Implementation of the Comprehensive plan for the modernization and expansion of the railway infrastructure

This article was prepared on the basis of a speech at the Gaidar Forum on January 16, 2020. It discusses the implementation of the Comprehensive plan for the modernization and expansion of the main infrastructure (CPMI). It has become a national project, distributed throughout the country, its results should be felt by the whole society. The author evaluates the successfully implemented projects for the development of the Central transport hub – the creation of the Moscow Central Ring and the Moscow Central Diameters. It is also about the revival of the Northern Sea Route, the development of the Baikal-Amur Mainline and the Trans-Siberian Railway. These tasks were set in the Decree of the President of the Russian Federation of May 7, 2018 № 204 «On national goals and strategic objectives of the development of the Russian Federation for the period until 2024». The infrastructure upgrade will also affect long-distance passenger traffic, rolling stock. The author considers the conclusion of a contract with the Tver Carriage Works as an example of the modernization that has begun, notes that it provides for the renewal of the Tver Carriage Works itself. The author pays special attention to monitoring the implementation of the Comprehensive Plan for the modernization and expansion of the main infrastructure. It is indicated that when spending significant financial resources, it is extremely important to use modern control technologies, including BIM technologies. In addition, it is necessary to conduct work openly so that citizens can see in real time how national projects are being implemented.

Транспортная инфраструктура является одним из факторов социально-экономического и пространственного развития территорий. Принятый в 2018 г. комплексный план модернизации и расширения магистральной инфраструктуры призван разрешить ряд инфраструктурных проблем России, обеспечить развитие транспортных коридоров, повышение экономической связанности. В ходе исследования выявлено, что, несмотря на достижение ряда позитивных изменений в магистральной инфраструктуре, полноценная реализация плана может быть поставлена под угрозу, что обусловлено рядом системных и организационных рисков и проблем. The developed transport infrastructure is one of the factors for the Russian Federation socio-economic and spatial development, as it ensures the area-to-space relationship, helps to reduce the economic distance and increase the migration and transport mobility of the population, etc. However, to implement these objectives successfully, it is necessary to expand and modernize the transport infrastructure, taking into consideration the promising trends. A significant role is assigned to the Federal strategic documents that set out the main provisions, forms, methods and tools for implementing the state policy. The purpose of the article is to identify and systematize risks in implementing the Comprehensive plan for upgrading and expanding the trunk infrastructure until 2025 based on the results of the first full year of its implementing. Methods of monographic, comparative analysis and synthesis, economic and statistical analysis were used during the research. As a result, it was found that the implementation of the Comprehensive plan may be jeopardized, mainly due to non-compliance with the project deadlines as well as due to the institutional risk problems, which were highlighted: inadequate regulatory and methodological framework, that complicates the implementation; difficulties in monitoring the implementation; low level of the list of activities coordination. There are organizational problems and obstacles to the implementation of the plan containing the provisions of the Russian Federation President Decree of May 7, 2018 No. 204 "On the national goals and strategic objectives for the Russian Federation development for the period untill 2024". Studying the plan settings and the main outcomes of its implementation as well as the results of the content analysis of the experts and scientists expert opinions allowed to identify and substantiate the key risks and challenges in the implementation of the Comprehensive plan, which will help to achieve the set goals and objectives. The results of the work can be used by researchers in conducting their research on similar topics, as well as in the activities of the Federal and regional authorities in the development and adjustment of strategies and programs for socio-economic, transport and spatial development.

The article discusses a new technology in the field of administration – a method of data-based management. In the field of education, analytics is the necessary manager’s competence to fulfill his work duties. The author identified the problem of transforming legal norms when working with open data, which did not affect the change in institutional and cultural norms of “data- based management” in managerial decision-making practice. The article provides a comparative analysis of the professional standards’ requirements and educational programs for the managerial personnel’s professional development in the field of education. The author analyzed two aspects of the development of a data-based management system: personnel – the development of educational programs for training managerial specialists who can use such technology, and infrastructure – the development of digital open data services and digital data processing services for making managerial decisions. The tasks of developing education through the analysis of data for assessing its quality are reflected in the Decree of the President of the Russian Federation “On national goals and strategic objectives for the development of the Russian Federation for the period up to 2024” and can be implemented based on the professional capital of managers using tools for analyzing such data. It is necessary to improve the interaction of electronic information exchange services for more effective information interaction and the construction of analytical reporting. This will allow for the efficient integration of data from different information systems and electronic resources and obtain the necessary data of the information of interest.

