<p>The current research is based on the study of passports of state programs at the federal and regional levels related to the development of the Republic of Dagestan. The authors analyze the quality of regulatory, legal and methodological base of the state programs and compare them with the actual state of affairs. Quality problems are indicated by serious methodological flaws in the database, which prevent effective solutions of regional problems and lead to their conservation. As for the realities, it has been found that it is impossible to determine the contribution of programs to the achievement of declared goals and to assess the effectiveness of the executive bodies responsible for their implementation. The discrepancy between goals and results is due to the duplication of functions and the erosion of the responsibility of power structures, the lack of clarity in the movement of counter cash flows from the center to the regions and vice versa, the lack of coordination of various regional policy instruments aimed at solving strategic tasks and implementing program guidelines. The unresolved nature of such problems actualizes the need to create a multilevel coordination mechanism in order to pursue a strategically coordinated and balanced socio-economic policy in the region.</p>

Статья посвящается созданию ГИС проекта, включающего данные мониторинга подземных вод на территории Республики Северная Осетия-Алания. Геоинформационные системы характеризуются большим потенциалом для построения пространственных моделей, а также возможностями пространственного анализа данных, с помощью которых устанавливаются те или иные важные закономерности, присущие данному объекту мониторинга. На основании выявленных закономерностей определяются показатели, характеризующие динамику изменений процесса или явления во времени и пространстве. Использование ГИС подземных вод позволит решать задачи оценки состояния того или иного эксплуатируемого объекта и соответствие этого состояния требованиям нормативов, стандартов и условий лицензий, разработки рекомендаций по рациональной эксплуатации подземных вод и предотвращению или ослаблению негативных последствий отбора подземных вод, а также техногенного воздействия на них, оценки эффективности мероприятий по рациональному использованию подземных вод и их охране от истощения и загрязнения и т. д., что ускорит принятие решений и повысит их эффективность. The aim of this work was to create a GIS project that includes groundwater monitoring data through the territory of the Republic of North Ossetia-Alania. Geoinformation systems are characterized by a powerful potential for constructing spatial models, as well as the possibilities of spatial and non-spatial analysis of the data, with the help of which one or other important regularities inherent in this monitoring object are revealed. On the basis of the revealed regularities, the indicators describing the dynamics of changes in the process or phenomenon in time and space are determined. The use of GIS for groundwater will enable us to solve the problems of assessing the state of a given object in operation and the compliance of this state with the requirements of norms, standards and license conditions, developing recommendations for the rational exploitation of groundwater and preventing or mitigating the negative consequences of groundwater abstraction, as well as technogenic impact on them, assessing the effectiveness of measures for the rational use of groundwater and their protection from depletion and pollution, etc., which accelerates and increases the efficiency The effectiveness of the procedure for making decisions of current problems by power structures.

This report identifies some of the problems of higher education in the Republic of Bulgaria related to the demographic crisis in the transition process and measures to overcome them. Emphasis is placed on the legislative framework, the rating system, the financing of higher education institutions and the science in them, the quality of training, the demand for staff from business and the supply of staff from universities, the admission of students and the offered forms of training. The analysis made by the authors is based on summarized data, which has been officially published, on the actual state of higher education in Bulgaria. Measures are proposed to overcome the problems, some of which are based on experience at the Technical University of Gabrovo.

<p> This article presents the issues of changing the composition of the voivodeship board in the Republic of Poland as a result of the change in the voivodeship statute. As part of the legal analysis of the institution in question, the authors paid special attention to practical issues and nodal problems that may be encountered when interpreting the provisions of the Act of 5 June 1998 on Voivodeship Self-Government. The issues raised refer to the actual state of affairs in the Sejmik of the Świętokrzyskie Voivodeship. The article is of a scientific and research nature. The authors put forward three hypotheses and attempted to prove them in the framework of the conducted analysis. Firstly, a change in the composition of the voivodeship board as a result of the change in the voivodeship statute is possible in the light of the principles of the Polish systemic administrative law without the need to dismiss the entire voivodeship board. Secondly, in a situation where the resolution amending the articles of association did not include any adjusting provisions, it is necessary to adjust the make-up of the management board to the requirements of the amended articles as soon as possible. Thirdly, the solution according to which the dismissal or acceptance of a resignation of a board member by the voivodeship parliament and the election of a deputy marshal in his place within one resolution should be rejected. The results of the research carried out in the course of the analysis are original and innovative, as such studies have not been conducted so far. As a result, this article is a valuable source of knowledge for representatives of science and practice.</p>

