Introduction. A discrepancy between legislative requirements for the compulsory recognition of economic factors in the process of drafting urban planning documents, on the one hand, and the unavailability of an approved implementation procedure, on the other hand, makes a substantial impact on decision making processes that deal with urban planning transformations. The unavailability of (a) unified approaches to the assessment of the economic efficiency of urban planning solutions, (b) an approved efficiency assessment procedure or (c) a database decelerates the process of making well-grounded urban development decisions. Therefore, development of a conceptual framework for the efficiency assessment in terms of integrated urban development actions and their implementation procedures is particularly relevant. The subject of this research consists in the study of the regulatory/methodological framework of urban development, and its mission is to analyze the main regulatory problems that accompany the efficiency assessment of urban development. Materials and methods. The co-authors employed a socio-spatial approach that takes account of objective and subjective factors of a high-quality urban environment at various stages of the urban planning documentation drafting process. Within the framework of this approach, methods of comparative/logical analysis were applied, expert evaluations were made, materials, developed by foreign and Russian scientists, Russian legislative acts, methodological documents were studied with regard to the evaluation of the urban development efficiency. Results. The co-authors identified gravest theoretical and methodological problems of urban transformation efficiency assessment. An assessment procedure was developed. The co-authors suggested organizing the urban transformation efficiency assessment in the course of drafting urban planning documentation. Principal efficiency assessment stages were identified, and the main objectives of each stage were formulated. Conclusions. The novelty and practical relevance of this research reside in the fact that the co-authors have identified problems of the legal framework of assessment procedures and suggested a sequential estimation of the economic efficiency of urban transformations so that each subject of urban planning activities followed a unified research-driven decision making procedure.

This chapter argues that professional lobbying is turning out to be an important factor in the de- and re-politicisation processes of urban development. It describes the phenomenon of professional lobbying in urban planning in general terms. The chapter then draws on public affairs studies, outlining the broad spectrum of tasks of the lobbyist and identifying certain strategies and tactics of lobbying. To question the technocratic logics of contemporary urban governance, the chapter asks what the professionalisation of lobbying means and how it affects the planning process and the related decision-making process. The focus is on the Finnish context and especially on Helsinki.

The purpose of the study was to develop a methodological toolkit for the substantiation of investment decisions on supporting regional environmental projects by state and private investors. The problem lies in the fact that traditional indicators of the efficiency of investment projects, such as net present value, budgetary efficiency, currently do not sufficiently meet the principles of sustainable economy, which underlie modern methodology for managerial decision making. The study of the opinions of investors shows their increasing willingness to take into account, when making investment decisions and decisions on financing projects, not only the economic efficiency, but also the impact of the results of companies’ activities on the environment and human health. At the same time, the question of how to take into account ESG factors (environment, social, governance) in the assessment of investment decisions remains controversial. The authors suggest a methodology that will contribute to the justification of management decisions regarding the support and stimulation of investment eco-projects. The method assumes a sequential passage of stages, at each stage the projects undergo an assessment procedure for compliance with the criteria that take into account the interests of various project stakeholders (government, investors, society) and the calculation of ratings: the rating of ESG factors and the rating of economic efficiency of eco-projects. The authors have also developed a matrix for managerial decision making to support an investment eco-project based on the analysis of the ratings obtained. The proposed conceptual approaches and models make it possible to clarify the methodological tools for effectiveness assessment of eco-projects, contribute to the improvement of the theory and practice of financial management, harmonization of ESG principles and investment management, adequate to the conditions of the concept of sustainable economic growth.

The interest in urban planning and development is a major preoccupation in the two last decades. In fact, the urban development is the act of improving living conditions, which are necessary for rest and for labour, for the health and education facilities, for the various exchanges and provisioning, for the moving of the population between their dwellings and their working place. However, the cities of the developing countries know serious problems of urbanization due not only with the non application of the urban guide (SDAU) when it exists, but also with the inadequacy of the policies of management of the city needed by the populations. That is why the proliferation of unstructured quarters around the cities, without the urban services necessary for their operation like drinking water network, electricity, and roadway system. Facing these failures, the urban development is not any more the only fact of the municipal authorities. The populations through associations and the non governmental organisations are more implied, these activities are carried out under the impulse of the multilateral backers that support and finance the actions of the different actors. In order to propose new approaches of the urban development, we started by defining a characterization of the city for better apprehending its morphology and its operation (Pettang, Kouamou, & Mbumbia, 1997). This characterization permits to deal with the land question, since the soil is the beginning of any installation (Pettang & Kouamou, 1999).

