This chapter looks at American and European policies toward the risks of chemicals and hazardous substances. The 1976 Toxic Substances Control Act (TSCA) significantly strengthened American chemical regulations and contributed to the 1979 decision of the EU to both harmonize and strengthen its chemical regulations, though they remained weaker than those of the United States. While there has been no major statutory change in American chemical regulation since then, in 2006 the EU approved REACH—the Registration, Evaluation, Authorization and Restriction of Chemicals, which made European chemical regulations significantly more stringent and comprehensive than those of the United States. Meanwhile, risk assessments by the U.S. federal government do not consider the hazardous substances in electronics deposited in landfills as a threat to public health.

With the passage of the Eighteenth Amendment, the federal government developed and enforcement strategy that charged the U.S. Coast Guard with preventing the illegal importation of liquor on the high seas surrounding the United States. The U.S. Customs Bureau guarded the nation's ports and borders, and the Prohibition Bureau working with state and local law enforcement patrolled the nation's interior. Congress, however, failed to appropriate the resources needed to enforce the law. The Coast Guard lacked enough ships to patrol U.S. waters, and faced uncertainty over the extent to which American authority extended out from shore. The Coast Guard picketed, tracked and trailed suspected rum runners, and disrupted the Rum Rows that developed off the coasts of American cities, but could not fully stop liquor smuggling.

ABSTRACT The Agreement of Cooperation Between the United States of America and the United Mexican States Regarding Pollution of the Marine Environment by Discharges of Hydrocarbons and other Hazardous Substances, signed in Mexico City in 1980, provides a framework for cooperation in response to pollution incidents that pose a threat to the waters of both countries. Under this agreement, MEXUSPAC organizes Mexican and U.S. response agencies to plan for and respond to pollution emergencies in the marine environment. The MEXUSPAC contingency plan designates the commandant of the Mexican Second Naval Zone and the chief of the U.S. Coast Guard 11th District Marine Safety Division as the MEXUSPAC Cochairmen, and defines on-scene commanders, joint operations centers, and communications protocols that would be needed to coordinate the response to pollution incidents affecting both countries.

The story of millennialism extends down the ages from the ancient Near East to the present. In his seminal study on the origins of millennialism,Cosmos, Chaos and the World to Come: The Ancient Roots of Apocalyptic Faith, Norman Cohn exclaims, “What a story it has become!”Much theological speculation; innumerable millenarian movements, including those now flourishing so vigorously in the United States; even the appeal once exercised by Marxist-Leninist ideology – all this belongs to it. Nor is there any reason to think that the story is nearing its end. The tradition whose origins are studied in this book is still alive and potent. Who can tell what fantasies, religious or secular, it may generate in the unforseeable future?What fantasies, indeed!All scholars who have studied millennialism have investigated unsuccessful movements, or movements that have yet to succeed, that is, achieve the millennium. This essay explores a successful millennial movement, one that has already ushered in the messianic age. Although this achievement is restricted geographically — to a city — it is nonetheless of major significance. Not only did this millennial movement receive support from the U.S. federal government, but it also accomplished its goal prior to the turn of the millennium.

Much of the funding for research and development initiatives in the area of e-collaboration comes from government agencies in various countries. Government funding of e-collaboration research in the European Union (EU) and the United States (U.S.), in particular, seems to be experiencing steady growth in recent years. In the EU, a key initiative to promote governmental investment in e-collaboration research is the Collaboration@Work initiative. This initiative is one of the EU’s Information Society Technologies Directorate General’s main priorities. In the U.S., government investment in e-collaboration research is channeled through several government branches and organizations, notably the National Science Foundation. There are key differences in the approaches used for government funding of e-collaboration research in the EU and U.S. Among other differences, the EU model appears to foster research that is aligned with the action research tradition, whereas the U.S. model places emphasis on research that is better aligned with the experimental research tradition.

The system for regulating toxic substances in the United States is broken. It is disjointed and reactionary, lacking in information, authority, and primary prevention. The case study of bisphenol A (BPA) demonstrates a myriad of limitations with the way we evaluate, regulate, and manage toxic substances in society. The purpose of this chapter is to provide a brief overview of the current U.S. system for regulating toxic chemicals and to identify limits in that approach with particular emphasis on BPA. It provides an overview of some of the drivers shaping new approaches to chemicals regulation and management and a framework for designing more precautionary and solutions-stimulating policies in the future. The U.S. system for regulating toxic chemicals in production systems and products is relatively complex. Different types of chemicals are regulated in various ways in the U.S. system, depending on how that chemical is being used. For example, cosmetics, chemicals used in food applications, medical devices, and pharmaceuticals are regulated by the U.S. Food and Drug Administration (FDA) under the Federal Food, Drug and Cosmetics Act, and each of these types of chemical applications is regulated differently under the Act. For chemicals used in cosmetic products, the FDA has no premarket authority and can regulate a chemical ingredient only if it is mis­branded or adulterates the product. In the case of new food contact substances and uses of them (indirect food additives including chemicals that might leach out of packaging such as bottles), manufacturers are required to submit notifications, including safety data, to the FDA, except when a substance is previously regulated or considered “generally recognized as safe” because earlier evidence on that material did not indicate concerns. At the FDA, the highest evidentiary burdens are for medical devices and pharmaceuticals that have strong premarket testing requirements to ensure safety and efficacy. Chemicals in many consumer products, such as toys, are regulated by the U.S. Consumer Product Safety Commission (CPSC) under the Consumer Product Safety Improvement Act and the Federal Hazardous Substances Act.

