The article is devoted to the features of the formation and development of Africa in the postcolonial period. The authors study such fundamental issues as the formation of modern States in Africa, the formation of the ruling elite and its influence on the political and socio-economic system, the role of the army and ethnic conflicts in the process of state formation. The relevance of the research is due to the fact that Russian and foreign historical science has not yet formed a common opinion on how to assess the consequences of the colonial period for Africa. Pluralism of opinions, on the one hand, generates the discussion for research, on the other, introduces a destructive imbalance in the representation of the region. As a novelty of the study, it’s necessary to note the neo-patrimonial approach to studying the features of the postcolonial period in Africa. It identifies separate thematic blocks that help assess the impact of colonization on the development of countries on the continent. The article also considers the correlation between the traditional and westernized elements within African political culture. The borrowing of political institutions and statehood theories is also considered not only as a consequence of the colonial past, but also as the political choice of the first national leaders of Africa, in the framework of their aspiration to choose an effective development way and to find a balance between the tradition and modernization. The main purpose of the study is to assess the results of decolonization in the context of ethnic, military and political aspects of the formation of African States. The polemic nature of the principles of understanding the postcolonial period of African development has led to the need to use a functional approach as a methodological basis. This is due to the need to study the principles of functioning of the political system of the region, rather than individual states. The neo-patrimonialist approach also gave rise to the use of a comparative method to compare the main theoretical postulates with the real situation in Africa. A vast array of sources and literature in Russian and English is needed to reflect the multi-vector possibilities of research on African issues.

Starting from the findings of previous studies, whose results speak of the distrust of Serbian citizens in political institutions and political actors, low turnout and general passivity and apathy of citizens, the authors deal with the understanding of non-institutional political participation in Serbia. The paper starts from the assumption that the stated indicators pointing to the withdrawal of Serbian citizens from political life do not necessarily represent part of the same phenomenon. Namely, the authors believe that it is necessary to distinguish between the assumptions of institutional and non-institutional civic participation. On the one hand, the authors start from the thesis that high trust in institutions can actually negatively affect the need of citizens to mobilize in order to influence institutions. At the same time, citizens may be inclined to participate in political life through non-institutional channels if they posses a developed sense of internal political efficiency, which is not necessary related to the responsiveness of the political system.

This chapter considers the relationship between ‘Orthodoxies’ and ‘Europes’, highlighting the multiplicity of Eastern Christian Orthodox approaches and attitudes towards Europe, from one majority Orthodox national context to another and one historical period to another, ranging from anti-Europeanism (and anti-Westernism) to Europhilism. It also draws attention to differences in Orthodox stances on the idea of Europe, on the one hand, and the political reality of the European unification project, on the other. A temporal perspective is particularly relevant in changing attitudes to the European Union. Special attention is paid to external perspectives on the relationship between ‘Orthodoxy’ and ‘Europe’, often politicized and influenced by the political turmoil in the Balkans. The chapter closes with reference to the situation of flux characterizing contemporary conceptions of Europe, and the impact of the latter on ‘Orthodoxy’ in relation to ‘Europe’.

We find ourselves amidst an explosion of literature about how our worlds are being fundamentally changed (or not) through processes that have come to be clumped under the vague title of ‘globalisation’. As we wander our way through this literature, we might find ourselves – with others – feeling perplexed and anxious about the loss of a clear sense of what politics is, where it happens, what it is about, and what we need to know to understand and engage in it. This in turn leads many of us to contribute to a slightly smaller literature, such as this Special Issue, seeking to theorise how the space and character of politics might be changing, and how we might adapt our research strategies to accommodate these changes and maintain the confidence that we, and the disciplines we contribute to, still have relevant things to say about international politics. While this is not a difficult thing to claim, and it is not difficult to find others to reassure us that it is true, I want to suggest here that it is worth lingering a little longer in our anxiety than might be comfortable. I suggest this because it seems to me that there is, or at least should be, more on the table than we're yet grappling with. In particular, I argue here that any attempt to theorise the political today needs to take into account not only that the character and space of politics are changing, but that the way we study or theorise it – not only the subjects of our study but the very kind of knowledge we produce, and for whom – may need to change as well. As many others have argued, the project of progressive politics these days is not especially clear. It no longer seems safe to assume, for example, that the capture of the state or the establishment of benign forms of global governance should be our primary object. However, just as the project of progressive politics is in question, so is the role of knowledge, and knowledge production, under contemporary circumstances. I think there are possibilities embedded in explicitly engaging these questions together that are far from realisation. There are also serious dangers in trying to separate them, or assume the one while engaging the other, however ‘obvious’ the answers to one or the other may appear to be. Simultaneous with theorising the political ‘out there’ in the international must be an engagement with the politics of theorising ‘in here,’ in academic contexts. My project here is to explore how this challenge might be taken up in the contemporary study of politics, particularly in relation to emerging forms of political practice, such as those developed by activists in a variety of contexts. My argument is for an approach to theorising the political that shifts the disciplinary assumptions about for what purpose and for whom we should we produce knowledge in contemporary times, through an emphasis on the strategic knowledges produced through political practice. Such an approach would potentially provide us with understandings of contemporary political institutions and practices that are both more incisive and more enabling than can be produced through more familiarly disciplined approaches.

