Despite substantial improvements over the past 23 years in many key areas of sustainable development, the world is not on track to achieve the goals as aspired to in Agenda 21, adopted in Rio de Janeiro in 1992, and reiterated in subsequent world conferences, such as the World Summit on Sustainable Development held in Johannesburg in 2002. While there have been some achievements in implementing Agenda 21, including the implementation of the chapters on “Science for Sustainable Development” and on “Promoting Education, Public Awareness and Training”, for which UNESCO was designated as the lead agency, much still remains to be done. This decade had seen the idea of a “green economy” float out of its specialist moorings in environmental economics and into the mainstream of policy discourse. It is found increasingly in the words of heads of state and finance ministers, in the text of G20 communiqués, and discussed in the context of sustainable development and poverty eradication. The research paper focused to establish a relationship between sustainable development and green economics. The research paper is descriptive and analytical in nature. The data collected from secondary sources such as report from niti aayog, IMF indicators, RBI reports, newspapers, journals. The research design was adopted to have greater accuracy and in depth analysis of the research study. The statistical tools for the analysis are also being used.

The article presents an analysis of the Sustainable Development Goals in the Arab region with particular emphasis on the example of the UAE. The initiatives of this country deserve an in-depth analysis due to their scale, innovative nature and huge ambitions to achieve the first position in the world in many areas of activity, including the achievement of the objectives of the UN 2030 program. The article analyzes projects and their implementation, including Vision 2021, the Green economy program, the National Innovation Strategy, the Energy 2050 Strategy, initiatives for tolerance and world peace, humanitarian aid, or activities related to the fight against climate change. In this context, the World Expo is shown, which will take place in Dubai from October 2020 to April 2021 and for which sustainable development is one of the main themes. This article, presenting all these visions and activities serving their implementation, also shows the context of the huge dynamics of the population development of the UAE, including Dubai, which just before the establishment of the state in 1971 had a population of 80,000 thousand to nearly 4 million today. The article shows the socio-political aspects of sustainable development and the impact of new technologies on sustainable development.

Nowadays, sustainable growth and development are main economic policies for the countries all over the world. Decreasing natural resources, deepening environmental pollution and global warming problems are red alert of our planet. Every single country on the earth has the responsibility to protect our planet. So, increasing environmental awareness caused new tendencies in consumer behaviors. Countries aim not to pollute or harm the environment while improving their economic performance and life quality by green economy. Besides, by sustainable consumption, it is aimed to support personal sustainable development. In this context, sustainable consumption trends and the reflections of green economy applications in the world will be discussed in this chapter. In addition, developed countries and developing countries will be compared with each other through results of global ecological footprint.

Agenda 21, the blueprint for sustainable development, adopted at the Earth Summit in Rio de Janeiro in 1992, does not have a chapter dedicated to trade. Yet since 1992, trade has become increasingly important to democracy, human rights, women's rights, economic development, employment and the environment. "Trade and environment" has been identified by many governments and civil society organisations as an important policy issue in preparations for the World Summit on Sustainable Development. At the same time, environment has become a highly politicised word in the world inhabited by trade negotiators. The aim of this paper is to examine whether or not the inclusion of WTO environmental negotiations, as outlined in the Doha Ministerial Declaration, advances or retards sustainable development.

Over the past few decades the gradual increase in environmental pollution, poverty and the need for energy made it necessary to transform the existing model of the economy. At the end of the 20th century the concept of sustainable development was formed. It included some relevant goals, the achievement of which made it possible to solve major socio-economic problems. The “green economy” is a system of economic relations between the state, economic entities and households arising from the production, distribution, exchange and consumption of goods and pursued in accordance with the objective of achieving the goals of sustainable development. The transition to the “green” economy will help to overcome poverty, provide humanity with renewable energy and gradually stop environmental pollution. The change of the existing model of economy requires a transformation in all its industries (manufacturing, finance, energy, etc.) and at all levels (from supranational to individual). Transformation processes, which include technical retrofitting, technology change, require significant funding. The establishment of an effective financial security mechanism will allow to attract the necessary investments for the implementation of projects in the field of transformation of economic sectors. It should be noted that the process of transition to a new model of economy in the world is already underway and the efforts of the world community aimed at achieving the goals of sustainable development are manifested in the creation of the necessary legal framework in the form of UN conventions and activities of international financial organizations providing financing for the implementation of projects in this field. The transition to the green economy model opens a number of opportunities for Ukraine, such as gaining energy independence, overcoming poverty and improving the environment. Nowadays, public awareness on the potential dangers of environmental problems and the negative impact from the development has been increasing. Public has the right to know and participate in making decisions, particularly in those have potentially affect on the communities in which they live and work. Furthermore, Malaysia is adopting the Rio Declaration - Sustainable Development and Agenda 21. One of the fundamental prerequisites for the achievement of sustainable development is broad public participation in decision-making. Research had been carried out to identify the effectiveness of the public participation programme for Sabak Bemam District Local Plan 2002-2015 and Kuala Lumpur Structure Plan 2020. The research was carried out by collecting feedback from the participants of public exhibitions and workshops for both of the plans. Through the research, it was found that series of workshops are the effective method of public participation for development plan as compared to public exhibition after draft proposal of the plan has been completed. An effective and successful public participation programme should allow members of the community to have an active voice in the process and to have a free access to important information.

