Іntroduction. At present it is important to assess the role of each region in the formation of effective and rational land use to improve agricultural land use in Ukraine. One of the leading agricultural regions of Ukraine is Sumy region its agricultural lands occupying a significant part of the country. The problem is that a large part of the Sumy region suitable for the agricultural land use is plowed, which leads to a high level of the soil exhaustion. Purpose. The purpose of the article is to estimate the use of agricultural land in Sumy region, development and substantiation of possible directions for improving efficiency of land use region. Results. The efficiency of industrial activity depends on the total area of used land and its fertility. As already mentioned, Sumy region is one of the leading agrarian regions of Ukraine, its agricultural lands occupy a significant territory of the country. Therefore, the analysis of the efficiency of land use is the primary task for the development of agriculture in the region. Today, farms do not have a significant place in the development of the agrarian sector in Sumy region as the lands in their possession are not used effectively. The necessary condition for improving the management of land resources in the current circumstances is the right choice of economic forms at the local level, which will ensure the rational use of land, solution of environmental problems, inflow of funds to the local budget and, importantly, the creation of jobs. To increase the responsibility of landowners and land users for violating the requirements of land use, it is necessary to improve the mechanism of state control over the use and protection of land. A number of measures are proposed for solving existing problems in the use of land in agricultural sector of Sumy region. Conclusion. Thus, the article evaluated the state of agricultural land use of Sumy region, namely: the structure of agricultural land farms of the region is analyzed; It was discovered that farms play a a small role in the economy of agriculture of Sumy region, they have not sufficiently high ratios of the land resources use. The basis of the reasons for the low efficiency of land use in farms are factors of both micro-and macro-economic character, and overcoming these problems is possible only with the assistance and support of the state.

The purpose of the research was to determine the system of measures aimed at financial provision of restoration and improvement of the fertility of the agricultural lands, which are an important part of the state strategy for the development of the Ukrainian economy agrarian sector. Characteristics of land use in European countries and Ukraine were presented. The sources of financial provision of agricultural land restoration were analyzed. The measures aimed at successful restoration of fixed assets of agrarian enterprises, in particular land resources are proposed.

An important component of forming the basis for the balanced development of the domestic agricultural sector is the reproduction and protection of land resources. A significant part of the problems here are directly related to the insufficiency and inefficiency of financial support for agricultural land use. The purpose of the article is to reveal the financial and credit mechanism for ensuring balanced land use and to develop proposals for improving the financial support for the reproduction and protection of agricultural land through the introduction of tax incentives. The financial and credit mechanism for stimulating balanced agricultural land use can be defined as structurally complex and diversified; it has its own features to ensure its implementation and influence on the subjects of financial and credit relations in the direction of regulating their activities. It is established that financial relations in agricultural land use combine a very large chain of relationships between the state, enterprises, individuals and financial institutions in terms of financial support for the reproduction of agricultural land use. The financial and credit mechanism for stimulating balanced agricultural land use can be defined as structurally complex and branched; it has its own features to ensure its implementation and influence on the subjects of financial and credit relations in the direction of regulating their activities. It is proved that it is necessary to create such conditions of management that unbalanced use of land became economically unprofitable. The level of profitability and income of land users should become dependent on the degree of achievement of balanced agricultural land use, which is determined by a set of agrochemical indicators of the quality of land used for agricultural activities. In order to financially ensure the reproduction of balanced agricultural land use, the introduction of tax incentives is proposed. These include the formation of general favorable tax conditions for enterprises in the agricultural sector of the economy and the introduction of targeted tax benefits. It is established that the use of the above financial and credit levers and incentives for the development of balanced land use is the most accepted in today's challenges, because it has minimal impact on the expenditure side of the state budget.

The aim of the work was the landscape analysis of agricultural geographical landscapes in the Altai Territory and elaboration of measures aimed at the rational use of agricultural lands. Environmental and landscape (landscape) approach became the main method of scientific research used in the analysis of modern agricultural landscapes. The cartographic method, using GIS-technologies, made it possible to digitize the obtained materials. Synthesized maps of agro-ecological, natural and other zoning of territories are based on topographic, soil, geobotanical and other thematic maps made during land surveying during the field survey. Retrospective analysis, induction and deduction methods,analysis and synthesis, as well as the abstract-logic method were also used in the work. Our main result was the analysis of land use territory for agricultural enterprise in municipal district of Altai Krai. Exploration of lands indicates a pronounced plant-growing specialization of JSC “Pobeda” with a developed animal breeding direction. Limiting factors affecting the rational use of land are natural and climatic conditions, terrain,unsystematic anthropogenic activity and, as a result, the development of erosion processes. The degree of eroded and deflated arable land is more than 50%, hay and pasture lands are also very unstable. Landscapes have been typified, based on which eleven types of land have been identified and their geomorphological description has been carried out. The first five types of land can be used for agricultural production with limitations compensated by crop technology and erosion control measures, the sixth and seventh types require grassing and, in some cases,conservation, the eighth and ninth types can be partially used for pasture and area valorization; the remaining two are not suitable for agricultural use but should be potentially used for planting and forest management. As a result of the presented transformation of agricultural lands, the structure of cultivated areas has changed. The area of arable land decreased by 877 ha, and of pastures by 365 ha,while the area under hayfields, fallow lands, and forest lands increased by 295, 191, and 875 ha respectively. Low-productive lands were withdrawn from agriculture. We suggested that the sustainability of agricultural land use was mainly caused by the reduction of anthropogenic load and increase in ecological equilibrium of the territory.