Abstract The Laboratory of Economic and Social Geography of the V B Sochava Institute of Geography SB RAS (Irkutsk, Russia) has been carrying out socio-economic research in the indicated field over the past decade. We consider the Siberian macroregion traditionally within the space of Western and Eastern Siberia with the inclusion of the Republic of Sakha (Yakutia). The research results reflect, firstly, the growth path of Siberia in the new millennium, taking into account the multidirectional external and internal factors. Secondly, our findings include the identified spatial patterns of the main socio-geographical structures (specialization of existing industries, infrastructure, market and non-market services and the population) as the basis of regional policy with the aim of sustainable development, ensuring the modern level of quality of life of Siberians. We studied the key Baikal region in more detail.

The article considers the social prerequisites for overcoming barriers to the social integration of disabled people. The successful inclusion of this category of people in social processes is related to the field of education. According to the current Russian legislation, educational organizations undergo a delicate procedure of independent assessment of the quality of services provided. The measurement procedure includes indicators that reflect the level of accessibility of services for disabled people. The research of level of availability of educational services for disabled people in the Republic of Ingushetia was based on open data for 2019 at the portal for placement of information on the state (municipal) institutions bus.gov.ru. Key results of the state programs of the Republic of Ingushetia to increase the level of access to educational services for people with disabilities, the activities of the Republican Center for Distance Education are considered.

Main problem: One of the officially recognized problems of the system of state planning and regional development is imperfection of the methodology for assessing the effectiveness and efficiency of the implementation of the activities of state bodies. In fact, there is no assessment of economic and social efficiency and an assessment of the impact on society. In this regard, the authors have developed methodological approaches to assessing the quality (effectiveness) of state programs (on the example of the program of the Republic of Kazakhstan “Employment Roadmap – 2020”) is urgent task for theory and practice of regional development. The purpose of the research is the investigation of the methodological foundations for evaluating the quality of implementation of state programs of the Republic of Kazakhstan in the field of employment (based on the materials of program of the Republic of Kazakhstan “Employment Roadmap 2020”). Methods: The article uses a systematic approach to solving problems that ensures the unity of qualitative and quantitative methods: qualitative content analysis; a monographic method; the method of economic and statistical research. Results and their value: The value of the study lies in the fact that methodological approaches to the evaluation of programs in the public administration system are identified. For an economic assessment involving the calculation and analysis of unit costs per program participant, the authors propose to conduct dynamic and comparative analysis of the values of unit costs for achieving final results in directions of“DKZ-2020” program. This will allow to compare individual projects and program areas by costs in dynamics and further to identify those factors that work for their unjustified growth. The calculation of presented indicators is also important in regional context, since it allows considering those regions that significantly deviate from the national values in one direction or another.

In the Republic of Uzbekistan, an increasing shortage of water resources and insufficient supply of clean drinking water is forcing the population to use river water for domestic and drinking needs. Moreover, the health of the population largely depends on the quality of surface waters. This fact makes it relevant to monitor surface water, identify areas with high pollution, identify the most dangerous ingredients for the health of the population and take measures to minimize them. The hydrometeorological service of the Republic of Uzbekistan currently uses a methodology for assessing the quality of surface water that was developed back in 1988 and does not meet modern requirements. For this reason, in the operational practice of Russia since 2002, the “Method of a comprehensive assessment of the degree of pollution of surface waters by hydrochemical indicators” has been used, which is more promising. A method for assessing the quality of surface water is proposed, based on an analysis of the source information for all gauging stations and ingredients. This article presents the results of the development of a map of hydroecological zoning based on materials for 1997–2006 and a forecast map of hydroecological zoning for 2015. The forecast is based on hydrochemical data, which included information on the hydrochemical composition of surface waters for 1997–2006 for all posts of the republic. According to the research results, areas with increased pollution of surface water and ingredients with a significant excess of maximum permissible concentrations were identified. Among them, mercury occupies a special place. A comparative analysis of the forecast map with a map of the actual state of surface water quality, developed by us based on the materials of the hydrometeorological service of the Republic of Uzbekistan for 2014–2015, is carried out. The analysis showed a good agreement between the forecast data on the location of areas with unsatisfactory surface water quality and the actual materials, which makes it possible to use a forecast map to identify problem areas with high surface water pollution. Studies have revealed the need for high-quality laboratory chemical analyzes of water for all the ingredients included in the database of the hydrometeorological service of the Republic of Uzbekistan. In this case, special attention should be paid to such highly toxic ingredients as mercury. Urgent measures must be taken to inventory mercury sources in surface waters and measures should be developed to minimize its release.

