The purpose of the research was to determine the system of measures aimed at financial provision of restoration and improvement of the fertility of the agricultural lands, which are an important part of the state strategy for the development of the Ukrainian economy agrarian sector. Characteristics of land use in European countries and Ukraine were presented. The sources of financial provision of agricultural land restoration were analyzed. The measures aimed at successful restoration of fixed assets of agrarian enterprises, in particular land resources are proposed.

Іntroduction. At present it is important to assess the role of each region in the formation of effective and rational land use to improve agricultural land use in Ukraine. One of the leading agricultural regions of Ukraine is Sumy region its agricultural lands occupying a significant part of the country. The problem is that a large part of the Sumy region suitable for the agricultural land use is plowed, which leads to a high level of the soil exhaustion. Purpose. The purpose of the article is to estimate the use of agricultural land in Sumy region, development and substantiation of possible directions for improving efficiency of land use region. Results. The efficiency of industrial activity depends on the total area of used land and its fertility. As already mentioned, Sumy region is one of the leading agrarian regions of Ukraine, its agricultural lands occupy a significant territory of the country. Therefore, the analysis of the efficiency of land use is the primary task for the development of agriculture in the region. Today, farms do not have a significant place in the development of the agrarian sector in Sumy region as the lands in their possession are not used effectively. The necessary condition for improving the management of land resources in the current circumstances is the right choice of economic forms at the local level, which will ensure the rational use of land, solution of environmental problems, inflow of funds to the local budget and, importantly, the creation of jobs. To increase the responsibility of landowners and land users for violating the requirements of land use, it is necessary to improve the mechanism of state control over the use and protection of land. A number of measures are proposed for solving existing problems in the use of land in agricultural sector of Sumy region. Conclusion. Thus, the article evaluated the state of agricultural land use of Sumy region, namely: the structure of agricultural land farms of the region is analyzed; It was discovered that farms play a a small role in the economy of agriculture of Sumy region, they have not sufficiently high ratios of the land resources use. The basis of the reasons for the low efficiency of land use in farms are factors of both micro-and macro-economic character, and overcoming these problems is possible only with the assistance and support of the state.

