In monetary autonomy, Surabaya government expects to increase its province earnings. As the government regulation number 22 in 1999 (the newest is number 32 in 2004), Surabaya government has a privilege  autonomy in considering the intensification and extensification to support its province earnings for economical development. This research intends to get a real proof on implementation of intensification and extensification for province and also to get the real proof on regional economic development and the growing of earning grade after the application of newest regulation number 32 in 2004.This is a qualitative research by taking data from BPS office in Surabaya, on 10 June 2005 and from Surabaya financial department. And the results show that the new regulation can  increase the province earnings  by implementing  intensification (tax of  bill and retribution) of an area which is stated. And after the rule was issued can increase the amount of infestations. So these support the growing economic grade and infestation season around east Java regions especially in Surabaya city

Small and medium entrepreneurship (SME) is one of the most important sectors of the national economy. It determines the economic growth rate of the country/region and the structure of the gross national product. The article aims at evaluating the contribution of SME to the regional economic development on example Adjara A.R. (Republic of Georgia), investigating and analyzing importance of SME development at regional level and discussing the factors influence on its development. In the research section of the given article econometric analyses of SME key indicators is conducted by linear log-regression model based on statistical data of 2006-2019 years. The results of the research study show positive impacts of the number of employees and their productivity on gross value added. The study aims at underlining the government policy supporting an advantageous SME environment and conditions, which is a precondition for regional economic development.

Purpose This paper aims to present a categorization scheme and use it to classify Canadian Government (federal and provincial) competitive intelligence (CI) programs and to also look at the impact of these programs on sectoral and regional economic development. Design/methodology/approach Based on the author’s 25 years of experience designing, running, and studying Canadian Government CI programs, a classification scheme to classify these programs has been developed and used. Also, by using program review information, this paper looks at evidence for program impact on regional and sectoral economic development. Findings This paper identifies a broad range of federal and provincially sponsored CI programs aimed at helping both government officers and those outside the department make better decisions. The review identified several roles that the government can play in using CI: creator of CI (both for their own purposes and also for helping Canadian companies), CI environment skills builder (helping Canadian companies develop skills in developing their own CI) and CI partner (working jointly with Canadian companies in developing CI). While there have not been many formal program reviews of the CI programs sponsored by Canadian Government departments and agencies, anecdotal evidence (from training program participant evaluations) and a comprehensive review of a small community CI-based economic development program support positive sectoral and regional economic development results arising from these programs. Practical implications CI programs can be used as part of a government’s regional and sectoral economic development approach. CI can be used to assist with decision-making both within and outside the government. This paper identifies several different kinds of programs that can be used to further a government’s economic development agenda. Originality/value There are very few articles that examine how governments have helped companies to develop CI and how they have used CI, and none has looked at the impact of these on regional and sectoral economic development. This paper, based on the author’s experiences, provides a view of the Canadian programs and their impact on regional/sectoral economic development.

Coronavirus disease 2019 (COVID-19) propagation in 2019 posed serious threats and challenges to human public health and safety. Currently, COVID-19 is still not effectively controlled in certain countries and regions. This study combines the traditional susceptible-exposed-infectious-recovered (SEIR) model, system dynamics (SD) model, and cellular automata (CA) model to construct a spatiotemporal dynamics pandemic model (SDPM). The SDPM is used to dynamically depict the spatiotemporal diffusion and outbreak of COVID-19 through research on the relationship between epidemic spread and regional development. The results show that: (1) There is a positive correlation between regional development and epidemic spread. The more developed the regional economy, especially in areas with short-range population migration from Hubei Province, the more severe the epidemic spread; and (2) The spatial isolation and control measures adopted by the government can effectively prevent the COVID-19 spread. The results explore the relationship between COVID-19 spread and regional economic development by studying the spatial and temporal transmission characteristics of COVID-19, and provide a scientific reference for the government to formulate reasonable response measures.

The impact and effectiveness of policies to support collaboration for Research & Development (R&D) and Innovation is critical to determining the success of regional economic development. (O’Kane, 2008) The purpose of this paper is to evaluate the level of success of the Innovation Vouchers Program operated by Invest Northern Ireland (Invest NI) from 2009 to 2013 and address if attitudinal views towards innovation development should play in a role in future policy design in peripheral EU regions.
