This study assessed local leadership necessary for developing city resilience in the phase of more escalating, complicated and critical disaster phenomenon. The study departed from an assumption of the need for an effective and creative model of local leadership in order to transform risks into resilience, so that the city possesses a local capacity to develop Semarang as the resilient city. Leadership competency can be taught and trained by a leadership education and training under the Center for Education and Training of the Provincial Government of Central Java. Learning premise and practice of the leadership education and training in this study was formulated as follows: (1) Why was the leadership of Semarang Mayor unable to improve effectiveness of state internal bureaucracy towards city resilience?; (2) How was the model of local leadership necessary todevelop Semarang city resilience?; and (3) What learning model of leadership education and training was effective to educate and to train the effective and creative bureaucratic leaders? Using a case study based qualitative approach, this study resulted in as the followings: (1) the mayoral leadership concerning hazard and city resilience issues was proven effective, but was unable to improve the effectiveness of the state internal bureaucracy due to structural conflict; (2) local leadership model related to disaster and city resilience issues that can be applied to Semarang Municipality is a congruent model with public-private partnership approach; and (3) the effective learning model that can be applied to the leadership education and training is a constructivist learning model with an intuitive approach.

Cooperation in multinational military operations is one of the main tasks for the Swedish Armed Forces (SAF), which means that Swedish officers need to be able to meet international military staff standards. For this reason, the SAF and the Swedish Defence University organize an annual international staff exercise which aims to train officers in and increase their knowledge of North Atlantic Treaty Organization staff methods and procedures. The essence of successful staff work is good leadership and effective team work. In this article, we present findings from three staff exercises that have significant impact on leadership and possibilities for good team learning that relate to a team learning model. These findings have great potential to be of value in planning and improving leadership education and training in both military and civilian contexts.

Abstract : The purpose of this study was to determine the effect of leadership, education and training, compensation, and work environment on employee performance at Regional Office of Directorate General of Treasury of South Kalimantan Province. The population of this study were 79 people and 40 people samples by using purposive sampling technique. Data analysis technique using multiple linear regression analysis. The results showed that leadership, education and training, compensation, and work environment simultaneously and partially have a significant effect on employee performance, with education and training became the dominant factor influencing work performance. Keywords: Leadership, Education and Training, Compensation, Work Environment, and Employee Performance. Abstrak : Tujuan penelitian ini adalah untuk menguji pengaruh kepemimpinan, pendidikan dan pelatihan, kompensasi, dan lingkungan kerja terhadap kinerja pegawai pada Kantor Wilayah Direktorat Jenderal (Kanwil Ditjen) Perbendaharaan Provinsi Kalimantan Selatan. Populasi penelitian ini sebanyak 79 orang dengan sampel sebanyak 40 orang, menggunakan teknik pengambilan sampel purposive sampling.  Teknik analisis data menggunakan analisis regresi linier berganda. Hasil penelitian menunjukkan bahwa kepemimpinan, pendidikan dan pelatihan, kompensasi, dan lingkungan kerja secara simultan maupun parsial berpengaruh positif signifikan terhadap kinerja pegawai, dengan faktor Pendidikan dan pelatihan yang menjadi faktor yg berpengaruh dominan terhadap kinerja pegawai. Kata kunci : Kepemimpinan, Pendidikan dan Pelatihan, Kompensasi, Lingkungan Kerja, Kinerja Pegawai.

The purpose of this study were to analyze the influence of leadership style, education and training, and working environment on performance of civil service police member (Satuan Polisi Pamong Praja/Satpol PP) in Kotawaringin Timur regency. A descriptive quantitative analysis was used to examine 88 personnel of the unit. The results indicate that, first, leadership style has no definite and significant effect on personnel‘ performance. Secondly, education and training have a significant effect on members‘ performance. Lastly, a pleasant working environment has positively affected the personals‘ performance. This research suggests strengthening a positive leadership model that can make the work atmosphere more comfortable, increasing employees‘ engaged and enthusiastic so that they are willing to put their potency in order to complete the task.

The implementation of face-to-face education and training is often constrained by issues of curriculum, infrastructure, opportunities and time. This training need large budget for accommodation and consumption which add to the difficulty for the state civil officer (SCO) to attend education and training. Curricula that should be the basis for conducting training are often not implemented well with consideration of budget efficiency. This study aims to overcome these problems by developing training for the Standard Operational Procedure (SOP) Developer of the Government Administration with a valid, practical and efficient blended learning model to improve human resources. This study used a blended learning model which consists the following stages: curriculum development and teaching materials, explanations to mentors or supervisors of employees, web development and small group trials, improvements and trials in medium groups, implementation of learning, and evaluation. The results were obtained from 3 aspects of the validity test, namely aspects of media, material and language. Next, test the practicality using data from facilitator responses and training participants' responses. While the effectiveness test is obtained using the results of the training participants' skills test accompanied by pre-test and pos-test. The results of the average product validity gets a value of 93.59% which indicate the blended learning were very valid. On the average practicality of facilitator responses 82.69% of the which indicated the model is very practical. The results of the effectiveness of the skills test results showed an average of 84.61% which is very effective. In conclusion, the development of the blended learning system for training of S.O.P Developer of government administration at the center of human resource development is valid, practical, and effective. Thus it can be applied as model of training for state officer in the future.

Corruption in Indonesia has been increasingly rampant, ranging from high-ranking state officials to lower-level civil servants. The strategic tasks mandated to civil servants have in fact provided opportunities for them to commit corruption. Based on data from Indonesian Corruption Watch (ICW), from 2013 to 2016, most corruptors work as civil servants. Based on this fact, there seems to be an alternative approach that should be more optimized, namely a cultural approach. Indonesia has many unique teachings, one of which is the Javanese philosophy of life (Javanese Wisdom). This study deals with the kualat teaching derived from the Javanese Wisdom as an attempt to prevent corruption among civil servants. This study tries to explain the noble advice in the Javanese society, particularly about kualat teaching. The researcher conducted a survey to Civil Servants to find out whether the kualat teaching still existed in the minds of civil servants. Finally, the researcher offers the idea of the need for internalization of the kualat teaching in the material content of Leadership Education and Training (Diklatpim) IV. The researcher seeks to actively participate in preventing corruption among civil servants.
