The article assesses the impact of national projects to change the structure of expenditures of the Russian budgetary system and describes the basic concepts, regulations, tools for the implementation of national projects. The current macroeconomic situation is analyzed. The paper shows the importance of national development goals concerning budgeting policy. The work describes the structure of expenditures of budgetary and extrabudgetary sources aimed at the implementation of national projects; the study also touches upon the role of national projects affecting budget expenditures of the funds of the Russian Federation. The author defines national projects, the implementation of which has a priority character for the federal government or subjects of the Russian Federation. The work contains information concerning changes in the volume of productive expenditures aimed at the development of human capital and infrastructure – expenditures on health care, education, transport infrastructure, and on the spending of budgetary funds in general. The analysis revealed structural changes in expenditures and their shift from unproductive to productive ones, which is directly related to expenditures on national projects and the transition to a policy of stimulating supply.

The purpose of this article is to check Russia’s strategic planning system and anti-crisis measures against the United Nations 2030 Agenda for Sustainable Development by monitoring the documents for policy objectives directly or indirectly corresponding to the targets of the sustainable development goals (SDG); comparing the indicators present in the Russian documents with those in the 2030 Agenda; assessing the impact of anti-crisis measures on the sustainable development outlook in the country; and tracing the changes present in the latest socio-economic development initiatives of the Russian government. The scope of the study in terms of the number of documents analyzed was determined in accordance with the provisions of Article 11 of the Federal Law No. 172-FZ On Strategic Planning in the Russian Federation, and includes a vast array of federal strategies, sectoral strategic planning documents, national and federal projects, state programmes, the 2020 Presidential Decree No. 474 On the National Development Goals of the Russian Federation for the Period Until 2030 and its auxiliary documents, as well as other ad hoc anti-crisis planning instruments, such as the 2020 Nationwide Action Plan. The results of the analysis make it possible to trace the paradigm shift in Russia’s decision-making toward incorporating more elements of the sustainability discourse characteristic of the 2030 Agenda and other multilateral arrangements, particularly in regard to climate change and environment, taking place in 2020–21.

The growing role of the judicial community in reforming the judicial system actualizes the scientific problems of law enforcement associated with understanding the essence of the regulatory impact of the Councils of Judges of the Russian Federation as a body of the judicial community to prevent the emergence of conflicts of legal interests in judicial activity. The purpose of the research is to theoretically substantiate the essence of individual regulation of conflicts of legal interests by the Council of Judges of the Russian Federation, aimed at optimizing its activities to combat corruption. The worldview and methodological basis were the works of theoretical scholars and their methods of integrative understanding of law to substantiate the impact of the Council of Judges of the Russian Federation on judicial activity through individual regulation. The conclusion is substantiated that the activities of the Commission of the Council of Judges of the Russian Federation on Ethics, related to the drawing up of opinions on the assessment of conflicts of legal interests and other corruption risks for both acting judges and retired judges, is an individual regulation of legal relations through: interpretation of law; overcoming gaps and conflicts in the law; individuali zation of rights, etc. The content of the interpretation of law by the Commission of the Council of Judges of the Russian Federation on Ethics is: the application of certain norms of both international and national law in a specific legal relationship when assessing conflicts of legal interests among judges through a systematic interpretation of the norms of law as a system of elements, defining its role in law, identifying other norms, as well as the principles of law; interpretation of the principles and norms of law, through the legal-logical interpretation of a normative act as logically interconnected structural elements of a single, internally agreed and consistent system of principles and norms of law, when deciding on the presence of conflicts of legal interests in the activities of judges, etc. The paper substantiates that in relation to conflicts of legal interests, individualization should be aimed at determining by the Council of Judges of the Russian Federation typical situations of such conflicts for their correct assessment and development of recommendations related to the optimal behavior of judges, when circumstances arise that lead to conflicts of legal interests.

OThe main directions for finding ways to improve the rating of the Russian Federation in international statistical comparisons in the field of telecommunications/ICT are presented, taking into account the need to harmonize various activities related to assessing the impact of telecommunications/ICTs on achieving the sustainable development goals, as well as the advent of the new International Telecommunication Union Index instead of the ICT Development Index (IDI).

The Russian Federation is in the process of making major structural changes to its railway and electricity sectors. Both sectors will be at least partly vertically disintegrated, with the aim of creating competition in the “upstream” sector while maintaining state ownership and control of the monopoly “grid”. This paper examines the details of reform and restructuring in the context of the international experience with reform and restructuring in these two sectors, and considers the role of the Ministry for Antimonopoly Policy in reform, both in the past as an “advocate for competition” within the government, and in the future as the guarantor of non-discriminatory access to the grids by non-integrated upstream producers.

