The housing and communal conditions of the city of Sevastopol are examining. The purpose is to determine the level of development of the housing and communal services of the city based on the study of housing conditions and the regulatory framework in this area. In particular, the analysis showed that there are positive trends in this industry, such as an increase in the total housing stock, major repairs in most of the apartment buildings, a decline in the proportion of emergency housing and an increase in the improvement of housing stock with water and gas pipelines, and heating. There is also a positive trend in the actual and planned indicators, which reflect the level of development of the housing and communal services of the city of Sevastopol. It was revealed that a fairly large number of the population needs to be provided with residential premises, but, on average, only 2% of the population of the city receive it annually.

The issues of population providing with comfortable and affordable housing are relevant, because it has special social importance for the socio-economic development of Russia. The availability of housing is a person’s primary need, the satisfaction of which allows solving many social problems. Many problems to improve the living conditions of the population are solved within the framework of the state social policy, including the construction of social housing, housing subsidies, and the provision of preferential housing. The article considers issues related to improving the living conditions of the population in the Arctic regions of the Russian Federation. The paper aims to analyze the living conditions of the population in the Russian Arctic regions and to assess the needs and opportunities of the population in improving their housing conditions. Research methods are analysis and synthesis of statistical information, grouping, generalization, comparison, visualization. The infrastructure and improvement of the housing stock and the housing provision of the population in the Arctic regions of the Russian Federation were assessed. The possibilities and needs of the population of the Arctic regions in improving housing conditions are estimated. The authors said that the specificity and complexity of solving the problem of improving housing conditions in the Arctic regions is, first of all, to increasing capital costs for the construction and maintenance of the housing stock and the high cost of utilities for the population. A set of measures has been proposed for revitalizing and recovering from a pandemic domestic consumer demand of residents of the Arctic regions for improving housing conditions in the region of residence, as well as to create conditions for the consolidation of the population and the solution of social problems associated with housing.


The features of the applied systems of classification of apartment buildings are considered. Their classification is carried out and the cartographic materials reflecting territorial distribution of the considered housing by grades of comfort in districts and settlements of the city of Moscow are prepared. A comparison of the comfort classes of the structure of the housing stock in the territorial context at the beginning of 2018 and the forecast of the potential possible structure as a result of the planned works on the commissioning and demolition of residential buildings for the foreseeable period are made. Trends of changes in the structure of the housing stock in Moscow are analyzed. The territories of the most significant changes in the comfort of living, as well as trends forming as a result of execution of the planned works in full are identified. The results obtained reflect the development of the housing stock in the territorial context due to the demolition and commissioning of residential real estate, including after the implementation of the renovation program.

The problem of improving the living standards of the population of our country is one of the central ones.The direction and rate of economic growth at present and in the future largely depend on its solution.In this regard, the importance of studies of the main groups of indicators of living standards is increasing, among which housing conditions occupy a special place. The article analyzes indicators characterizing the living conditions of the population of the Novosibirsk region from the perspective of the qualitative characteristics of the housing stock. Particular attention is paid to the substantiation of trends in their changes, which are very contradictory. In connection with what they cannot be considered unambiguously as positive or negative. Such an analysis is useful in implementing the housing policy of the region.

The process of the housing stock aging is constant and continuous. Untimely repair of housing significantly increases the risk of accidents. The purpose of the management companies is to carry out a complex of repair works of apartment buildings according to the current quality requirements for the entire period of operation. The real estate, enterprises, organizations owners engaged in the operation and maintenance of housing, are extremely interested to increase the duration of the effective operation period for buildings and structures basing on the system of maintenance and repair of buildings. This system is equally important for each period of the life cycle of the property. In the field of housing and communal services, despite the ongoing reforms, the problem of timely financing of repair works aimed at ensuring comfortable and safe living conditions in accordance with the existing quality standards is acute. In this regard, the development of an effective system of housing maintenance is a priority. The current state and the main prospects of development of maintenance and maintenance of the housing stock during the planning and repair work in apartment buildings are considered. The proposed multilevel structure of the maintenance system and the methodology of evaluation of technical condition of residential properties taking into account the individual characteristics of the object. The method of planning of repair and construction works taking into account organizational and technological reliability is developed. The technique presented in the article allows to improve the quality of management decisions, which in turn ensure compliance with comfortable and safe living conditions and efficient use of financial resources.

