The author of the paper finds out the manifestations of the geopolitical competition of world political actors (the United States, NATO, the European Un-ion) for influence on Serbia in 2008–2020. The study focuses on the political interests of these actors and strategies for their implementation. Serbia is strate-gically important for Western countries as the miss-ing link for full control over the Balkans and isola-tion of Russia. Turkey, which is pursuing a neo-Ottoman course, is interested in restoring its control over the Balkans, which is being hindered by Serbia. Ethnopolitical and confessional conflicts in Kosovo, Bosnia and Herzegovina are used by the United States, NATO, and the European Union to increase pressure on the Serbian leadership. Serbia’s geopo-litical orientations remain inconsistent, reflecting attempts to maneuver between competing world players. The possibilities for such a policy are steadily shrinking, leaving Serbia with a geopolitical choice to make.

Abstract In October 2009, the European Union, in conjunction with the United States, launched a high-level mediation effort in Butmir, Bosnia and Herzegovina, to reform the political structure of the state. Since 2005, the constitution which was included in the Dayton Peace Accord has been widely perceived as dysfunctional. In two negotiation rounds, the EU and the US put a comprehensive proposal on the table and showed strong leverage. However, the talks ended without a tangible result. To explain this failure, a theoretical model is developed based on both mediation and Europeanization literature to explore mediation by conditionality as a type of ‘directive mediation’ in a systematic way. Contrary to the argument that the EU lacked muscle, it is argued that pre-conditions for political conditionality were not fulfilled and strong leverage proved ineffective and counterproductive. These results question conditionality as an effective mediation strategy when state-building is contested between local parties.

Targeted sanctions have been extensively used by states throughout history to achieve political objectives. This article examines the European Union's and United States' targeted sanctions against the Zimbabwean regime, which have been in place for several years. The central thesis of the article is that the sanctions are not effective and thus have failed to achieve the political objectives of both the European Union and the United States. Numerous violations of the travel ban and the financial restrictions have undermined the general effectiveness of the sanctions. A detailed analysis of each individual measure empirically supports the argument that the ineffectiveness of the sanctions has negatively influenced the achievement of the political objectives. In addition, by taking a closer look at Risa Brooks' theory and discussing it in regards to the Zimbabwean sanctions, attention is drawn to the question of how to target authoritarian regimes.

Certainly we are dealing with a profound and long-lasting crisis at the core of the Western World, caused by the fall of the communist system – as many have already pointed out – which changed the previous distribution of power and enabled a clearer and more open redefinition of the interests of its main political actors. This crisis will be characterized by irregular outbursts of aggressive activity, often far exceeding the norms of diplomatic correctness, by periods of collaborative effort, particularly if the West faces serious threats on a more global scale and has to deal with serious political games. It is certain that the main source of this present crisis is the rivalry that has been waged on various fronts between the US and the European Union. It can be therefore affirmed that, from the point of view of the logic of political transformation, the Union must aim toward an external sovereignty. This process will certainly be a long one, and will undoubtedly involve recurring frictions between the European Union and the United States. This will be the symptom of the process of building the sovereignty in opposition to a state whose legal and international sovereignty cannot be questioned, and whose practical sovereignty has been expressed in the active participation in the international arena for almost 200 years.

The historical period after the beginning of the global economic crisis has accelerated the transformation of the Balkan subsystem of the European system of international relations. In a strategic sense, the European Union faces a complex dilemma: to Europeanize the Balkans, or to risk the balkanization of Europe. The European Union, together with the United States, has overcome the scenario of European balkanization. Symbols for this were the completion of the process of joining NATO Albania, Montenegro, and Macedonia. It is critically important to overcome the conflict between Serbia and Kosovo. Russia is trying to maintain its influence in Serbia, which remains the last Russian outpost in the Balkans. Serbian society remains divided into a liberal pro-European segment focused on European and Euro-Atlantic integration, and a nationalist segment that hopes to reestablish the "Great Serbia" project on the verge of the 21st century. The peace in the Balkans can only bring the completion of the process of including this region into the system of European and Euro-Atlantic integration.

