Статья посвящается созданию ГИС проекта, включающего данные мониторинга подземных вод на территории Республики Северная Осетия-Алания. Геоинформационные системы характеризуются большим потенциалом для построения пространственных моделей, а также возможностями пространственного анализа данных, с помощью которых устанавливаются те или иные важные закономерности, присущие данному объекту мониторинга. На основании выявленных закономерностей определяются показатели, характеризующие динамику изменений процесса или явления во времени и пространстве. Использование ГИС подземных вод позволит решать задачи оценки состояния того или иного эксплуатируемого объекта и соответствие этого состояния требованиям нормативов, стандартов и условий лицензий, разработки рекомендаций по рациональной эксплуатации подземных вод и предотвращению или ослаблению негативных последствий отбора подземных вод, а также техногенного воздействия на них, оценки эффективности мероприятий по рациональному использованию подземных вод и их охране от истощения и загрязнения и т. д., что ускорит принятие решений и повысит их эффективность. The aim of this work was to create a GIS project that includes groundwater monitoring data through the territory of the Republic of North Ossetia-Alania. Geoinformation systems are characterized by a powerful potential for constructing spatial models, as well as the possibilities of spatial and non-spatial analysis of the data, with the help of which one or other important regularities inherent in this monitoring object are revealed. On the basis of the revealed regularities, the indicators describing the dynamics of changes in the process or phenomenon in time and space are determined. The use of GIS for groundwater will enable us to solve the problems of assessing the state of a given object in operation and the compliance of this state with the requirements of norms, standards and license conditions, developing recommendations for the rational exploitation of groundwater and preventing or mitigating the negative consequences of groundwater abstraction, as well as technogenic impact on them, assessing the effectiveness of measures for the rational use of groundwater and their protection from depletion and pollution, etc., which accelerates and increases the efficiency The effectiveness of the procedure for making decisions of current problems by power structures.

In the Republic of Serbia, on March 15 th , 2020 Government decided to declare a state of emergency due to the Covid-19 pandemic. One of the measures was a movement ban for people over 65 in urban areas and those over 70 in rural areas. This research should indicate how people over 65 in urban areas have endured this situation, especially in relation to the same population in rural areas, as well as implications of the movement ban on the quality of life of the elderly population. Special importance is given to the rural population engaged in agriculture. A tool of data collection in this research was anonymous survey. Respondents' answers were statistically processed, which led to clear conclusions about the large negative consequences for the elderly population, including the agricultural activities in rural areas. Covid-19 is still present, which opens further questions related to the quality of life of the elderly population, if necessity for similar measures recurs in the future.

Under the conditions of the Republic of North Ossetia-Alania, an assessment of the availability of new cross-breeds of their own breeding to industrial processing of French fries according to morphological, biochemical and consumer quality indices has been carried out. It has been specified that the requirements for tubers on morphological grounds for the production of French fries are satisfied by cross-breeds 10.11/53 and 10.11/804, characterized by an elongated form of tuber, flat and smooth surface, shallow depth of the eyes. According to the quality of the finished product we should select the cross-breed 10.11/1787 due to the faintly darkening pulp of the frozen semi-finished product, the attractive appearance of the finished French fries, their good taste and smell. Cross-breeds 10.11/53 and 10.11/804 should be recommended for the cumulative French fries.

Nowadays we can clearly see the activeness of the methodological and technological aspects of the new geoinformation direction in the field of cartography. The development of modern mapping methods is closely related to the development of geoinformation systems and technologies. The importance of geoinformation cartography and geoinformation systems is significant in creating databases and digital maps based on GIS software instead of analog methods for creating maps. There are the most important tasks such as improvement of modern method in obtaining cartographic information, and development of ways to quickly transmit and distribute cartographic information about nature and society. The application of GIS technologies in the field of demographic cartography will lead to drastic changes in the scope of work, as well as improve product design and increase the accuracy as a result of the performed tasks. The study shows that there is a need to develop a new method for mapping a new generation based on GIS technology, reflecting demographic processes. This article will focus on creating a database for development of maps based on GIS technologies, rapid identification, monitoring spatial changes using data from aerospace and other sources, and development of demographic digital mapping methods based on GIS technologies. Mapping demographic processes based on GIS technologies aims at implementing a number of practical tasks and research related to population. Based on this, a systematic method has been developed to analyse the demographic situation in the southern region of the Republic of Uzbekistan, and a digital demographic map has been created by applying the developed method.

