The gradual process of reforming educational activities lays new demands on education in the higher education system of Ukraine, and therefore there is a need to improve the methodology of teaching any discipline, to continuously monitor the quality of applicants’ educational success, as well as to apply the competence-based approach to education, in general. The article determines the relevance of the study of the educational process optimization in higher education institutions (HEI), including mastering modern principles of teaching Graphic disciplines the creation of which contributes to the active formation of professional competence of students majoring in artistic and architectural specialties. The process of education in HEI is known to be a significant factor in the socialization of a personality, since in addition to acquiring new knowledge and professional competences, it also promotes self-education and self-realization in future life. The authors reveal the peculiarities, technological means and methods of teaching Graphic disciplines and organization of the educational process for freshman and sophomore students of art-related HEI. There is a need to increase the efficiency not only of classroom contact hours, but also of the extracurricular work. This requires that teachers should constantly search for new ways and approaches that could facilitate mastering of educational material. The model of the educational process for near future is one of the directions determining the improvement of the whole education system and involves this type of training, which is characterized by a considerable amount of independent work, which also requires a sufficiently high level of stable skills of individual graphic competence. In this regard, the formation of students’ motivation and interest throughout the educational process in HEI, the recognition of the necessity to obtain a quality graphic education, which is the key to success in their future professional activity, are of great importance.

The article investigates the phenomenon of professional training of the future engineer-teacher of food profile for the formation of sanitary and hygienic culture in professional activity. The structural components are highlighted and their content is analysed: motivational, cognitive (knowledge of conceptual and terminological culture, awareness of methods and means of forming a professional sanitary and hygienic culture of a food engineer-teacher, etc.), activity (ability to organize and form a sanitary and hygienic culture; ability to increase students’ level of sanitary and hygienic culture, etc.).The current stage of development of the higher education system places high demands on the professional and personal qualities of a scientific and pedagogical worker. Implementation of the main tasks of the National Strategy for Education Development in Ukraine requires further improvement of higher education institutions, in particular: introduction of a multi-level education system compatible with the European one; ensuring the fairness and transparency of entrance examinations; creation of innovative structures in higher education institutions; development of international cooperation in the field of education and science; reorientation of the higher education system to the development of competencies specific to the number of specializations during practice and further additional education.Society places new demands on the future engineer-teacher of food profile, who must have deep moral values, a clear civic position, a system of values and beliefs, be ready for creative development and self-improvement and carry out professional activities at a high level. Therefore, in addition to the formation of a harmoniously developed personality, it is necessary to pay attention to the formation of professional competence of the future specialist in the food industry. This need can be realized through the introduction of conceptual approaches to vocational training, retraining and advanced training of teachers for the system of vocational education, the main of which are updating the goals and content of vocational engineering and pedagogical education based on activity approach and personal orientation, updating the competency paradigm taking into account the international experience for the integration of the educational space in accordance with European requirements. The article is devoted to the problem of formation and development of competitiveness among teachers of higher education institutions. If the content and structure of professional competitiveness, defined by state standards, are formed without taking into account the personal qualities of the learning subject, its interests, abilities and are not determined by the professionalism of the teacher, it is impossible to lay the foundations of competitiveness and develop the ability to compete. The genesis of different approaches to the concept of competitiveness of the modern educator has been analyzed, in particular, in modern researches it is emphasized on: – managerial, psychological and pedagogical aspect of competitiveness. The process of forming the competitiveness of a teacher of a higher education institution, which includes its components, is outlined: = levels of development: a motivational and holistic component; emotional-volitional component; evaluation and adjustment component; = conditions of formation: the need to find such forms of work of the teacher, which would ensure the continuity of the process of his professional growth, development and introduction of multidimensional models of the organization of professional development, introduction of new educational technologies, participation in innovative activity; = development of a complex of properties of his personality necessary for a high level of professional activity. The activity of the teacher is characterized by pedagogical expediency by orientation, individually creative character in content and organization, choice of means; = ways of formation: a certain amount of knowledge, abilities, skills and continuous improvement of the state of theoretical, psychological-pedagogical, methodological and technological preparation; motives for professional self-improvement; the desire for selfrealization and self-affirmation of personality; professional growth; expanding horizons; increasing the level of development of all types of competences; the presence of cognitive interest; creating a positive image among students and colleagues; upgrading the qualification category during certification; receiving awards; raising personal rankings at different levels of subordination; improving professional competence; raising the level of organization of the educational process.

