Abstract—The aim of this study is to elaborate the conserving Kali Pasir Jami’ Mosque in Tangerang City, Banten Province that includes the participation of local communities. There is an initial conservation program proposed by the local government but it is not yet clear of how should the collaboration between communities who have done practical conservation and local government who slowly plans the conservation program. The lack of historical documentation of the building and unstructured research done by communities imply a potential threat to the conservation effort and loss of historical values of the mosque. This paper is the result of both qualitative and quantitative approaches such as observation and in-depth interviews in analyzing the conservation of the mosque. The finding of the research shows the important role of local communities in the sustainability of the mosque although there is also an urge to involve experts and government to create the right strategy in conserving the mosque.Keywords—conservation, Kali Pasir Jami’ Mosque, preservation

The purpose of this study is to provide an overview of the role of local government, industry, and society in Merauke waste management. The approach of this research is Qualitative. Data obtained by conducting in-depth interviews to the key informants and the supporting informants (snow ball sampling technique), observation and so that the data obtained meet the saturation point. The analysis of data are include (coding, data grouping, data validation, data presentation, conclusion). The results of research shows the following: the first is, the role of local government in waste management in Merauke is not optimal yet. The second is the lack of involvement and participation of other officials, industries, communities that should be responsible for waste management. The third is the handling of waste that has been done is by transported and accommodated the garbage in a temporary garbage disposal to be sorted and then transported to the landfills. The concept of 3R (Reduce, Reuse and Recycle) which supported by the participation of government, industry, society is the right concept in solving the garbage problem in Merauke.

Abstract: This paper explains how the community of Lempur Village living in the forest area have a high dependence with nature. The position of the community is considered to interfere with the conservation program, that they must accept losing access to the forest area that has become the state property (TNKS). The loss of access to forest resources, pushed them to be more protective with the land that already allocated to them by the local government. Their openness to migrants began to fade and they did not tolerate new migrants who cleared land, reinforced by the ancestors history to reinforce the concept of localization to see who has the right to access land in Lempur Village. Moreover, other form of their resistance is by reconstruct the myths,  addressed to immigrants, corporations, and tourists. Intisari: Tulisan ini menjelaskan bagaimana masyarakat Desa Lempur yang tinggal berbatasan dengan hutan sangat menggantungkan hidupnya terhadap alam. Posisi masyarakat desa dianggap mengganggu program konservasi sehingga mereka harus menerima kehilangan akses di area hutan yang sudah menjadi milik negara (TNKS). Dengan hilangnya akses mereka terhadap sumber daya hutan yang kini dijadikan area konservasi, menuntut mereka untuk lebih protektif terhadap sisa lahan yang memang sudah diperuntukan bagi mereka oleh pemerintah daerah. Keterbukaan mereka terhadap pendatang mulai pudar dan tidak lagi dapat mentoleransi pendatang membuka lahan. Diperkuat dengan sejarah nenek moyang mereka untuk mengukuhkan konsep kelokalan guna melihat siapa yang memiliki hak untuk mengakses tanah di Desa Lempur ini. Selain itu bentuk lain dari perlawanan mereka ialah dengan merekonstruksi kembali mitos-mitos yang sangat kuat digaungkan kepada pendatang, baik imigran, perusahaan, maupun wisatawan.

This research is located in Pakraman Karang Sari, Village Office Suana, Nusa Penida in tourist attraction Pura Goa Giri Putri which aims to determine the function of local communities in the management of the attraction in the development and planning as a community-based tourism destination.         Data collection techniques in this study, by observation, in-depth interviews with 6 informant, and documentation study by taking a picture in the attractions of Goa Giri Putri. The data have been analyzed with descriptive qualitative data analysis techniques are broadly communicating, and systematic explanation of the data obtained in the field with the aim of obtaining a clear picture and objektif.  The result of this research is the role of local communities in the management of a tourist attraction Pura Goa Giri Putri is as pengemong / pengempon who have the responsibility to maintain and grow attractions Goa Giri Putri directly or indirectly such as participating maintain cleanliness, keeping tourist attraction Goa Giri Putri, keeping pemedek or tourists who visit and support the implementation of the current pujawali ceremony  / ceremony at Pura Goa Giri Putri with managers and other stakeholders.   Keywords: Participation, Local Communities, Management, Tourist Attraction, Community Based Tourism

