One part of the subjects of national education is Islamic education. As for the grouping of Islamic teachings in the form of subjects in Madrasah ranging from Madrasah Ibtidaiyah (MI), Madrasah Tsanawiyah (MTs), and Madrasah Aliyah (MA), there are subjects devoted to religious specialization. At the level of Madrasah Aliyah (MA), the specialization of the Religious sciences was developed in the form of study-specific subjects and there were also subjects that served as supporters such as the subjects of Islamic Cultural History. In this paper, the author analyzes the student manual for the subjects of Islamic Culture History class XI (Scientific Approach Curriculum 2013) using an analytical study approach in terms of the order of subject matter in the book and the double movement hermeneutics study approach ala Fazlur Rahman. The results of this study explain that the SKI subjects have been elaborated with clear and detailed indicators, but the subject matter of the SKI has not provided an analysis description for the development of scientific insights of students in answering the actual problems, for example, the plurality that characterizes the Indonesian nation. Therefore, the SKI study must involve Fazlur Rahman's hermeneutic analysis and Nietzsche's critical history analysis to read past phenomena to build on current progress in accordance with the mandate of National Education System Law No. 20 of 2003.

The literature review results show that in developing the education system into a preeminent institution and maintaining its existence, madrasas in Islamic boarding school are required to be open and accommodate the community's aspirations and demands. Madrasah needs to develop themselves to become high quality and superior madrasas and a bridge that connects with the national education system, especially those related to students' moral and personality development. Curriculum in Indonesia is always related to the constellation of power, and therefore the direction and substance of the curriculum are determined by the decision of state authorities and non-state subsystems, or complying to a certain notion and concept of education. Constellation of power and complexity of curriculum can be seen in the instruction of Competency-Based Curriculum (KBK), school-based curriculum (KTSP) and 2013 Curriculum. After all, there is no guarantee that these curriculums will be able to develop students’ competency and build their character in line with the national education goals as mandated by Law No. 20/2003 on National Education System. In fact, there is nothing wrong with the curriculum; it is the fault of policy makers of education. The Indonesian people need political will of the government. Curriculum is not the only factor that determines the quality of education. Nor is it the only tool to realize the vision of education. However, curriculum can serve as a strategic device to seed the interests of power. Changes in curriculum in fact generate a strong constellation of power in the curriculum itself, especially in determining the content of education, so no wonder education in Indonesia is “subjugated” by curriculums with business and political interests.

Ferenc Balázs served as a rapporteur of minority education directly under the administration of the Ministry of Religion and Education between 1938 and 1944. Almost the whole area of Transdanubia (so-called ’Dunántúl’) belonged to his competence. His task was to observe the introduction of the unified education system, then to monitor the transition to full native language education from 1941. There have been many obstacles to both of the systems. In addition to these, he had to take into account the activity of the Volksbund, which acted decisively; Balázs was able to handle these situations objectively based on the documemted events. He examined hundreds of schools, the results were regularly reported to the Ministry. He did not only deal with the effectiveness of the national education system in a narrow sense, but also with issues related to public education in general: the condition of school buildings, deficiencies in equipment, the social and health status of children, the training of teachers. Moreover he has been involved in major events affecting the day-to-day running of schools, such as secret ballots prior to the introduction of full native language education, inspection of the language skills of teachers, supervising the preparation of curriculum and syllabus, but for example, he also translated the text of the prayer used in teaching to German.
