The article analyzes the system of economic management of environmental protection as the basis of environmental safety management in construction. The article considers the system of economic instruments of an encouraging and compulsory nature, the use of which should ensure the achievement of the main objectives of environmental policy. Measures are proposed to organize this system for contracting organizations in order to reduce emissions of pollutants into the atmosphere from construction production.

The analysis of the state of the main indicator of ecological safety of the city - environmental protection and the incidence of urban population. The reasons for the low degree of capture and disposal of pollutants have been identified. Appropriate measures are proposed to reduce emissions of pollutants into the atmosphere and ensure the environmental safety of cities.

Nowadays environmental protection and the rational use of natural resources have become priorities of the state-building strategy in almost all developed countries of the world.  Effective financing of these activities is required for the development and adoption of national targeted, local programs for environmental protection, for the sustainable development of society, for the rational use and reproduction of natural resources.  The article is devoted to the research of the current tendencies of the use of fiscal policy measures in the implementation of the national environmental policy in the sphere of atmospheric air protection in Ukraine.  The ways of improvement of environmental taxation and development of the main ways of development and expansion of the system of ecological taxation and ecological governance in Ukraine were discovered. Deforestation causes up to 10% of global anthropogenic carbon emissions. Reducing emissions from deforestation and degradation and enhancing forest carbon stocks can contribute to controlling greenhouse gas (GHG) emissions and limit global warming and climate change. However, global warming cannot be limited without decreasing the use of fossil fuel or emission-intensive energy sources. The forestry sector could contribute 7%–25% of global emissions reduction by 2020. Apart from emissions reduction and sink (mitigation), forests also provide cobenefits such as ecosystem services (providing food, timber, and medicinal herbs); biodiversity conservation; poverty reduction; and water quality, soil protection, and climate regulation. In 2005, the UNFCCC introduced a cost-effective mitigation strategy to reduce emissions from deforestation (RED) in developing countries. The UN’s initiative to reduce emissions from deforestation and forest degradation (REDD+) aims to transform forest management in developing countries, where the majority of tropical forests are located, using finances from developed countries. REDD+ seeks to reward actors for maintaining or restoring forests, acting as an economic instrument by putting a monetary value on every tonne of CO2 that is prevented from entering the atmosphere. Implementation of REDD+ requires economic and policy instruments that can help to control GHG emissions by enhancing carbon sinks, reducing deforestation and forest degradation, and managing sustainable forests. Payment for environmental services offers opportunities for either cofinancing or economic valuation in regard to REDD+ implementation. The challenge is to identify the most appropriate and cost-effective instrument. REDD+ fulfills the current needs for economic instruments and incentives that can be implemented with existing land use and forestry policies to control global GHG emissions. However, REDD+ requires forest governance, law enforcement, clarification of land and resource rights, and forest monitoring to work in the long term. REDD+ payments can be made for results-based actions, and the UNFCCC has identified potential ways to pay for them, but challenges remain, such as clarifying financing or funding sources, distribution of funding and sharing of benefits or incentives, carbon rights, and so on. Different aspects pf the implementation, effectiveness, and scale of REDD+ and their interactions with economic, social, and environmental benefits are important for successful REDD+ implementation.

Оценка экологической эффективности функционирования судоходной компании позволяет определить экологические аспекты воздействия компании на окружающую среду. Подобный анализ обеспечивает определение способов наилучшего управления экологическими аспектами. При планировании снижения экологической нагрузки необходимо осуществить выбор показателей для оценки экологической эффективности. Выполнено структурирование целей и подцелей управления безопасностью, выбран критерий экологической эффективности судоходной компании. Обоснована необходимость определения коэффициентов важности каждой цели. Для оценки экологической эффективности выбран критерий максимума аддитивной технической полезности. Разработана методика анкетирования судоходных компаний для определения значимости и достаточности сформулированных целей в рамках оценки экологической эффективности судоходной компании. Проведено анкетирование ведущих российских судоходных компаний по выявлению степени значимости и достаточности состава целей, подцелей и процедур, используемых для оценки экологической эффективности системы управления экологической безопасностью компании. Выбраны виды характеристик технической полезности для всех процедур, характеризующих эффективность мероприятий, и обоснована оценка экологической эффективности судоходной компании. The assessment of the environmental efficiency of the functioning of a shipping company allows us to determine the environmental aspects of the company's impact on the environment. Such an analysis provides a definition of how best to manage the environmental aspects. When planning to reduce the environmental burden, it is necessary to select indicators for assessing environmental efficiency. The structuring of the goals and sub-goals of safety management was carried out, the criterion of environmental efficiency of the shipping company was selected. The necessity of determining the importance coefficients of each goal is justified. To assess the environmental efficiency, the criterion of maximum additive technical utility is selected. The methodology of the survey of shipping companies was developed to determine the significance and sufficiency of the formulated goals in the framework of the assessment of the environmental efficiency of the shipping company. A survey of leading Russian shipping companies was conducted to identify the degree of significance and sufficiency of the goals, sub-goals and procedures used to assess the environmental effectiveness of the company's environmental safety management system. The types of technical utility characteristics for all procedures that characterize the effectiveness of measures are selected and the assessment of the environmental efficiency of the shipping company is justified.

The article considers ecological and economic instruments in the context of implementation of the state ecological policy and sustainable development of regions. The number of eco-policy instruments used for economic protection of the environment is constantly changing and expanding. The features that characterize economic instruments are identified: the theoretical basis for the use of economic instruments is the idea of external environmental costs, which are expressed in the negative forms of impact of production and consumption of the environment; secondly, environmental and economic instruments are aimed, on the one hand, on the economic support of rational nature management, and on the other - on environmental protection; third, the basis for the practical application of economic instruments are the principles of "polluter pays" and "user pays"; fourth, economic instruments contribute to the development of a "green" economy, which is the driving force of sustainable (balanced) development. Environmental and economic instruments determine the financial strategy, and this is a solid foundation for the concept of sustainable development. There are two main groups of environmental and economic instruments of state regulation in the field of environmental protection: the first group is represented by fiscal and budgetary economic instruments (environmental taxation, environmental payments and fees, environmental regulation and penalties for violations of environmental legislation), the second group of economic instruments for the implementation of state environmental policy is related to the system of financial and economic incentives for environmental activities (preferential taxes, soft loans, subsidies, market formation of environmental goods and services). The main directions of improving the implementation of economic instruments of public administration in the field of environmental protection are identified.
