This paper briefly summarizes evidence for the influence of popular films on public perception of government and on public policy.  Two films examined through the lens of public administration, and the lessons they teach about public administration, are exposed.  One film, Ghostbusters conveys a strongly negative image, and the other, A Thousand Heroes a strongly positive message.  Only Ghostbusters was and remains popular and profitable.  Public information efforts by government and the public administration community have been limited or reactive.  The authors argue for the increased support for public information initiatives such as those of the Public Employees Roundtable (PER) and  the American Society of Public Administration (ASPA).

Introduction. The article is devoted to the use of digital technologies in the field of public administration using the example of state and municipal information systems. Currently, two types of such systems can be distinguished in the Russian Federation: 1) allowing direct enforcement activities; 2) used to capture certain information. Theoretical analysis. Information systems of the first type acquire the properties of an object of complex legal relations, in which suppliers and consumers of information, government bodies, as well as other persons become participants. This entails the fact that in the implementation of public administration, the source of regulation of public relations to a certain extent becomes the program code of these information systems. Accordingly, any failures and errors in the public information system become facts of legal importance. Empirical analysis. The main risks of using information systems of the second type in public administration relate to the illegal access (or use) of information stored in their databases. The consolidation of databases containing different types of information is a serious threat. In this regard, the creation of the Unified Federal Information Register containing information about the population of the Russian Federation, provided for by the Federal Law No. 168-FZ of 08.06.2020, may lead to a large number of socially negative consequences and comes into obvious conflict with the legislation on personal data. Results. State and municipal information systems themselves can improve public administration, including reducing corruption in the country. At the same time, their reduced discretion in management decisions is not always appropriate. Accordingly, their implementation should be preceded by the analysis of the characteristics of a specific area of management, as well as the proposed use of digital technologies.

This study discusses about using archives in neighbourhood organization. Three sub-main issues discussed about public perception of archives, archive management and using archives for neighbourhood organizational activities. neighbourhood organization is a community customary institution under the sub-district or village. The act Repulic of Indonesia number 6 of 2014 concerning Villages states that the neighbourhood organization is in charge of assisting village governance and a partner in empowering village communities. This study uses a qualitative method because it is able to examine more deeply the subject matter and information. The data sources used are primary data and secondary data. The research focus was neighbourhood organization number 18/04, Legok Village, Legok District, Tangerang Regency. The results showed that the perception of the residents of RT 18/04 about archives was good, but it was not followed by the management of archives in the neighbourhood organization number 18/04 which was not optimal because of the lack of facilities and infrastructure, the capacity of human resources in managing archives and there is not standard of managing archives. The neighbourhood organization number 18/04 has archives of primary use value, it is administrative value, financial value , legal value and archives of secondary value. Using archives in the neighbourhood organization number 18/04 as a basis for decision making, accountability to the public, information on higher-level government policies, and straightening out hoax information.

Summary The aim of this article is to present the essence and significance of information and communication in public administration in the context of the management control. Broadly understood information in public administration allows both to control the activity of this administration and to make correct decisions and actions in order to perform public tasks effectively. Therefore, the existence of a proper system for sharing and exchanging information is an essential component of the management control, ensuring the execution of the tasks and objectives in a way that is consistent with the law, effective, efficient and timely. The article points to i.a. the types of information and means of communication that may be deemed effective or legally acceptable tools for conveying information and communicating in public information. In this context it should be emphasised that - in particular - sharing public information requires that a relevant form be retained and a proper sharing procedure be followed.

