Considered in the paper transregional Institute, they are a new political format in the development of the multidimensionality of the conditions of contemporary globalization. The BRICS is increasingly developing global opportunities for effective, intensive and equitable international cooperation not only in the interests of the participating countries, but also ensure a maximum level of stability, security and progress of the world system, its progressive and steady development. The study of various aspects of TRANS-regional development of modern political institution, represented by the BRICS, is caused by the fact that the mechanism of its development depends not only on economic interests but also on political stability and regional cooperation of its member countries.

Abstract This paper situates center-periphery issues at two levels. At the broadest level (world system), it looks at the spectrum of selected dependency theories and the position of George Klay Kieh Jr’s ideas in this spectrum. In this discussion, I will pay especial attention to small states, powers and economies and explain the justifications in the section below. At the intermediate level (compradorial category) of the world system, I examined some area-specific writings on this subject, in particular those related to Asia and Africa but also classical studies of compradorial economies in South America. In reviewing these theories, I identified three major issues for study. First, are dependency theories and the idea of an intermediate compradorial economy in the world system still relevant or important to the study of developing economies? Second, are regional economic bodies in the intermediate space of the world system challenging the dichotomous binary of only center and periphery? Third, if resource supply and primary processing are the comparative advantages of smaller or peripheral states, can regional cooperation help to upgrade the value-added-ness of their economic activities?

The Middle East is generally perceived in the West, often in simplistic terms, as an area which is crucial to the West's economic and strategic interests. Given the complexity of this new « Eastern question », the Western perspective is important because it counts for a lot in determining the future of this region and in defining the position the Middle East holds in the world System. This dominant perspective has nonetheless the defect of putting on the back burner the interests of the peoples of the Middle East and the possibilities of a different scenario which corresponds less with the designs of the great powers today and more with the needs of the Middle Eastern countries. The present and future position of the Middle East in the world System should thus be examined from an internal viewpoint as much as from an external one. Seen from the outside, the region appears essentially as a pawn. From this perspective, the deterioration of the Palestinian question permits the great powers (particularly the United States) to keep the Arab governments divided and thus blocks the way to regional cooperation susceptible to putting the energy resources of the oil producers at the service of self-directed development in the region. Seen from the inside, however, this cooperation, beyond its economic advantages, has interesting social and cultural possibilities, It is thus a question of knowing which conditions would develop these possibilities. The question is important because, to a certain extent, the outcome of the Middle Eastern situation will serve as an example to the Third World as a whole to the extent that the Middle East develops a strategy for a new kind of development defined and carried out free from dependency on external powers. The precondition to this effort is clearly the formulation and effective maintenance of a common Arab position which is coherent and realistic on the Palestinian question ; inevitably this is central to all Middle Eastern policy.

Germany and the Netherlands have developed very differently over the centuries. A closeexamination of Dutch and German regions show the differentiated way in which regions profitfrom the changing developmental opportunities of the world-system. This article studies long-term regional development using regional urban population in the Netherlands and NorthwestGermany. Initially the coastal regions profited from the emerging trade based agricultural world-system. Later on, state formation enabled some of the previously developed regions to regaintheir position. Industrialization concentrated the development. In recent times, developmentspreads, giving developmental opportunities to some previously disadvantaged regions that arewell located and well-endowed to profit from the recent developments in the world-system.

Central Asia has always been at the centre of global power play, due to its geographic location in the centre of Eurasia and its abundant natural resources that have attracted world attention. It has, however, been caught in the vortex of international politics. An interplay of globalisation, technology and geopolitics is evident in the evolving Eurasian politics. Connectivity projects, rail, road and energy pipelines are criss-crossing the region. Its geographical proximity to Afghanistan—part of its geopolitical space—impinges on its efforts to build peace and stability. Regional cooperation is gradually taking shape in Central Asia and holds the promise of their status as independent entities. As Afghanistan is crucial for them, as well as for the world at large, understanding the security and economic issues of Central Asia becomes important. This article apart from highlighting the security and economic interests would also delineate the challenges accompanying these issues keeping the potential perspective in mind.

The specific of international relations in recent years has demonstrated the instability of the world system, lack of trust, a trend towards increasing confrontation between international actors. Undermining of the internal political situation in some states of the world system influenced the regional and global level of security and stability. But the vulnerability of the international relations in 2020 has shown the beginning of new geopolitical shifts. The COVID-19 pandemic has accelerated the international system's transformation, reducing the space for building international cooperation, increasing the conflict in the sphere of international relations. Preservation or reaching a new level of international trends characteristic of the last decade, new trends appear that change the entire system of international communication and interaction at the regional, international and global levels.

