Democracy as Expectation of Material Pleasures

This chapter deals with the taste for material pleasures that inevitably accompanies the development of democracy. What Tocqueville indiscriminately referred to as the “taste for material pleasures” or the “passion for well-being” was a phenomenon directly linked to equality, which therefore became characteristic of “democracy.” Here, then, we have a new facet of equality, different from the one encountered previously in decentralized town government in America, where popular sovereignty achieved its concrete realization, and different too from the religion of the Public, in which the citizen is at once strong and weak because he must deal with “increasingly similar and equal men.” Any definition of democracy that does not count pleasure in well-being as its foremost aim will fail to do justice to Tocqueville's thought. What is more remarkable still is the fact that the commentators' embarrassed silence is not a recent phenomenon: no serious analysis of this point can be found even in the first reviews.

Adolescence and emerging adulthood are both stages in which romantic relationships play a key role in development and can be a source of both well-being and negative outcomes. However, the limited number of studies prior to adulthood, along with the multiplicity of variables involved in the romantic context and the considerable ambiguity surrounding the construct of well-being, make it difficult to reach conclusions about the relationship between the two phenomena. This systematic review synthesizes the results produced into this topic over the last three decades. A total of 112 studies were included, following the Preferred Reporting Items for Systematic Review and Meta-Analysis Protocols (PRISMA-P) guidelines. On the one hand, these works revealed the terminological heterogeneity in research on well-being and the way the absence of symptoms of illness are commonly used to measure it, while on the other hand, they also showed that romantic relationships can be an important source of well-being for both adolescents and emerging adults. The findings underline the importance of providing a better definition of well-being, as well as to attribute greater value to the significance of romantic relationships. Devoting greater empirical, educational, and community efforts to romantic development in the stages leading up to adulthood are considered necessary actions in promoting the well-being of young people.

Domestic violence shelters are a product of a capitalist order; a response to a political-economic system that has seen shrinking extended family networks and disappearing social safety nets. In our contemporary era, the head of the household is responsible for the financial well-being of the family. There are fewer familial and communal systems of support. The isolation of the nuclear family is compounded by the circulation through popular culture and our own family folklore of the myth of the one true love, undying passion and lifelong happiness. This lifelong happiness is disrupted by families that don't follow the mythical narrative: divorce, death before children reproduce, when one generation cannot ‘naturally’ take over from the one that came before. When things go wrong, we are increasingly forced to turn outside our kinnetworks for assistance. Shelters are designed to provide a safe haven for women experiencing violence when there is nowhere else to go. When interested members of the public ask, "Why does she stay?" it is because shelters have become the obvious place the victim is supposed to go. Beyond providing respite from the abuse, shelters are increasingly viewed as the space where a transformation takes place—the replacing of unproductive victims with able bodied survivors, survivors to be healthfully put back into the system, revitalized and productive members of society read workforce.

The One Health concept recognizes that the health of humans is connected to the health of animals and the environment. The major aim of the One Health is to improve health and well-being through the prevention of risks and the mitigation of effects of crises that originate at the interface between humans, animals and their various environments.Regardless of which of the many definitions of One Health is used, the common theme is collaboration across sectors. Collaborating across sectors that have a direct or indirect impact on health involves thinking and working across silos and optimizing resources and efforts while respecting the autonomy of the various sectors. To improve the effectiveness of the One Health approach, there is a need to establish a better sectoral balance among existing groups and networks, especially between veterinarians and physicians, and to increase the participation of environmental and wildlife health practitioners, as well as social scientists and development actors.As this kind of collaboration newly introduced in Mongolia, there are numerous complications and difficulties may arise, that eventually could lead to the results, with higher negative impact to the public and personal health. From the technical perspective, it is undoubtfully important to evaluate the system and reveal the gap and weakness of each stakeholder in this important network and try to introduce common standard operational procedures for the handling and maintaining infective agents to avoid the unpleasant spill over the pathogen into the environment.Mongolian Journal of Agricultural Sciences Vol.13(2) 2014: 146-152

Various definitions have been proposed to describe Medical Nutrition Therapy (MNT). Broadly, MNT encompasses the provision of nutrition information and advice aimed to prevent, treat, and/or manage health conditions. In Canada, the provision of such information and advice is unregulated, thus allowing anyone to provide MNT services regardless of their education and training. This inevitably poses risks of harm such as the provision of unsafe and/or ineffective nutrition advice as well as delayed evidence-based treatment. Canadian research has further demonstrated that the general public is unable to properly differentiate between regulated, evidence-based nutrition providers (registered dietitians) and those who are unregulated. Therefore, the public is at risk. To reduce nutrition misinformation and ultimately improve the health and well-being of the public, the objective of this paper is, first, to propose a standardized definition of MNT for use across Canada and, second, to propose province- and territory-specific legislative amendments for the regulation of MNT throughout the country. We also present an opposing perspective to the proposed viewpoint. Ultimately, health care regulation across the country requires an overhaul before we expect that nutrition information and advice communicated to the public may be consistently evidence based.