The article deals with some issues related to the detention of persons sentenced to imprisonment for crimes of a terrorist nature and extremist orientation. The authors, based on the analysis of departmental instructions, instructions, reports on countering extremism and terrorism in the criminal executive system of Russia, the practical activities of institutions and bodies executing criminal penalties, outlined the most important problems in this direction. In addition, the paper considers the main measures of preventive work of terrorist and extremist manifestations, based on the provisions of the Comprehensive Plan for Countering the Ideology of Terrorism in the Russian Federation for 2019-2023.

The volumes of freight and passenger traffic on the railways of the Russian Federation are increasing every year. Along with the increase in the transportation work, the likelihood of occurrence of undesirable incidents in railway transport increases. The assessment of the level of comprehensive (integrated) safety is an important scientific and technical problem in the current conditions of the functioning of railway transport. The methods used to assess the level of safety do not always meet the requirements of complexity in view of comparison of various-scale violations of traffic safety (crash, accident, faulty operation). The paper proposes a mathematical method for assessing the level of integrated safety in railway transport and calculation of the safety index of train traffic. For the calculation, statistical data for a certain period are used. These data summarized in a specialized dictionary of traffic safety violations, the mathematical treatment of which provides information on the level of integrated safety in railway transport in the Russian Federation. The proposed index allows determining the effectiveness of management decisions in the field of train traffic safety, as well as assessing the effectiveness of implementing certain innovations in the field of traffic safety. It is possible to use data on integrated traffic safety to reduce insurance premiums for cargo insurance on railways.

In the absence of the development of exports of high-tech industries, the implementation of strategic tasks for the accelerated growth of the economy set by the Decree of the President of the Russian Federation “On national goals and strategic objectives of the development of the Russian Federation until 2024” of May 7, 2018 No. 240 is unlikely. According to most researchers, the main potentially possible commodity items in non-raw materials exports, which are in demand in the world markets, are the products of engineering, pharmaceutical industry, apparatus and devices used in medicine. Therefore, the right to participate in foreign economic activity is delegated, first of all, to large domestic companies. However, today Russia is a country with a large assortment of production of simple products, which requires building a systematic approach in the formation of both economic policy in general and export in particular in the direction of developing of non-resource industries that produce high-tech products. The analysis of the strategies for retaining the leading positions in narrow niche segments in the global market, analysis of the competitive and diversifying strategy of the German company Poly-clip System, which is the world’s leading producer of clipping systems and the world leader in the food packaging segment was performed.

The questions of qualification and investigation of theft of goods from the rolling stock are revealed. The main factors causing qualification of such crimes under articles 158, 159 and 160 of the Criminal code of the Russian Federation are investigated. The obligatory signs of crimes, such as time, place, means of commission of crime, the size of the stolen property are revealed. Reasonable conclusions are made that the qualification of theft of goods from the rolling stock of railway transport, as well as the definition of the circle of persons potentially involved in the commission of the crime, is largely influenced by the place and time of the crime, the circumstances (type of car, other features), the amount of stolen property, means of committing the crime. The analysis of the practice of qualification of thefts from the rolling stock of railway transport shows that in various investigative situations it is necessary to speak about its private varieties that will allow to qualify a crime more precisely and to organize the process of proving more effectively. It is concluded that for the most complete qualification of crimes related to the theft of cargo from rolling stock cars a thorough analysis of the circumstances that influenced the initiation of a criminal case, as well as investigative situations, is of particular relevance. Proposals were made to improve the norms of the criminal law.

One of the tasks, set in the Decree of the President of 07.05.2018 № 204 “On the national purposes and strategic objectives for development of the Russian Federation until 2024” is annual improvement of living conditions. Stated purposes of the Decree of the President set to the decision for participants of an investment and construction complex of a task of adaptation to rapidly changing conditions. It is necessary to consider crisis state of many construction organizations. Performance of the Decree is possible by means of development and realization of stages of the anti-recessionary program, which main objective is concentrated in increase in efficiency use of all resources of the organizations. Stages of the anti-recessionary program for the construction organizations, which will allow define bottlenecks in their activity and to develop stabilization actions, have been developed.
