Indigenous model of strengthening traditional institutions of the Sakai tribe in Bengkalis Regency. This research aims to formulate a model that is suitable for strengthening and developing the institutions of the Sakai tribe. The research method uses a qualitative approach, namely describing the role of indigenous peoples in strengthening the social institutions of the Sakai tribe in Bengkalis Regency. The results of the research achieved formulate a policy model for strengthening customary institutions based on regulations, normative and culture that can provide input on the formulation, implementation and evaluation of the role of indigenous peoples in strengthening traditional institutions of the Sakai tribe as a symbol of the Bengkalis district culture.

Abstract The name Kampung Pitu was created in 2015 with the aim of promoting Kampung Pitu to become one of the leading tourist destinations in Gunung Kidul. The Tourism Awareness Group Nglanggeran Tourism Village and the Gunung Kidul District Culture Office are encouraging the commoditization process of Kampung Pitu's traditional culture to attract as many tourists as possible to visit Kampung Pitu. This paper aims (1) To know the context of the political economy of branding the name of Kampung Pitu in the development of Nglanggeran Village. (2) Analyzing the tendency of the commodification of the tradition of Kampung Pitu to become a tourist destination to bring economic prosperity to the residents of Kampung Pitu. Data collection and analysis methods in this study are field observations, interviews and literature studies. All data collected was analyzed using qualitative descriptive techniques. The findings of this study, the process of commoditification of traditional culture in Kampung Pitu has been going well and promoted online and gave birth to more than 30 videos on YouTube Channel about Kampung Pitu that have been watched thousands of times, but tourist visits to Kampung Pitu are still very few, less than 0 , 7 percent, compared to hundreds of thousands of tourists visiting Nglanggeran Tourism Village. The failure of traditional cultural commoditification in attracting tourists to Kampung Pitu is caused by the access road to Kampung Pitu, which is relatively narrow, rocky and steep.

The purpose of this study is to analyze the symbolic meaning and cultural identity of batik. The symbolic meaning of a form of batik motifs gives signs to represent the cultural character of Sarolangun District. Cultural identity acts as a mediation of interaction by the Sarolangun district community to be known in the outside the world. This research method uses descriptive qualitative method. The approach taken is semiotics by Charles Piers.The results of the Semiotics Peirce concept can distinguish the meaning of batik based on the shape of the batik motif and the sign found in the decoration. The symbolic meaning of a number of batik motifs are found in the theme of Mato Punai, Cik Minah edge motif, quaint bird. Mato Punai is a bird's eye motif as a symbol of prosperity. Cik Minah edge motif symbolizes the agility of a woman in life. There are 18 batik motifs that have been recognized and has been patents, hereby that Sarolangun batik arts has its own identity for Saroalngun district culture.

This study aims to find a structured city branding model of Poncokusumo District of Malang Regency as a tourism village area in Malang Regency by using aspects / dimensions of city branding  by Kavaratzis (2004). This analysis is carried out in 2 stages, namely primary communication and secondary communication. The point of view in this study uses the point of view of communication which views a brand as part of public relations. Researchers used qualitative descriptive methods with data collection techniques, in-depth interviews, observation, and documentation. The informant selection technique uses a purposive sampling technique while the data analysis technique uses Miles & Huberman, consist of data reduction, data presentation, and data verification and data validity using source triangulation. The results of this study indicate that the structured city branding model through the Kavaratzis city branding concept conducted by the Malang District Culture and Tourism Office has not yet been found. This is because the Malang District Culture and Tourism Office has not yet developed an effective primary communication where the official as the program owner can clearly communicate the concept of a tourism village and its development. Secondary communication in the development of Poncokusumo Subdistrict as a tourist village area experienced a problem, which is the absence of special publications by the Culture and Tourism Office of Malang Regency, so that the popularity of Poncokusumo Subdistrict as a tourist village area could not reach the Top of Mind. The Poncokusumo District Brand as a tourist village area is less known because there is no special event that lifts the tourism village and the publication is less so that Poncokusumo District as a tourist village area is less known by the public. Keywords: City Branding, Poncokusumo, Tourism Village

