The new milestones should be expected with the formation of a digital civilization, in the development of all institutions of social relations. Within the mainstream of present study, the authors aim to trace the evolution of ideological institutions, to describe the potential threats and risks for a government institution associated with the introduction of digital technologies resulted in the modern transformation of the value and regulatory foundations of society through the new challenges of digital transformation of international, state-law and social relations. Presently, the two definitions are constituting the concept of ideology. The first one is claiming the “false consciousness” (K. Marx); the second one -“enlightened false consciousness” (P. Sloterdayk). This constructional evolution of the relationship between phenomenology and ideology that is in the center of the study of numerous scholars exists over a century. Along with this story, the philosophy itself as a science had been considerably changed. Such a sharp deviation of the various theories of knowledge of the last two centuries was caused exclusively by the practical orientation of ideological consciousness.

Digital transformation and modernization reach an increasing number of areas of our life. One of these areas is of corporate governance. In the face of growing competition and the rate of change in market conditions, the company’s ability to adapt to new conditions will be crucial. Digitalization of corporate governance, the use of new technologies can become major part in future adaptation. In this paper was designed an analytical model that allows to identify the relationship confirming or disproving that investing in digital systems contributes to the growth of profitability of operating activities. Also identified the main trends unfolding in the development of corporate governance digitalization. The main conclusion is that the development and implementation of digital control and information and communication technologies are already essential for any modern company. Stepping on the path of digital transformation and changing strategies and decisionmaking processes accordingly is key short-term objective.

Abstract. It is a growing phenomenon that young people use mobile information and communication technologies during their nightlife. This article offers an empirical examination of how young people's nightlife is shaped by engagement with the mobile phone application WhatsApp. Drawing on Sara Ahmed's phenomenological concept of orientation, I examine how WhatsApp extends young people's nightlife and how young people become orientated therein. On the one hand, I show that nightlife acquires new boundaries and fixities that encourage young people to direct their attention towards missing social relations and absent nightlife places. On the other hand, I find that young people create new perceptions of how to inhabit and spend leisure time and space. I argue that digital technologies reorientate young people, which I suggest offers novel means of addressing young people's contemporary nightlife practices, places, spaces, and social relations.

This work tries to assess to what extent e-government enables transparency, openness and, hence, accountability in public administrations. For this purpose, local European Union (EU) administrations are analysed, encompassing all the different types of public administration styles of Western countries. Although almost all governments have opened a Web site and reports from multilateral organizations highlight the benefits of e-government initiatives for transforming the relationship between administration and citizens; the results of our analyses show that these benefits are far from being achieved because the e-government projects are still in their early stages. Even though the capacity of the Internet for the dissemination of information improves accountability and makes benchmarking easier, our research results also show that Information and Communication Technologies (ICTs) do not promote financial accountability beyond legal requirements. In conclusion, ICTs have not had a dramatic impact on public accountability in practice, even in countries that are at the forefront of digital technologies.

In the article, the author examines the state of the legal framework of the organization and activities in the field of digital transformation in Kyrgyzstan. According to the author, in order to create a favorable political and regulatory environment that promotes innovation, development of infrastructure and services, information and communication technologies in the digital economy, strengthening communication and cooperation with other sectors, taking into account the intersectoral nature of digital technologies, and requires timely improvement of legislative acts on a permanent and continuous basis. The author aims to investigate the impact of digital transformation on improving the regulatory framework, highlighting new advantages and threats associated with the use of digital technologies in legal practice.

Currently, the driver of the development of socio-economic systems is their digital transformation. Information and communication technologies have significantly simplified a number of organizational and operational processes of companies in all sectors of the economy. In healthcare, ICTs have found their way into improving communication solutions. However, in general, the digital transformation of this area is much broader, and current trends, problems and prospects for its activation require additional scientific research. The study outlines promising directions for the development of the healthcare sector, based on the introduction of artificial intelligence, robotics, 3D printing and other end-to-end digital technologies. The trends examined in the course of the study made it possible to speak not only about promising directions for the introduction of key digital technologies in the healthcare sector, but also about the presence of a number of limitations. In particular, the activation of these processes in Russia is hindered by gaps in patent law and licensing. The article identifies possible management and regulatory decisions to overcome the existing limitations. The research results can be used as a theoretical basis for managing the development of the healthcare sector in the digital economy.

Over the last 10 years investments into innovation made at the beginning of 2000s resulted in significant growth not only in separate industries but in global economy as a whole. The development of digital technologies significantly reduced the costs of advance technologies, which made them affordable to a wide range of consumers. Using new tools and methods for interaction of social and economic subjects became a real accelerator of rapid growth for some industries such as media, information and communication technologies or finances. However, no significant innovative changes occur in the construction sector despite a generally acknowledged important role in the economy of both separate countries and in global economic processes. The article considers the factors that have an effect on the digital transformation of construction industry, the peculiarities and problems of this process.

Purpose. The aim of the article is substantiation of the role of digital infrastructure in the process of digital transformation of Ukraine and analysis of the possibilities of using blockchain technologies. Methodology of research. General and special methods of economic research are used in the course of scientific research, in particular: analysis and synthesis to reveal the economic essence of digital infrastructure; statistical and graphic methods ‑ in the analysis of world trends in the development of information and communication technologies, methods of induction and deduction, abstract and logical method ‑ in drawing conclusions from the results of the study. Finding. Definitions of digital economy, suggested in domestic economic literature, are considered. The author’s definition of this concept is substantiated. Areas of activity have been identified in which the introduction of digital technologies will play a decisive role in the context of digital transformation. The Concept of the development of the digital economy and society of Ukraine and the directions of digital development defined by this Concept are considered. The types of digital infrastructures and the main digital technologies that ensure their formation are given. The essence of the concept of blockchain and the scope of its possible application in Ukraine in order to protect data and ensure cybersecurity is revealed. Originality. The author's definition of digital economy is offered, in which special value is given to introduction and real use of digital technologies in various spheres of human activity. The role of digital infrastructure and main technologies that ensure its formation is substantiated. The directions of using blockchain technologies and measures that need to be implemented for further digital transformation of Ukraine are proposed. Practical value. The results of the study will contribute to the formation of the institutional basis for further development of information technologies in Ukraine, their introduction into the real sector of the economy, and in the future ‑ building an effective digital economy focused on innovation in production and services. Digital transformation is an ongoing process that is driven by the recent advances in digitalization as well as the development of information and communication technologies (ICT) that penetrate all socio-economic fields of everyday life and business. In this paper, we describe the digital transformation of energy companies. We show that successful transformation is based on skills, expertise and knowledge of the employees that need to be created and maintained. In addition, we show that digital competences become a key element in building capacities that are required for the digital transformation. This is of a particular importance for the energy companies that are experiencing major changes on the path of transition toward low-carbon economy and renewable energy.
