After the changes in the socio-political situation in many countries of Eastern and Central Europe in the last decade of the 20th century, these countries experienced a major growth of emigration. In the context of the European Union, Lithuania is one of the countries that has faced the highest rates of emigration. The quick and somewhat sporadic emigration mainly for economic reasons is of interest both to linguists and language policy makers in order to support and give guidelines for the maintenance of the heritage language and identity. This paper deals with the data of the new post-Soviet wave of Lithuanian emigrants analysing the language behaviour and language attitudes. The aim is to look into the issues of language attitudes, practices and identity through the tripartite theoretical model - beliefs, emotions and declared language practices - of this wave and to compare it to the overall context of Lithuanian diaspora. The data analysed in this paper has been collected using quantitative (online surveys) and qualitative methods (in-depth interviews) in two research projects in the Lithuanian diaspora in 2011-2017. The main focus is on the use of the heritage Lithuanian language in various domains (home, community, friendship, church), comparing the use of Lithuanian by the post-Soviet emigrants with the language behaviour of the emigrants of earlier emigration waves. The results show equally positive beliefs and affective attitudes of the post-Soviet emigrants compared to previous waves, but a different language behaviour especially when comparing to the emigrants of the end of World War II.

This paper presents the history of sanitary-epidemiological services in the context of the health, economic and socio-political situation in Poland in the years 1944-2014, with a critical analysis of legal restraints, efficiency and achievements. Polish Sanitary Services, established in 1919, as a state service, have preserved for more than 95 years (also during World War II and the occupation) the continuity of its structures and essential objectives to enable their implementation in the field of public health protection. The unique effectiveness of actions was recorded in the years 1954-1998 and 2002-2009 in the time of central (vertical) subordination of sanitary-epidemiological services. The pre-accession preparation to the European Union (EU) strongly accelerated the development of sanitary-epidemiological services in Poland. Polish accession to the European Union has promoted the implementation of the WHO document “Health for All in the 21st Century” and the reduction of “health inequalities”.

ArgumentFor more than thirty years after World War II, the unconventional economist Kenneth E. Boulding (1910–1993) was a fervent advocate of the integration of the social sciences. Building on common general principles from various fields, notably economics, political science, and sociology, Boulding claimed that an integrated social science in which mental images were recognized as the main determinant of human behavior would allow for a better understanding of society. Boulding's approach culminated in the social triangle, a view of society as comprised of three main social organizers – exchange, threat, and love – combined in varying proportions. According to this view, the problems of American society were caused by an unbalanced combination of these three organizers. The goal of integrated social scientific knowledge was therefore to help policy makers achieve the “right” proportions of exchange, threat, and love that would lead to social stabilization. Though he was hopeful that cross-disciplinary exchanges would overcome the shortcomings of too narrow specialization, Boulding found that rather than being the locus of a peaceful and mutually beneficial exchange, disciplinary boundaries were often the occasion of conflict and miscommunication.

This study investigates the growing influence of Middle Eastern non-state actors as agents of foreign policy and their interactions with states through an analysis of the U.S.-Kurdish relationship. Incorporating archival data and interviews with Kurdish and American policy makers, the paper analyses the factors that have affected the U.S.-Kurdish relationship from World War II to the recent Syrian crisis in the context of the mainstream theoretical approaches within the discipline of International Relations. AbstractThis article examines the current situation of regional language bilingual primary education in Alsace and contends that the regional language presents a special case in the context of France. The language comprises two varieties: Alsatian, which traditionally has been widely spoken, and Standard German, used as the language of reference and writing. The advantages of learning Standard German have been highlighted by language-in-education policy-makers: as well as being the written form of the regional language, German is promoted as the most widely spoken language in the European Union, the language of neighbouring countries, an asset in the search for employment and an aid to learning another powerful language in our increasingly globalized world, namely English. Nevertheless, Alsatian can be, and in some cases is being, employed in the classroom, although it remains in a minority position in comparison to Standard German. Based on original research undertaken in the region, the article aims to explore current classroom practices, which are sometimes found to be incongruous with official language-in-education policy. It analyses the language attitudes of parents and considers the effect of these attitudes on the promotion of Alsatian and Standard German. Practices and attitudes in city and small town locations are compared to evaluate the influence of urban and peri-urban settings. As the transmission of Alsatian is no longer guaranteed in the home, the article investigates whether the school can promote this traditional, non-standardized regional variety alongside the dominant standard languages, and whether parents wish for this to happen.

The advent of a new administration in the United States and the passage of seven years since the end of World War II make it appropriate to review the political situation which has developed in Europe during that period and to ask what choices now are open to the West in its relations with the Soviet Union.The end of World War II found Europe torn between conflicting conceptions of international politics and of the goals that its members should seek. The democratic powers, led by the United States, viewed the world in traditional, Western, terms. The major problem, as they saw it, was one of working out a moral and legal order to which all powers could subscribe, and in which they would live. Quite independently of the environment, they assumed that one political order was both more practicable and more desirable than some other, and that their policies should be directed toward its attainment.

