The article deals with some issues related to the detention of persons sentenced to imprisonment for crimes of a terrorist nature and extremist orientation. The authors, based on the analysis of departmental instructions, instructions, reports on countering extremism and terrorism in the criminal executive system of Russia, the practical activities of institutions and bodies executing criminal penalties, outlined the most important problems in this direction. In addition, the paper considers the main measures of preventive work of terrorist and extremist manifestations, based on the provisions of the Comprehensive Plan for Countering the Ideology of Terrorism in the Russian Federation for 2019-2023.

В статье изучаются особенности прохождения службы сотрудниками уголовно-исполнительной системы в соответствии с Федеральным законом от 19.07.2018 № 197-ФЗ «О службе в уголовно-исполнительной системе Российской Федерации и о внесении изменений в Закон Российской Федерации "Об учреждениях и органах, исполняющих уголовные наказания в виде лишения свободы"». Авторами исследуются принципы прохождения службы в уголовно-исполнительной системе, положения, благодаря которым реализуются данные принципы, а также нормы, касающиеся правового статуса сотрудника уголовно-исполнительной системы. В статье особое внимание уделяется ограничениям и запретам, связанным с принятием на службу. Подробно рассматривается понятие «контракт», особенности его заключения, продления и основания для прекращения его действия. Изучается такое понятие, как испытательный срок, выясняется, от чего зависит его продолжительность. Рассматриваются социальные гарантии сотрудников уголовно-исполнительной системы. В ходе исследования авторы приходят к выводу, что изучаемый закон устанавливает правовые, организационные и финансово-экономические начала прохождения службы в уголовно-исполнительной системе, а также определяет правоотношения, которые возникают при поступлении граждан Российской Федерации на службу в УИС, и гарантии социальной защиты сотрудников УИС. In the article, the authors study the features of service by employees of the criminal Executive system in accordance with the Federal law of 19.07.2018, no. 197-ФЗ «On service in the penitentiary system of the Russian Federation and on introducing amendments to Russian Federation Law "On institutions and bodies executing criminal penalties of imprisonment"». The authors study the principles of service in the criminal Executive system, as well as study the provisions by which these principles are implemented. The norms concerning the legal status of an employee of the criminal Executive system are being studied. In the article special attention is paid to the limitations and prohibitions associated with the adoption of the service. The concept of a «contract» is considered in detail, as well as the specifics of its conclusion, extension, and grounds for termination. The authors study such a concept as a probation period, and find out what determines its duration. Social guarantees of employees of the criminal Executive system are considered. In this study, the authors conclude that the study of the law establishes the legal, organizational and financial-economic start of the service in criminally-Executive system, and also determines such legal relations that arise when the citizens of the Russian Federation entered the service in the penal system, consequently become employees of the UIS and receive guarantees of social protection.

Современное состояние и развитие уголовно-исполнительной системы Российской Федерации диктует необходимость овладения будущими специалистами комплексом определенных знаний, умений и навыков, позволяющих им эффективно решать служебные задачи. Одним из путей повышения профессионального уровня специалистов является формирование и развитие профессиональной культуры. Проведенный в статье анализ понятия «профессиональная культура» позволяет констатировать сложность его содержания, что связано с особенностями профессиональной деятельности сотрудников УИС, многообразием решаемых задач. Автором подробно исследуется процесс формирования профессиональной культуры в вузах ФСИН России, рассматриваются особенности работы в данном направлении профессорско-преподавательского состава, командиров строевых подразделений, сотрудников отделов по работе с личным составом, приводятся возникающие при этом проблемы и предлагаются возможные пути решения. Отмечается, что успешность формирования профессиональной культуры курсантов зависит от их профессионализма, дисциплинированности, инициативности, настойчивости и личного примера сотрудников. В заключение подчеркивается, что высокий уровень профессиональной культуры сотрудника УИС является условием успешной служебной деятельности и целью дальнейшего профессионального самосовершенствования.The current state and development of the criminal Executive system of the Russian Federation dictates the need for future specialists to master a set of certain knowledge, skills and abilities that allow them to solve official tasks effectively. One of the ways to improve the professional level of specialists is the formation and development of professional culture. The analysis of the concept of «professional culture» in the article allows us to state the complexity of its content, which is associated with the peculiarities of professional activity of employees of the UIS, the variety of tasks to be solved. The author studies in detail the process of formation of professional culture in the universities of the Federal penitentiary service of Russia, examines the features of work in this direction of the teaching staff, commanders of combat units, employees of departments for work with personnel, presents the problems arising in this case and suggests possible solutions. It is noted that the success of the formation of professional culture of cadets depends on their professionalism, discipline, initiative, perseverance and personal example. In conclusion, it is emphasized that the high level of professional culture of the employee is a condition of successful performance and the purpose of further professional self-improvement.

