solutions in all fields. This also brings opportunities and challenges in attracting and using high-quality human resources for organizations and countries in current global competition. According to Klaus Schwab, who introduced the term Fourth Industrial Revolution, talent, rather than capital, will represent the factor of production. This is both an opportunity and a challenge for organizations and countries in the competition for high-quality scientific and technological human resources. Universities are also on this trend. The article will analyze the need to apply the rule of social mobility in policy identification to attract high-quality science and technology human resources to universities. These research contents initially contribute to providing the arguments for the process of making policies to attract talents or high-quality scientific and technological human resources in universities in the context of the fourth industrial revolution. The “shifting baseline syndrome” (SBS) is the paradigm whereby recent species abundances and environmental conditions are accepted as reflecting historical conditions. This leads to false impressions of the past, inaccurate baselines, and unrealistic recovery goals. Idaho biologists have counted Chinook salmon redds for >60 consecutive years, generating an invaluable database; however, inaccurate historical baselines compromise the utility of even such high-quality, long-term databases. To develop an accurate baseline, we integrated archival (1951–1964), maximum redd counts with contemporary (1995–2017), continuous counts and spawn timing datasets to estimate historical (1950s–1960s) wild Chinook salmon production potential. Current salmon populations average 3% of 1950s–1960s abundances, which may have been 30% of precommercial fishery (1880s) populations. Notably, the SBS has influenced contemporary managers as reflected in minimum viable abundance, sustainable escapement, and adequate seeding objectives equaling 10.4%, 17.9%, and 20.4%, respectively, of 1950s–1960s potential. Our approach provides a framework for utilizing archival and contemporary data to reconstruct historical baselines and repress SBS. Contrasting contemporary goals with maximum production potential provides new reference points and perspectives for managers to consider.