The structure of soils in Carpathian region of Ukraine, which is involved for agricultural land use, including for arable land, has been analyzed. The basic steps to increase the area of arable land have been described. Integrated approach with using spatial, legal, environmental, and economic performance has been proposed for definition of the efficiency of agricultural land use. This paper is focused on the application of linear programming (LP) in combination with a geographic information system (GIS) in planning agricultural land-use strategies. One of the essential inputs for planning any agricultural land-use strategy is a knowledge of the natural resources. This is even more critical in small countries such as those in the Eastern Caribbean, where land-area limitations dictate a greater need for careful assessment and management of these resources. The first step of the proposed methodology is to obtain an assessment of the natural resources available to agriculture. The GIS is used to delineate land-use conflicts and provide reliable information on the natural-resource database. This is followed by combining the data on natural resources with other quantifiable information on available labour, market forecasts, technology, and cost information in order to estimate the economic potential of the agricultural sector. LP is used in this step. Finally, the GIS is applied again to map the crop and land-allocation patterns generated by the LP model. The results are concrete suggestions for resource allocation, farm-size mix, policy application, and implementation projects.

Розроблено кластерну модель дуалістичного (традиційна та органічна продукція) розвитку землекористування в Україні. Принциповою відмінністю від існуючих моделей є наявність Національного науково-виробничого агроекологічного парку, регіональних наукових (економічних) центрів розвитку сільських територій та зміщення акценту ролі держави на реалізацію економічних функцій як агента земельних інтересів. Представлена  система інформаційного провайдингу в управлінні земельними ресурсами аграрного сектору економіки. Запропоновано концепцію розвитку державно-приватного партнерства в системі землекористування, що заснована на агрохімічному, меліоративному, логістичному та збутовому напрямах та має на меті забезпечення поєднання можливостей мікро-, мініагентів, спільних агентів та держави, в тому числі із залученням коштів регіональних і глобальних агентів, на компліментарній основі з приводу раціонального землекористування та підвищення прямих і непрямих доходів всіх представників груп земельних інтересів. A cluster model of dualistic (traditional and organic products) development of land use in Ukraine has been developed. A fundamental difference from existing models is the existence of the National Research and Production Agroecological Park, regional scientific (economic) centers for the development of rural areas and the shift in the emphasis of the role of the state on the realization of economic functions as an agent of land interests. The presented system of information providers in the management of land resources of the agricultural sector of the economy. The concept of development of public-private partnership in the land use system based on agrochemical, meliorative, logistic and marketing directions is offered and aims to ensure the combination of the capabilities of micro-, miniagents, general agents and the state, also with the involvement of regional and global agents, on a complimentary basis for rational land use and increasing the direct and indirect income of all representatives of land interest groups.

Introduction. Under decentralization, there is a gradual transfer of powers and resources to local governments. In this case, one of the most urgent problem for rural areas, is the organization of rational land management from the position of financial support improving through the disposing of lands, and using available lands for community needs. Methods. General and special methods – monographic and abstract-logical, methods of generalization, comparison and analysis have been applied for data processing. Results. During the decentralization reform, it was found that 488 rural united territorial communities were formed, covering almost half the area of all UTCs created. In addition, nearly 800 village councils joint to the city-based UTCs. The ways of the redistribution of powers on the UTC land resources management are established at the expense of acquiring their own powers, obtaining delegated ones, as well as acquiring the rights of other institutions. Emphasis is placed on the benefits of managing land resources of rural communities at the local level. It has been determined that the applicable law restrict communal land use of UTC. At the same time, the importance of agricultural land outside the settlement transfer to the disposal of communities is emphasized. The importance of the land payment in the structure of local budget revenues is analyzed in detail, the key problems and contradictions that accompany the process of land management powers reallocation are identified. Suggestions are made to improve the rural communities land resources management through their inventory, accounting and monitoring, revision of rental rates for communal property, strengthening control over compliance with the terms of land use agreements, use of free lands in the interests of communities. Discussion. Further studies in this area are going to be aimed at developing a comprehensive mechanism for ensuring effective management of land resources in rural areas after the completion of decentralization. Purpose. The aim of the article is determining the conditions of rational use of agricultural land conditions and substantiation of measures to optimize the distribution and rational use of agricultural land. Methodology of research. General scientific and special methods are used to achieve this goal: the dialectical method of scientific knowledge – to consider the essence of the rational use of land and its protection; synthesis – to clarify the relationship between the subjects of land relations; analysis – to assess the constituent elements of agricultural land; graphic – for visual display of the obtained results; abstract and logical method – for the formation of conclusions and research proposals. Findings. The state and rational use of land in the region and the state are studied. The structure of agricultural lands in Ivano-Frankivsk region and Ukraine is analysed. The main ecological and economic aspects of land tenure and land use in agriculture are described, including changes in land relations. The main reasons that caused the negative trends of rational use and protection of land in agriculture are identified. Measures have been developed for the rational use of land in the economic activity of land and its protection. Originality. Approaches to the interpretation of the concept of “rational use of land” are systematized and generalized. Measures on rational use of agricultural lands in economic activity are offered, namely: creation and realization of innovative scientific and technical programs in the field of rational use of lands and their protection; improving the regulatory framework in the field of land relations; development of a mechanism for financing programs; introduction of environmentally friendly ways of agricultural production, etc. Practical value. The expediency of studying and forming the conditions of rational use of agricultural lands is proved. The results of the study can be used by agricultural enterprises in conducting business activities.