In 1977, the federal government launched the nation's largest and most significant program to collect data on the registered nurse (RN) workforce of the United States—the National Sample Survey of Registered Nurses (NSSRN). This survey is conducted by the U.S. Health Resources and Services Administration, first in 1977 and then every 4 years since 1980. This article offers the history of the NSSRN and a review of the ways in which the NSSRN data have been used to examine education, demographics, employment, shortages, and other aspects of the RN workforce. The influence this body of research has had on policymaking is explored. Recommendations for future research are offered, in the hope that future waves of the NSSRN will continue to be used to their fullest potential.

The literature on the regulation of drugs at the FDA and the European Union is substantial, yet little research has provided comparative analyses and robust empirical data on the regulation of medical devices in the United States and the European Union. As medical and health markets become increasingly globalized, and the U.S. and the EU compete for leadership and recognition, salient domestic regulatory issues are becoming increasingly international and transnational policy issues. Building on Carpenter's (2010) work on drug regulation at the FDA, but taking a slightly narrower yet at the same time a broader approach by drawing on interdisciplinary studies instead of limiting ourselves to only the Political Science literature, this comparison focuses on key aspects of risk regulation and governance of medical devices in the U.S. and the EU, and shows how and why individual and organizational learning is imperative in each case.

ABSTRACT Exercise and evaluation of the Pacific Annex of the Joint Contingency Plan Between the United Mexican States and the United States of America Regarding Pollution of the Marine Environment by Discharges of Hydrocarbons or Other Hazardous Substances (MEXUSPLAN) uncovered a significant need for joint training between spill responders, planners, decision-makers and stakeholders on both sides of our border. Sponsored by U.S. Coast Guard District 11 (USCG Dll) and the Second Mexican Naval Zone (ZN2), a series of training sessions were held for Mexican officials from the Northern Baja California region and Mexico City in early 2003. The first of these well-attended sessions was held in two locations: San Diego, CA and Ensenada, Mexico in February 2003. The U.S. National Oceanic and Atmospheric Administration (NOAA) Hazmat facilitated the first session, the Joint Mexico-United States Oil Spill Science Forum. It provided a scientific view of oil spills. The following joint session facilitated by USCG Dll and held in Ensenada was a tabletop exercise designed in preparation for the signing of the MEXUSPAC Annex. Through the use of a spill drill scenario, this session included instruction and dialogue about the roles and responsibilities of both U.S. and Mexican spill responders. Both sessions included presentations from several agencies of the Regional Response Team IX/Joint Response Team: U.S. Dept. of Commerce, U.S. Dept. of the Interior and California's Office of Spill Prevention and Response. Industry partners also contributed topics of discussion, further complementing the U.S. response landscape. Mexican response agencies, including PEMEX, SAGARPA, SEMARNAT and PROFEPA, provided valuable input ensuring dialogue helping to identify additional joint response gaps. Upon the most significant gaps brought to light was the need for additional information regarding dispersant use by Mexican agencies, particularly in light of the approaching international SONS Exercise in April 2004. To this end, USCG Dll and NOAA HAZMAT developed and presented a modified Ecological Risk Assessment for their Mexican counterparts. Hosted by ZN2 in October 2003, this highly successful workshop brought together many key decision makers, planners and stakeholders from both sides of the border to discuss tradeoffs inherent in the use of existing spill response tools, including dispersants. Joint training and discussion sessions such as these are key to ensuring any measure of success in a joint spill response. Several additional training and discussion topics designed for the Mexican-U.S. joint response forum have been identified with many in the planning phase. Acknowledging the similarities as well as differences in response systems of our two nations' is essential to the success of these joint collaborations. Such continued efforts will help bridge existing gaps.

This chapter evaluates the emerging electronic “portal” model of information and service delivery to U.S. citizens, businesses, and government agencies. The portal model is being used as a technology framework in the U.S. Federal government to carry out the electronic government strategies set out in the President’s Management Agenda for 2002 and the subsequent 24 electronic government initiatives included in the Budget of the United States Government for 2003 and the E-Government Strategy. FirstGov.gov is the official Federal government portal for all information and services delivered by the Federal executive agencies. The legal and organizational framework for FirstGov, based on an in-depth case study, is presented and evaluated as a model for future electronic government initiatives.
