Protection of the rights of persons with disabilities is one of the most delicate elements of socio-development, economic and above all social policy, which aims to remove negative consequences, both on the quality of life and work of these people, and members of their families. One of the key problems facing persons with disabilities in the Republic of Serbia is a (non)organized transportation. Therefore, it becomes more difficult to ignore members of this population while using the public transport capacities and the problems they face at the opportunity. The main goal of this paper is to point to the legal barriers that are present in the national legislation of the Republic of Serbia, which affects the long-lasting maintenance of this population’s high unemployment rate. The results of the research indicate a very small number of vehicles that are given to the use of people with disabilities in the Republic of Serbia, of which 1/3 owns the mechanical ramp, and 2/3 hydraulic ramp. Finally, the paper zoned the map of the Republic of Serbia, in order to indicate through the graphical representation of the (non)existence of transportation in certain parts of our country to persons who are immobile in the lower extremities.

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

In the Republic of Serbia, on March 15 th , 2020 Government decided to declare a state of emergency due to the Covid-19 pandemic. One of the measures was a movement ban for people over 65 in urban areas and those over 70 in rural areas. This research should indicate how people over 65 in urban areas have endured this situation, especially in relation to the same population in rural areas, as well as implications of the movement ban on the quality of life of the elderly population. Special importance is given to the rural population engaged in agriculture. A tool of data collection in this research was anonymous survey. Respondents' answers were statistically processed, which led to clear conclusions about the large negative consequences for the elderly population, including the agricultural activities in rural areas. Covid-19 is still present, which opens further questions related to the quality of life of the elderly population, if necessity for similar measures recurs in the future.

The article shows the role of the development of information and computer technologies and the process of digitalization in various spheres of public life. It is noted that in such conditions information becomes one of the key resources. It is emphasized that for the modern society in the context of accelerating scientific and technological progress, it is becoming more and more difficult to critically comprehend the constantly increasing information flows. Virtual space offers tremendous opportunities for influencing public consciousness. In the context of the issue under consideration, some negative consequences are noted, including for the evolution of the mental sphere of the population. The article demonstrates important strategic directions for the development of the information society in modern Russia. It is emphasized that the processes of digitalization of the public life spheres and the new risks associated with it pose special tasks for modern social policy, in particular, in matters of purposefully increasing the level of information culture of the population, the quality of human capital and preparing society for global technological changes.

The article discusses the features of the provision of public services in electronic form. The dynamics of the provision of public services in the Republic of Tatarstan is given. A review of the existing methodologies for assessing the quality of the provision of electronic public services is given. The authors’ methodology for assessing the quality of the provision of state and municipal services in electronic form is proposed. An authorized executive body has been identified which is responsible for organizing the assessment of the quality of services. Formulas of individual indicators of the technique are developed. As an example, the assessment of the provision of the public service “Providing information obtained in the course of accounting for reclaimed land” is calculated. A polygon of the effectiveness of the provision of state and municipal services in electronic form is proposed. Measures to eliminate identified deficiencies in the provision of services are proposed. The authors make the conclusion about the importance of assessing the quality of services and the relevance of the proposed methodology.

When in public places, many individuals with physical disabilities experience staring. Although staring is typically seen as uncomplicated and something to be “ignored,” it has consequences for the person being stared and the staree. Few studies have focused on staring experienced by men following spinal cord injury (SCI). Accordingly, this study explored how adult men with SCI give meaning to the staring from others, the consequences for them, and their responses to the staring and to the starer. Principles of modified grounded theory methods were used to conduct a secondary analysis of interview data for 30 male participants from a larger study of community-dwelling individuals with SCI. Themes revealed through analysis related to context-dependent meanings of staring, negative consequences of staring for some men, and positive opportunities for self-growth and interaction with the public. These findings contribute to a more complex understanding of staring and the relationship between the starer and staree in various social circumstances which can support people living with differences in their public interactions, and improve their quality of life.

