Liberal Imperialism

This chapter argues that liberalism is intrinsically imperialist and that we should understand the attractions of liberal imperialism, even as it cautions against succumbing to that attraction. Liberal imperialism, or liberal interventionism, is the doctrine that a state with the capacity to force liberal political institutions and social aspirations upon nonliberal states and societies is justified in so doing. Contrary to the orthodoxy in political theory, there is nothing odd about the notion that we can force an individual or a society to be free. The chapter considers two actual cases of liberal imperialism, one relating to the East India Company and the other to World War II, and one nineteenth-century text: John Stuart Mill's essay On Liberty. It also examines the consequentialist-liberalism defense of intervention and how it overlaps with arguments for intervention based on human rights.

This article looks at the changing significations of the word “fascist” within communist discourses in Iraq and in Israel. I do so in order to illustrate how fascism, a concept signifying a political theory conceptualized and practiced in Italy, Germany, and Spain, became a boarder frame of reference to many leftist intellectuals in the Middle East. The articles shows that communist discourses formulated in Iraq during the years 1941-1945 evoked the word “fascist” not only in order to discredit Germany and Italy but also, and more importantly, as a way of critiquing Iraq’s radical pan-Arab nationalists and Iraq’s conservative elites who proclaimed their loyalty to pan-Arabism as well. In other words, the article studies the ways in which Iraqi communist intellectuals, most notably the leader of the Iraqi Communist Party, Fahd, shifted the antifascist global battle to the Iraqi field and used the prodemocratic agenda of the Allies to criticize the absence of social justice and human rights in Iraq, and the Iraqi leadership’s submissive posture toward Britain. As it became clear to Iraqi communists that World War II was nearing its end, and that Iraq would be an important part of the American-British front, criticism of the Iraqi Premier Nūrī al-Saʿīd and his policies grew sharper, and such policies were increasingly identified as “fascist”. Within this context, Fahd equated chauvinist rightwing Iraqi nationalism in its anti-Jewish and anti- Kurdish manifestations with fascism and Nazi racism. I then look at the ways in which Iraqi Jewish communists internalized the party’s localized antifascist agenda. I argue that Iraqi Jewish communists identified rightwing Iraqi nationalism (especially the agenda espoused by a radical pan-Arab Party called al-Istiqlāl) as symptomatic of a fascist ideology. Finally, I demonstrate how Iraqi Jewish communists who migrated to Israel in the years 1950-1951 continued using the word “fascist” in their campaigns against rightwing Jewish nationalism and how this antifascist discourse influenced prominent Palestinian intellectuals

“Eyes wide shut”: On what there is and what cannot be seen in new Polish Second World War museumsMuseums have always been political institutions. Owing to this engagement, they are not neutral and they should not claim objectivity. Facts and artefacts at an exhibition exemplify the assumed hypotheses. This means that visitors are objects of manipulation. In case of the Warsaw Rising Museum, which was the first narrative museum in Poland, World War II was a trial, which the first victim of the German aggression — the Polish nation en bloc — underwent successfully. Th at was a time of heroes who should be imitated. The decision about the rising was right, even though the capital and its population were annihilated as a result of it. In contrast, in the Museum of World War II in Gdańsk, the war was a tragedy for the whole humanity and a hecatomb of the civilian population, with the presentation of the history of Poland nation as just one of many. If there were heroic deeds, they were individual and exceptional. Heroism was not only combat. Survival was the aim.This means that the first museum is about “men’s adventure”, which is fighting among faithful comrades — it’s a hymn of praise to the valour of the Poles under German occupation. The more innocent the victims, the higher the factor of heroism. By contrast, the other museum is a warning — every war is first of all a failure of humanity. These two interpretations of the events of World War II differ from each other as the target groups of both exhibitions are different. Supporters of the Warsaw Rising Museum do not accept the Museum of World War II and vice versa; they often voice opinions about something they did not have a chance or did not even feel like to see. These institutions are reflections of political disputes which divide Poles into supporters and opponents of certain historical policies which are pursued by making use of museums and in relation to them.

The Jewish Canadian writer Miriam Waddington returned repeatedly to the subject of the Spanish Civil War, searching for hope amid the ruins of Spanish democracy. The conflict, a prelude to World War II, inspired an outpouring of literature and volunteerism. My paper argues for Waddington’s unique poetic perspective, in which she represents the Holocaust as the Spanish Civil War’s outgrowth while highlighting the deeply personal repercussions of the war – consequences for women, for the earth, and for community. Waddington’s poetry connects women’s rights to human rights, Canadian peace to European war, and Jewish persecution to Spanish carnage.