ABSTRACTIn 1452, approximately three-quarters of Amsterdam was destroyed by fire. Despite attempts by the city government to encourage citizens to build using brick and pan tiles, the city was mainly rebuilt with timber-framed buildings. Only in 1521 did petrification of Amsterdam's buildings gradually start to become more widespread, coinciding with an enormous increase in the total number of houses. The great rebuilding of Amsterdam led to a sustainable renewal of the housing stock, of which some houses have survived to the present day. This article investigates the reasons for the delay in building with brick, based on building archaeological research, bylaws and investigation of the 1562 tax register. It shows the mechanisms of transforming a wooden city into a brick one and reveals the effects on living conditions in the final stages of the rebuilding process in the sixteenth century.

Housing conditions are one of the main (among others) indicators of the population’s well-being. The author examines the situation in the housing sector of the regions of the Far East, as well as the Baikal region. The East of Russia as a geostrategic region stands out in federal programs and strategies for the development of regions, but the level and living conditions here differ both geographically and not for the better from the western part of the country. The relevance of the study is determined by the fact that the significance of the housing problems – providing all people in need with comfortable and high-quality housing – remains high for modern society. The population of the Far Eastern regions is steadily declining. This fact, together with a not sufficiently high quality of life, speaks of the need to address this problem as a strategic task. The methodology of economic and statistical analysis based on Rosstat data characterizing the main indicators of housing conditions of the population (provision of housing, commissioning of housing, dilapidated and emergency housing stock) in order to analyze the state and territorial differences in the housing sector in the east of the country is used in the article. The source of information is the data from regional state statistical organizations using the ranking method and the correlation method. The need to take into account regional specifics in the development of housing policy is emphasized. Low provision of housing, the presence of a significant share of dilapidated housing and the level of improvement that does not meet modern requirements have little effect on the pace of housing construction due to insufficient income of the population. This explains the absence of a strong correlation between the amount of housing being commissioned and the provision of the population with it. The study of the living conditions of the population of the eastern regions of Russia can be continued in the field of further correlation and regression analysis in order to study the relationship between phenomena and processes

Regional programs for major repairs of common property in apartment buildings have been implemented on a large scale for more than 5 years. For example, the regional program in the city of Moscow includes more than 28 thousand apartment buildings with a total area of more than 200 million m2. Improvement of housing conditions is the most important factor in improving the well-being of the population and should be considered not only as a combination of factors formed in the construction process (availability of residential premises, level of improvement), but also as a set of services provided in the field of operation. Currently, the use of energy-efficient building materials and technologies with extended service life is of particular importance for the safe and reliable operation of the facility.

This paper explores a renewed problematization of contemporary metropolises' dynamics in the light of speci fic efforts to reclaim the city as commons. Building on Lefebvre's theorizations of the city's virtuality and comparing it to contemporary approaches to the urban condition that emphasize the potentialities of contemporary city-life, it suggests that urban commoning is unleashing the power of collective creativity and collaboration. Struggles to appropriate the city as a crucial milieu for sharing transforms parts of city and produces new patterns of urban living. Examples from Latin American urban movements focused on establishing emancipatory housing conditions are used to illustrate the transformative capabilities of urban commoning.

AbstractThe post-socialist urban restructuring of Skopje, North Macedonia has been characterized by significant changes in the built fabric of the city, resulting from the political, economic and societal processes following the dissolution of Yugoslavia. In early 1990s and post-privatization, there was a dynamic transformation of the city’s housing stock in post-WWII prefabricated apartment buildings. Flat owners in socialist-era housing estates in Skopje modified their apartments by expanding and enclosing balconies, thus gaining more living space. Garages were converted into shops and ground-floor and first-floor apartments were renovated into offices, resulting in commercialization of previous residential space. To better understand the spatial disorder triggered by transformation of housing estates during the lengthy transition from a centrally-planned system to a market economy, this article evaluates various spontaneous and planned practices of transformation of residential space in housing estates in post-socialist Skopje. We analyze these changing practices of transformation through fieldwork and focus group discussions with residents. We also review archival material and administrative and legal documents, including municipal master plans and national planning laws and decisions related to housing estates in post-1991 Skopje. Findings emphasize the complex interplay between many actors, ideologies and interests that shape the experience of urban life in post-socialist Skopje, evidenced by outcomes related to housing choice and renovation practice, especially the enclosure of balconies for providing more living space. Such interventions are viewed as important steps towards improving living conditions in prefabricated apartment buildings in Skopje. Individual decisions about apartment renovation affect urban planning at the neighborhood level, and the findings from this research thus inform residential mobility and neighborhood-level strategic decision making. The aim is to help neighborhoods—built in an earlier socio-political era under a central planning system—to adapt to future demands.