The peculiarities of public administration of the organizational process of the system for ensuring the development of cluster structures in the economy have been determined. The tasks of the public policy in the system of information support for the development of an innovation cluster and the use of corresponding information potential and intellectual capital have been identified. The problems and possible socio-economic conflicts in the system of implementation of the public policy on ensuring the development of the innovation cluster have been systematized. The conceptual approach to the process content of the public policy on information support for innovation clusters of the economy has been presented. The algorithm for implementing the public policy on information support for the development of innovation clusters has been proposed. The structure of the mechanism of public administration on the use of information resources for the development of innovation clusters in the economy of Ukraine has been proposed. It has been stated that the development and implementation of the public information policy for the development of clusters are based on the conceptual principles of their functioning, goals, and objectives, which are focused on the direct formation and implementation of the information potential of clustering participants. The article has analyzed reasons and the current state of corruption risks in the system of social communications of public administrative bodies. The aim of the study is to identify and analyze corruption risks in the system of public communication to eliminate the causes and terms of their emerging. The article is of an overview nature, and it is prepared based on the approach of the content analysis of scientific literature on the topic, analytical reports of international organizations, international projects, the authors’ analysis of sites and information portals of public authorities, and vectors of public information policy. A significant potential of corruption to destroy the trust in public institutions has been emphasized. This process will tend to weaken the state’s ability to fight against corruption. By using the methodological approach “agent – patron” (agent’s dilemma), it has been proved that a substantial increase in corruption processes causes considerable changes in the institutional design of public organizations. It is transforming the nature of the entire public administration system in the direction far from the public interest. This state of affairs demands the scientific community to develop theoretical and practical works offering a modern approach to the problem of countering corruption and, in particular, its institutional forms and mechanisms. The dynamics of corruption connections and relations distort the institutional design in the system of public administration, destroying effective social communications, decreasing a general level of citizens’ trust in power structures, contributing to the concentration of financial and economic assets in a very limited part of the society. The developed e-government has a great potential for countering corruption threats in general, provided the high level of information and communication competency of public authorities, and the developed information competency of citizens. Generalization of the work will be useful for public authorities during implementation processes of the comprehensive system of activities directed at prevention and fighting against corruption and planning while anti-corruption reform implementation, delivery of legal, social, economic, organizational, managerial, and practical activities aiming at corruption prevention through improvement and the further development of social communication in the public sector.

This article examines the ethics of honesty and deception in public administration. Building on previous research showing that public administrators rank honesty as an essential public service value but also sometimes use deception while carrying out their duties, semi-structured interviews with public employees were conducted to explore this apparent tension. Specifically, this study asks: Why is honesty important for public administrators? What is honesty and dishonesty? Under what circumstances is the use of deception by public administrators legitimate? The American Society for Public Administration (ASPA) Code of Ethics is used as an analytical framework to assess the cases and examples provided by participants. The article concludes with a discussion of some important implications that this research has for public administration practice, teaching, and research.

Government Policy on Matters of the Information SocietyWhile information technology has for a long time been utilized in public administration in Iceland, co-ordination and policy formulation only started in the mid-nineties. In 1996, the government made arrangements for a comprehensive policy formulation in this field, when the government formulated a specific policy on matters of the information society and established a provisional developmental project for this purpose under the direction of a special working group under the auspices of the Prime Minister's Office. While the project was to be completed within five years, from 1998 to 2002, it was decided at the beginning of this year to extend it to the end of the year 2003 while an appraisal of its implementation was carried out. Among the goals set in the governmental policy was that legislation, rules and the working methods of the public administration should be reviewed with a view to information technology, for the purpose of stimulating technological progress, and to make information accessible to the public irrespective of residence or economic resources. Furthermore, a special emphasis was put on the utilization of information technology in the dissemination of public information, and that all information systems used by government agencies should be structured so that they would provide information on laws, regulations, rights and obligations, and such matters, via a computer network, and also enable the public to go about their business, monitor the progress of important matters, and be provided with all such services which can be provided in this manner.

Hunting in Poland is experiencing a kind of renaissance today and is undoubtedly a public matter. The purpose of hunting is a public goal, because it is: protection, preservation of diversity and management of populations of game animals; protection and shaping the natural environment for the improvement of living conditions of animals; obtaining the highest possible personal condition and quality of trophies and the appropriate number of populations of particular species of animals while maintaining the balance of the natural environment; meeting social needs in the field of hunting, cultivating tradition and propagating ethics and hunting culture.This article presents considerations regarding access to public information in the context of hunting law. It indicates the public administration bodies obliged to provide it, as well as entities that can apply for it. In addition, the competences of the above mentioned bodies and the resulting public tasks in the area of broadly understood hunting were defined.

Abstract While scholarship on public leadership has recently gained momentum in public administration, it is unclear how researchers should account for the “public” in public leadership. We shed new light on this issue by introducing the approach of Implicit Leadership Theories (ILTs) to the field of public administration. This socio-cognitive approach suggests that people’s everyday, rather than scholarly, theories about the characteristics of leaders provide important explanations of how they respond to leadership situations. We investigate whether people hold Implicit Public Leadership Theories (IPLTs) and explore how these images of public leaders contrast with generic ILTs. We extract these taxonomies from data gathered in a survey experiment in Germany (N = 1,072). Results show that IPLTs have overlaps with generic ILTs but are unique in terms of rule abidance and innovation-orientation. In contrast, charismatic aspects of leadership only figure in generic ILTs. The structure of ILTs, both generic and public, is surprisingly stable across the subsamples of public and non-public employees. We discuss how the findings may assist public management scholars in the development of explicit theories of public leadership and derive a research agenda based on a socio-cognitive approach.