Purpose. The aim of the article is determining the conditions of rational use of agricultural land conditions and substantiation of measures to optimize the distribution and rational use of agricultural land. Methodology of research. General scientific and special methods are used to achieve this goal: the dialectical method of scientific knowledge – to consider the essence of the rational use of land and its protection; synthesis – to clarify the relationship between the subjects of land relations; analysis – to assess the constituent elements of agricultural land; graphic – for visual display of the obtained results; abstract and logical method – for the formation of conclusions and research proposals. Findings. The state and rational use of land in the region and the state are studied. The structure of agricultural lands in Ivano-Frankivsk region and Ukraine is analysed. The main ecological and economic aspects of land tenure and land use in agriculture are described, including changes in land relations. The main reasons that caused the negative trends of rational use and protection of land in agriculture are identified. Measures have been developed for the rational use of land in the economic activity of land and its protection. Originality. Approaches to the interpretation of the concept of “rational use of land” are systematized and generalized. Measures on rational use of agricultural lands in economic activity are offered, namely: creation and realization of innovative scientific and technical programs in the field of rational use of lands and their protection; improving the regulatory framework in the field of land relations; development of a mechanism for financing programs; introduction of environmentally friendly ways of agricultural production, etc. Practical value. The expediency of studying and forming the conditions of rational use of agricultural lands is proved. The results of the study can be used by agricultural enterprises in conducting business activities. The concept of land management and rational land use is defined. The influence of digitization on the state administration of rational use of agricultural land is investigated. The analysis of the development of electronic administrative services in the field of land relations of Ukraine on the principle of its extraterritoriality is carried out. Modern ways of counteracting irrational conduct of agrarian activity on the state level have been revealed. Methods of stimulating responsible use of land resources by agricultural producers are investigated. The problems of environmental management at the level of economic entities are explored that mainly covers the principles, peculiarities of positioning and the importance of prudent use of agricultural land. The necessity of fixing the principles of stimulating the process of efficient and environmentally friendly land use in the agricultural sphere on the state level is substantiated. The purpose of the article is to study the economic, social and environmental features of the use of land resources of agricultural enterprises, which is one of the determining factors of economic development and environmental safety of the state. Optimization of the use of land resources in ecological, economic and social aspects is the basis for a favourable territorial environment of natural landscapes. The goal of the article is to study the economic efficiency of the use of land resources in modern conditions, their social and environmental basis. Methodology. To write the article, methods of analysis, comparison, and generalization of research results, economic, statistical and graphic methods have been used. It is clear that research on the efficiency of the use of land resources in agricultural enterprises is a complex and lengthy process. Taking this into account, it is impossible to identify a single indicator that can fully reflect the level of efficiency in the use of land resources. For a more complete characterization of the specified process, a system of both natural and value indicators should be used. Results. According to the results of the study, it has been established that the practice of land use and the state of study of certain problems require further study of the prerequisites for the development of processes of soil degradation caused by the main factors: human economic activity, climatic, relief and ground conditions. Attention is drawn to the efficiency of the use of land resources in agricultural enterprises of Ukraine; the distribution of enterprises in Ukraine is carried out by the size of agricultural land. The role of state financing of enterprises in the sector of agro-industrial development is analysed, and the state of financing of programs to support agro-industrial production in 2019 is considered. The social aspects of land use in Ukraine are processed; they are focused on the quality of food, ensuring the welfare of the population and landscaping of rural municipalities. The program of support of the agro-industrial production sector by providing loans to agrarians has been investigated: in particular, it is planned to allocate 1,200,000,000 UAH for a programme to reduce the cost of loans to enterprises engaged in all types of agricultural activities. Practical implications. Since the practice of managing agricultural enterprises in market conditions shows that the most important thing is not the availability of land resources but the efficiency of using its potential; therefore, the need to create a reliable economic mechanism that will ensure the effective use of land resources and preserve their fertility is a priority. The breadth and versatility of land problems, their connection and dependence on socio-economic, political and environmental factors necessitate further research on this issue.

The aim of the work was the landscape analysis of agricultural geographical landscapes in the Altai Territory and elaboration of measures aimed at the rational use of agricultural lands. Environmental and landscape (landscape) approach became the main method of scientific research used in the analysis of modern agricultural landscapes. The cartographic method, using GIS-technologies, made it possible to digitize the obtained materials. Synthesized maps of agro-ecological, natural and other zoning of territories are based on topographic, soil, geobotanical and other thematic maps made during land surveying during the field survey. Retrospective analysis, induction and deduction methods,analysis and synthesis, as well as the abstract-logic method were also used in the work. Our main result was the analysis of land use territory for agricultural enterprise in municipal district of Altai Krai. Exploration of lands indicates a pronounced plant-growing specialization of JSC “Pobeda” with a developed animal breeding direction. Limiting factors affecting the rational use of land are natural and climatic conditions, terrain,unsystematic anthropogenic activity and, as a result, the development of erosion processes. The degree of eroded and deflated arable land is more than 50%, hay and pasture lands are also very unstable. Landscapes have been typified, based on which eleven types of land have been identified and their geomorphological description has been carried out. The first five types of land can be used for agricultural production with limitations compensated by crop technology and erosion control measures, the sixth and seventh types require grassing and, in some cases,conservation, the eighth and ninth types can be partially used for pasture and area valorization; the remaining two are not suitable for agricultural use but should be potentially used for planting and forest management. As a result of the presented transformation of agricultural lands, the structure of cultivated areas has changed. The area of arable land decreased by 877 ha, and of pastures by 365 ha,while the area under hayfields, fallow lands, and forest lands increased by 295, 191, and 875 ha respectively. Low-productive lands were withdrawn from agriculture. We suggested that the sustainability of agricultural land use was mainly caused by the reduction of anthropogenic load and increase in ecological equilibrium of the territory.