This chapter helps to confirm the explanatory power of the naturalistic theory of moral progress outlined in previous chapters by making two main points. First, it shows that the theory helps to explain how and why the modern human rights movement arose when it did. Second, it shows that the advances in inclusiveness achieved by the modern human rights movement depended upon the fortunate coincidence of a constellation of contingent cultural and economic conditions—and that it is therefore a dangerous mistake to assume that continued progress must occur, or even that the status quo will not substantially deteriorate. This chapter also helps to explain a disturbing period of regression (in terms of the recognition of equal basic status) that occurred between the success of British abolitionism and the founding of the modern human rights movement at the end of World War II.

This book is an examination of neoclassical ballet initially in the French context before and after World War I (circa 1905–1944) with close attention to dancer and choreographer Serge Lifar. Since the critical discourses analyzed indulged in flights of poetic fancy a distinction is made between the Lifar-image (the dancer on stage and object of discussion by critics), the Lifar-discourse (the writings on Lifar as well as his own discourse), and the Lifar-person (the historical actor). This topic is further developed in the final chapter into a discussion of the so-called baroque dance both as a historical object and as a motif of contemporary experimentation as it emerged in the aftermath of World War II (circa 1947–1991) in France. Using Lifar as a through-line, the book explores the development of critical ideas of neoclassicism in relation to his work and his drift toward a fascist position that can be traced to the influence of Nietzsche on his critical reception. Lifar’s collaborationism during the Occupation confirms this analysis. The discussion of neoclassicism begins in the final years of the nineteenth-century and carries us through the Occupation; then track the baroque in its gradual development from the early 1950s through the end of the 1980s and early 1990s.

Since the end of World War II the study of Southeast Asia has changed unrecognizably. The often bitter end of colonialism caused a sharp break with older scholarly traditions, and their tendency to see Southeast Asia as a receptacle for external influences—first Indian, Persian, Islamic or Chinese, later European. The greatest gain over the past forty years has probably been a much increased sensitivity to the cultural distinctiveness of Southeast Asia both as a whole and in its parts. If there has been a loss, on the other hand, it has been the failure of economic history to advance beyond the work of the generation of Furnivall, van Leur, Schrieke and Boeke. Perhaps because economic factors were difficult to disentangle from external factors they were seen by very few Southeast Asianists as the major challenge.

ABSTRACT:Port-cities provide excellent examples of the socio-economic transformations that occurred during the transition from merchant to industrial capitalism in the second half of the nineteenth century. Hermoupolis on the island of Syros was a major economic centre in Greece and a hub of international trade during the nineteenth century. However, economic transformations that commenced in the 1860s affected long-established port-based activities such as wooden shipbuilding and its related industries due to the decline of sailing ships and the expansion of factories. This factor led to an increase in tension and antagonism between manufacturers and shipbuilders over the use of land and altered the physical and the socio-economic landscape of the port-city. However, new types of economic activities flourished, like the tramp steamship business and factories, which enabled Hermoupolis to maintain its economic importance until World War II.

This chapter considers three impulses of the post-World War II era. Two of them deal with the economy, bracketing its course from an inspiration flowing out of the war through an ideological and policy retake a generation later. The other impulse covers one of the major developments of American, not to mention transnational, history—the civil rights revolution of those times. In the three impulses detailed here, economic planning devices, energy supply, the cities, travel, infrastructure, the tax code, industrial structure, the workplace, immigration, demographic patterns, the electorate, rights standards, and relations among the races, gained lasting imprints from U.S. government participation, among others.

Xavier Herbert published his bestseller Capricornia in 1938, following two periods spent in the Northern Territory. His next major work, Poor Fellow My Country (1975), was not published until thirty-seven years later, but was also set in the north during the 1930s. One significant difference between the two novels is that by 1975 photo-journalism had become a significant force for influencing public opinion and reforming Aboriginal policy. Herbert’s novel, centring upon Prindy as vulnerable Aboriginal child, marks a sea change in perceptions of Aboriginal people and their place in Australian society, and a radical shift toward use of photography as a means of revealing the violation of human rights after World War II. In this article I review Herbert’s visual narrative strategies in the context of debates about this key historical shift and the growing impact of photography in human rights campaigns. I argue that Poor Fellow My Country should be seen as a textual re-enactment, set in Herbert’s and the nation’s past, yet coloured by more recent social changes that were facilitated and communicated through the camera’s lens. Like all re-enactments, it is written in the past conditional: it asks, what if things had been different? It poses a profound challenge to the state project of scientific modernity that was the Northern Territory over the first decades of the twentieth century.