The article analyzes damage caused by attacking finance organizations in the Russian Federation through activization of hacker groups. The mentioned attacks were mainly directed at banking cards’ processing, cash machines and the SWIFT system, an international system of transmitting finance information and payments. The growth in hacker penetrations can be seen in all sectors of Russian economy, it is based on informational confrontation and aims at destabilization of considerable objects of critical information infrastructure. Today special attention is paid to attacks of hacker groups, which get financing from states and criminal groupings in order to exert influence on the leading banks of the world. The author investigated the key methods of attacks of finance organizations. The role of the Federal service on technical and export control and the Department of information security of the Bank of Russia was described. By assessing the impact of computer attacks the author came to the conclusion that the Russian banking sector is vulnerable to computer attacks on informational systems that could cause damage not only to small but also big credit organizations, which possess over 60% of the Russian banking sector assets.

The article analyzes the experience of tariff regulation of the cost of passenger railway transportation services in the European Union and the Russian Federation. The features of tariff regulation are disclosed and eleven countries are classified according to the main categories. Tariff policy for transport services is used to ensure the consistency of economic interests of consumers and is a problematic segment for all types of transport. The article deals with tariff regulation of the cost of services provided by the railway infrastructure. Comparison of domestic and foreign experience in pricing of transport services for further development of Russian Railways is carried out. The setting of tariffs and available discounts, as well as benefits for the purchase of tickets for trains in the countries of the European Union and Russia are considered. The indexation of tariffs for transportation services of Russian Railways depending on the period of the trip and the comfort of the car is analyzed. Conclusions on the impact of mobile tariffs on economic efficiency, as well as the need to improve the tariff policy in the Russian Federation by involving foreign transport companies in implementation.

Authors consider export opportunities and the structure and dynamics of industrial export and import in the Russian Federation, Northwest Russia and St. Petersburg. The article studies structural changes in sectors of St. Petersburg economy resulting from ongoing innovation processes and their impact on export potential. It provides the results of assessing the impact of organizational, economic and production factors on export opportunities of various economic entities. Export opportunities, structure and dynamics of export and import of industrial products in the Russian Federation, the North-West region and St. Petersburg are considered. Volume of exports, imports and trade turnover in Russia in 2019, as well as the dynamics of changes in recent years are discussed. In the structure of Russia's exports in recent years, the bulk of supplies (60%) were mineral products, imports the main share of exports (over 40%) occurred in the machinery, equipment and vehicles. The high needs of the national market and the significant export potential of Russian enterprises engaged in the production of medicines and modern medical equipment are noted, which makes it possible to make a real contribution to solving important social problems and developing the national economy. The structure of exports and imports of North-West Federal district and St. Petersburg by major commodity groups, there is a saving in purchases of imported equipment combined with constant growth of exports of fuel and energy products are discussed. Structural changes in the economic sectors of St. Petersburg as a result of ongoing innovation processes and their impact on export potential are studied. The results of the assessment of the impact of organizational, economic and production factors on the export opportunities of various economic entities are presented. It is revealed that for industrial enterprises, the quality and cost of components becomes a problematic factor that hinders their development both in improving the product range and in their own technological modernization. For small and medium-sized businesses in industrial production, problems related to timely receipt of high-quality materials and products of the element base from suppliers and related companies, in most cases located abroad, are added. The role of the “Russian export center” as a state institute for supporting non-commodity exports and facilitating export operations was noted.

In the context of digitalization, a special role in increasing the economic potential of the country is played by stimulating innovation and creating favorable conditions for doing business. The May decrees of the President of the Russian Federation determined the national development goals of the Russian Federation for the period up to 2024, which include an increase in the number of organizations implementing technological innovations [1]. At the same time, the priority task is to create conditions for the inflow of long-term financial resources into the economy. The solution to this problem will be facilitated not only by ensuring access for companies in the real sector of the economy to traditional channels of raising capital (bank lending, bonds and shares), but also by developing alternative investment mechanisms such as crowdfunding direct investments. The purpose of this article is to develop a concept for the creation and development of the infrastructure necessary for them by assessing the effectiveness of the current state and problems of the functioning of investment platforms in Russia. At the same time, modern methods of scientific knowledge were used: analysis, synthesis, induction, abstraction. The article substantiates the relevance of using crowdfunding as an important tool for information support of innovative projects (startups) of individuals and legal entities. The state and problems of development of investment platforms in Russia are investigated. At the same time, the factors of low popularity of investment platforms in Russia were identified. In addition, the legislative regulation of investment platforms in Russia was considered. Proposed activities for the development of investment platforms in Russia, such as: developing and conducting a strategic communication campaign, creating and maintaining a Central Repository of Public Sector Case Studies, and creating an underwriting mechanism or bridging fund for PPP projects.