In the first and second parts of this article, which were published in this scientific journal (Nos. 1 and 4 for 2020), methodological approaches to reforming the Belarusian administrative legislation, systematic revision and differentiation of administrative penalties and administrative liability, synchronization of the grounds for administrative responsibility with the grounds criminal liability and the institution of criminal liability, issues of minimizing the formal composition of administrative offenses, incl. compositions of offenses of a civil nature, etc. The third part of this article discusses options for solving the problem of a significant number of administrative offenses in the field of road safety and transport operation, as well as proposals for improving a number of provisions of the Procedural Code of the Republic of Belarus on administrative offenses. In the Republic of Belarus, with proper organization and technical support, the introduction of penalty points as an administrative penalty can be an effective measure of administrative influence and directly affect the reduction of administrative offenses, especially by road users (given the large number of protocols, which are formed annually in this direction). This type of administrative penalty can be complex, because, on the one hand, allows not to apply a fine for minor offenses in favor of the so-called «accumulative» system of penalties, on the other hand, has a positive effect on prevention of offenses (especially in traffic), especially committed repeatedly (and systematically), as it causes the onset of serious negative consequences and restrictions for the offender. Given the current law enforcement practice of conducting administrative proceedings at different stages, it is necessary to: first, streamline the number of procedural actions to collect and verify evidence; secondly, to guarantee at the level of law the observance of the rights and freedoms of participants in the process during the control, supervision and administrative jurisdiction of state bodies (this would reduce the time of the administrative process and at the same time improve the quality of procedural guarantees); thirdly, to improve the regulation of the process (this would reduce the scope of procedural actions applied during the proof in cases of administrative offenses, without reducing the quality of such proof).

In the Republic of Tatarstan sunflower is cultivated on an area of 100 or more thousands of hectares and tends to grow as a high-margin crop. Therefore, the introduction of resource-saving sunflower cultivation technology, which provides 25-30 centners per hectare of high-quality, environmentally safe oilseeds based on planning and operational management of crops, taking into account the results of geoinformation systems of intrafield variability of plant habitat, is an actual problem of the modern agro-industrial complex of the Republic of Tatarstan and the Russian Federation as a whole. In addition, the differentiated application of mineral fertilizers, soil cultivation to the optimum depth, precise sowing with respect to the parameters between the rows and the distance between the seeds in the rows, sealing the seeds to the same depth, optimizing plant care, predicting and harvesting losses without loss real under conditions of wide use of GIS-technologies in agriculture. In this regard, this article looks at promising areas of application of GIS technologies in the production of sunflower oilseeds.

<p>The current research is based on the study of passports of state programs at the federal and regional levels related to the development of the Republic of Dagestan. The authors analyze the quality of regulatory, legal and methodological base of the state programs and compare them with the actual state of affairs. Quality problems are indicated by serious methodological flaws in the database, which prevent effective solutions of regional problems and lead to their conservation. As for the realities, it has been found that it is impossible to determine the contribution of programs to the achievement of declared goals and to assess the effectiveness of the executive bodies responsible for their implementation. The discrepancy between goals and results is due to the duplication of functions and the erosion of the responsibility of power structures, the lack of clarity in the movement of counter cash flows from the center to the regions and vice versa, the lack of coordination of various regional policy instruments aimed at solving strategic tasks and implementing program guidelines. The unresolved nature of such problems actualizes the need to create a multilevel coordination mechanism in order to pursue a strategically coordinated and balanced socio-economic policy in the region.</p>

