From Gene-Edited Baby to Cyborg Soldier: On the Limits to New Biotechnology by the Eugenics Movement

"Biotechnology for Health and Human Performance (BHPC) of the U.S. DOD recently released a research report titled “Cyborg Soldier 2050: Human/Machine Fusion and the Impact for the Future of the DOD”. In this report, Emanuel et al. predicted that ocular and auditory enhancements, muscular control through bodysuit, and neural enhancement of human brain will be feasible before 2050. And not so long ago, the world’s first Gene-edited twins LuLu and NaNa were made by a Chinese Scientist, who was sentenced and fined by the Chinese Government in December 2019, claims that these babies are now immune to the HIV virus. While the biotechnological breakthroughs show the potentials that humans can have different lives than we have now, it’s also worrisome for those unforeseen disadvantages of bio-inventions will cost human too much and too soon, before we have the abilities to stop it. Along with the developments of biotechnology, it’s not surprised that new bio-inventions will emerge and go beyond our imagination. But, the “artificial selection” character of these bio-inventions also reminds us of the Eugenics Movement which happened only a century ago. In this article, I’ll discuss these two bio-inventions by reviewing the Eugenics Movement. First, I’ll brief the cases of Gene-edited Baby and the CRISPR technology as well. Second, I’ll introduce the Cyborg Soldier and BHPC’s report. Third, I’ll talk about the Eugenic Movement and its consequences. Fourth, I’ll analyze these two bio-inventions from the historical perspectives of the Eugenic Movement. Finally, I will summarize and conclude this article. "

The purpose of this research and review effort was to make recommendations for enhancing human performance on a conceptual airship under consideration for maritime use by the U.S. Navy. The major intent was to determine an optimal work/rest schedule and corresponding crew size (See Figure 1). These recommendations assumed an inflight mission duration of 30 days with crew exchange after the mission is completed, continuous operations throughout the mission, and certain pre-determined crew positions. Based on an analysis of analogous systems and review of state-of-the-art research, recommendations for optimal and alternative work/rest cycles were made and the impact on crew size was identified. The authors concluded that a specifically sized crew can maintain acceptable levels of performance during airship missions of 30 to 60 days duration if an appropriate work/rest schedule is followed and minimum habitability requirements are met. Accordingly, recommendations for habitability requirements were made for the following areas: volume, temperature and humidity, lighting, noise and vibration, decor, privacy, personal hygiene and waste management, food, medical support, and leisure and recreation.

Systematically evaluating the impact of novel technology and organizational structure on team performance is a complex, multidimensional task. We define several of these dimensions that are of particular interest in the development of new command and control teams and technologies for the U.S. Navy. In addition, we describe an approach to stimulating and measuring human behavior on these dimensions, and an experiment in which this approach is applied. Preliminary data are presented.

COVID-19 has made a bad influence on economic and society including cultural and tourism industry in China,2020.The industry has received a huge loss in the first quarter of the year and the situation is getting worse in the near future. It is believed that there will be a long impact for the country even the world. In order to recover the industry, Chinese government has published series of policies to support the enterprises and clusters to reduce the bad influence of COVID-19. This paper mainly uses filed survey and documentary research to map the real situation of the industry. It tries to find the policy demand of the industries and then analyze the policies published by government to conquer COVID-19. Meanwhile it will focus on whether the supply meet the demand and give suggestions on how to promote the policy efficiency in the post period of COVID-19 in China. The global warming has become a serious issue in the world since the 1980s. The targets for the first commitment period of the Kyoto Protocol cover emissions of the six main greenhouse gasses (GHGs). China is the world's largest CO2 emitter and coal consumer and was responsible for 27.3 percent of the global total CO2 emission and 50.6 percent of the global total coal consumption in 2016 (BP, 2017). As China plays an important role in the global climate change, China has set goals to improve its environmental efficiency and performance. In 2011, the Chinese government for the first time announced an intent to establish carbon emission trading market in China. Eight regional emission trading schemes have been operating since 2013 (seven pilot markets during the 12th Five Year Plan period and one pilot market during the 13th Five Year Plan period) including provinces of Guangdong, Hubei, and Fujian, and cities of Beijing, Tianjin, Shanghai, Shenzhen, and Chongqing. The goal of these regional emission trading pilot markets is to help the government establish an efficient carbon emission trading scheme at national level. Some researchers have been focused on examining the impact of emission trading schemes in China using CGE model by constructing different scenarios and ex-ante analysis using data prior to emission trading pilot markets implementation. While this paper tries to conduct an ex-post analysis with data of 2005-2017 to evaluate the impact of emission trading pilot markets in China at provincial level using difference-in-difference (DID) model. By including both CO2 and SO2 as undesirable outputs to calculate Malmquist-Luenberger (ML) Index to measure green total factor productivity, this paper plans to evaluate the impact of carbon emission trading pilot markets in China via emission reduction, regional green development, synergy effect and influencing channels. This paper tries to answer the following research questions: (1) Do emission trading pilot markets reduce CO2 emission and increase regional green total factor productivity? (2) Is there any synergy effect from emission trading pilot markets? (3) What are the influencing channels of emission trading pilot markets? El artículo aborda la necesidad de la creatividad que se impone en la era actual del conocimiento y la importancia que  constituyen las tecnologías como herramientas indispensables en todas las esferas de la vida. En Trabajo toma como campo investigativo los cambios que se llevan a cabo en esta esfera en la Universidad Estatal del Sur de Manabí y la Universidad Técnica de Babahoyo, Ecuador, donde se toman como objeto el proceso de enseñanza aprendizaje en la Educación Superior. El objetivo de la investigación fue comunicar el impacto de las Tecnologías de la Información y las Comunicaciones en las Universidades, donde se hace énfasis en el nuevo rol de los docentes y su nuevo desempeño de facilitadores del aprendizaje en los educandos a través en los nuevos escenarios mediados por las tecnologías. Para el desarrollo exitoso de esta memoria investigativa se   usó como metodología instrumentos que se basaron fundamentalmente en documentos referativos que ayudaron a justificar el problema de investigación, el cual consistía fundamentalmente en el impacto de las nuevos  dispositivos tecnológicos y su utilidad en los centros de altos estudios del país. Se concluyó que las Tecnologías de la Información y Comunicación son herramientas indispensables en la docencia y al mismo tiempo la forma de intervenir en el diseño educativo que nos llevan a explorar nuevos métodos docentes en los escenarios educativos mediados por estas. Se constató además que estas herramientas favorecen satisfactoriamente al proceso si se tiene una buena preparación por parte del docente.   Palabras clave: Herramientas tecnológicas, universidades, formación, docencia universitaria, proceso de enseñanza – aprendizaje Impact of information technology and communications: a look at higher education  Abstract The article states the need of the creativity that prevails in the current era of knowledge and the importance that technologies constitute in all spheres of life. In field research work it takes as changes take place in this area in Southern State University of Manabí and the Technical University of Babahoyo, Ecuador, where they are taken as an object the process of learning in higher education. The aim of the research was to communicate the impact of Information Technology and Communications in the universities, where the emphasis is on the new role of teachers and their new performance of facilitators of learning in students through the new scenarios mediated by technologies. For the successful development of this research report it was used as a methodology instruments based mainly on referative documents that helped to justify the research problem, which consisted mainly of the impact of new technological devices and their use in the centers of higher learning in the country. It was concluded that information technology and communication are indispensable tools in teaching and at the same time how to intervene in the educational design that lead us to explore new teaching methods in educational settings mediated by these. It was further found that these tools successfully promote the process if there is a good preparation by the teacher.
