Beside the dominance of Belgrade in regional development of Serbia and marginal role of medium sized cities, macroregional centers were for a long time important carriers of economic development and a driving force of the overall prosperity. The objective of this work is to indicate the role of macroregional centers in the regional development of Serbia through their analysis and comparison of the results with the average values on the state level. Their existence represents a precondition for decentralization of Serbia. .

AbstractThis article argues that political considerations, economic theory, attitudes toward public finance, and concerns about regional development all influenced contemporary responses to the Galway packet-boat contract of 1859–64. Though historians have conventionally depicted the dispute over the contract as an episode in Victorian high politics, it maintains that the controversy surrounding the agreement between the Galway Company and the state cannot be understood solely in terms of party manoeuvre at Westminster. In the context of the Union between Britain and Ireland, the Galway contract raised important questions about the role of the British government in fostering Irish economic development through public expenditure. Politicians and opinion-makers adopted a variety of ideologically informed positions when addressing this issue, resulting in diverse approaches to state intervention, often across party lines. While political calculation and pressure from interest groups certainly affected policy, the substantive debate on the contract helped to shape the late Victorian Irish policy of both British parties by clarifying contemporary ideas about the economic functions appropriate to the Union state.

In recent years policymakers in a number of American states have chosen biotechnology as a key element in their economic development efforts. With visions of business growth and new jobs, state officials have targeted biotechnology as an important industry of the future. In this paper we focus on the political dynamics that underlay the choice of biotechnology in eleven states. With those states providing examples, we identify three major models of policy choice. The first involves an interest-based process in which state policymakers respond to explicit or implicit pressures from different parties. The second involves a strategic planning exercise in which state officials analyze the economic structure of the state and seek to develop a comparative advantage in the field of biotechnology. And the third starts with a strategic analysis but then relies upon a competitive, interest-based process to determine the allocation of state funds. We conclude by briefly discussing major issues for science policymaking at the state level.

The article deals with the peculiarities of the formation and implementation of tax policy in the country. The analysis of change of tax receipts to the state and local budgets is carried out. The role of tax payments in the economic development of the country is determined. The efficiency of the state tax policy in Ukraine is analyzed, its advantages and disadvantages are determined. The important role of tax payments in stimulating economic and social development is substantiated. The analysis of the elasticity of change of indicators of economic development of the country from the change of volume of tax receipts to the budget is carried out. The necessity of improving the existing policy of establishing, accrual, payment, and distribution of tax revenues as one of the most promising areas to stimulate economic growth is concluded. During the years of independence in Ukraine, a certain set of investment instruments of state governance for regional development has been created: state and regional target programs, regional development agreements, agreements on implementation of interregional projects, programs for overcoming the state of depression, the State Fund for Regional Development (DFRD), and others. However, their level of performance is quite low.Notwithstanding the provisions of the State Strategy for Regional Development for the period up to 2020, regional development agreements and programs to overcome the state of depression of the territory are not implemented at all. The use of the DFRR in the "manual mode" reduces the role of the fund in solving the tasks of regional policy of the state.One of the main investment instruments of state governance for regional development are regional target programs. The analysis of target programs of the Odesa Oblast, which operated in 2015, showed that most of them did not meet the priorities of the economic and social development strategy of the Odessa region and (or) have other defects.Agreements on the implementation of interregional projects, the implementation of which contributes to the improvement of socio-economic development of two or more regions, have not been used at all. The same situation with regard to programs to overcome the state of depression of the territory.The inadequate institutional support of the DFRD leads to its underfunding, non-compliance with the rules for distributing its funds between regions, and non-compliance with the priorities of regional development.The article proposes: to return the practice of using agreements on regional development as a mechanism for coordinating the interests of central executive and local self-government bodies in relation to the implementation of strategic tasks of regional development; based on the principle of subsidiarity, delegate to the regional level the authority to develop programs to overcome the state of depression of the territory; to implement methodological recommendations for the evaluation of regional target programs.

Based on archival documents and previously pub-lished materials, an attempt is made to show the role of the pre-revolutionary education system in the socio-cultural development of the Yakut region. Si-beria was a place of exile for a long time and the state was in no hurry to develop education here. But the liberal reforms of 1860–1870 created the prereq-uisites for the development of the education system. The paper shows the formation and development of educational institutions in the region, provides in-formation on the number of schools and the number of students. The role of political exiles in raising the general cultural level of the local population is also revealed. The author comes to the conclusion that in the Yakut region, thanks to the state educational policy on education of foreign suburbs and public initiative, primary and then secondary educational institutions begin to open, which have had a signifi-cant impact on the socio-cultural life of the region.

This article analyzes the contribution of regional airports in Colombia to the development of the domestic air transport network, and with it, to the connectivity of the regions and their social and economic development. The growth and evolution of Colombian regional airports are supported and driven by a set of public and investment policies, designed exclusively for the air sector and implemented, almost continuously, since the liberalization of the air transport industry in the country in the early 1990s and are still in development. Having said this, this work analyzes how the network of regional airports have been able to develop in two and a half decades through public policies, and later, how these airports have positively impacted connectivity and socioeconomic development in the territories. All this is done through the presentation and analysis of related indicators.