The article is devoted to the improvement of operational-search legislation in the field of organization of operational-search activities in the criminal Executive system, in particular, the grounds and conditions for conducting operational-search activities that restrict the constitutional rights of citizens, as well as their conduct in relation to those sentenced to non-custodial sentences. The main legal and organizational problem is the lack of legal grounds for conducting operational search activities that require court approval when conducting search work and, as a result, the inability to use the entire set of tools and methods for solving crimes, as well as an incorrect interpretation of article 18.1 of the criminal code of the Russian Federation.

Significance. Analysis of literary sources indicates the need and importance of preventive work among minors on adherence to healthy lifestyle, which is one of the fundamental factors for preventing pregnancy in children under 18. This work has a number of features and involves cooperation between many specialists, while organization of this work in healthcare facilities is rather tricky due to legislation and requires appropriate competencies of the doctor and challenges his or her professional performance. Preventing pregnancies in minors requires special competencies and skills to work with minors and their families and is a criterion for care organization in the subject of the Russian Federation. The purpose of the study is to analyze dynamics in abortions among minors in the Russian Federation in 2015-2019. Material and methods. The analysis included data from literature sources (n=101 for the last 5 years, including 13 sources included in the reference list). The study analyzed statistical indicators for 2015-2019 from collections of the Department of Health Monitoring, Analysis and Strategic Development of the Ministry of Health of the Russian Federation and "Basic indicators of maternal and child health, performance of Mother and Child services in the Russian Federation of the Federal Research Institute for Health Organization and Informatics of the Ministry of Health of the Russian Federation. The growth/decline rates of indicators were calculated. Results. Analysis of the dynamics in abortions among minors in 2015-2019 showed that the lowest rates were registered in the North Caucasus and Southern Federal Districts, while the highest ones - in the Far Eastern, Siberian and Northwestern Federal Districts. The Sakhalin, Magadan and Amur regions lead in high rates of abortions among minors. Conclusion. Prevention of abortions in minors calls for a comprehensive doctor’s work aimed at preventing pregnancy and an integrated approach in medical organizations. Therefore, the abortion rate in minors should be considered as a criterion for organizing preventive work in healthcare facilities when providing medical care in outpatient settings.

