This chapter discusses the guidelines for the needed federalism debate by outlining a sequence of evaluative questions that national policy-makers should consider before the passage of any national law that affects one or more of the three institutions of federalism: assignment as to who does what, the number of lower-tier governments, and representation of those governments to the national legislature. The proposed evaluation provides citizens with a Federalism Impact Statement, or FIST, for the proposed policy. As implemented, FIST begins with an analysis of the economic implications of each proposed central government policy by asking whether the national benefits of the policy outweigh its national costs, and whether there might be an alternative policy that is plausibly more efficient. If the proposed policy is viewed as inefficient, by itself or relative to alternative policies, then FIST asks whether there is evidence of, or plausible argument for, compensating benefits from improved local political participation, improved economic fairness, or increased protection of individual rights or liberties. If so, then FIST asks whether these noneconomic benefits can be achieved more efficiently. The execution of FIST would be by an independent agency, such as the Congressional Budget Office or the European Commission, while a national court could ensure that all relevant central government legislation acknowledge, though not necessarily accept, the content and conclusions of the FIST analysis.

This study describes the border management policy conducted by the central government, provinceof East Kalimantan and Nunukan. Policies such as the establishment of regulatory, institutionalstrengthening, programs and infrastructure development. The policy is getting good responsefrom the elite and the masses. On the other hand policy makers have expectations of localcommunities border synergism Sebatik Island in order to build and develop the border areas so asto break the chain of dependence on Malaysia. The research was conducted in Sebatik Island,East Kalimantan province Nunukan with the formulation of the problem (a) what policies areoriented to maintain borders, (b) How is the public response to government policy, (c) What areyour expectations of policy makers in local communities to regional border. This study usedqualitative methods to phenomenological research strategy. Techniques of data collection in thisstudy using two ways, namely in-depth interviews and secondary data view Results indicate thatthe existing policy of both the central and provincial to district borders do not solve the problembecause it is made on the island of Sebatik with other border regions. The policy does not includelocal knowledge, where it is desperately needed by the people Sebatik. In addition to policies onprograms and infrastructure development of the center, the district adopted a policy of inactionagainst the illegal cross-border trade, which on the one hand against the rules but if enforced thenpeople can not perform economic activities that impact well-being. Policies like this gets a positiveresponse from the public. This chapter outlines the exceptional composition of the landmark Kothari Commission, and its blend of idealism and realism. It offers a succinct account of the recommendations of the Kothari Commission, and the ferocious opposition to its recommendations regarding elementary and higher education, language policy, and the establishment of world class universities. It presents a candid critique of its recommendation that has become a hardy perennial of Indian educational discourse, namely that Government allocate at least 6 per cent of Gross Domestic Product (GDP) to education. It gives a crisp account of Independent India’s first National Policy on Education (1968). It also outlines the Constitutional Amendment of 1978 which made education a ‘concurrent subject’, and the educational initiatives of the short lived Janata Government (1976–8), India’s first non-Congress Party Central Government. It also outlines the key role played by J.P Naik in the Kothari Commission and Janata Government and evolution of his thinking.

Purpose The purpose of this paper is to investigate the budgeting practices in the Tanzanian Central Government. New budgeting reforms were introduced following exhortations from the bodies such as the UN, the World Bank and the IMF and reflect the new public management (NPM). Design/methodology/approach A grounded theory methodology was used. This methodology is inductive, allowing phenomena to emerge from the participants rather than from prior theory. This ensures both relevance and depth of understanding. Findings The principal research findings from the data concern the central phenomenon of “struggling for conformance”. Tanzanian Central Government adopted innovations in order to ensure donor funding by demonstrating its ability to implement imposed budgetary changes. Organizational actors were committed to these reforms through necessity and struggled to implement them, rather than more overtly resisting them. Research limitations/implications The research is subject to the usual limitations of case study, inductive research. Practical implications This research has several implications for policy-makers of NPM and budgetary reforms. These include the recognition that the establishment of the rules and regulations alone is not adequate for the successful implementation of budgetary and NPM reforms and should involve a comprehensive view of the nature of the internal and external environment. Originality/value There are few empirical papers of NPM accounting practices being implemented in the public sector of developing countries and none at all based in Tanzania. The paper identifies the existence of struggling to conform to reforms rather than resistance identified in prior research.

