The article deals with the issues of designing changes in DublGIS-Blagoveshchensk LLC using the draft-model. The methodology of designing changes in accordance with this model is closest to the modern project management methodology and the theory of strategic management.

The article addresses the topic of project formation, under modern conditions of project management. The authors, using the study of popular thoughts on this topic, tried to construct an integration model of the project components. The article provides the systematization and analysis of functions, stages and components of project formation in modern conditions of project management. The functions of project formation that were considered include functions such as initiation and planning, which from the author’s point of view should be attributed to the statutory documented component of the project, and functions of implementation, analysis, management, completion and corresponding to them stages and components. Innovative and marketing components were identified to make the project adapt to modern market conditions. As well as subcomponents of the organizational component, such as change management and change control, risk management, resource and schedule management and documentation management. Highlighted the importance of project objectives to correspond with the principles of SMART: to be specific, measurable, attainable, relevant and time bound. The paper notes that the process, financial and organizational components must be placed at the same level to remain relevant in today’s market. Definitions of project stages are given. Were pointed out the difference between the mission and the goal of the project and the importance of distinguishing the components of the project so that they interact organically with each other. According to the results of the study, it was concluded that for the success of a modern project it is necessary to have an integration model of the project components, so its components must integrate with each other. It is also stated that it is necessary to spend more time on structuring the risks of the project, on the importance of sufficient detailing of the project components, not to split up them too much and enlarge the components for the successful formation and implementation of the project.

The focus of modern project management is increasingly shifting from the management of individual projects to the management of strategic project-oriented development of organizations. Now there is a need to pay more attention to project management as a universal tool for the development of systems at any level. The aim of the article is to study the processes of organization adaptation to constant changes through a synergetic portfolio of projects based on a strategic plan for the development and evolution of the organization. The spiral movement of systems development for studying development processes is considered: the process of transition of an organization from one stable state to another, the process of radical changes that accompanies innovation, as well as the processes of growth and development of crisis phenomena. The methodological principles of the organization evolutionary development management through the implementation of portfolio using its methods and tools are considered. It is proposed to manage the organization evolutionary development by building actions in the form of a synergistic portfolio of appropriate projects content, in order to increase the value of the entire portfolio of projects over the value of individual projects. The synergetic portfolio of projects is seen as a tool for a harmonious transition to the desired evolutionary state, by preserving the internal integrity of the organization and ensuring its sustainability. A mathematical model for estimating the desired properties and relations of the organizational synergetic portfolio of projects is proposed, which allows to determine and minimize the magnitude of the evolutionary goals inconsistency and to stabilize the current state of organization. It is determined that the two main tasks of any organization - external adaptation and internal integration - constantly push the organization to evolutionary development. The article proposes the author's approach to managing the organization evolutionary development through a portfolio of projects identifies indicators of adaptation of the organization to changes in the environment, defines the conditions for maintaining the integrity of the organization in the process of organizational changes.

AbstractHealthcare organizations strive to deliver safe, high-quality, efficient care. These complex systems frequently harbor gaps, which if unmitigated, could result in harm. Systems-focused simulation (SFS) projects, which include systems-focused debriefing (SFD), if well designed and executed, can proactively and comprehensively identify gaps and test and improve systems, enabling institutions to improve safety and quality before patients and staff are placed at risk.The previously published systems-focused debriefing framework, Promoting Excellence and Reflective Learning in Simulation (PEARLS) for Systems Integration (PSI), describes a systematic approach to SFD. It includes an essential “pre-work” phase, encompassing evidence-informed steps that lead up to a SFD. Despite inclusion in the PSI framework, a detailed description of the pre-work phase, and how each component facilitates change management, was limited.The goal of this paper is to elucidate the PSI “Pre-work” phase, everything leading up to the systems-focused simulation and debriefing. It describes how the integration of project and change management principles ensures that a comprehensive collection of safety and quality issues are reliably identified and captured.