This research paper focuses on strengthening program management protocols, which can help in mitigating nuances along with duplication, and redundancies. In this context, seven components have been considered for facilitating the achievement of sustainable management of a development program. Thus, for conducting this study, a conceptual framework of the “CARROT-BUS” model has been taken into due consideration. CARROT mainly stands for Capacity, Accountability, Resources, Results, Ownership, and Transparency, which emphasizes enabling the environment while BUS is perceived as a bottom-up strategy. Correspondingly, this holistic and causal model can be considered to be conceptually synonymous with Abraham Maslow’s hierarchy of needs theory. Additionally, each step of the model needs to be well-defined and described. Hence, designing and implementing sustainable development programs can be considered to be complex. Therefore, the systems presented in this abstract are a way of addressing these complexities. Herein, for conducting this study, secondary sources have been taken into high consideration. The use of these sources has significantly assisted in enhancing the existing knowledge on the identified issue in detail. Thus, the study has been able to understand the importance of sustainability in the present scenario, especially in project management. Based on the overall findings, it can be stated that sustainability is one of the key aspects, which are maintained by organizations all around the world for attaining success.

The article examines the essence of the “green” economy, identifies its three components - economic, social, environmental, and justifies the need for the green economy development in Russia. It is argued that the environmental component is a priority for sustainable development. Among the main directions of the “green” economy implementation in Russia, the following is highlighted: rational use of natural resource potential, diversification of energy supply sources, environmental protection, production of organic agricultural products, modernization of housing and communal services, formation of new ecological behavior of the population.

Stages of model formation and "green" economy concept in the context of socio-technogenic develop-ment of the world are considered. It is revealed that in the second half of the XX century the interconnected changes in economy and nature generated the interest in formation in the world of environmental economics, searching ways of steady co-evolutional social natural development. It has predetermined the lines of interna-tional cooperation within the UN International Confe-rence on environmental and development matters (1972, 1992, 2002, 2012, 2015, etc.). The conferences served to establish the interrelation of social, economic and ecological factors, to emphasize the importance of interaction of the country governments, business and public organizations in achievement of global ecologi-cal efficiency, the formation of ecologically focused model of economy adopted in the 21st century as a model of "green" economy. However, despite the in-ternational activity of the countries, science and busi-ness, a comprehensive scientific analysis showed dis-appointing results of strengthening modern degradation processes in biosphere. The "green" industrial revolu-tion which is developed now in the world is intended to connect the potential of economic growth with inten-tions of essential reduction of load on the planet eco-systems. It is proved that "green" economy model which is actively spread in industrially developed countries of the world combines a limited economic growth and safe, careful attitude to natural processes. Using the methodology of the system socio-natural approach (overcoming a narrow framework of a socio-economic research method) it is defined that "green" economic activity is implemented due to development of the innovative technologies and technosphere sub-stances developed according to market laws in accor-dance with corporate business interests. The conclusion is drawn that expansion of artificial processes and sub-stances due to technocratic-cantered liberal economic activity leads to increase of technogenesis of socio-biospheric evolution to more distancing of modern society from natural environment. Therefore the world community when developing programs of a new "green" paradigm of economic activity (as part of the concept of sustainable development) needs to prove exhaustively scientifically how socially and economi-cally responsible and whenever possible with the min-imum damage to the biosphere to combine expansion of technogenic processes with the developing natural life.

The article states that the promotion of resource efficiency will be facilitated by the development of a detailed action plan for the implementation of the green economy, in line with the National Strategy for Sustainable Development. Sustainable development is ensured by the balance of three components: economic, social and environmental. The modern state policy on the subject of development of the concept of "green" economy in Ukraine is analyzed. the condition for further economic development is a significant change in the current economic system, the transition to a new economic model and the implementation of the basic principles of sustainable development. One of the best options for such changes, according to many scientists around the world, is the concept of "green economy". Compliance with environmental legislation by domestic companies will have a positive impact on the economic performance of their activities. Thus, the "green economy" will accelerate the process of transition to sustainable development. The level of ecological situation and development of the national ecological system of Ukraine, its place on these indicators among other countries of the world can be estimated by means of the international index of ecological dimension. The higher this figure, the worse the results of pollution of the country's ecosystem. This index and its indicators determine a country's ability to protect its environment in the short and long term. In addition, this index can be used as a powerful tool for decision-making on an analytical basis, taking into account the social and economic dimensions of sustainable development. The transition of Ukraine's economy to market principles is impossible without reforming the economy and improving economic levers in the field of natural resources management. Thus, the study of the tools and differences of the "green" economy allowed us to draw the following conclusions: under the current model of production, world economic growth can create a state where the damage from pollution and environmental degradation will significantly outweigh the income. Thus, in order to prevent this situation, it will be necessary to introduce innovations to reproduce natural resources.
