The role of institutes and institutions in the process of functioning and development of society is revealed in the work. An analysis of the state of institutions and institutions in society of post-soviet countries at the present stage of its development and the problems associated with the underestimation of their role in the organization of society. The mechanisms of formation of contradictions between formal and informal regulators of public relations are revealed. The need to harmonize the basic principles of functioning of official institutions and informal norms is substantiated. The conclusions of leading institutionalists from the point of view of application of their ideas in society of post-soviet countries  are analyzed. The problems of synchronization of interaction of newly formed official institutions in the country and ingrained informal norms prevailing in the society are revealed. Informal norms that have a destructive effect on the development of society have been singled out.

When one wants to learn to know the basic principles of the Ancient, undivided Church concerning the State, as authoritatively and validly as possible, one has to turn to the teachings of the so-called Ecumenical Synods, which is the term used of those great synods of the bishops which were recognised as representing the mind of the Church and whose declarations and rulings thus were—and are, from the Orthodox point of view—binding on the whole Church. The period, during which the said synods of the ancient Church took place, falls between the 4th and the 8th centuries, the latest of them being held in 787.

The rapid technology development and information made public (community) being so critical to the policies was taken by the government. This requires police institution to maintain of security guards, public order, enforce the law, provides protection, aegis and service to the community. Public Relations (PR) is an agency which have a duty to understand and evaluate a variety of public opinion in order to help to create harmony between particular agencies with the public. In order to increase quality of human resources in Police Department are required personnel with the ability in resolving problems the happens in society. In resolving these problems, that needed cooperation between police department, college and the community. The contribution of college to police department and the community with conducting the devotion to the community in cooperation Polresta Tangerang. The method in use in devotion community is by providing training of the role of public relations to Polresta Tangerang members through zoom cloud meeting. The role of public relations training aimed at giving public knowledge include similarity in communication, public relations function, basic principles of public relations, the management of the community and management of media relations may be good quality police. The evaluation of the training be concluded that the training that performed capable of increase understanding participants on the role of public relations.

We study one of the varieties of legal nihilism – the legal nihilism of civil servants, which undermines the role of law as the main regulator of public relations, harms the socio-economic, moral, cultural and other activities of the state. We analyze official statistical data confirming the prevalence of legal nihilism among civil servants, which arises in the field of administrative management and replaces legalized public relations. We point out that the personnel policy is one of the ways to minimize the legal nihilism of civil servants, since it determines the effectiveness of the implementation of goals and tasks facing civil servants. In accordance with the regulatory legal acts, the basic requirements for the formation of the personnel of the civil service are analyzed. We substantiate that one of the effective means to reduce the level of legal nihilism among civil servants may be the adoption of a unified Concept of personnel policy in the field of public service, fixing the funda-mental principles (principles, areas of activity, goals, objectives, strategy for the formation of personnel of public servants), as well as the creation of ap-propriate Concepts in each department, taking into account the specifics of the functions being implemented. We note that only consistent and competent actions can have a positive impact.

This essay offers an overview of public relations history and historiography, using a review of a recently published book series as a starting point. In offering sometimes previously undocumented national histories and regional and non-US perspectives, National Perspectives on the Development of Public Relations: Other Voices opens up the field. However, the series also raises philosophical and methodological issues regarding the role of history, the positioning of public relations, tensions within the field and public relations’ relationship to societal communication and powerful strategic interests. Scholars have not always grounded their histories within wider historical literature that contextualises the public relations occupation and its role in a particular societal context. We argue that a renewed focus on historiography is needed to better address the influence of US progressivist accounts, the scientisation of western public relations and the narrow confines of the public relations discipline.

Introduction. The concept of a “subject of behavior” (SB) was formulated within the system-evolutionary theory in systemic psychophysiology. It is argued that the development of the concept of SB requires describing other components of this internally consistent theory. Theoretical review. This section reviews the theoretical and empirical grounds used by V.B. Shvyrkov to formulate the original foundations of the concepts of SB and “state of the subject of behavior” (SSB). SB is defined as the whole set of functional systems (elements of subjective experience) comprising memory. SSB is defined as a section of functional systems (part of the whole set) that are formed at different stages of individual development and simultaneously actualized in order to provide the deployment of a certain step of the behavioral continuum. Behavior is considered as the dynamics of SSBs, i.e. the transition from the state corresponding to one behavioral act of the continuum to the state corresponding to the next behavioral act. Results. This section reviews the results of theoretical and empirical development of the concepts of SB and SSB that was aimed to expand their factually supported meaning. This development has been implemented via the research paradigm of system psychophysiology representing a field of multidisciplinary studies focused on the mechanisms of formation and actualisation of experience in human and other animals during individual and collective behavior. I review neurogenetic bases of experience formation; dynamics of the formation of the structure of experience within a strategic game; variability of SSBs during consequent behaviors; the role of learning history during formation of the structure of experience; specific characteristics of various domains of experience; the unified theory of consciousness and emotion along with its implications; dynamics of SSBs underlying regression; properties of various forms of social interaction in individuals with holistic and analytical mentalities; the system mechanisms of moral judgement of actions; and results of mathematical modelling of SB formation. Conclusions. Results of the reviewed studies of SB and SSB demonstrate heuristic value of these concepts and their potential as methodological tools for coordinated development in various fields of psychology and neuroscience.

