Despite the growing interest of modern scholars in early-Renaissance civic architecture as the bearer of meaning, the public buildings of Dubrovnik (It. Ragusa; Lat. Ragusium) have received less attention than their due. This is all the more regrettable because when some of the city's monuments are seen in their appropriate historical perspective, they turn out to be more important than many scholars would have expected.My case in point is Dubrovnik's principal government building, the so-called Rector's Palace (Palatium regiminis, Knežev dvor, or the Palazzo de'Rettori) When the fortress-like structure, which had been built in the fourteenth century, was severely damaged in 1435 by a gunpowder explosion in the armory, the authorities immediately decided to erect a new palace. Its construction was entrusted to the state engineer Onofrio di Giordano della Cava of Naples, under whose direction it was virtually completed by 1452 — only to be severely damaged by another explosion of ammunition in 1463.

Th Construction Police, as a task (function) of the state, is the public safety department, which ensures the safety and culture for the using of the building objects. Th institutional roots of this department date back to the age of Enlightenment, the doctrinal ones – to early modern period or even earlier and the legislative ones – to the 19th century. Ths Police is connected with the fire and sanitary safety of buildings. Building laws became the part of the code law, then of police ordinances and, finally, the separate building ordinances were issued (in cities at fist). In the German territories, the period after the Thirty Years’ war was of great importance for the development of the legislation and the building policies, together with the development of cameralism (Kameralismus) and political economy (Polizeiwissenschaft). Th 19th century was the era of codification of the building law in the form of nationwide building acts.

RESUMOO artigo tem como objetivo analisar as principais características do estado fiscal, abordando uma perspectiva histórica sobre as atribuições do estado e a importância de arrecadar impostos como mecanismo de custeio das despesas estatais; bem como as repercussões que as crises econômicas acarretam na sustentabilidade do estado fiscal de diferentes formas, principalmente, na redução da arrecadação de impostos e no impacto social. A realidade dos países tem demonstrado que manter o atual modelo de estado fiscal, em um contexto econômico instável, exige grandes desafios diante das responsabilidades assumidas pelo setor público. PALAVRAS-CHAVES: Estado fiscal; Sustentabilidade; Crise econômica; Impacto social. ABSTRACTThis paper has the aim of analyzing the main characteristics of fiscal state, approaching a historical perspective about the attributions of the state and the importance of collecting taxes as a mechanism to financing state expenditures; as well as the repercussions that economic crises cause into the fiscal state sustainability in different ways, mainly in the reduction of tax collection and social impact. The reality of the countries has shown that maintaining the current fiscal state model, in unstable economic scenario, demands considerable challenges in front of the responsibilities taken by the public sector. This article re-examines the main propositions which underlie Public Choice argumentation in respect to the growth of the state and evaluates their plausibility in light of current knowledge. The majority of the hypotheses are confirmed, at least partially. Their principal contribution is at the level of strategies which can be attributed to political and bureaucratic personnel, although the influence of the latter appears to be exaggerated.The Public Choice explanations remain very partial. Taking state intervention as a theme, Public Choice shows well how once an activity is begun, it has a tendency to expand. However, Public Choice says nothing of the social dynamics responsible for the fact that the state has been induced to intervene from the start. Intervention has had as its first function the quelling of social conflicts. The argumentation of Public Choice can explain only the recent growth of the state at the end of the 1960s and beginning of the 1970s. The new trend of putting a ceiling on government expenditures rests largely unexplained. These gaps are not inherent in the model and can be corrected. When the Public Choice authors adopt a more historical perspective, which brings about a relative treatment of the phenomenon, they will be able to propose more convincing interpretations.

This article examines the evolving concepts of the state among Serbian intellectuals since the nineteenth century, and then focuses on their final attempt at conceptualising a new and reformed Yugoslavia before the disintegration of the country in 1991. Three concepts of the state historically existed in Serbian national thought: a centralised Yugoslav state, a federal Yugoslav union and a ‘Greater Serbia’ acting as an alternative to South Slav unification. This article argues that the Serbian intellectuals' main platform of the 1980s, the ‘Contribution to the Public Debate on the Constitution’ of 1988, remained within the main ‘pro-Yugoslav’ tradition, but that its proposals were neither genuinely ‘centralist’ nor ‘decentralist’. Rather, they were shaped by exclusively Serbian concerns and were too incoherent to resuscitate Yugoslavia.

Using published estimates of inequality for two countries (Russia and USA) the paper demonstrates that inequality measuring still remains in the state of “statistical cacophony”. Under this condition, it seems at least untimely to pass categorical normative judgments and offer radical political advice for governments. Moreover, the mere practice to draw normative conclusions from quantitative data is ethically invalid since ordinary people (non-intellectuals) tend to evaluate wealth and incomes as admissible or inadmissible not on the basis of their size but basing on whether they were obtained under observance or violations of the rules of “fair play”. The paper concludes that a current large-scale ideological campaign of “struggle against inequality” has been unleashed by left-wing intellectuals in order to strengthen even more their discursive power over the public.

The centerpiece of New York State’s 150th anniversary of the Sullivan Expedition of 1779 was a pageant, the “Pageant of Decision.” Major General John Sullivan’s Revolutionary War expedition was designed to eliminate the threat posed by Iroquois allied with the British. It was a genocidal operation that involved the destruction of over forty Indian villages. This article explores the motivations and tactics of state officials as they endeavored to engage the public in this past in pageant form. The pageant was widely popular, and served the state in fixing the expedition as the end point in settler-Indian relations in New York, removing from view decades of expropriations of Indian land that occurred well after Sullivan’s troops left.

One of the main criteria for economic development is the size of the public debt and its dynamics. The article considers the impact of public debt on the financial security of Ukraine. The views of scientists on the essence of public debt and financial security of the state are substantiated. An analysis of the dynamics and structure of public debt of Ukraine for 2014-2019. It is proved that one of the main criteria for economic development is the size of public debt and its dynamics. State budget deficit, attracting and using loans to cover it have led to the formation and significant growth of public debt in Ukraine. The volume of public debt indicates an increase in the debt security of the state, which is a component of financial security. Therefore, the issue of the impact of public debt on the financial security of Ukraine is becoming increasingly relevant. The constant growth and large amounts of debt make it necessary to study it, which will have a positive impact on economic processes that will ensure the stability of the financial system and enhance its security.