Building information modeling (BIM) is one of the most exciting recent construction, engineering, and architecture developments. Built environments play a significant role in Smart City worldwide, and they are used to convey useful information to achieve smart city strategic goals. In modern project management, optimizing resources, BIM data integration, and data sharing in a smart city environment is challenging. Hence, in this paper, IoT-based Improved Building Information modeling (IoT-IBIM) has been proposed to overcome the challenges in building information modeling in modern project management for sustainable smart city applications. This paper discusses the efforts to create and integrate built-in environment data with IoT sensors for effective communication. The Internet of Things provides efficient resource control, increased efficiency, and improved human quality of life. As a result, the Internet of Things is a critical enabler of smart societies, including smart homes, smart cities, and smart factories. Building Information Modeling is an advanced asset allocation framework that generates high-quality output, reduces resource use, reduces environmental effects of development, and secures resources and availability for future generations. The experimental results show that the proposed IoT-IBIM method enhances the performance ratio and improves data integration and data sharing in a smart city environment.

There is nothing in this world that do not change unless the change itself. Almost every aspect of the world, particularly the world of IT, can changed. In project management software, for instance, people have to work on software that frequently subject to change. That is why the greatest challenge faced by the company within today's competitive world is how to deal with those changes. In relation with the previous explanation, the objective of this research is to standardize project management in software development by using change management. Objective will finally help project developer to ensure that the management of project has a need of standardization that essential for reflecting the current business needs. To achieve the objectives, this research will also attempt to show why does the standardization using the change management is essential task, which is almost inevitable. This research directed for discussing about the management of change as a common way to reduce risks, costs and maximizing the benefit from major changes in business and information technology. The result showed that the project can determined as success because it delivered on time, on budged and have a standardized quality. Tidak ada di dunia ini yang tidak berubah kecuali perubahan itu sendiri. Hampir setiap aspek dunia, khususnya dunia IT, dapat berubah. Dalam perangkat lunak manajemen proyek, misalnya, orang harus bekerja pada perangkat lunak yang sering mengalami perubahan. Itu sebabnya tantangan terbesar yang dihadapi perusahaan dalam dunia yang kompetitif saat ini adalah bagaimana menghadapi perubahan tersebut. Sehubungan dengan penjelasan sebelumnya, tujuan dari penelitian ini adalah untuk standarisasi manajemen proyek dalam pengembangan perangkat lunak dengan menggunakan manajemen perubahan. Tujuan akhirnya akan membantu pengembang proyek untuk memastikan bahwa manajemen proyek memiliki kebutuhan standarisasi yang penting untuk mencerminkan kebutuhan bisnis saat ini. Untuk mencapai tujuan tersebut, penelitian ini juga akan mencoba menunjukkan mengapa standarisasi menggunakan manajemen perubahan adalah tugas penting yang tidak dapat dihindari. Penelitian ini diarahkan untuk membahas tentang manajemen perubahan sebagai cara umum untuk mengurangi risiko, biaya dan memaksimalkan manfaat dari perubahan besar dalam bisnis teknologi dan informasi. Hasil penelitian menunjukkan bahwa proyek tersebut dapat dinyatakan sukses karena disampaikan tepat waktu, sesuai budget dan memiliki kualitas standar.

Regardless the size, organizations need to transform themselves to meet the demand of current competition era. Nevertheless, many organizations were failed to implement change despite having a clear organizational strategy. The aim of this research is to investigate factors hindering organizational transformation and change. To achieve such aim, a qualitative case-study investigation was conducted in a State-owned Enterprise located in Greater Semarang, Central Java, Indonesia, involving 10 participants which consists of top manager, middle managers, line managers and the workers.The findings of this study reveals that transformation effort in the company were hindered due to several factors: commitment and initiatives issues, change management issues, language issues, communication issues, and time constraint issues. Implication for theory and managerial practice were also discussed.