The relevance of the chosen topic is beyond doubt, since the development of project management in state bodies of the Republic of Kazakhstan plays an important role in increasing the effectiveness of the implementation of state programs. In the context of globalization, which generates the growth of competitive advantages, the state is set clear strategic goals for the real development of the main directions of the economy in a certain time frame, which largely depend on state management. The implementation of strategies for the development of territories to improve the sustainable growth of the well-being of the population and improve the economy of an innovative type presuppose the strengthening of state management for the development of entrepreneurship, as well as the implementation of effective managerial modifications that will help overcome challenges and adapt in a changing economic environment. At the present stage, the expert community and international organizations believe that one of the deepest problems that hinder the development of the Kazakh economy, improve the well-being of the population, as well as the economic security of the state, is the low level of state management. The fruitful implementation of our own strategic priorities is possible only with the application of new approaches to high-quality public administration, which will enable the growth of the country’s economy, strengthen the image, geopolitical and economic positions of the Republic of Kazakhstan. In recent years, in Kazakhstan, in public administration, one can single out positive aspects in the framework of various reforms, namely, various legal, standard-regulatory documents were introduced and used with the improvement of the mechanisms of public administration tools that must be used in performance-based budgeting (hereinafter — RBB) and targeted approach of government programs. Despite the implemented reforms, the quality of public administration of programs remains at a low level, which is associated with a number of problems, such as irrational and inappropriate use of funds, corruption and others. The formed financial situation, improving the economy and giving it innovative trends, implementing strategies for economic development, increasing the level and quality of life of the population, selecting and introducing effective modifications of government management that meet the challenges and specifics of management, stimulate the introduction of the project approach as an innovative direction in public administration. The result of the article is the consideration of effective mechanisms in the management of projects of state programs and the solution of problems to increase their effectiveness.

Subject. This article deals with the issues of social justice and a high quality of life, creating favorable economic and social conditions. Objectives. The article aims to assess the rate and changes in poverty in Russia and the Republic of Bashkortostan and develop complementary measures to reduce it. Methods. For the study, I used the methods of logical, comparative, economic and statistical analyses, the results of sociological studies, and official statistics. Results. The article highlights additional measures to reduce poverty in the region, including the establishment of a minimum social standard of living in each particular region that determines the poverty rate. Conclusions. Various factors, such as economic sanctions, economic slowdowns, territorial and regional imbalances, lead to living standards decline and poverty rise.

There is no doubt that the issues of improving the methodological foundations of internal audit of payments to employees in the context of increased competition in all areas of business, the introduction of modern information technologies in the accounting process are relevant. Salaries are not only a source that ensures the life of employees, but their growth affects the increase in labor productivity and profit of the enterprise. Internal audit allows to ensure high-quality accounting of payments to employees, which is important in determining labor productivity indicators and ways to improve it. The purpose of the article is to substantiate the theoretical and methodological basis with the development of practical recommendations for improving the methodology of internal audit of employee benefits in order to improve the detailed audit content. It has been established that in order to ensure the correct and high-quality organization of internal audit, it is advisable to provide for the establishment of the internal audit service as a separate subdivision, providing the necessary number of accountants and auditors in the staff. The methodology of the internal audit of payroll has been improved in order to provide a detailed explanation of the content of the audit. The main objects of the internal audit of employee benefit calculations have been singled out. The sequence of the employee benefit calculations audit was determined. The internal auditor's working documents were formed: A statement of selective verification of vacation pay accrual and a Statement of violations revealed during the audit of employee benefit calculations. Using new changes and suggestions will allow the company’s internal audit service to cover all aspects of accounting and reporting on employee benefits. Preparation results of the internal audit of payments to employees in the form of proposed working documents will ensure that the results of the audit correspond to the actual state of Affairs at the enterprise and ensure the availability of information during the next audit. Prospects for further research should be carried out in the direction of developing a regulatory framework for internal audit, taking into account industry specifics affecting the economic activity of the enterprise.