Inland territories hold a great diversity of ecocultural resources, increasingly constituted in tourist products for local development. Their role in improving the socioeconomic conditions and wellness of local communities, as well as in promoting tourism and sustainability, depends on the involvement of public and private actors. The relationships and the collaboration of local actors are essential in that regard. The study of aforementioned processes takes place in the inland territory of Galicia (NW Spain). The methodology of research relied on in-depth interviews. Due to the key role of the local actors, the interviews focused on their professional and life experiences. The analysis of the answers establishes the definition and the appraisal of the main resources, attached to territorial identity, and highlights the engagement and involvement of the actors in the territorial dynamics that foster the promotion of the ecocultural resources for tourism.

Rapid development of information has made governments to employ e-participation by using ICT tools for the purpose of involving citizens in government policy issues. The purpose of this study was to examine e-participation tools and local government capacity on e-participation with reference to technical, financial and human resource in Tanzania. The study employed descriptive statistics whereby qualitative and quantitative approaches were applied. The data collection methods used were questionnaire and in depth interviews. Quantitative data were analysed using descriptive statistics while qualitative data was analysed using content analysis. The study findings revealed that the municipality does not have adequate technical and financial capacity for e-participation. The findings also revealed that websites and emails were the only e-participation tools used by the municipality. To improve capacity of Kinondoni Municipality in e-participation it is recommended that more funds should be injected to ICT infrastructures and that staff should be recruited and trained for ICT use.

A local community has been defined by the Constitution of Ukraine as a primary subject of a local government. But in practice the participation of a local community in socio-political life is comed down to the realization of the right to vote of its sitizens. According to this in Ukraine the Constitutional right of a local community to decide quastions of a local significance now is limited and isn’t settled on legislative level and on regulatory level. Should be noted a local community as a primary subject of a local government hasn’t recived а proper legal status in Ukraine. The purpose of the article is the systematization of existing theoretical ways to the defining of a local community as a primary subject of a local government and the determining its legal status in Ukraine. On the basis of the conducted research it is detected that a local community must be considered as a set of persons which live within a certain area, have a certain relationship with each other and a common interests, rights and powers to solve common problems. We’ve found out that an organizational and legal status of local communities is characterized by imperfection and need specifications and refinements. Because of no having a clear organizational and legal status of a legal entity local communities can be the subject of legal rights and powers only indirectly, from representative bodies. The adoption of the law of Ukraine «About local communities» will allow on legislative level to settle the quastion of legal subjection of a local community as a legal entity of public law, its legal, organizational and other guarantees, which to a large extent affect on the capacity of such local community, its real ability to decide quastions of a local significance and protect own rights and legal interests self-sufficient in full. A Clear definition of a legal status of a local community allows to harmonize the system of public administration in districts and to provide a successful development of the state as a whole. The objective of this research article was to discuss the benefit and the maintenance of social culture in the Gapoktan (Farmers Group Association), Agro Prima. The data were gathered by conducting in-depth interviews with 16 informants that consisted of the managers and the members of Agro Prima and the local government officials. The purpose was to find out the norms, the values, and the network of this group of farmers. The result showed that cultural values found in this group had brought about the strengthening of the element of social capital of its members. Their homogeneity of their religion and their ethnicity had caused them to be able to cope with any problems which arose in the Gapoktan, especially by using the principle of “holong mangalap holong” (being mutually affectionate). Besides that, the local people in this area firmly follow the cultural principle of “Tappal marsipagodangan, udut marsipaginjangan, marsipatua-tuaan aso dapot hadamean” (always instilling the sense of togetherness and the form of address for someone according to tradition followed from generation to generation) so that each member and the management of the group can maintain and develop harmonization in the organization. The use of this social capital can be seen from their activity in empowering in order to increase their welfare and economic condition. The Gapoktan, Agro Prima, also attempts to maintain and develop the organization so that it will become tenacious through the use of this social capital.