In this paper there is reviewed a concept of adaptation of an urban planning to the changing climate conditions. The statements of the Framework Convention on Climate Change, UN FCCC, which are actively discussed these days in conditions of new challenges, determine a necessity of applying scientifically reasoned approaches to the landscape development and city transformation considering the climate change in the urban environment. There are discussed statements of climate change adapted concept of the urban planning and are reviewed examples of urban solutions corresponding to these statements. The authors are convinced that problem solving of the climate change adapted urban planning requires an interdisciplinary approach, embracing multiple scientific directions such as ecological, urban, social, technical and technological. In this aspect the concept of adaptation the urban planning to volatile climate conditions represent a long-term strategy of the urban development, which is, first of all, requires a preparation of a roadmap and then decision making, which would conduce to forming a fully comfortable and safe urban environment.

The article considers the current conditions of the process of development and decision-making on investment. Different methods of investment efficiency assessment are described. The relevance of the use of quantum economic analysis as one of the newest methods of analysis of investment projects is studied and substantiated. In particular, it is noted that the difference between KEA and currently used concepts is that these methods are based on the analysis of accounting documents, forecast indicators, application of audit analysis and calculation of various financial ratios. However, financial calculations must be preceded by an analysis that identifies and eliminates a priori inefficient and unprofitable projects. Determining the economic efficiency of investment projects is the most important and difficult stage of pre-investment research. The timing of the return on investment depends on how objectively and comprehensively this assessment has been carried out and, consequently, on the correct course of further action on a particular project. In turn, objectivity and comprehensiveness provide modern methods of evaluating the effectiveness of investment projects. he methods considered by us are quite accurate, because based on simple calculations, they allow you to quickly assess the economic efficiency of investment projects, they can be used to address issues such as project profitability; determine the benefits of different versions of the project; find out how one project is more effective than another. The foreign experience of investment efficiency assessment is studied. Based on the study of which, it was concluded that the evaluation of investment projects should be based on economic, social and environmental conditions, selected and grouped taking into account the investment objectives. When evaluating investment projects by individual criteria, it is very difficult to compare projects and evaluate them. Therefore, different criteria (economic, financial, social, environmental, etc.), and they should be combined into one generalized meaning.

<p>This paper examines India’s urban challenges, successive policies of urban development and their impact on the much needed urban transformation. It examines successive policies, plans, and approaches to meet the ever rising urban challenges from the first Five Year Plan till the end of planning era and also underscores the highlights of urban planning through the entire five-year plan period. In the process, it investigates whether the ubiquitous urban deficit in India is actually due to the so-called 'reluctant urbanization' and whether the current policy of creating hundred smart cities can lead to urban transformation in India. This paper is based on the analysis of the available secondary data from various sources. By critically examining the available secondary data this paper explores whether India’s urban deficit is a result of poor planning or lack of long term vision and strategy to meet the emerging urban challenges. This paper also critically looks into the emerging ICT-driven paradigms and design of the ‘smart cities’ as models of urban transformation and juxtaposes them to India's own vision of creating hundred smart cities to ensure urban transformation. The paper concludes that any urban transformation should be socially inclusive, economically viable and environmentally sustainable. Technology should not be the end rather the means for bringing urban transformation and building smart cities.</p>

Cities play an essential role in the challenge of sustainability, and urban planning is one of the main tools for guiding urban transformation processes. This paper analyses the São Paulo Master Plan 2014, considering the principles and guidelines on compact cities, sustainable adaptation and ecosystem-based adaptation. An urban development model within sustainable parameters, however, involves conflict dynamics. In this sense, the views and demands of the main stakeholders seeking to influence the regulatory arena of São Paulo's urban policy are mapped. The analysis focuses on attempts to change the zoning law that would affect several of the definitions agreed in the Master Plan, prioritising mainly the interests of real estate developers.

The land and town planning legislation concerning the planning of land use development within the united territorial communities (UTC) is considered. It is found that legislative norms need to be finalized. The necessity of updating the existing land management documentation developed prior to the adoption of the Law of Ukraine "On Land Management" and changes in the structure of urban development in connection with the adoption of the Law of Ukraine "On Regulation of Urban Development" was proved as they do not ensure the integrity of the planning process within the territories of these communities through their institutional incapacity (proved by the example of the Palan Unified Territorial Community of the Uman district of the Cherkasy region). The priority of land management and urban planning documents as the most influential tools in planning the development of land use systems in UTC is scientifically grounded and their interdependence established.