The rapid evolution of severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) emergency involved Italy as the first European country. Meanwhile, China was the only other country to experience the emergency scenario, implementing public health recommendations and raising concerns about the mental health of the population. The Italian National Institute of Health [Istituto Superiore di Sanità (ISS)] reviewed relevant scientific literature in mental health to evaluate the best clinical practices and established the collaboration with the WHO, World Psychiatry Association, and China to support the public health system in a phase of acute emergency. This process permitted the definition of organizational and practical-operational Italian guidelines for the protection of the well-being of healthcare workers. These guidelines have been extensively disseminated within the Italian territory for maximum stakeholder utilization.

In the pandemic times the majority of countries of the world resorted to introduction of prohibitions and constraints. The efficiency of these steps, the public well-being and safety largely depend on the willingness of people to observe them. The article presents the results of the research conducted throughout the territory of the Russian Federation during the first week of the lockdown (announced starting March 30 2020). 269 economically active (employed) respondents (186 women and 83 men aged 18-70) participated in an online survey. The study aimed at establishing the factors affecting the preparedness of the working population to observe the legal restrictions and prohibitions imposed during the initial stage of the COVID-19 pandemic. The authors put forward and confirmed a hypothesis that the preparedness of the working population to comply with the prohibitions and limitations introduced in the pandemic is influenced by the perceived severity of the risk of getting infected during the performance of their professional duties and by the risk of loss of income. The study revealed the correlation between one's individual preparedness to respect the prohibitions and constraints on the one side and the rightful behavior of employers on the other.

<p><strong>Abstract.</strong> Cultural heritage concession has increasingly been adopted as part of public-private partnership agreements in situations where the public administration itself proves to be unable to manage its own cultural heritage. Compared to other public-private agreements, such as sponsorships, concession operations are more complex in nature and require that all private parties involved commit themselves long-term. On the one hand the private partner should estimate costs and revenues in a precise way, which is even more difficult for historic buildings, and be responsible for both ordinary and extraordinary maintenance. On the other hand, the public entity should conceive some legal protection schemes aimed at ensuring the property’s correct management on part of the private partner. Therefore, some continuous and preventive conservation activity is in essence mandatory.</p><p>In these kinds of operations, a refined survey can allow more precise quantitative and qualitative valuations along the entire process: starting from the launch of the call for tenders, where GIS systems can provide descriptive contents, to the definition of detailed investment analysis by the private partner, as well as the management stage, where the implementation of asset management information systems such as BIM tools will allow for quicker and more efficient monitoring and surveillance by the public partner.</p>

The control of financial and tangible resources using is one of the key tasks of management. The paper is devoted to tax control as a control of the legality of the formation and use of financial resources. It is scientifically substantiated that the proper tax control is the one of the main factors of security and economic well-being of the state is substantiated. That is why this topic is important and deserves attention. The concept of state financial control is analyzed and its main features are singled out. The paper reveals the economic and legal essence of the concept of “state financial control” and clarifies its content. The tax control role in ensuring economic security and its attitude to state control is analyzed. The tasks of tax control and their attitude to the management of state financial resources are highlighted. As a result of the analysis of the definitions of the concept of “state financial control", the main approaches, essential features and properties to its understanding are highlighted. The paper examines the definition of essence of tax control, its functional purpose and correlation of state financial control. Tax control is regarded as an indispensable and the most important part of state control. The essence and role of the state financial checking system is exposed for providing the effective use of the financial resources of the state and them having a special purpose use for providing socio-economic development of the state. The basic techniques of the tax control are defined. The ways of improving fiscal control in Ukraine are proposed. As an independent system, tax control provides control procedures to establish variations in the activity system that is controlled by predetermined parameters, the causes of these abnormalities and their removal, while using their own forms and methods to effectively achieve this goal.

An overview of the research into digital leisure that has intensified in recent decades is presented. When studying this issue, a variety of interdisciplinary integrations and collaborations arise, which made it possible to identify positive and negative trends, as well as promising directions for the development of this segment of leisure activities. In particular, foreign studies have established vectors for the development of digital leisure associated with overcoming the dichotomy of the workspace and the recreational sphere, gamification of work processes, the simultaneous execution of several types of activities, including leisure. The “digital turn” leads to the deterritorialization of space and leisure time, overcoming the inequality of resources and opportunities, contributes to personalization, privatization, simplification and marketization of the public sphere, and stimulates a recreational and entertainment model of behavior. Digital technologies, on the one hand, alienate family members, and on the other, connect physically separated friends and relatives. At the same time, online activity reduces the time for communication with other people, sports activities and amateur creativity. On this basis, a variety of Internet addictions and addictive behavior arise. According to the research results, it was found that digital leisure significantly affects the indicators of well-being of older people: their physical and cognitive functioning is optimized, intergenerational interactions improve, and social isolation decreases.

The vision that everything is connected in this world is not new. However, to respond to the current challenges that the world is facing, the integrated vision that humans, animals, and the environment are linked is more important than ever. Collaboration among multiple disciplines is crucial, and this approach is fundamental to understanding the One Health concept. A transdisciplinary definition of One Health views animals, humans, and their shared settings or environment as linked and affected by the socioeconomic interest of humans and external pressures. A One Health concept calls for various disciplines to work together to provide new methods and tools for research and implementation of effective services to support the formulation of norms, regulations, and policies to the benefit of humanity, animals, and the environment for current and future generations. This will improve the understanding of health and disease processes as well as prediction, detection, prevention, and control of infectious hazards and other issues affecting health and well-being in the human-animal-ecosystem interface, contributing to sustainable development goals, and to improving equity in the world.