The paper deals with the impact of changes to the international order on the position of Bosnia and Herzegovina over the period of 25 years, from the signing of the Dayton Agreement in 1995 to 2020. For a start, there is an analysis of all models of international order in that period. Furthermore, the paper analyses the unipolar international order as it existed until 2008 and its impact on the internal relations and political system in Bosnia and Herzegovina, as well as on the position of Bosnia and Herzegovina in Europe and the region of former Yugoslavia. In this respect, it particularly focuses on NATO's activities in Bosnia and Herzegovina in that period and the position of the Republic of Srpska. The second period begins after the year of 2008, and it represents the growth of a multipolar international order. It is the impact of that order on Bosnia and Herzegovina and its internal situation that is discussed in the paper, with Russia's return to the Balkans and its consequences analysed in detail. In addition, an analysis of the Chinese economic and geopolitical project entitled 'Belt and Road Initiative' and its impact on the region of former Yugoslavia, Bosnia and Herzegovina included, is given. In the presentation, as well as in the paper, one of the focal points is the respective position of Bosnia and Herzegovina and the Republic of Srpska within the context of NATO enlargement. The influence of the structure of the international project (nejasno, potrebno je definisati koji projekat, iz prethodnog teksta to nije vidljivo) on the states can be seen on the example of Bosnia and Herzegovina - according to the scheme given by the theorist Kenneth Voltz. The unipolar order, influenced by the then US administration, is the creator of the Dayton Agreement in 1995, as well as of the political and legal order in Bosnia and Herzegovina. The political processes that took place after 1995 were also affected by the unipolarity and power of the United States. This power was focused on efforts to turn Bosnia and Herzegovina into a unitary socio-political structure, that is. to change its Dayton design. The culmination of the power of unipolarity and the United States in Bosnia and Herzegovina is the acceptance by political elites of Bosnia and Herzegovina of the NATO integration process in the period of 2005-2009. The emergence of a multipolar order is blocking the process of Bosnia and Herzegovina joining NATO, with the Republic of Srpska stopping the transfer of competences to the state level.


The European Union (EU) has shown considerable interest in receiving the Western Balkan countries into the EU, as did the mentioned countries show considerable interest to join the EU. Although this is a historically very turbulent region, the EU has clearly, unambiguously and unanimously expressed the political attitude towards the Western Balkans: "The Future of the Balkans is in the European Union". In addition to goodwill, the EU is also ready to assist in this process but also each country must do its part of the job in the accession process. The very process of EU accession means defining and meeting necessary criteria for potential new EU members, as well as the process of accession negotiations for the full membership of the new member states. The main objective of this article is to indicate which expansion criteria or Copenhagen criteria will be the most critical to achieve for Bosnia and Herzegovina (B&H), as one of the Western Balkan countries, in the process of access into the EU. In the process of meeting Copenhagen criteria, unlike other Western Balkan countries, B&H shows the least success. In our research, Bosnia and Herzegovina has a problem primarily by satisfying political Copenhagen criteria and then meeting economic and legal criteria. The lack of meeting Political Copenhagen criteria is found primarily in the absence of political consensus in B&H, which stems from the special features of the Government in Bosnia and Herzegovina (two entities and Bosnia's three main ethnic populations). With the lack of political unity in B&H, it is not possible to establish stable institutions that ensure democracy, the rule of law, respect for human rights and the right to protect minorities (Sejdić and Finci case, corruption, non-transparent elections, nondependent media and labour unions) Fulfilling the Copenhagen Economic Criteria - a functioning market economy is also dependent on political influence (which is also fractured). The economy of B&H is structurally unregulated and is based on the processing of basic raw materials without the high-tech industry in order to deal with the competition of the European Single Market. During the research, the used scientific methods (analysis and syntheses, descriptions and classifications, historical and comparative, induction and deduction, and quantitative analysis) showed that it would be most difficult to achieve the political and economic Copenhagen criteria for the above reasons.

Ukrainia Remains of huge importance to Russian Strategy because of its Strategic importance. For being a privileged Postion in new Eurasia, without its existence there would be no logical resons for eastward Expansion by European Powers.  As well as in Connection with the progress of Ukrainian is no less important for the USA (VSD, NDI, CIA, or pentagon) and the European Union with all organs, and this is announced by John Kerry. There has always ben Russian Fear and Fear of any move by NATO or USA in the area that it poses a threat to  Russians national Security and its independent role and in funence  on its forces especially the Navy Forces. There for, the Crisis manyement was not Zero sum game, there are gains and offset losses, but Russia does not accept this and want a Zero Sun game because the USA. And European exteance is a Foot hold in Regin Which Russian sees as a threat to its national security and want to monopolize control in the strategic Qirim.
