Theoretical aspects of solving the problem of poverty in the Russian Federation are considered. Possible ways of solving the problem of poverty in single-industry settlements, rural and depressed areas are analyzed. It is postulated that the conclusions of the study can be used by public authorities in drawing up programs for regional development and poverty alleviation.

This article is devoted to the assessment of innovative development of the Russian Federation regions using self-organizing Kohonen maps. The relevance of this paper is due to the need to develop various criteria for making decisions on state support for regions, the use of which will allow to conduct a comprehensive assessment of regional development. Its findings should serve as a reliable, high-quality source of information about the feasibility and type of support for a particular region. The study provides a justification for a set of indicators that are used in conducting cluster analysis. The methodology developed by the authors provides an opportunity to divide the regions into clusters, conduct their quantitative and qualitative analysis, and further predict the key indicators of the regions based on their belonging to different clusters. All this allows to study regional innovative development in dynamics. The authors draw a conclusion about the uneven innovative development of the Russian regions and the ambiguity of connections between the indicators of the share of organizations engaged in technological innovations and the degree of environmental friendliness of the economy. The findings of this study will be useful to public authorities when making decisions on the allocation of budgetary funds for the development of territories.

Sustainable and balanced socio-economic development of the constituent entities of the Russian Federation cannot be carried out without planned management. However, the introduction of strategic planning systems faces a number of problems, the most important of which can be considered the shortcomings of goal-setting and forecasting of the socio-economic situation at the regional level, which has so far received insufficient attention. Orientation in the subjects of the Federation only on national goals without the possibility of using Federal management tools reduces the effectiveness of public authorities, does not allow to sufficiently take into account the specifics of regional development and social needs of the population. The analysis shows the possibility of applying the sustainable development Goals up to 2030, developed and recommended by the United Nations in 2015, which correlate with the indicators of assessing the effectiveness of senior officials of the subjects of the Federation established by the decree of the President of Russia. No less important is the problem of ensuring the implementation of strategic plans. The choice of approaches, tools and mechanisms for the implementation of strategies, programs and projects of regional development should be carried out in the context of the development of strategic planning practices, to improve the efficiency of public administration on the basis of the project approach, the expansion of the use of public-private partnership, the promotion of small and medium-sized businesses.

The role of Russian single-industry entities (towns), where innovative products important to the economy are produced, is studied. It is stated that positive situation in such single-industry formations depends to a large extent on regional and local public authorities initiative, as well as the preparedness of the core enterprises management. Positive experience of monotowns development in some regions of the Russian Federation is considered.

The purpose of this article is to study on the example of the Strategy of Spatial Development of the Russian Federation Until 2025 adopted in February 2019 the opportunities and constraints, which inevitably accompany the approval of strategic planning priorities. The article shows that the system of priorities is a necessary planning tool, especially for the development of long-term strategic plans. In this sense these priorities of both sector and spatial characteristics act as a connecting link between desired trends of socio-economic development of the country and its regions and specific target indicators of the plans. The author shows that the formation of priorities inherent for the spatial vector of socio-economic strategizing is characterized by a number of particular features. These features include allocation of various “zones”, “territories”, individual regions or groups of regions with specific characteristics and special importance for the development of the country and for its economic security as special objects of the state policy of regional development. Such a prioritization allows to focus the policy of regional development and state resources allocated to it on the most important areas (objects) and, therefore, to achieve maximum effectiveness of this policy. However, the priority model of regional development policy is limited in its scope. The frame of its use cannot contradict to other important principles of this policy, the main of which is the need to maintain the common economic and legal space of the country. The article discusses the possibility of maintaining a balance of setting priorities and other principles of regional development policy in the Russian Federation.

The article analyzes the problems of the manifestation of risks of shadow and criminal activity in the life support system of citizens of the Russian Federation, the dissemination of which requires the development of effective measures to prevent and eliminate them. The most important issue is the formation of an effective economic security system with an emphasis on the new quality of life support for citizens of the Russian Federation in an adequate combination with the high growth rate of NTP in the Russian economy. The new technological structure emerging from the new achievements of scientific and technological progress involves the harmonization of the pace of scientific and technological development, combined with an adequate improvement in the quality of life support for citizens performing such achievements. Owing to this fact formation of new quality of the housing and communal services (HCS) as bases of life support of citizens becomes a prerequisite of increase in performance and intellectualization of human work. With this in mind, early recognition, prevention and elimination of risks of shadow and criminal activities in the housing and communal services system (housing and communal services) is considered as a significant mechanism to increase the effectiveness of the system of comfortable life support for citizens of the Russian Federation. The existing lag in the development of a high-quality and comfortable system for providing citizens of Russia on the basis of housing and communal services, the subject of which is the provision of quality and comfortable services, influenced by numerous risks of shadow and criminal influence, becomes a condition for intensifying economic development and increasing labor productivity on this basis. The need to develop and use modern scientific and technical achievements, especially in the field of digitalization, is emphasized in order to increase the efficiency of the economic security system of housing and communal services organizations based on innovative control mechanisms - internal control, audit, compliance control, taking into account financial investigations in order to prevent and eliminate the risks of shadow and criminal activities in the housing and communal services system.

Subject. This article analyzes the changes in poverty of the population of the Russian Federation. Objectives. The article aims to identify macroeconomic variables that will have the most effective impact on reducing poverty in Russia. Methods. For the study, I used the methods of logical, comparative, and statistical analyses. Results. The article presents a list of macroeconomic variables that, according to Western scholars, can influence the incomes of the poorest stratum of society and the number of unemployed in the country. The regression analysis based on the selected variables reveals those ones that have a statistically significant impact on the financial situation of the Russian poor. Relevance. The results obtained can be used by the financial market mega-regulator to make anti-poverty decisions. In addition, the models built can be useful to the executive authorities at various levels for short-term forecasting of the number of unemployed and their income in drawing up regional development plans for the areas.