Protection of the rights of persons with disabilities is one of the most delicate elements of socio-development, economic and above all social policy, which aims to remove negative consequences, both on the quality of life and work of these people, and members of their families. One of the key problems facing persons with disabilities in the Republic of Serbia is a (non)organized transportation. Therefore, it becomes more difficult to ignore members of this population while using the public transport capacities and the problems they face at the opportunity. The main goal of this paper is to point to the legal barriers that are present in the national legislation of the Republic of Serbia, which affects the long-lasting maintenance of this population’s high unemployment rate. The results of the research indicate a very small number of vehicles that are given to the use of people with disabilities in the Republic of Serbia, of which 1/3 owns the mechanical ramp, and 2/3 hydraulic ramp. Finally, the paper zoned the map of the Republic of Serbia, in order to indicate through the graphical representation of the (non)existence of transportation in certain parts of our country to persons who are immobile in the lower extremities.

In winter wheat crops, the fight against weeds, together with the use of mineral fertilizers, which increase the yield and quality of the crop by reducing the removal of nutrients from the soil, is an urgent production task. The purpose of the research is to develop methods for increasing the yield of winter wheat with the combined use of herbicides and mineral fertilizers. Field experiments were carried out in the steppe zone of the Republic of North Ossetia – Alania in 2017–2019. The soil of the plot is chestnut calcareous. Weather conditions during the years of the research were favorable. The object of research is the high-yielding winter wheat variety Utrish. Mineral fertilizers stimulate the vital activity of soil microorganisms and enhance the cycle of biological transformation of plant nutrients, and herbicides have an inhibitory effect on cellulose-decomposing microorganisms, which ultimately reduces the rate of cellulose decomposition. Cellulose decomposed most intensively on backgrounds where mineral fertilizers were used. In control variant 3, the determination period, cellulose decomposed by 29.8%, against an average background (N60P60K60) by 40.2%, and against an increased background (N90P90K90) – 43.6%. Herbicide Grench at a dose of 10 g/ha on backgrounds without fertilizers and with fertilizers in different doses ensured the death of weeds during the growing season by 76.6 ... 89.2%. The herbicide Luvaram (1.6 l/ha) also provided high weed death – 56.4–62.6%. The application of a tank mixture (Grench 5 g/ha + Luvaram 0.8 l/ha) reduced weed infestation of winter wheat crops by 85.3–89.2% on different backgrounds of fertilization. The highest yield and profitability in the experiment were noted in the variant of the combined use of mineral fertilizers and herbicides. The level of profitability against the background of medium doses of mineral fertilizers (N60P60K60) was 130–150%, and against an increased background (N90P90K90) – 149–169%.

This article is devoted to the issue of the current state of international educational migration from Kazakhstan. The article discussed the very essence of migration processes, the problems of this issue, identified the reasons for the increase in the number of those wishing to study abroad, considered the positive and negative consequences of the educational migration of Kazakhstanis and identified recommendations for stabilizing the issue of youth migration. With the development of globalization, the trend of getting education in foreign universities is increasing among young people. The multiple growth in the pace of development of educational migration around the world brings the formation of a carefully thought-out migration policy of states and the adaptation of foreign students to new living conditions to the very top of international agendas. In modern realities the issue of regulating educational migration in the Republic of Kazakhstan is becoming the most acute. Every year more and more young people from Kazakhstan prefer to get education abroad. For students there are a lot of advantages to get an education abroad. However, educational migration today has an impact on the state in several areas: the economy of states, foreign and social policy. And this influence is not always positive. The trend of educational migration of Kazakhstanis abroad carries the risks of a brain drain, since many young people after completing their studies in foreign institutions are in no hurry to return. With their foreign diploma they get a prestigious job and leave Kazakhstan forever. Today Kazakhstan needs effective mechanisms to prevent the outflow of students such as improving the quality of domestic education, facilitating the conditions for obtaining education, increasing the prestige of Kazakhstani universities, etc.