In the article, based on the analysis of theoretical literature and own practical experience, the concept of resource- oriented learning in the high school is described. The author concept reflects the concept, purpose, essence, task, principles, perspective tasks and the main directions of development of resource-oriented teaching of students in institutions of higher education. The concept includes three interconnected concepts that contribute to the implementation of the leading idea of research: methodological, theoretical and technological.It is grounded that the implementation of the concept of RHE in higher education will ensure: a qualitatively new level of organization of the educational process in the ZOO; high level of formation of independent cognitive activity among students; a high level of professional competence of graduates for the successful realization of professional activity in a living environment in the information society; a clear orientation of students for independent acquisition of knowledge and ability to build knowledge; a clear orientation of students for education throughout their lives; increasing the effectiveness of RHO provided the use of facilities, methods, forms and pedagogical technologies RON; formation of a joint open educational environment of the ZOO; cooperation with various ZOO, educational institutions, libraries and dissemination of pedagogical experience of RON; development of network cooperation ZOO.

At present, profound changes are taking place in the system of higher education in Russia: goals, strategies, objectives and content of education, as well as the ways of organizing the educational process, are radically changing. One of the priority areas ensuring the transformation of the higher education system is the introduction of network educational programs. The study of the methodological foundations of their design is relevant and necessary today. The research problem: characteristics of network educational programs and methodological foundations of their design to ensure maximum flexibility of the educational trajectory within the framework of network interaction. The purpose of the research is determination of the methodology for constructing effective network educational programs, based on the formation of the student's personality and his practical preparation for future professional activity through individual development. The research methods are critical analysis of pedagogical, psychological and regulatory sources, design, modeling, systematization. The results of the research: changes in the technological, substantive and technical plan in the design of educational programs have been analyzed, the necessity of technological elaboration of psychological and pedagogical support of the educational process has been substantiated for the flexibility of educational programs and the development of individual learning paths; building a competence model of a specialist and strengthening practical training in the implementation of projectbased modular training in the format of network educational programs have been emphasized; the role of motivational behavior of students and teachers has been determined; the principles of network learning have been formulated; the experience of designing and implementing network educational programs at RANEPA and VAVT have been analyzed. Key findings: network education and introduction of flexible educational programs have defined a new methodological platform and architecture for higher education. The analysis of fundamental changes in personal, behavioral and cognitive development of modern youth under the influence of electronic media and their accounting will allow educational organizations of the higher education system to innovatively approach the development of content, learning technologies and to develop new criteria for assessing the quality of education at a university. Designing flexible educational programs in a network format based on the studied methodology provides an opportunity for Russian universities to develop a networked format of education effectively, increase the academic mobility of students and teachers, provide flexibility in the educational path of learning, and significantly raise the prestige of Russian education in the global educational space.

The article highlights the competence-based approach in education as the guiding one for understanding the peculiarities of the professional activity performed by a specialist within the education field. The authors present the results of the analysis related to the scientific fund covering the issues of pedagogue’s professional competence, the pedagogue being treated as a representative of higher education – a higher school / tertiary teacher. The originality of the higher school teacher’s professional activity is highlighted. The authors have presented the results of the analysis on the specifics of the development of the higher education system in Ukraine; on the advantages and disadvantages of the national experience regarding students’ training at the “Master” educational level; the connection between specific indicators of changes in higher school and the structure and types of teachers’-researchers’ professional competences have been established. Analysing the modernization stages of the higher education system in Ukraine, the scholars consider the compliance of the current regulatory framework with the requirements of society to the higher school teachers. Within the system of professional competences, the authors especially emphasize the higher school teacher’s facilitation competence – an integrative dynamic construct, conditioned by his / her personal profile as a subject of an activity which reflects his / her ability to take into account each student’s individual features, a variable algorithm for his / her moving along the educational path. This study discusses the activities of higher education institutions in the context of inclusive education as an innovative approach. The introduction of inclusive education in the modern higher education system is highly important. The existing specialised education system is undergoing changes resulting in new requirements for work with people with special educational needs in various areas. The purpose of this study is to consider the mechanism of implementation of inclusive education in the activities of higher education institutions, which ensures accessibility and requires high-quality education, in particular, taking into account the educational needs of every individual. The problems of the educational process faced by the students are analysed in detail. This study justifies the necessity of introducing inclusive education in modern educational systems, describes positive experiences of some higher education establishments, provides a step-by-step analysis of the introduction of inclusive education in higher education institutions in Ukraine and defines promising areas for its implementation. This study's theoretical and methodological basis included the works of the world’s leading scientists and a regulatory framework for inclusive education. The article presents students’ attitudes to the implementation of inclusive education. To achieve these objectives, the analysis of the latest research on the implementation of the right to education of persons with special educational needs was carried out. The study results showed a positive attitude towards inclusive education and joint education of people with special educational needs. The study found that inclusive education requires more time and effort to organise the educational process. The introduction of inclusive education elements can increase the efficiency of this process. The effective use of the methods to implement inclusive education in higher education institutions contributes to achieving its goals and results. The introduction of inclusive education provides an effective operational analysis of training quality for students with special educational needs and educational process adjustments, which ultimately creates a management system.

