The 1960s were a decade of important developments in the Balkans. Skopje?s stirring up of the issue of the supposed "Macedonian" minority led to a series of diplomatic clashes between Greece and Yugoslavia, culminating in the 1960-1962 crisis. A major role in developments in the Balkans was played by the Soviet Union, which, directly or indirectly, greatly influenced the shaping of Yugoslav foreign policy. The crisis began in August 1960 when for the first time since 1950, the Yugoslavia Foreign Ministry publicly raised the question of protecting the rights of the "Macedonian minority". While the Athens-Belgrade crisis was not serious enough to lead them to break off diplomatic relations, it did have a catalytic effect on the shaping of Bulgarian policy with regard to the Macedonian question. After the restoration of democracy in Greece (1974), and despite her need for support from Yugoslavia on the Cyprus issue, the Karamanlis government did not repeat the "mistakes" of 1959. Belgrade, having secured in 1975 a renewal of the agreement on the free zone in the Port of Thessaloniki, did not insist on signing a border agreement. The Macedonian question had become of no more than academic interest in the discussions of politicians on both sides of the border, and the crisis of 1960-62 merely a forgotten flareup.

The article analyzes the features of Soviet emigration and repatriation in the second half of the 1960s through the early 1970s, when for the first time after a long period of time, and as a result of political agreements between the USSR and the USA, hundreds of thousands of Soviet Jews were able to leave the Soviet Union for good and settle in the United States and Israel. Our attention is focused not only on the history of this issue and the overall political situation of that time, but mainly on the peculiarities of this issue coverage by the leading American printed media. The reference to the media as the main empirical source of this study allows not only perceiving the topic of emigration and repatriation in more detail, but also seeing the regularities of the political ‘face’ of the American press of that time. This study enables us to expand the usual framework of knowledge of emigration against the background of its historical and cultural development in the 20th century.

Using materials from the Russian Foreign Ministry archive in Moscow (combined with previously obtained Brazilian and U.S. sources), this research note presents fresh evidence about Soviet-Brazilian relations and the October 1962 Cuban missile crisis, supplementing a detailed, two-part article published in the Journal of Cold War Studies in 2004 exploring Brazil's secret mediation between John F. Kennedy and Fidel Castro at the height of the crisis. The new evidence illuminates a previously hidden “double game” that Brazil's president, João Goulart, played during the crisis as he alternated between meetings with the U.S. ambassador and Nikita Khrushchev's recently arrived envoy (Brazil and the Soviet Union had just restored diplomatic relations after a fifteen-year break). The new evidence from Moscow suggests that Goulart, who vowed solidarity with Washington and even toasted Kennedy's “victory” when talking to the U.S. ambassador, took a completely different approach when speaking to Soviet officials, expressing strong sympathy and even support for Khrushchev.

In May 1927 Sir Austen Chamberlain precipitated the first great international crisis of the post-Locarno period by denouncing the Anglo-Soviet trade agreement and severing Britain's diplomatic relations with the Soviet Union. Although Germany was not directly involved, the dispute nevertheless was to have a profoundly disturbing effect on German-Soviet relations. By raising the possibility of a wide-ranging diplomatic, economic, and perhaps even military confrontation between London and Moscow, it strained Germany's diplomatic system, which rested on the Locarno Pact (1925) and the Treaty of Berlin (1926). Thus it posed some fundamental questions for the German Foreign Ministry: Were the policies associated with those agreements compatible with each other only in fair weather? Did Germany have the freedom to remain neutral if the dispute should deepen? In short, was it still realistic to believe that Germany could maintain equally intimate ties with London and Moscow? Because Foreign Minister Gustav Stresemann had previously denned a balancing role as the sine qua non of Germany's international revival, the imbroglio soon led to a great debate in the Wilhelmstrasse. The issue on which it turned was, as a leading participant observed, “whether Germany's ties with Russia are worth enough to our present and future political interests so that it pays to assume the political expenses and risks involved in maintaining them.”