Статья посвящается созданию ГИС проекта, включающего данные мониторинга подземных вод на территории Республики Северная Осетия-Алания. Геоинформационные системы характеризуются большим потенциалом для построения пространственных моделей, а также возможностями пространственного анализа данных, с помощью которых устанавливаются те или иные важные закономерности, присущие данному объекту мониторинга. На основании выявленных закономерностей определяются показатели, характеризующие динамику изменений процесса или явления во времени и пространстве. Использование ГИС подземных вод позволит решать задачи оценки состояния того или иного эксплуатируемого объекта и соответствие этого состояния требованиям нормативов, стандартов и условий лицензий, разработки рекомендаций по рациональной эксплуатации подземных вод и предотвращению или ослаблению негативных последствий отбора подземных вод, а также техногенного воздействия на них, оценки эффективности мероприятий по рациональному использованию подземных вод и их охране от истощения и загрязнения и т. д., что ускорит принятие решений и повысит их эффективность. The aim of this work was to create a GIS project that includes groundwater monitoring data through the territory of the Republic of North Ossetia-Alania. Geoinformation systems are characterized by a powerful potential for constructing spatial models, as well as the possibilities of spatial and non-spatial analysis of the data, with the help of which one or other important regularities inherent in this monitoring object are revealed. On the basis of the revealed regularities, the indicators describing the dynamics of changes in the process or phenomenon in time and space are determined. The use of GIS for groundwater will enable us to solve the problems of assessing the state of a given object in operation and the compliance of this state with the requirements of norms, standards and license conditions, developing recommendations for the rational exploitation of groundwater and preventing or mitigating the negative consequences of groundwater abstraction, as well as technogenic impact on them, assessing the effectiveness of measures for the rational use of groundwater and their protection from depletion and pollution, etc., which accelerates and increases the efficiency The effectiveness of the procedure for making decisions of current problems by power structures.

The quality of education services is a "fixed price" in realizing the quality of education by the objectives of the Republic of Indonesia. This study aims to determine the importance of management functions in improving the quality of education in the Public Senior High School (SMAN) 1 Biak. A qualitative research approach carried out at Biak 1 High School located in Biak Numfor Regency, West Papua. Data collection techniques are done through observation, interviews, literature study, and documentation. The data analysis technique is done descriptively in compiling information systematically, from existing data so that it is easily understood and interpreted. The results showed that the management functions applied in the Biak Kota 1 High School were: planning, organizing, directing, coordinating, and controlling. In the process seen based on the condition of the school in implementing management functions. These results provide good results from every aspect of the implementation of management functions.


This paper examines the challenges facing PA education, considering the colonial heritage of the region. Over the past decade, researchers have paid attention to Public Administration (PA) and its education in the Middle East. Many explored the history of the PA in the region and the quality of PA programs within high education institutes. In the context of the developmental challenges that face the current generation in the region, and under the current political circumstances which have negative consequences on PA, many voices call for a reliable and high-quality PA education and good governance, which includes accountability, transparency, democracy, and other concepts related to bureaucratic machinery within the public institutions. There is therefore a need to examine what governmental institutions, together with academic institutions in the Arab States, are doing to make significant progress in this field. The paper examines the main challenges facing PA education in Arab countries.

2020 is a year of global change. The spread of the COVID-19 virus was an impetus for transformation. The entire globe confronts impediments hard-to-anticipate, but who endangers people’s life. This article refers to the transparency of the decision-making process in the pandemic period. Also, it is explained the communication problems that can appear in complicated situations between the public administration and the citizen. Both the authorities of the European Union, in general, and of the Republic of Moldova, in particular, encounter social problems, which must be resolved in a very short period. Many decisions must be made promptly and unforeseen. It is important that this process does not affect the quality of public services provided and does not infringe on the rights of citizens. Thus, the decision-making process must be transparent and accessible to citizens