Relevance. The effective use of agricultural land is a fundamental prerequisite for the successful implementation in the agro-industrial complex of the task of providing the population with food, and production with raw materials. At the same time, the issues of methodological support of the procedures for determining the integral indicator for assessing the use of agricultural land, established on the basis of a theoretically grounded unified approach based on quantitative methods, have been developed with insufficient completeness. Actualization of the issues of improving the theory and practice of assessing the effectiveness of the use of agricultural land in agricultural production is becoming one of the priority tasks of land reclamation science. The purpose of this work is to create a methodological basis for the process of assessing the use of agricultural land, which guarantees the comparability of the considered options for agroproduction in different natural and economic conditions.Methods. The research is based on the method of point assessments for indicators of agricultural land exploitation and the formation on their basis an integral criterion of land use efficiency. The proposed procedure includes: analysis of statistical data characterizing the dynamics of the values of indicators of used land resources, calculation of local assessments of the feasibility of their exploitation and assessment of the efficiency of land use according to a generalizing criterion represented by the sum of these local assessments.Results. A methodology has been developed and a method has been created for determining the efficiency of the use of agricultural land, based on a generalized integral assessment of the operation of agricultural land, which allows to identify bottlenecks in agricultural production and outline rational directions for the development of land use. The testing of the algorithm of the methodology and capabilities of the scale for the integral assessment of the efficiency of the use of land resources was carried out on the example of the Non-Black Earth Zone of the Russian Federation. Shown is an unsatisfactory (below the national average) contribution of agricultural production to the gross regional product. On the whole, positive dynamics of agricultural production in the Non-Black Earth Zone was established, which is achieved due to the development of animal husbandry, which is an effective factor in the formation of modern efficient agriculture of the territory, with the orientation of the crop production system on the raw material basis of feed production or the sector of the economy of the agro-industrial complex of the territory.

Relevance of the research. A scientific and theoretical analysis of the legislation in the field of monitoring of land use and protection was carried out. The problem of information imperfection on the quantitative and qualitative state of land resources, which is the basis of land monitoring, was identified. The problem of land monitoring is the imperfection of the monitoring system itself, namely the collection of information on the land state, the spread of degradation processes by various entities of monitoring. The current Regulations on land monitoring were considered and it is proposed to provide for the expansion of the types of analytical work, to adapt the European standards in the selection, transportation and storage of soil samples, to impose mandatory quality control on all works. According to the current legislation of Ukraine, the main task of monitoring is to monitor the dynamics of the processes taking place in the field of land management. Monitoring data are used in making decisions on construction, establishing permitted types of land use, which help prevent land degradation. The updated monitoring data enable public administration bodies to make appropriate demands to land users to eliminate the violations in the field of land use and protection, as well as to bring to justice those responsible for these violations. To ensure the effective functioning of the unified monitoring system, it is necessary to solve a number of organizational, technical and other problems. The main disadvantages of this system are the obsolescence of technical, methodological and information equipment of the monitoring system centers used during observations; lack of a single observation network; inconsistency of separate information technologies used by different entities of monitoring; inconsistency of normative-technical and normative-legal provision with modern requirements. These problems can be solved by creating a new network of observations, but it requires a large amount of funding. The Concepts of the State Target Program for the development of land relations in Ukraine and the Concepts of the State Program for Environmental Monitoring were considered, which provide for the improvement of the land monitoring by maximizing the existing potential and gradual improvement of organizational, legal, methodological and technical support of the monitoring system, taking into account current information needs and the recommendations of the UN Economic Commission for Europe. A necessary requirement for the effective counteraction to violations of land legislation and non-compliance with the norms of rational land use is the improvement of the regulatory framework for land monitoring. It is necessary to clearly specify the following: the purpose and objectives of monitoring as well as the methods of its implementation; main stages and steps of the land monitoring procedure; powers of the implementation entities of this procedure; basic criteria and standards for evaluating the state of land resources and crisis detection. It is also necessary to develop and legislate the procedure for Ukraine's participation in international monitoring studies on land conditions, etc. Currently in Ukraine there is no single methodology for conducting observations, due to the lack of monitoring networks, as well as a modern information system on the state of natural resources, in particular - land. According to scientists, the monitoring requirements are currently met only by agrochemical inspection of agricultural land, however, it is not monitoring: certification does not give a complete picture of land condition; it is not carried out on permanent plots and by a very limited list of indicators and focuses only on the evaluation of individual characteristics, without identifying numerous other physical, chemical and biological indicators. Conclusions. According to the current legislation, the land monitoring system is improved by defining and developing standards and regulations in the field of land use and protection, including protection and reproduction of soil fertility. Improving the land monitoring procedure in Ukraine requires the development and implementation of a set of mechanisms for coordinating the interaction and coordination of all monitoring entities using a single system of methods and technologies in planning, organizing and conducting observations and joint activities, which will facilitate the rapid response of local executive bodies and governments to the occurrence or threat of emergencies and proper control over their development and elimination of consequences. The main areas of developing the land monitoring system include: improving organizational and legal support of monitoring; establishing a single integrated monitoring system; optimizing land monitoring methods, determining and developing standards and regulations in the field of land use and protection; ensuring the integration of information resources; strengthening the coordination of the activities of monitoring entities and data management within the state system of land monitoring in Ukraine; participating in international monitoring studies on land condition and harmonization of national standards with the international ones in order to integrate the national land monitoring system in the international systems.