Транспортная инфраструктура является одним из факторов социально-экономического и пространственного развития территорий. Принятый в 2018 г. комплексный план модернизации и расширения магистральной инфраструктуры призван разрешить ряд инфраструктурных проблем России, обеспечить развитие транспортных коридоров, повышение экономической связанности. В ходе исследования выявлено, что, несмотря на достижение ряда позитивных изменений в магистральной инфраструктуре, полноценная реализация плана может быть поставлена под угрозу, что обусловлено рядом системных и организационных рисков и проблем. The developed transport infrastructure is one of the factors for the Russian Federation socio-economic and spatial development, as it ensures the area-to-space relationship, helps to reduce the economic distance and increase the migration and transport mobility of the population, etc. However, to implement these objectives successfully, it is necessary to expand and modernize the transport infrastructure, taking into consideration the promising trends. A significant role is assigned to the Federal strategic documents that set out the main provisions, forms, methods and tools for implementing the state policy. The purpose of the article is to identify and systematize risks in implementing the Comprehensive plan for upgrading and expanding the trunk infrastructure until 2025 based on the results of the first full year of its implementing. Methods of monographic, comparative analysis and synthesis, economic and statistical analysis were used during the research. As a result, it was found that the implementation of the Comprehensive plan may be jeopardized, mainly due to non-compliance with the project deadlines as well as due to the institutional risk problems, which were highlighted: inadequate regulatory and methodological framework, that complicates the implementation; difficulties in monitoring the implementation; low level of the list of activities coordination. There are organizational problems and obstacles to the implementation of the plan containing the provisions of the Russian Federation President Decree of May 7, 2018 No. 204 "On the national goals and strategic objectives for the Russian Federation development for the period untill 2024". Studying the plan settings and the main outcomes of its implementation as well as the results of the content analysis of the experts and scientists expert opinions allowed to identify and substantiate the key risks and challenges in the implementation of the Comprehensive plan, which will help to achieve the set goals and objectives. The results of the work can be used by researchers in conducting their research on similar topics, as well as in the activities of the Federal and regional authorities in the development and adjustment of strategies and programs for socio-economic, transport and spatial development.

This article is devoted to the analysis of modern methods and technologies that can be used in the process of optimizing the executive system in the Russian Federation, as well as to the study of criteria for assessing the effectiveness and efficiency of this process. The work has developed and justified a system of criteria for assessing the efficiency and effectiveness of the processes of optimization of the executive power system in Russia. The choice of modern methods and technologies in the process of constructing the optimal executive system in the Russian Federation should be carried out within the framework of the current legislation, taking into account the most important qualitative and quantitative indicators of the optimization process. The process of optimizing the executive power system in Russia requires the use of modern implementation techniques and technologies, including global modeling and the use of electronic technologies in the analysis, forecasting, design (modeling) and management of the formation, functioning and development of state and public institutions. The system of criteria for evaluating the effectiveness and efficiency of optimizing the executive branch system in Russia should be aimed not only at analyzing the current state of processes for optimizing the formation and functioning of the executive branch in the country, but also at predicting the stages of their development in the future.

The Russian Federation continues its consistent policy of humanizing the conditions for incarcerated women and minors, of law observance in the execution of punishment and the prevention of unlawful violence against inmates. In this connection, optimizing the prevention of prison officers’ unlawful behavior requires new approaches to precluding personality destruction of prison employees that leads to unlawful use of physical violence against inmates. The existing legal basis does not provide any special psychological assistance for specific categories of officers, thus it is important to search for effective methods of preventing unlawful behavior of those employees who have immediate contact with convicts held in lockable premises. The intensity and tension in the work of these officers are caused by their constant contact with the most criminalized inmates, by the necessity to perform their professional tasks in the conditions of covert or open confrontation, provocative or manipulative behavior of criminals. Such conditions increase the probability of unlawful behavior of prison officers, manifested both as one-time, situational reactions and as overall behavioral strategies. Such factors made it necessary to conduct a country-wide research of personal characteristics of this category of officers with the purpose of identifying those features that provoke unlawful behavior. It involved 213 prison officers (representative method of random sampling) from 81 subjects of the Russian Federation; the authors also examined data acquired as a result of specific requests and the analysis of materials on the frequency and characteristic features of unlawful behavior of officers. The research resulted in determining personal profiles of penitentiary system’s employees. It showed that 98 of them (the first group) have an evident complex of negative characteristics (negative profile of personality). It is not recommended for them to work in lockable premises in the future. The researchers recommended 115 officers (the second group) for future work in lockable premises of penitentiary institutions (positive profile of personality). The diagnostics’ results made it possible to determine that the key specific task of psychological assistance for this category of officers is timely identification of inclination for unlawful behavior and the assessment of the effectiveness of correctional measures. Preventive work should be based on the results of screening that determines the level of aggression, depressive conditions, mental tolerance of the officer under considerable psychological and physical stress and extraordinary, extreme situations at work.