The article considers the role of the notary in the inheritance of enterprises without the formation of a legal entity. At the present stage, many individual entrepreneurs create enterprises without forming a legal entity, but when inheriting such an enterprise, there are problems of separating the enterprise from the personal property of citizens. In this regard, it is proposed to carry out the state registration and statement on the cadastral accounting of a business without forming a legal entity. The role of a notary will be significantly increased if the mandatory state registration of an enterprise without the formation of a legal entity is established by law.

The article shows that the unstable situation in the world leads to possible armed conflicts, affecting primarily children, experiencing various traumatic consequences. Such a situation arises in post-conflict regions and creates a need for teachers who possess the necessary competencies when teaching children with experience of traumatic effects. The purpose of the article is to study the state and trends in the development of psychological and pedagogical issues related to the use of collaborative learning technologies to form the psychological culture of future teachers in order to further work with children with experience of traumatic effects. It is shown that the analysis of the formation and development of the problems of group psychological corrective work is grounded on the basic principles identified by representatives of various directions. The authors propose to build the training of future teachers on the basis of a model of joint thinking for the subsequent organization of teachers’ interaction with children who have experience of traumatic effects. The authors analyzed the basic principles of group psychologically corrective work from the point of view of the possibilities of organizing joint thinking. The basic principles of the organization of training of future teachers were highlighted, their meaningful characteristics for the purposes of organizing joint thinking were given. A comparison of the principles of group psychological corrective work and the principles of the organization of joint thinking of future teachers is carried out. Their correlation and the importance of using joint thinking in organizing the training of future teachers and for conducting psychologically corrective work with children are shown.

The article defines the priorities of the social policy of Ukraine at the present stage. The socio-economic problems of Ukraine are analyzed, their causes and solutions are identified. It is shown that the main reason for the failures of the socio-economic policy of independent Ukraine is the uncritical attitude of Ukrainian reformers to the consequences of neoliberal policies in other countries, as a result of which foreign experience of socio-economic reforms began to be introduced without taking into account domestic specifics. The decline in the role of the state in socio-economic policy, the increase in the role of private business, the privatization of "everything and everyone" led to a sharp social stratification, an economic crisis, which became a trigger for crises in all spheres of Ukrainian society. One of the fundamental principles of neoliberal economics, deregulation, has also collapsed. It turned out that the market is not efficient in areas in which the business cannot make quick and large profits. The so-called "market failures" demonstrated the need for state regulation in the spheres of education, health care, ecology, etc. Conclusions of the study and prospects for further research in this direction. Thus, if the new government really wants to build a successful country of happy people, it must make social and economic policy its top priority. Its primary tasks at the present stage should be: reduction of tariffs for utilities by eliminating from them the corruption component and excess profits of suppliers; revision of the principles of granting subsidies for utility bills. Exclusion from the number of subsidies of those who do not need state aid, but have a formal right to receive it (they work unofficially); the fight against the shadow economy, with the concealment of income from taxation; reforming the system of wages and pensions; creation of jobs with decent wages; establishing interaction between the state and private business in order to increase the social responsibility of the latter.

The article is devoted to the problematic form and pressure of the public opinion. Basic attention is the theoretical aspects of understanding of public opinion as the legal and social phenomenon, as exactly due to a presence or absence of foregoing institute of civil society it is possible to talk about the state and level of democratization of society, taking into account active introduction of processes that provide access and participation of citizens in life of the state. A self concept «public opinion» though has the generalized interpretation and interpretation in a modern kind, however during all way of forming tested quite a bit transformations and modifications. The presence of different conceptions to understanding of the phenomenon of public opinion is first of all explained variety of looks to influence of actors on the origin of public opinion. Scientists in the doctrine of sociology and legal sciences examine public opinion as phenomenon of mass consciousness that has elemental character, a social institute, a social regulator, that brings in the effective contribution to the decisions of question, that touch activity of the state. For today three basic going was formed near understanding of public opinion as social and legal phenomenon – morally-normative that was based on public publicity and openness, approach, that was based not on subject composition, but on thematic, denying here influence of mass character on the process of forming of public opinion and approach demoscopy is fixed in basis of that – research the key aspect of that is realization of analysis of public opinion on the basis of quantitative data. The classic going near understanding of public opinion from the point of view of her nature is conception of V. Lipman, in basis of that influence of environment of existence of individual is fixed on the process of forming of public opinion. In this theory attention is accented on that a human is clearly limited to in informative space the capacity for perception of information, and that is why can not grasp her fully, however this factor plays role of positive factor of forming of public opinion, as it gives an opportunity more deep knowledge in certain industry, creating more organized public opinion that does not limit opinion of every individual here. As well as on any institute of direct democracy on public opinion certain functions – expressive, consultative, directive functions. Due to realization of foregoing functions public opinion there is cooperating of public with organs by the state of power, that it is counted on formation of original symbiosis, the aim of that is creation of positive terms for life of citizens, increase of level of democratization in society, to improve quality and efficiency of realization of the functions fixed on them power within the framework of legislation.