In the context of dynamically updated professionally oriented information, the "erasure" of interdisciplinary boundaries, the demand for metasubject competencies the modern higher education system faces the need not only to choose innovative forms, methods and means of organizing the educational process, but to update the content of education taking into account the requirements for a modern graduate whose personal subject position in the process of his professional activity should be clearly "formalized" upon receiving his diploma. The theoretical study confirmed the demand for updating the content both on the behalf of the pedagogical community, and the employers who note the lack of readiness of most university graduates to make independent decisions in real professional situations and be responsible for them. This fact actualizes the need to study the problem of updating educational content through strengthening interdisciplinary links in the process of integrated language-professional training from the position of a subject-centered approach.

The article reveals the content of the defined in the study pedagogical conditions of training physical rehabilitation specialists in higher education institutions. The features and impact of these conditions on the quality of training of specialists as one of the main elements of the fundamental basic components of improving the educational process in an educational institution are briefly presented. Various aspects of training future specialists in physical rehabilitation are presented in the works of national and foreign scientists. The study of the issues of forming the professional competence to physical rehabilitation specialists is one of the topical areas of interdisciplinary research, both in our country and abroad. Methodological and theoretical aspects of the development of personal professional competence have been considered by scientists of different generations. The authors focus on the fact that the reform of higher education and Ukraine’s entry into the European educational and scientific space is due to increasing demands on the professionalism of graduates of higher education institutions in a competitive market environment. Orientation on the development of the student as a personality, individuality and active subject of professional activity can be realized only on the humanistic and democratic basis of pedagogical activity in higher education institutions.In the process under study, there is a whole set of contradictions that require a constructive solution. In order to eliminate these contradictions, there was conducted a study and worked out the pedagogical technology to improve the formation of professional competence to physical rehabilitation specialists. The authors made appropriate conclusions about the participation of the teaching staff for improving this process and the features of the psychological readiness of students for their future profession.

This article analyzes the Federal State Educational Standards of Higher Education from the perspective of substantive component that contributes to the formation of civic qualities and civic position of the students. It is noted that in modern political and socioeconomic life, the Russian Federation gives priority to the development of youth activity in the conditions of building civilian, democratic and constitutional state. Young people should be competent in order to be engaged in the country’s socially useful events to the fullest and make conscious political choice.  Higher education institutions play a considerable role in preparing educated and critically minded citizens, who possess high level of responsibility and patriotism. The goal of this article is to establish the the pedagogical conditions for the formation of civic position of students of higher education institutions. Analysis of the standards and existing normative legal acts allowed outlining the key priorities vectors in the development of higher education system of the Russian Federation. One of the crucial tasks of higher education system is to improve competitiveness of higher education institutions of the Russian Federation, as well as develop general cultural and professional competencies of future specialists. However, despite legislative consolidation on the federal level of the importance of development of civic position, the direct requirements for the results of formation of civic position among students are indicated only in part of the Federal State Educational Standards for Higher Education.

The article deals with determining ways to improve the system of public administration of educational institutions in order to ensure competitiveness. Were analysed the main trends in the regulatory support for the activities of higher education institutions in the article, as a result of which the basic innovations of the Law of Ukraine “On Higher Education”, which became the basis for the formation of systems of academic mobility, virtue and autonomy, were defined. The main problems of development of higher education system in Ukraine were identified, consisting of imperfect management mechanisms, inefficient system of financing and incomplete implementation of processes of academic autonomy defined by law. The main approaches to reforming the higher education system in Ukraine were analysed, as a result of which the role of the public administration system in the regulation and coordination of higher education institutions were determined. Today this system is not flexible and therefore cannot be effective. The creation of approaches to the rating of higher education institutions determines the format of redistribution of funds in the system of state financing of education. This system will motivate educational institutions to improve the quality of the educational process, research activities, academic mobility, partnerships, the level of material and technical resources of the educational process, the level of employment of graduates in the specialty and the like. These indicators provide motivation to improve the performance of higher education institutions, but do not fully solve the problem of lack of funding, in particular for innovation. Low pay for faculty members also affects the educational process negatively. Thus, the article gives recommendations on the possibility of increasing the effectiveness of the system of state management of universities, which consists in creating opportunities to attract financial resources of partners of higher educational institutions, cooperation of education and business, simplification of the system of development of grants and financial cooperation with foreign educational institutions
