Disadvantaged areas are districts whose areas and communities are less developed when compared to other regions on a national scale. Java Island as the contribution of the highest economic growth in Indonesia in fact accounted for 6 of 122 disadvantaged areas in Indonesia, namely Kab. Bondowoso, Kab. Situbondo, Kab. Bangkalan, Kab.Sampang, Kab. Pandeglang, Kab. Lebak. One of the criteria of disadvantaged areas is human resources, this can be measured through HDI (Human Development Index). The number of poor people, labor force and GRDP per capita are some factors that are considered to illustrate the influence of HDI in 6 disadvantaged areas. This research used Random Effect Model (REM) panel data regression in 6 disadvantaged areas in Java Island 2010 - 2016. The result of this research, labor force variable has no significant effect to Human Development Index (HDI). While the number of poor and PDRB perkapita have a significant effect on HDI in 6 disadvantaged areas in Java. It is therefore an effective way to accelerate the growth of economic growth in underdeveloped areas related to HDI through the decline of the number of poor people with the creation of labor-intensive jobs which in turn will increase the per capita GDP. Thus, increasing GRDP per capita will increase Human Development Index (HDI) where HDI is one indicator in economic growth of a region.

Indonesia as a country rich in natural resources has not been able to make it as a country that is free from poverty. The percentage of poor people in Indonesia is still high, is still less efficient, the government's policy in alleviating poverty. This can be seen from the increase in the human development index, gross domestic product and the number of health facilities that are not counted by reducing the percentage of the poor population. The purpose of this study is to describe the percentage of poor people in Indonesia and to analyze the factors that influence the percentage of poor people in Indonesia. This study uses panel data regression analysis using the Random Effect Model (REM) method. The results showed the regional gross domestic product and the level of openness significantly open to the percentage of Indonesia's poor population. While the human development index and the amount of health development are not significant to the percentage of poor people in Indonesia. From the results of this study, Indonesia can optimize employment opportunities that can be released so that it can improve the state of the country. This implementation is expected to increase the number of poor people in Indonesia which can be significant.

Abstract: An Analysis of Local Taxes Revenue’s Effect on Human Development Index. Regional tax reform in Indonesia has been ongoing for approximately twenty years. The aim of the tax reform is to increase regional revenues from tax which will be used society’s welfare through regional development, which can be measured by Human Development Index (HDI). This study aims to analyse the effect of local tax revenue on HDI in Indonesia. Quantitative research method is used with unit of analysis of thirty-four provinces in Indonesia in 2013-2016, with a total of 134 observations. Secondary data is processed through panel data regression using random effect method. This study finds that local tax revenue has a significant positive effect on HDI. This study also finds that economic growth and unemployment rates have no significant effect on HDI, while gini ratio has a significant negative effect on HDI. Keywords: local taxes, human development index, tax reform, economic growth, gini ratioAbstrak: Analisis Pengaruh Penerimaan Pajak Daerah Terhadap Indeks Pembangunan Manusia. Reformasi perpajakan daerah di Indonesia sudah berlangsung selama kurang lebih dua puluh tahun. Tujuan dari reformasi perpajakan tersebut adalah untuk meningkatkan penerimaan daerah dari sektor perpajakan yang akan digunakan untuk kemakmuran rakyat melalui pembangunan daerah yang dapat diukur salah satunya dengan Indeks Pembangunan Manusia (IPM). Penelitian ini bertujuan untuk menguji pengaruh penerimaan pajak daerah terhadap IPM di Indonesia. Metode riset yang digunakan adalah metode kuantitatif dengan unit analisis tiga puluh empat provinsi di Indonesia pada periode 2013-2016 dengan total 134 observasi. Data sekunder diolah melalui regresi data panel dengan metode random effect. Penelitian ini menemukan bahwa penerimaan pajak daerah berpengaruh positif signifikan terhadap IPM. Temuan lain yang diperoleh dari penelitian ini adalah pertumbuhan ekonomi dan tingkat pengangguran tidak berpengaruh signifikan terhadap IPM, sedangkan rasio gini berpengaruh negatif signifikan terhadap IPM. Kata kunci: Kata Kunci: pajak daerah, indeks pembangunan manusia, reformasi perpajakan, pertumbuhan ekonomi, rasio gini

Poverty is classic issue faced by most developing countries and is one of economic indicators to view public welfare level in any region. The research aimed to analyze effect of Gross Domestic Product (GDP), and human development index on poverty in Indonesia. Analysis used quantitative with Random Effect Model (REM) method in Panel Data with time series year 2006 to 2008. Anaysis result concluded that all independent variable simultaneously had significant effect on poverty variable in Indonesia and partially Gross Domestic Product (GDP) variable had significant negative influence on poverty with α 20%, and Human Development Index (HDI) variable had significant negative influence on poverty with α 5%.

