The analysis of the state of the main indicator of ecological safety of the city - environmental protection and the incidence of urban population. The reasons for the low degree of capture and disposal of pollutants have been identified. Appropriate measures are proposed to reduce emissions of pollutants into the atmosphere and ensure the environmental safety of cities.

The article analyzes the motivation systems of the organization's personnel and their features, forms and types of motives. The main technologies for providing motivational personnel potential are identified. The description of the invariant of the state civil service personnel profile is presented. Variants of the motivational profile for the staff Of the Department of nature management and environmental protection of the city of Moscow have been developed, taking into account the level of responsibility for making managerial decisions. Specific procedures for managing the motivational profile of the Department's civil service personnel are outlined.

The current state of the ecological situation in our country is becoming dangerous not only for the present but for future generations largely. These are contradictory principles of sustainable development and threatens the further development of the state. Ensuring the sustainable development of human civilization depends on many factors and conditions. In recent decades, humanity has been actively implementing the concept of sustainable development. This concept became widespread after the United Nations Conference on Environment and Development in Rio de Janeiro in 1992. This concept of sustainable development creates possibility to achieve socio-ecological and economic security and safety. The concept of sustainable development is based on the impossibility of solving environmental safety problems separately without solving economic and social problems. Thus, focusing only on the economic indicators of production leads to a catastrophic deterioration of the environment and public health, which is accompanied by loss of ability to work, reduced efficiency, and, consequently, reduced Gross National Product. At present, the concept of sustainable development is especially relevant for our country in general and for its regions in particular. The problem of environmental safety plays an important role, as it ensures the use of natural resources that will contribute to their natural recovery as well as reduce the impact of anthropogenic pressure on the environment. For effective studying the problem of environmental safety we decided to assess environmental safety at the regional level on the example of Rivne region. The article considers the issue of assessing the state of ecological safety of residential areas of Rivne region. Analysis of recent research shows that environmental safety is formed under the influence of environmental, socio-economic and man-made factors. Therefore, the definition of environmental safety requires a comprehensive approach. Since the definition of local safety requires a comprehensive approach, it is based on assessing the socio-ecological safety of the research area. Achieving the goal is expected through the solution of the following tasks: - substantiate the selection of indicators for the assessment of residential areas; - to calculate the levels of security of residential areas of Rivne region for each district. The method of evaluation of scientists Gerasymchuk Z.V., Oleksiiuk A.O. is represented as a basis. It is proposed to divide all indicators into 3 blocks: resource, biosphere-centric and anthropocentric. The assessment is performed using indicators of partial integrated levels of environmental safety of three blocks of resource, biosphere-centric and anthropocentric. In the resource block we will analyze the indicators that show the number, level of involvement and efficiency of use. In the biosphere-centric we will analyze the indicators of anthropogenic impact on the environment through the formation of discharges, emissions and waste. In the anthropocentric block we will study the state of health of the population, the level of growth and population estimate. Then, based on these calculations for each unit, we determine a partial indicator of environmental safety. On the basis of the calculated 3 blocks according to a technique we will receive an integrated indicator of ecological safety. The integrated indicator gives a qualitative assessment of the ecological condition of each specific district according to the developed scale Gerasymchuk Z.V., Oleksiiuk A.O. Also this indicator gives us the possibility to make a comparative description of the districts among themselves. Thus, in our work it was established that in the vast majority in the zone of ecological threat there are 12 districts, in the zone of ecological danger - 3 districts of Rivne, Sarny, Zdolbuniv regions. In the zone of ecological risk is Berezne district. A large number of areas that are in the zone of danger indicates that these areas are characterized by a high level of man-made load on the environment. Based on this, to ensure the environmental security of the territory it is necessary to form the main and supplementary strategies, depending on the state of environmental security and financial capabilities of the region. Thus, the conducted diagnosis of environmental safety allowed to assess not only the integrated indicator of environmental safety, but also to identify the main factors that may lead to the deterioration of the environmental situation.

The present article studies the legal fundamentals of the organization and activity of internal affairs bodies aimed at ensuring environmental safety protection in the Republic of Kazakhstan. Despite the expressed increased attention of the scientific community to the environmental safety of the society and the state, currently there is a lack of studies dedicated to the complex analysis of legal protection of the environment, as well as the special analysis of the environmental protection activity of internal affairs bodies. The objective of this work is to reveal the peculiarities of functions of internal affairs bodies of the Republic of Kazakhstan for environmental safety protection. Basing upon the analysis of the current legislation, the forms of independent activity and interaction of the police with other law enforcement agencies are distinguished in the field of implementation of the environmental safety protection function of the state. The article considers the procedural and institutional and prompt measures in the field of counteracting environmental crimes. The article studies the international experience of environmental safety protection by the police: the structure and legal consolidation of their activity; the mechanisms of implementation of the environmental function; the determination of their place and role in the environmental field. The authors draw a conclusionthat the current legislation of the Republic of Kazakhstan does not clearly determine the environmental protection functions of internal affairs bodies; the legislative specification of the environmental safety protection activity of internal affairs bodies is estimated and the idea of the development of a special subdivision of the environmental police is supported.

Environmental protection is an area of interdisciplinary, in which the rule is the use of concepts relevant to the legal sciences, natural sciences, engineering, or chemical. Therefore, in practice, they may mean different things depending on the conceptual context in which they are used. The concept, which draws attention to the rights and duties of citizens, public authorities, or environmental organizations, is a responsibility in protecting the environment. The state authorities should support citizens in their efforts to protect and improve the environment. Ecological safety, which is to be provided by a public authority is a state of the environment that allows you to safely stay in it and use it. The instrument to ensure that safety is the protection of the environment, which acts as a directive interpretation when there are doubts as to the scope of duties, such duties, and how they are implemented.