In many political researches there if a conclusion that the world system which was founded after the Second world war is destroyed of chaos. But the world system couldn`t work while the two opposite systems — socialist and capitalist were in hard confrontation. After collapse of the Soviet Union and the European socialist community the nature of intergovernmental relations and behavior of the international community did not change. The power always was and still is the main tool of international communication.

On the basis of The Deeds of Divine Augustus or Res Gestae Divi Augusti (RGDA), the author analyses the significance of the legacy of populares, one of the main political movements in the Late Republic, in the politics of Emperor Augustus. The main features of this political movement, in the opinion of modern researchers, were their demagogic political style, their assertion of the sovereignty of Roman people and their protection of economic interests of the lower classes. In the RGDA there is no mention of the odious political methods of the populares that entailed conflicts and unrest but the text significantly dwells on the tribunician power granted to Augustus. In the Late Republic the tribunician power served as the basis of the populares political method. The ideology reflected in the RGDA entrusts the Roman people with an important role in the public administration and describes the Roman people as a fullfledged partner of the Senate, however it lacks the populares contraposition of the Roman people to the Senate (or to the oligarchy controlling the Senate). The populares legacy is particularly apparent in the RGDA chapters describing Augustus expenses in favor of the Roman people such as the organisation of various social measures, shows and public building. Augustus inherited from the populares of the Late Republic the idea of Roman plebs as a source of political power and of satisfaction of its interest as a mechanism of maintaining political stability, but discarded those of populares slogans and methods that had a conflict potential.На материале Деяний Божественного Августа (Res Gestae Divi Augusti) рассматривается вопрос о том, какое место занимало в политике Августа наследие популяров одного из двух основных политических течений Поздней республики. В качестве характерных черт этого движения исследователи выделяют демагогический политический стиль приверженность идеологии народного суверенитета защиту экономических интересов неимущих слоёв. В RGDA не упоминаются одиозные политические методы популяров, которые влекли за собой конфликты и беспорядки, но важное место занимает предоставленная Августу трибунская власть, которая в Республике служила основой популярского Modus Operandi. Идеология, выраженная в RGDA, отводит римскому народу важное место в управлении государством и представляет его равноправным партнёром сената однако в ней отсутствует характерное для популяров противопоставление народа сенату (или олигархии, контролирующей сенат). Наиболее очевидно наследие популяров в тех главах RGDA, где описываются расходы Августа в пользу римского народа: социальные мероприятия, организация зрелищ и строительство. Август заимствовал у позднереспубликанских популяров представление о том, что римский плебс может служить источником политической силы, и удовлетворение его интересов необходимо для поддержания политической стабильности, однако исключил из своего арсенала те политические лозунги и методы популяров, которые имели конфликтный потенциал.

The decade of the 2000s was a period of boom and bust when, despite rising prosperity in general, there was increased inequality and heightened economic insecurity for most people in the world. The Survey reports tracked both causes and outcomes, taking a broader view of development that emphasized the importance of economic processes and structural change and recognized the effects of macro imbalances and financial instability, as well as the limits posed by ecological damage and social tensions. Several concerns—and possible solutions—outlined in the Survey reports still have major contemporary relevance, including the importance of countries adopting their own national development strategies and the need for international cooperation.

Abstract Background Accreditation systems in medical education aim to assure various stakeholders that graduates are ready to further their training or begin practice. The purpose of this paper is to explore the current state of medical education accreditation around the world and describe the incidence and variability of these accreditation agencies worldwide. This paper explores trends in agency age, organization, and scope according to both World Bank region and income group. Methods To find information on accreditation agencies, we searched multiple online accreditation and quality assurance databases as well as the University of Michigan Online Library and the Google search engine. All included agencies were recorded on a spreadsheet along with date of formation or first accreditation activity, name changes, scope, level of government independence, accessibility and type of accreditation standards, and status of WFME recognition. Comparisons by country region and income classification were made based on the World Bank’s lists for fiscal year 2021. Results As of August 2020, there were 3,323 operating medical schools located in 186 countries or territories listed in the World Directory of Medical Schools. Ninety-two (49%) of these countries currently have access to undergraduate accreditation that uses medical-specific standards. Sixty-four percent (n = 38) of high-income countries have medical-specific accreditation available to their medical schools, compared to only 20% (n = 6) of low-income countries. The majority of World Bank regions experienced the greatest increase in medical education accreditation agency establishment since the year 2000. Conclusions Most smaller countries in Europe, South America, and the Pacific only have access to general undergraduate accreditation, and many countries in Africa have no accreditation available. In countries where medical education accreditation exists, the scope and organization of the agencies varies considerably. Regional cooperation and international agencies seem to be a growing trend. The data described in our study can serve as an important resource for further investigations on the effectiveness of accreditation activities worldwide. Our research also highlights regions and countries that may need focused accreditation development support.
