The purpose of the article is to analyze the system of stimulating development the activities of the police formations ranks of the imperial guard in Russia in the late 19-th – early 20-th centuries. The author con-siders the material stimulation of the activities of the police guard ranks, identifies the main stages of the award system development in the police guard structures. He presents their content characteristics and the analysis of career opportunities as the integral part of the system of stimulating the activities of the Security Guard ranks and the Palace Police. The paper concludes that the system of stimulating the activ-ity of the police units personnel of the Imperial guard in the late 19-th – late 20-th centuries has under-gone a serious evolution.

We propose and substantiate criteria of objective assessment of quality of work of medical staff in a hospital facility in order to restrict a length of inpatient treatment, to improve work of a doctor and a whole department and to achieve adequate material stimulation and appropriate wages. The criteria consider economic, medical and social aspects, allow computerized analysis of a doctor's and a department work, systematic analysis on clinical conferences and disclosure of factors worsening the quality of inpatients treatment.

The question of the use of the official labor biography in the 30—40s of the twentieth century as a means of instilling a sacred attitude to work in a Soviet person, a method of non-material stimulation of the production process is considered. The relevance of the study is due to the interest in biography in the context of the history of labor, in the authors’ appeal to the problem of forming a new attitude to work during the period of industrialization and the years of the Great Patriotic War. Attention is paid to the role of periodicals. The results of a comparative analysis of the official and real biography, recovered from the materials of the personal file, are presented. The question is raised about the tasks of the official biography of the Hero of Socialist Labor in this period. The novelty of the research is seen in the attraction of unpublished data from the production archive of the Gorky Railway, in the reconstruction of real biographical data. The authors compare the official and real biographies. The possibility of using heroic biography as a method of non-material stimulation of labor has been proved. The author’s reconstruction of the biography of Ivan Georgievich Makarov — Hero of Socialist Labor is presented. The experience of analytical research of documentary historical sources and their comparison with the narrative tradition is described.

An experience of material and non-material stimulation of participants of project activity in executive authorities abroad has been examined. Possibilities of adaptation of methods and tools of material and non-material stimulation in Russia have been established. It has been recommended to increase the quality of formal personnel procedures and to use the criterion of «personal eff ctiveness», when paying for civil servants employed in project management. The obtained results will allow adjusting the current approach to material and non-material incentives for project activity participants in the executive authorities of the Russian Federation.

In the article the urgency of reforming the system of material incentives for the personnel in the socio-cultural sphere is defined. The main theoretical and practical aspects of application of various forms of non-material stimulation of the personnel at the example of reform of system of stimulation of work of the staff of the cinema „Aurora“ are considered. The authors reveals the essence of the system of stimulation of work of staff, the role of non-material stimulation of labor, discusses the relationship between such concepts as „needs“, „stimulus“, „motive“. The basic functions performed by incentive: economic, social and moral functions. The essence of the concept „motivation“ is not only the establishment of such a mechanism, in which active and producing some results-employment, becomes a necessary condition for satisfaction of important needs of employees, but also to use corporate-system, social and socio-psychological forms of non-material incentives of personnel of the enterprise, the need for which justified the analysis of the results of the survey of employees of socio-cultural sphere. In this article the formation of a system of motivation and non-material incentives for employees of enterprises of film screening that will ensure effective delivery of services to consumers the movies-video is considered. It was found that the stimulation system is satisfactory, but there is a possibility of reducing the efficiency of the system due to the indifference of employees towards their work, lack of initiative. So workers don‘t want to be involved in resolution of the problems in the team. The personnel‘s interest in efficient operation is clarified, but the existing shortcomings in the system of nonmaterial stimulation, in the opinion of the working team, in varying degrees, affect job satisfaction and reduce it.