The article deals with the analysis of the Soviet national policy from a historical perspective with a focus on investigating into conditions of the loyalty of national elites towards the central government in the last period of the USSR existence. The indicators of the low level loyalty are as follows: supporting the ideas of national sovereignty and independence, participating in the national movement by ruling cadres, influential intellectuals and population. The author shows low sympathy of both groups of representatives: elites and broad population to nationalist ideas. The analysis is based on comparing contrastive cases – the Soviet elites of the Baltic republics (Lithuania, Estonia and Latvia) and Belorussia in their interactions with the central government as well as local population in the period from 1945 to 1991. These republics, their population and elites were similar regarding some important aspects such as historical and cultural as well as demographic characteristics in the case of Belorussia and Lithuania; some important features of the industry (big export-oriented enterprises) regarding Estonia, Latvia and Belorussia. At the same time, these cases showed a different level of the loyalty towards the Union center, namely, relatively high among the Belorussian Soviet ruling cadres and population and relatively low in the Baltic republics by the end of 1980s. The important aspect of the Soviet national policy was establishing new national elites, educational and cultural institutions preserving their native languages as well as the promotion of native cadres into the positions of power in the regional administration. In some respects, this policy was similar to the “indirect rule” implemented in the imperial period of Russian history and consisted in the cooperation between the central government and local elites as the main approach to administrating a multinational state. However, in comparison with the previous practice tending to include national elites in the imperial nobility, the post revolutionary approach considered the creation of national elites through promoting local cultural and educational institutions that offer quite prestigious but specific positions occupied mostly by representatives of the respective ethnic group. Creating local elites reduced the competition for “universal” positions since socialization and career of “national staff” were oriented towards national institutes. However, increasing numbers of “national staff” with limited positions for them had negative social consequences (elite overproduction). Intra-elite tension increased due to the migration from other regions (in the case of Latvia and Estonia). The other reason of this phenomenon was pursuing socialization strategies oriented to the places of origin (in the case of Lithuania). The attractiveness of the Baltic republics both for local population and migrants from other regions of the USSR was caused by a relatively high level of living standards in these union republics. Location of big export-oriented enterprises in the territory of Belorussia created conditions for preferring socialization strategies oriented towards integration with the Soviet Union economy and, therefore, enhanced loyalty towards the USSR center from both elites and population. Besides, the administrative apparatus of the Soviet Belorussia was recruited extensively among participants of the Soviet partisan movement 1941–1944 what explains the devotion of the Belorussian elite to the Soviet symbols and values. At the same time, the base of the legitimization of the Soviet Lithuanian elite was its ability to control the anti-Soviet (nationalist) movement as well supporting national culture and language.

Political economy debates have focused on the internationalization of private capital. But foreign states increasingly enter domestic markets as financial investors. How do policy makers in recipient countries react? Do they treat purchases as a threat and impose restrictions or see them as beneficial and welcome them? What are the wider implications for debates about state capacities to govern domestic economies in the face of internationalization of financial markets? In response, the book develops the concept of ‘internationalized statism’—governments welcoming and using foreign state investments to govern their domestic economies—and applies it to the most prominent overseas state investors: Sovereign Wealth Funds (SWFs). Many SWFs are from Asia and the Middle East and their number and size have greatly expanded, reaching $9 trillion by 2020. The book examines policies towards non-Western SWFs buying company shares in four countries: the US, the UK, France, and Germany. Although the US has imposed significant legal restrictions, the others have pursued internationalized statism in ways that are surprising given both popular and political economy classifications. The book argues that the policy patterns found are related to domestic politics, notably the preferences and capacities of the political executive and legislature, rather than solely economic needs or national security risks. The phenomenon of internationalized statism underlines that overseas state investment provides policy makers in recipient states with new allies and resources. The study of SWFs shows how and why internationalization and liberalization of financial markets offer national policy makers opportunities to govern their domestic economies.