Public spaces are defined as places that should be accessible to all inhabitants without restrictions. They are spaces not only for gathering, socializing and celebrating but also for initiating discussions, protesting and demonstrating. Thus, public spaces are intangible expressions of democracy—a topic that the paper tackles its viability within the context of Alexandria, case study Al-Qaed Ibrahim square. On the one hand, Al-Qaed Ibrahim square which is named after Al-Qaed Ibrahim mosque is a sacred element in the urban fabric; whereas on the other it represents a non-religious revolutionary symbol in the Alexandrian urban public sphere. This contradiction necessitates finding an approach to study the characteristic of this square/mosque within the Alexandrian context—that is to realize the impact of the socio-political events on the image of Al-Qaed Ibrahim square, and how it has transformed into a revolutionary urban symbol and yet into a no-public space. The research revolves around the hypothesis that the political events taking place in Egypt after January 25th, 2011, have directly affected the development of urban public spaces, especially in Alexandria. Therefore methodologically, the paper reviews the development of Al-Qaed Ibrahim square throughout the Egyptian socio-political changes, with a focus on the square’s urban and emotional contextual transformations. For this reason, the study adheres to two theories: the "city elements" by Kevin Lynch and "emotionalizing the urban" by Frank Eckardt. The aim is not only to study the mentioned public space but also to figure out the changes in people’s societal behaviour and emotion toward it. Through empowering public spaces, the paper calls the different Egyptian political and civic powers to recognize each other, regardless of their religious, ethnical or political affiliations. It is a step towards replacing the ongoing political conflicts, polarization, and suppression with societal reconciliation, coexistence, and democracy.

Introduction. Tourism is a dynamic, constantly developing sector of the economy. Tourism economy develops along with the society, recreation and tourism. The purpose of the article is to show the features of the impact of tourism on the national economy using the case of Tunisia. The experience of Tunisia is especially useful for the countries where beach recreation has developed and where the political situation has remained difficult for a long time (Egypt, Turkey, Thailand, etc.). Materials and Methods. The article is based on the statistical data provided by the World Tourism Organization, the World Data Atlas and open Internet sources. The study employed general scientific methods (analysis, synthesis, synthesis, comparison, etc.) and special ones (the methods of mathematical statistics, the graphical method, the comparative method, etc.). Results. For the first time, the article has provided a fairly complete description of the macroeconomic indicators characterizing the level of development of international tourism in Tunisia. The article has analyzed the dynamics of inbound and outbound tourism, discussed the factors affecting the volume of international tourism, considered international tourism expenditures and revenues, which to a large extent have a positive or negative impact on the country’s balance of payments. The trends in the development of international tourism in Tunisia have been revealed and the problems facing the industry have been identified. Discussion and Conclusion. The research has revealed that tourism economy largely depends on the political and economic processes taking place in the country. The current level of macroeconomic indicators of tourism economy in Tunisia lags behind the 2008–2009 figures. The results of the study made it possible to assess the current state of international tourism and make a number of suggestions aimed at increasing the level of development of international tourism in the country. The results of the study can contribute to the development of a program aimed to boost tourism economy in Tunisia, one of the key tasks of which should be that of increasing performance at the macro-level.