Land use is the human utilization for money, private, recreational, conservational and administrative purposes. The idea of land use is firmly interwoven with human network advancement. Examples of human turn of events and land use have molded the earth legitimately and internationally since ancient occasions. Current improvement designs, along with highlights of the common habitat and the outcomes of past advancement exercises, decide future advancement openings, and furthermore the requirement for rebuilding or upgrade of natural assets. North-east India is the abode of highly endemic flora and fauna preserving the pristine environment with little human interference until recent times. However, for past two decades a drastic change in the land use pattern in the region has been observed which may threaten the fragile ecological balance of the region. Tripura, known as one of the seven sisters, is a bamboo resource and second largest rubber producer in India. Tripura has the highest number of primate species found in any Indian state. However, as compared to its other sisters, the state is economically backward. The land use of the state is undergoing rapid change which is facilitated to a great extent by rapidly increasing population. The present paper deals with the changing land use of Tripura especially in the last two and a half decades. The objective of the study is to analyse the changing land use of the state in general and changes in agricultural and non-agricultural land use in particular based upon the data collected from secondary sources like Statistical Abstract of Tripura, Population Tables of Census 1991, 2001 and 2011 along with the information collected from various government websites.

Agriculture is the mainstay of Pakistan’s economy. However, it has been noticed that farmers are increasingly giving up agriculture in favor of non-agricultural activities. This study was conducted in the Khairpur district of Sindh province, which is part of the Indus Plains in Pakistan. The main purpose of the study was to investigate the current and future land use change (LUC) trends and to study farmers’ perceptions of the causes and consequences of LUC and agricultural land abandonment (ALA) in the study area. The study used field survey data and secondary data obtained from the government sources. The results show that agricultural land in the region has decreased by about 9% in the past two decades. Survey data analysis confirms this because more than 80% of farmers believe that agricultural land in the area has declined over time. In addition, farmers believe that socioeconomic and environmental changes are the main reasons for LUC and ALA. We used a logistic regression model to determine the factors that influence farmers’ decisions to sell agricultural land for other uses. The results show that the age, income, land ownership, farm inheritance by successors, social networks and lack of basic facilities in the study area are the main determinants of farmers’ decisions to sell agricultural lands. In particular, farmers’ integration into the social network and their belief that the farm will be inherited by heirs reduces the possibility of selling land. As for the consequences of LUC and ALA, the results indicate that farmland prices, weeds infestation, urban diffusion, and pressure on existing infrastructure have increased in the study area. In addition, the results show that the prospects of farming in the area remain grim as most farmers indicated that they were willing to abandon agricultural lands in favor of other revenue generation activities. The study suggests that policymakers should pay close attention to controlling rapid LUC and ALA to keep lands green.