The application of community-based management (CBM) in managing coastal tourism in Indonesia is still limited to providing short-term benefits, especially for local communities and does not guarantee the sustainability of resources at large. On the other hand, most CBM partnership in Indonesia are still limited to the relationship between the local government and local communities and there is no clear partnership scheme in involving the role of third parties and private sectors that can increase the benefits of implementing CBM. This study aims to review and evaluate CBM policies and implementation in the coastal tourism in Indonesia, identifies the effectiveness of CBM implementations, and suggest an optimal CBM partnership scheme in the coastal tourism in Indonesia. The data used are primary data through questionnaires, interviews, and focus group discussion (FGD). Respondents in this study include members of hotel and restaurant association, CBM managers, local government, and businessmen in the coastal tourism area. This study uses investment attractiveness index to measure the effectiveness of CBM in each coastal tourism destination. The findings shows that the implementation of CBM in Indonesian coastal tourism mostly favored the local communities but draws little attention from bigger investment mainly because there is a lack of clear land regulation set by local government in coastal area.

Kajoetangan or Kayutangan kampong heritage is a new tourist spot in Malang that emphasizes the empowerment of local communities in realizing settlement-based sustainable tourism that existed during the colonial era which was composed of dozens of Indische architecture in the late 19th to early 20th centuries. Kayutangan heritage villages are composed of settlements with a small size with access in the form of a small footpath combined with a mural and various outdoor plants. The houses in the area have not changed for nearly a hundred years, which have been passed down from generation to generation. Descriptive qualitative method is used in this research by combining the data obtained based on in-depth interviews, survey and combined with literature studies. Purpose of this research is to explore historical sequences and processes of sustainable tourism management controlled by local residents with financial assistance from various partners. The results of the study show that the role of local communities is quite positive in efforts to support tourists either by being directly or indirectly involved by building supporting facilities for core tourism such as culinary spots and souvenirs. Collaboration with several government agencies, universities and banks also makes the additions and directions in making and using additional facilities more structured.

Partnership Mechanism of PIR-TRANS farmers and PT. Tania Selatan through a cooperative for Palm Oil Production in Tania Makmur Village,Lempuing Jaya Sub-district, OKI Regency, South Sumatera Province PIR-TRANS and PT. South Tania could make farmers feel aggrieved because of  the lack of good management company, so the PIR-TRANS farmers need to know the mechanisms and constraints on partnership between farmers PIR-TRANS and PT. South Tania through cooperatives. Mechanisms of partnership can be seen from the rights and obligations of farmers and companies, as well as the role of relevant institutions and the constraints faced by companies and farmers. The data used in the form of qualitative data sourced from primary and secondary data. Methods of data collection in the form of in-depth interviews and documentation. The analytical method used is descriptive qualitative method. The results showed that mechanisms and constraints in the implementation of partnership is based on a written agreement between farmers of PIRTRANS and PT. Tania Selatan has been implemented quite well. Farmers' right to getseeds, development and marketing of crops. The right of the company is to get the harvest in accordance with the standards of the company. The farmer's obligation is to supply all crops according to the company standards. The company's obligation is to maintain the infrastructure. The certainty of roles between farmers and companies has been running optimally. The biggest obstacle faced by farmers and companies is the poor road infrastructure causing inhibition of transportation and harvesting process, especially in the rainy season, and poor management of the company to make farmers feel harmed at the beginning of cooperation done.
