The main purpose of the study is to analyze the effectiveness of the system of formation of professional competence of future managers of physical culture and sports. Recently, much attention has been paid to reforming the education system in the country. The existing system of training qualified personnel for the sphere of physical culture and sports does not correspond to the modern needs of society. In this regard, the training of sports managers and the formation of their professional competence is of particular importance. The actual aspects of the definition and diagnosis of professional competence are confirmed by a number of international educational research programs, proactive scientific developments on this topic. The result of the study is to determine the main aspects of the effectiveness of the system of forming the professional competence of future managers of physical culture and sports.

The focus of the project undertaken is to comprehend, what is the research magistracy in education in the twenty-first century. Since the 1990s, when the master’s level of training first appeared in the Russian education system, a search was made for its place and role in the system of training highly qualified personnel for the education system. The central problem of the current stage of the master education development is a triple conjunction: understanding the relationship between research and educational activities; the reflection of the contexts, conditions and limitations of research activity in the field of education; and the creation of new research programs based on humanitarian discourses in the second half of the twentieth century. The conceptual foundations of the project were built in connection with the ideas of T. Kuhn’s “scientific paradigms” and I. Lakatos’s “research programs”, which made it possible to establish a correspondence between different educational values and the type of research practices; the field approach of P. Bourdieu, which allows the models and resources of research activity to be structured; and structural psychoanalysis by J. Lacan, which provides a new look at research activity. As a result of the article, a generalized image of the developed master’s program “Interdisciplinary Studies in Education” is formulated.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.

On the way to higher education In recent years, under the leadership of the President Shavkat Miromonovich Mirziyoyev, great changes have taken place in the higher education system, as well as in all areas. Consequently, the confidence of our people in this field is strengthening, and the desire of youngsters for higher education is growing from year to year. The Presidential Decree "On approval of the Concept of development of the higher education system of the Republic of Uzbekistan until 2030" states important tasks such as ‘’raising the content of higher education to a qualitatively new level, the establishment of a system of training highly qualified personnel who can make a worthy contribution to the sustainable development of the social sphere and the economy, find their place in the labor market’’.

The article describes the individual components of higher education in the Tula region. The questions concerning the role of the state in the formation of the general educational vector and the degree of its influence on the training of highly qualified personnel are considered. The analysis of some statistical data characterizing the higher education system of the Tula region is carried out. The article proves the relationship between the higher education system and the prospects for the development of the labor market in the Tula region. The limitations that may affect the nature of interaction between market structures and the education system are identified. The prospects of interaction between educational and market structures for the formation of competitive labor resources in the cancers of the Tula region are formulated.

Professional and public accreditation is increasingly included in the practice of interaction between employers and the education system. The goals and objectives of professional and public accreditation are outlined, practical aspects that help an educational organization to effectively go through the appropriate procedure are highlighted.The presented experience is the result of the author's practical work on the organization of professional and public accreditation of basic educational programs on behalf of employers of railway transport.

A research project commissioned by the Ministry of Education recently presented NZCER researchers with an opportunity to consider how educational research could contribute to the development of a more future-oriented learning system. Our goal was to synthesise ideas from the “21 st century learning” literature with current knowledge about practice issues and future possibilities for innovation in New Zealand education in order to distil a set of themes or principles which a wide audience of educational stakeholders might be able to engage with. While this approach and the themes we have developed are open to critique, we hope this synthesis might provide a platform for educators, researchers, policymakers, and other stakeholders in education to engage in ongoing discussion about how to develop “next practice” and achieve system change.

This paper focuses on the issues of raising professional competence in teachers working in inclusive educational organisations and outlines the main strategies of specialist training within master’s programmes. It is emphasized that one of the most essential components of graduate education is the development of professional (practice-oriented) competencies during training at networking educational institutions, which would make future specialists able to solve professional tasks of any difficulty and to come up with new schemes for professional activity in the context of the transformation of the Russian education system.