Abstract During the 1960s, as the Sino-Soviet conflict raged on, North Korea, for the first time in its history, officially began to reject the USSR’s ideological leadership and instead tread its own path under the slogan of self-reliance. As a result, those forces aligned with the Soviet Union, especially East Germany, heavily criticized North Korea’s new ideological path. Drawing on the East German archives, this study seeks to understand the nature of fraternal criticisms and their implications for the development of North Korean ideology in the 1960s. Scholars typically stress North Korean ideology’s departure from Marxism-Leninism, sometimes suggesting a departure as early as the 1950s. The present study, based on a thorough reading of archival documents and North Korean materials, challenges such portrayals, arguing that North Korea remained in the Marxist-Leninist tradition even while contesting Soviet orthodoxy. Developments in North Korean ideology were far more gradual than is usually assumed, building on what came before. These developments were by no means revolutionary or removed from the global intellectual environment. The Soviets and East Germans could understand North Korean heterodoxy and engage with it in Marxist-Leninist terms, just as North Korea did with Soviet Marxism-Leninism—there was no fundamental ideological split.

The article is an attempt to analyze the peculiarities of the US Policy towards Cuba under conditions of break off diplomatic relations in the 1960s. The article focuses on factors which influenced on the formation of the US policy towards Cuba and determined the nature of its qualitative changes in the given period. The author analyzed definite political and economic steps made by President John F. Kennedy and Lyndon Johnson against Fidel Castro’s regime. There is also described the work of the Special Group Augmented that prepared for the new phase of the «Cuban project» – Operation «Mongoose». As a result of the research the author comes to the conclusion, that peculiarities of the US Policy towards Cuba under conditions of break off diplomatic relations in the 1960’s had changed. President Kennedy’s policies were characterized by different methods and approaches. It included both covert operations and sabotage against F. Castro’s regime, as well as political and economic pressure on Cuba. However, such US policy had the opposite effect. Cuba had established relations with the Soviet Union. The confrontation between the United States, the Soviet Union and Cuba led to The Cuban missile crisis. After the crisis was resolved the USA was forced to suspend operation «Mongoose». In addition, John F. Kennedy had attempted to establish a secret back channel of communication with F. Castro. After his death, preliminary for negotiations between Washington and Havana were discontinued. The new President Lyndon Johnson did not allow the normalization of relations with Cuba on Castro’s terms and while he was in power. He made an effort to destabilize the Castro’s regime by making an engaging immigration policy for Cubans who lived in the United States or desired come to the country and got a permanent residence. At the end of Johnson’s presidency, the United States took part in the Vietnam war, but the problem of U.S.-Cuban relations remained unresolved.

Like all transformative revolutions, Britain’s Sixties was an episode of highly influential myth-making. This book delves behind the mythology of inexorable ‘secularization’ to recover, for the first time, the cultural origins of Britain’s moral revolution. In a radical departure from conventional teleologies, it argues that British secularity is a specific cultural invention of the late 1950s and early 1960s, which was introduced most influentially by radical utopian Christians during this most desperate episode of the Cold War. In the 1950s, Britain’s predominantly Christian moral culture had marginalized ‘secular’ moral arguments by arguing that they created societies like the Soviet Union; but the rapid acceptance of ‘secularization’ teleologies in the early 1960s abruptly normalized ‘secular’ attitudes and behaviours, thus prompting the slow social revolution that unfolded during the 1970s, 1980s, and 1990s. By tracing the evolving thought of radical Anglicans—uniquely positioned in the late 1950s and early 1960s as simultaneously moral radicals and authoritative moral insiders—this book reveals crucial and unexpected intellectual links between radical Christianity and the wider invention of Britain’s new secular morality, in areas as diverse as globalism, anti-authoritarianism, sexual liberation, and revolutionary egalitarianism. From the mid-1960s, British secularity began to be developed by a much wider range of groups, and radical Anglicans faded into the cultural background. Yet by disseminating the deeply ideological metanarrative of ‘secularization’ in the early 1960s, and by influentially discussing its implications, they had made crucial contributions to the nature and existence of Britain’s secular revolution.