This report documents the Mugger Crocodile census conducted on 20–21 January 2015 at Vadodara City, Gujarat. This is a periodic procedure and part of an ongoing study designed to monitor this urban population with the help of public participation. The results show gradual increase in the Mugger populaion within the demarcated stretch of the River Vishwamitri. The night-count numbers indicated the presence of 250 individuals of various sizes (<1 m to > 4 m in total length). Mugger Crocodiles are wild, aquatic, carnivorous animals that have been flourishing in close proximity to humans, allowing for a noteworthy case study of the human-Mugger relationship. However, direct and indirect conflict data from the year 2014 are alarming – 24 documented Mugger attacks (12 of which were fatal) within the state, seven (three fatal) within the city limits, and 48 Muggers of various sizes rescued from the area. These numbers are indicative of a unique, complicated, and delicate relationship between humans and crocodiles as a balance is sought between Mugger conservation and a steadily rising urban population.

The article gives a historical excursion of the order of forming the concept of sustainable development. It is determined that the concept of sustainable development is one of the priority areas of scientific research. Emphasis is placed on the environmental component of the sustainable development concept. The author offers the author’s periodization of the idea of sustainable development and environmental safety within its framework. It has been determined that the formulation of ecological security has gone some way from the beginning of understanding the importance of environmental problems and environmental protection to the recognition of ecological security as a component of international and national security. The main international documents in the field of environmental safety are outlined. The main international conferences that laid the foundation for the concept of environmental safety were identified. The place of ecological safety as an integral part of the concept of sustainable development is defined.

This research is highly relevant because environmental crimes (eco-crimes) greatly harm public relations in economic, political, social and cultural spheres of the lives of individuals, society and the state and cause colossal material damage to physical persons, juridical persons and the state. The goal of this article is to define the concept and essence, as well as to provide the criminological description of environmental crimes, which is essential for identifying contemporary prospects of its prevention. The authors describe the concept of this kind of crime in the broad and in the narrow sense. In the broad sense, environmental crime is understood as an aggregate of crimes where the object of infringement is any public relations in the sphere of protecting environmental order and ensuring environmental safety. In the narrow sense, environmental crime is understood as an aggregate of crimes committed during a certain period of time on a specific territory, manifested by a quantity and quality of homogeneous publicly dangerous, illegal, guilty and criminally punishable acts (actions and inactions), where the object of crime is public relations of protecting environmental order and ensuring environmental safety. The research singles out such attributes of environmental crime as public danger, social causation, sustainability, systemic character, structural properties; the authors examine its highly latent, organized, professional and trans-border varieties separately. They present measures to prevent environmental crimes aimed, among other things, at eliminating contradictions between environmental and criminal legislation; incorporating in law requirements to conduct environmental expertise of the planned business activities; developing a system of state and international standards of Russia in the sphere of environmental protection that reduce anthropogenic impact on the environment; developing and activating the court mechanisms of resolving contradictions between the interests of the population, businesses and the state in the sphere of environmental protection; strengthening the system of prosecutor’s supervision and implementation of prosecutor’s intervention in the sphere of environmental protection, etc.

The Committee on Environmental Management, Environmental Protection and Environmental Safety of St. PetersburgOffice of The Environment, Use, Conservation and Reproduction of Natural Resources.The Committee’s tools include: legislative activities, organizing events, ensuring the organization of monitoring, organization and control, informing the population, legal entities in the field of environmental protection. The Committee’s main activity is to implement the «Environmental Policy of St. Petersburg for the period up to 2030.»From 2013 to 2019, measures to reduce negative impacts and pollution in the environment, air and water resources have been implemented.Despite the large number of activities implemented, achieving the Committee’s objectives and environmental policies presents a number of challenges. This article aims to develop proposals to improve the stimulation of the population and business community, to ensure a favorable state of the environment, as well as to preserve natural ecological systems and natural resources to meet the needs of future generations, to realize the right of every person to a favorable environment and to ensure the environmental safety of St. Petersburg.

The paper analyzes the life quality of the rural and urban population of Russia. The purpose of the study is to obtain quantitative estimates of the prox-imity of the main aspects of the life quality in the city and the countryside. The empirical base is the microdata of statistical observations of Rosstat at the end of 2018. The life quality is determined through a combination of financial capabilities and needs of the individual, as well as the state of the external environment. The financial condition of an individual characterizes the possibility of consum-ing a good, which may not be realized due to the absence or non-articulation of the corresponding need. The state of the external environment charac-terizes the physical (technical) availability of goods, their variety and quality. It is shown the availability of benefits to the rural population associated with the quality of housing and the environment that is higher than in the city. A high level of consumption of a number of expensive goods and services (TVs, mobile phones, cars) has been established, which, however, is combined with their lower quality and less variety of choices (brands). It is shown that the limited physical (technical) accessibility of modern innovative goods and services is overcome more difficult and slower, and in the foreseeable future it is impossible to expect a convergence of the life quality in cities and villages in this aspect.

The article analyzes the system of economic management of environmental protection as the basis of environmental safety management in construction. The article considers the system of economic instruments of an encouraging and compulsory nature, the use of which should ensure the achievement of the main objectives of environmental policy. Measures are proposed to organize this system for contracting organizations in order to reduce emissions of pollutants into the atmosphere from construction production.