Tribals are known to be the autochthonous people of the land. Tribals are refer to “vanavasi”, “pahari”, AnuchuchitJanajati etc. India is the second largest tribal people in the world and the first one in Africa. The areas inhabitated by the tribal constituted a significant part of the underdeveloped areas of the country. The tribal people have rich tradition culture and heritage with unique life style and customs though regional variation. The tribal culture of India and their traditions and practices pervaded almost all of the aspects of Indian culture and civilization.Tribal is the dominant community of Assam. They possess rich distinct culture and tradition related with nature which is the store house for wisdom and knowledge for other communities. Their contribution in socio-economic development is not negligible. Mostly state and society in Assam is influenced by tribals. Their district culture tradition practices isolated them from other communities. The socio-economic condition of tribal is not satisfactory through they are hard worker. Tribals are still backward in all fields, their working method way of thinking all are traditional, marginal. Marginal productivity accompanied by traditional method of cultivation of tribals are equal to zero. Illiteracy, poverty, child marriage, ill healthy etc. are also dominant problems of tribals. In this paper an attempt is made to highlight the various problems of Tribal people and to suggested measures for their development.

AbstrakMainan egrang merupakan mainan tradisional yang sudah dimainkan oleh masyarakat zaman dulu. Budaya bermain disetiap daerah, suku/ras, budaya dan tradisional merupakan suatu kegiatan yang didasari oleh latar belakang sejarah , budaya dari nenek moyang dan leluhur tersebut. Hal ini kegiatan-kegiatan bermain tersebut melahirkan suatu makna dan arti budaya itu sendiri. Suatu budaya bermain itu dapat menggambarkan, mencerminkan dan mengartikan karakter suatu daerah/negara tertentu. Permainan egrang yang dimiliki oleh negara-negara lain ternyata menyimpan latar belakang sejarah dan budaya yang bermakna sehingga permainan tersebut menjadi salah satu pertunjukan yang penting dalam suatu acara atau even. Permainan Egrang dilakukan oleh muda mudi, umumnya anak laki – laki mulai yang umur 10-25 tahun dan hanya sebagian kecil anak perempuan. Permaianan ini merupakan permainan ketangkasan. Nilai budaya yang terkandung dalam permainan ini adalah kerja keras, keuletan, keseimbangan dan sportivitas. Hal ini menjadi mainan menghibur diri yang menarik dan mainan yang berusur ketangkasan. Mainan ini cenderung menarik perhatian karena ketinggiannya yang menbuat atraksi-atraksi di arak-arakan pada acara – acara tahunan.Kata Kunci: egrang, permainan, makna, budaya.AbstractThe Stilts is traditional toys that played in the past. The Games traditional are every region/ras, district, culture and traditional have stories and ancestors culture behind it. The games have borned the culture meaning by own. The game traditional can describe to district characteristic and culture. From another countries, the Stilts game have history background and culture meaning that games become the main performence of the event. On the other side, the stilts game are played by young male people between 10 and 25 years old and female play a little. This game is agility games. The Cultural value in this game contents hard work, balance, tenacity and sporty. This game is attractive game that contens agility games. In addition, the game is attractive by audience because the users look tall than the others, and the event look anttractive.  Keywords: the stilts, games, meaning, culture.

This study aims to determine the procedure for managing financial statements at the Kapuas District Office of Youth, Sports, Culture and Tourism.The data used in this study are documentary data, while the data sources used are secondary data with data collection technique in the form of documentation technique, namely collecting written material in the form of data obtained from the Finance Department of the Department of Youth, Sports, Culture and Tourism Kapuas Year 2015 and 2016. Data analysis technique use qualitative analysis technique.The results showed that: (1) the Kapuas District Youth, Sports, Culture and Tourism Office had financial management procedures as a guideline governing the financial management process that covered all financial aspects managed by the Kapuas District Culture, Youth and Sports Service. (2) In the financial management procedure owned by the Department of Youth, Sports, Culture and Tourism of the Kapuas Regency, it has complied with government regulations stipulated in the Minister of Home Affairs Regulation Number 13 of 2006.

Since the adoption of teacher evaluation systems that rely, at least in part, on controversial student achievement measures, little research has been conducted that focuses on stakeholders’ perceptions of systems in practice, specifically the perceptions of school principals. This study was conducted in a large urban school district to better understand principals’ perceptions of evaluating teachers based on professional and instructional practices as well as student achievement (i.e., value-added scores). Principals in this study strongly expressed concerns regarding: (a) the negative impact of the teacher evaluation system on district culture and morale; (b) their lack of autonomy in evaluating teachers and making staffing decisions; and (c) their perceived lack of value as professionals in the district. Examining the implications of teacher evaluation systems, per the experiences of principals as practitioners, is increasingly important if state and local policymakers as well as the general public are to better understand the intended and unintended consequences of these systems in practice.