The article reflects on the issue of the foreign policy strategy of modern Russia in the Balkans region. One of the most significant aspects of this problem is the difference in views between Russia and the West. Authors show how different interpretations of the events in former Yugoslavia in the 1990s and the beginning of the 2000s predetermined the sense of mutual suspicion and mistrust which spread to other regions such as the post-Soviet space. Exploring differences between the Russian and the Western (Euro-Atlantic) views on the current matters, authors draw attention to fundamental differences in terminology: while the Western narrative promotes more narrow geographical and political definitions (such as the Western Balkan Six), traditional Russian experts are more inclined to wider or integral definitions such as “the Balkans” and “Central and Southeast Europe”. Meanwhile none of these terms are applicable for analysis of the current trends such as the growing transit role of the Balkans region and its embedding in the European regional security architecture. Therefore, a new definition is needed to overcome the differences in vision and better understand significant recent developments in the region. Conceptualizing major foreign policy events in Central and Southeast Europe during the last three decades (the 1990s, 2000s and 2010s), authors demonstrate the significance of differences in tools and methods between the Soviet Union and the modern Russia. Permanent need for adaptation to changing political and security context led to inconsistence in Russian Balkan policy in the 1990s. Nevertheless, Russia was able to preserve an integral vision of the region and even to elaborate new transregional constructive projects, which in right political circumstances may promote stability and become beneficial for both Russia and the Euro-Atlantic community.

In the wake of India's May 1998 decision to resume nuclear testing for the first time since 1974, as well as arch-rival Pakistan's subsequent response, the attention of the world again has focused on nuclear nonproliferation policy as a means of maintaining stability in politically troubled regions of the world. The 1990s proved to be an uncertain time for nonproliferation policy. Pakistan acquired nuclear capabilities. Iraq displayed its well-known intransigence by refusing to allow International Atomic Energy Agency (IAEA) arms inspectors access to facilities suspected of manufacturing nuclear weapons. North Korea maintained a nuclear weapons program despite opposition from many Western nations. Troubling questions about nuclear holdings persisted in Argentina, Brazil, and South Africa. New nuclear powers were created in Belarus, Kazakhstan, Russia, and Ukraine after the disintegration of the Soviet Union. Even the renewal of the Treaty on the Non-Proliferation of Nuclear Weapons in 1995 failed to assuage the concerns of Western powers fearful of aggressive measures undertaken by rogue nuclear proliferants.

The emergence of pedagogical technologies and their mass introduction dates back to the 1960s. Reformation of the American and European schools was provoked by reinterpretation of the learning goals. However, the historical roots of some pedagogical technologies are much older than studies of J. Carroll and D. Bruner – renowned authorities in this area of research. One of these technologies is cooperative learning. Initially recognized as a key component of humanistic pedagogy of J. Dewey, this technology has been further developed in works of many Soviet and foreign scholars. In the 1920s, the works by J. Dewey had a serious impact on the reformation of the Soviet education system, which aimed to educate the entire population of the Soviet Union. However, for some reasons, the gradual introduction of cooperative learning into learning process took a break in the 1930s. Since the late 1990s, a serious pedagogical crisis has emerged in the Russian Federation, which cannot be mended by traditional education system; it encourages many teachers to look at the well-studied pedagogical technologies from a different perspective. Today the social order sets new requirements concerning a major breakthrough in training a person. Teamwork and analytical thinking skills, the ability to lifelong self-education and self-develop-ment require fundamental changes in the traditional education system. At the same time, for the successful implementation of pedagogical technology, it is necessary to resolve a number of issues related to the essence of the concept of cooperative learning and the definition of components. Research relevance is indicated, the historical roots and essence of the concept of pedagogical technology of cooperative learning are determined, examples of the practical application of models of this pedagogical technology are exemplified.