This chapter explores how members of the Crow Nation—especially women—navigated the various terminationist pressures of the post-World War II period. In these years, an influential group of policy makers pursued the dissolution of the Bureau of Indian Affairs and the termination of tribal members’ political status as “American Indian.” In practice, one of the most immediate threats was the reduction or elimination of reservation health services. The chapter reveals that the female members of a new Crow Health Committee emerged as leaders in the community’s effort to protect the reservation hospital and to reform the colonial institution to meet the evolving needs of Crow people. In regular meetings with medical officers in the newly created Indian Health Service, these women presented comprehensive health services, and particularly maternal and infant welfare, as a federal obligation and a matter of Indian treaty rights.

Abstract This article presents a mixed method analysis of the language attitudes held by secondary education students of Romanian origin, which are members of the second largest immigrant population living currently in Catalonia. The relevance of this data is based on the cardinal role played by attitudes in the success of any educational or linguistic policy (Lewis, E. Glyn. 1981. Bilingualism and bilingual education. Oxford, UK: Pergamon.) – a topic of special relevance in contexts with considerable migratory influxes, such as Catalonia, which aims to achieve social cohesiveness in a framework of interculturalism and multilingualism. The various initiatives implemented for this purpose include the heritage language maintenance programs, such as the “Romanian Language, Culture, and Civilization” (RLCC) program. The results showed that the young Romanians had the most favourable attitudes towards Spanish, followed closely by Romanian, and lastly Catalan, which was the least valued language. Furthermore, these attitudinal patterns were not determined by RLCC attendance. The insights provided by the in-depth interviews indicated various components and meanings associated with the attitudes towards the three languages. Namely, attitudes towards Spanish were primed by its international status and ease of learning, while attitudes towards Catalan were build on its integrative value and social status. Although esteemed for its emotional and symbolic bonds, Romanian seemed to be on a path towards invisibilization. Finally, the educational and social implications of these findings are discussed, emphasising the importance of involving and working with both the autochthonous and the Romanian immigrant population.

World War II had a profound, but uneven, impact on the delivery of services designed to support the bodies and minds of English children. This article, which is based on a study of a rural local authority located in North-West England, explores the influence of World War II on children's welfare services. Drawing on detailed case files relating to individual children and reports published by local and national policy makers, the article advances three related arguments which together nuance existing understandings of the conflict and its longer-term consequences. First, the article argues that many of the problems associated with evacuees were already familiar to medical and social work professionals. This awareness has important consequences for how we conceptualise the wartime proposals that attracted policy makers’ attention. Second, the article shows that the arrival of evacuees into reception areas initially resulted in an expansion of children’s services. A fuller understanding of Britain's welfare state, however, must acknowledge that local authorities continued to wield significant influence over the delivery of specialist services once the conflict ended. As a result, the priorities of local officials could lead to the needs of looked after children being overlooked despite wartime improvements to children's services. Finally, the article argues that amidst the totality of World War II, the British state remained unwilling to intrude on the rights of parents to influence the care of their children. Closer examination of the implementation of evacuation and the experiences of individuals reveals that important tensions existed between the state appointed experts and the civilians they were tasked with supporting.

This introductory chapter provides an overview of Simone de Beauvoir's post-World War II political engagement. The key to Beauvoir's post-World War II political engagement is, of course, her experience of the war itself—an experience recounted in her Wartime Diary (2009) and in The Blood of Others (1945), a novel set in the French Resistance and written during the Nazi Occupation. Although Beauvoir escaped the worst horrors of the war—on the front lines or in the concentration camps—she lost friends murdered by the Nazis and found her own life profoundly changed. Indeed, the Occupation that began in June 1940 confronted her with the realization that freedom, which she had assumed to be a metaphysical given, was contingent upon an economic and political situation that she had previously ignored.

The focus of the research is the concept of context, guidelines for the approach to it, and the ways by which it was regarded in the development of urban environment. The paper defines how these approaches and practices changed during the last century. During the last century, an especially dynamic and turbulent one, Lithuanian state experienced divergent and controversial periods: independence (1918-1940), World War II (1939–1945), Soviet period (1944–1990) and independence restored (1990-present). The paper discusses the Western attitudes and the evolution of approach towards context while dealing with urban environment, and peculiarities of Lithuanian practice in conformity with these attitudes during last century. The theoretic investigation is grounded by the documents formulated and declared by international organisations like CIAM, UNESCO, ICOMOS and others, as accumulations of pioneering thought. Particularly, their statements that consider the surrounding context as basis, principle, or inspiration for the creating, transforming or reconstructing the urban environment are analysed. The term context is used as a generalising term, an umbrella one, which covers several terms used in the documents or literature to define closer or wider urban environment while dealing with it. The paper focuses mostly on historical urban situations, and wide range of activities in changing the environment from architect or landscape architect’s professional point of view. The theoretic analysis is followed by the critical review of certain experiences in Lithuanian practice at that time, in characteristic redevelopment of spaces in the main cities (state capitals). The identified evolution reveals the expansion of the concept of urban context and growing regard for it both in theory and in practice. The evolution of contextual approach in Lithuanian practice follows the guidelines stated in documents of international organisations in spite of its political situation, but the research discloses its certain peculiarities.