This chapter examines the domestic sources of foreign economic policies. Different people in every society typically have different views about what their government should do when it comes to setting the policies that regulate international trade, immigration, investment, and exchange rates. These competing demands must be reconciled in some way by the political institutions that govern policy making. To really understand the domestic origins of foreign economic policies, we need to perform two critical tasks: identify or map the policy preferences of different groups in the domestic economy; and specify how political institutions determine the way these preferences are aggregated or converted into actual government decisions. The first task requires some economic analysis, while the second requires some political analysis. These two analytical steps put together like this, combining both economic and political analysis in tandem, are generally referred to as the political economy approach to the study of policy outcomes. The chapter then considers the impact of domestic politics on bargaining over economic issues between governments at the international level.

Purpose The purpose of this paper is threefold: first, to recount the scale, composition and agents of red capital in Hong Kong; second, to conceptualise the peculiarity of red capital; and third, to explore the impact of red capital on the political and economic institutional setup in Hong Kong. Design/methodology/approach The paper consults the comparative capitalism literature to conceptualise the phenomenon of red capital. The paper gathers data from Hong Kong Stock Exchange and indices to provide an overview of red capital. Furthermore, the case study of 2016 Legislative Election is deployed to investigate the mechanisms of red capital’s influence. The paper concludes with a summary of how red capital may challenge the validity of the “One Country, Two Systems” framework. Findings This paper argues that red capital replicates China’s state–capital nexus in Hong Kong and morphs the game of competition in favour of Chinese nationally controlled companies. In tandem with the emerging visibility of the party–state in Hong Kong’s economic sphere, the authors observe attempts of Chinese economic actors to compromise democratic institutions, deemed obstacles to state control. Originality/value This paper is the first attempt to systematically embed the discussion of red capital into comparative capitalism literature. This study provides conceptual tools to examine why red capital could pose a threat to liberal societies such as Hong Kong. Through this paper, we introduce a novel research agenda to scrutinise capital from authoritarian states and investigate how the capital is changing the political infrastructure shaped by liberal principles and values.

The article discusses the impact of national identity on democratization and market reforms in Russia and Ukraine. We develop a concept of hegemonic national identity and demonstrate its role in Russian and Ukrainian post-communist political development. The article argues that Russia’s slide toward authoritarianism was to an important degree an outcome of the notions of national identity adopted by the main political players and society at large. In Ukraine, on the other hand, a hegemonic identity failed to emerge and the public discussion of issues of national identity led to the adoption of much more liberal and democratic notions of identity by a considerable part of the political elite. Adoption of this more liberal identity, in turn, was one of the main reasons for the Orange Revolution. The main theoretical implications of this argument are as follows: (a) choices of national identity profoundly affect the prospects for democracy in the newly democratizing states; (b) institutions do shape identities; (c) elites’ preference for (or opposition to) liberal democracy is not simply a consequence of their understanding of their self-interest in gaining and preserving power but also is dependent to a significant extent on their choices of political identity.

The impact of morality conflicts on the political landscape is widespread. These debates have involved political institutions at every level of government, impacted electoral outcomes, shaped agendas, and occupied significant space in citizen discourses. However, despite the historical and modern regularity of these debates, scholars have been slow to consider belief-laden conflicts within the purview of political science research. This chapter explores the development of the morality politics literature. Attention is given to the initial research in this field, as well as the studies that refined and challenged several of the early assumptions underpinning morality politics scholarship.

During the nineteenth and twentieth centuries religion continued to play an obvious role in the Middle East. Among observers of that area the significance of the impact of religion on political development was consequently never minimized to the extent that it was among observers of political trends in the West. Western scholars interested in the Middle East, however, have tended to overrate the importance of the Muslim modernists with whom they felt a certain affinity. They also have accepted too uncritically the views of modernists concerning the lifelessness of traditional expressions of Islam. As a result, not until recently have we begun sufficiently to appreciate traditional Muslim religious leaders both for their impact on and for the diversity of their responses to modern political and intellectual currents. I believe that this diversity is not accidental but rather is susceptible to analysis and explanation. This essay demonstrates how four variables (historical circumstances, theological considerations, socioeconomic considerations, and governmental policies toward Muslim religious leaders) affected the political involvement of the Islamic ulama throughout the Middle East generally and in Tunisia particularly during the ‘liberal age’.