This study aims to look at the influence of the variables government spending on health and education, poverty and Gross Domestic Product (GDP) of the Human Development Index (HDI) in the province of Aceh. The analytical method used in this research is the analysis of the panel data regression model parameter estimation using a random effects model (REM). The data used is the panel data during the period 2010-2014. The results showed that the variables government spending on education and health sector no significant effect on the human development index, this happens because the district/city governments allocate their spending still more dominant that the type of expenditure that are not directly impact the IPM. While poverty variables significant negative effect on the human development index, then with reduced levels of poverty can enhance human development index. GRDP positive and significant effect on the human development index, which means that the GDP increases, IPM will also increase.Penelitian ini bertujuan untuk melihat pengaruh dari variabel-variabel belanja pemerintah pada sektor kesehatan dan pendidikan, tingkat kemiskinan serta Produk Domestik Regional Bruto (PDRB) terhadap Indeks Pembangunan Manusia (IPM) di Provinsi Aceh. Metode analisis yang digunakan dalam penelitian ini adalah analisis regresi data panel dengan estimasi parameter model menggunakan random effect model (REM). Data yang digunakan adalah data panel selama periode 2010-2014. Hasil penelitian menunjukan bahwa variabel pengeluaran pemerintah di sektor pendidikan dan kesehatan tidak berpengaruh signifikan terhadap indeks pembangunan manusia, hal ini terjadi karena pemerintah kabupaten/kota masih lebih dominan mengalokasikan belanjanya yang pada jenis belanja yang secara tidak lansung memberikan pengaruh terhadap IPM. Sedangkan variabel kemiskinan berpengaruh negatif dan signifikan terhadap indeks pembangunan manusia, maka dengan menurunnya tingkat kemiskinan dapat meningkatkan indeks pembangunan manusia. PDRB berpengaruh positif dan signifikan terhadap indeks pembangunan manusia, yang berarti PDRB meningkat maka IPM juga akan meningkat.

Human Development Index (HDI) of Central Java Province in 2015-2018 is the lowest compared to other provinces in Java Island. This study aims to analyze the effect of sanitation, water access, poverty, population, and economic growth on Human Development Index in Central Java Province at 2015-2018. The method used in this research is multiple linear regression with a panel data approach. The results show that sanitation, population, and economic growth have a positive and significant effect on the Human Development Index in Central Java Province. Poverty ha\ve a negative and significant effect on the Human Development Index in Central Java Province. Meanwhile, access to water has no effect on the Human Development Index in Central Java Province. This finding implies the need for equitable sanitation development for the population in Central Java Province. In addition, the government needs to increase economic growth and reduce the number of poor people.

One indicator of the success of development programs undertaken is the declining percentage of the poor, defined as the ratio of the number of people classified as poor to the total population. For Bali province, despite its economic growth is higher than national rate; 6.03 percent and 6.24 percent compared to 4.88 percent and 5.02 percent in 2015 and 2016, respectively; the poor are still observed in this province by 4.15 percent of its 4.2 million population in September 2016. In order to make development programs in Bali more effective to decrease the number of poor people, significant determinants of poor have to be recognised. The purpose of this work is to model and to determine the significant factor(s) that affect the percentage of poor in Bali province by applying panel data analysis. Percentage of poor for period 2007 to 2015 is positioned as the dependent variable while economic growth, unemployment rate, labor force participation rates, total population, and human development index as the independent ones. We found the best model to describe the causal relationship among variables is fixed effect model and two predictors, the economic growth rate and human development index, were significant in affecting the number of poor in Bali province.

The results showed that the number of poor people and government expenditures from the aspect of health funds had a significant effect on the HDI. While open unemployment and government spending from the aspect of education fund did not significantly affect the Human Development Index. The success of the economic development of a region can be seen from the high economic growth, with the increase of economic growth is expected also can improve the welfare of society and increase human development with indicator of Human Development Index (HDI).

One way to measure the success or performance of a country or region in the field of human development used the Human Development Index (HDI). Human Development Index (HDI) is a composite index to measure the achievement of human development based on a number of basic components of quality of life. The purpose of this study is to determine how much Local Genuine Revenue (PAD), General Allocation Fund (DAU), Special Allocation Fund (DAK), Human Index Development (HDI) and Capital Expenditure in the Regencies/Cities of Papua Provinci for years 2009-2013, as well as determine the influence of PAD, DAU and DAK to HDI with Capital Expenditure as an intervening variable either simultaneously or partially. The method that used in this research is panel data regression using Random Effect Model (REM) with research period of year 2009-2013 using software Eviews 8.0. Total population in this research were 29 regencies/cities. By using purposive sampling, obtained sample of 24 regencies/cities. The results of this study indicate that PAD, DAU, and DAK jointly is influenced on Human Development Index with Capital Expenditure as an intervening variable. Partially, PAD is influenced of positive on HDI through Capital Expenditure, DAU is influenced of positive on HDI through Capital Expenditure, while DAK is not influenced on HDI through Capital Expenditure.

This study explores the nexus between Gross Domestic Product and the Human Development Index in the case of eleven selected Middle East countries. Panel data has been utilized from the period of 1991-2017. By using fixed and random effect models, the Human Development Index is taken as a dependent variable and gross domestic product, population, unemployment and inflation as independent variables. The result supports the random-effect model. The finding shows that the Human Development Index has a negative and significant relationship between Gross Domestic Product and Inflation. With the dependent variable, the population has an insignificant relation. Moreover, unemployment has a positive relationship with the Human Development Index.