The last decade is marked with acceleration of mergers, corporate restructuring and governance activities. M&A activity has been driven by factors such as technological change, globalization, free trade, deregulation, attempts to attain economies of scale, rise in entrepreneurship, and economic growth. Corporations need to adjust to the change in the environment and expand their markets to achieve growth and protection against volatile economic conditions. Firms can achieve international expansion through foreign direct investments (FDIs) which can take the form of cross-border acquisitions (brownfield investments) and Greenfield investments. This chapter covers an overview of the literature on the determinants of FDI forms of entry, and M&A activity followed with an empirical investigation of the firm-level determinants of foreign investment in Turkey with emphasis on cross-border acquisitions and Greenfield investments. Summary of the findings is followed with the economic implications of forms of FDI entry. The concluding remarks cover the implications of the results for policy makers.

With the liberalization of Indian hydrocarbon sector, the various organizations that comprise this sector face the challenge of becoming globally competitive. This chapter elaborates the concept of innovation system, that is, the formal or informal linkages between the policy makers, industry, academic and research institutions, etc. and its relevance for organizational effectiveness. Using creative and visual thinking tools, authors explore the reasons for the fragmentation of innovation system of Oil India Limited (OIL), a national oil company operating mainly in the northeast India. This fragmentation is evident from several issues such as stagnating oil production, technological obsolescence, continued impact of natural calamities and conflicts in the region and prolonged dependence on central government funding. The authors suggest a high impact solution consisting of policy-making directed at promoting entrepreneurship, strengthening the innovation system through improved stakeholder communication and prioritizing the science and technology investments to address the regional problems.

While freedom dividends from spreading the Internet specifically and information technologies more generally across the Arab Middle East have proven problematic, hopes for economic dividends endure throughout the spectrum from national policy-makers to developers and users in nearly all countries in the region. Enthusiasms for investment in Internet and IT generally have rested on broad supply-side orientations at macro levels that do not link with the actual sociology of IT development, deployment and use at more micro levels, where returns to working on and through the Internet have been elusive. This chapter focuses on Internet developers as the missing link and identifies factors from piracy to strategies for pursuing returns by selling the firm rather than the product and forms of rent-seeking that add problems of getting paid to practices in which IT workers elsewhere have been found to share value orientations of entrepreneurial IT firms, while value is extracted upward and marginal returns on primary production fall at the micro level and fail to register as productivity at the macro level.

The rapidly increasing number of threatened flora and fauna species worldwide is one of the chief problems confronting environmental professionals today. This problem is largely due to the impact humans have had on land use through development (e.g. agricultural, residential, industrial, infrastructure and mining developments). The requirement for developers to implement measures to reduce the impacts of development on wildlife is underpinned by government legislation. A variety of measures or strategies are available to reduce such impacts, including those to reduce impacts on flora and fauna during land clearance, to deter fauna from potential hazards, to facilitate the movement of fauna around and through a development site as well as those to provide additional habitat. In recent years, considerable advances have been made in the techniques used to reduce the impacts of development on wildlife in Australia and overseas. Reducing the Impacts of Development on Wildlife contains a comprehensive range of practical measures to assist others to reduce the impacts resulting from development on terrestrial flora and fauna, and promotes ecologically sustainable development. The government in England and Wales is promoting policies and initiatives to offer patients choice across all healthcare specialties. This has raised concerns in mental healthcare, particularly if the physical healthcare model of implementation is imposed. However, the ‘choice agenda’ is an opportunity for mental health services to be innovative and act as beacons to other disciplines in healthcare. The south-east London programme introducing choice in mental health services is offered as an example here. There already exists an ‘ethos of choice’ within mental health services, but current practices may require a focused approach and structuring to fit in with national policy. This also might be necessary to influence policy makers to take a different perspective on choice in mental health. The principle of choice goes hand in hand with the drive towards greater social inclusion for people with mental health problems.
