In the context of dynamically updated professionally oriented information, the "erasure" of interdisciplinary boundaries, the demand for metasubject competencies the modern higher education system faces the need not only to choose innovative forms, methods and means of organizing the educational process, but to update the content of education taking into account the requirements for a modern graduate whose personal subject position in the process of his professional activity should be clearly "formalized" upon receiving his diploma. The theoretical study confirmed the demand for updating the content both on the behalf of the pedagogical community, and the employers who note the lack of readiness of most university graduates to make independent decisions in real professional situations and be responsible for them. This fact actualizes the need to study the problem of updating educational content through strengthening interdisciplinary links in the process of integrated language-professional training from the position of a subject-centered approach.

Актуальность статьи обусловлена тем, что в современных условиях конкурентной среды работодатели становятся центром потребления выпускников высших учебных заведений. Однако на протяжении последних десятилетий система высшего образования не соответствует запросам своей целевой аудитории – социума и рынка труда. Рынок труда на сегодняшний день невозможно прогнозировать, наше общество все еще находится на этапе реформирования и часто социально-экономическая сфера страдает от несистемных трансформаций. Из-за увеличения информационного потока, глобализации и цифровизации происходят качественные изменения на рынке труда, перевес специалистов одних направлений подготовки при колоссальном дефиците других. Выпускники остаются невостребованными после получения диплома. Безусловно, те специалисты, которые уже имеют высшее образование, встают на траекторию постоянного обучения, но имеющиеся проблемы формируют гигантский провал между сторонами одной системы – вузом, работодателями и самими выпускниками. Часто работодатели проявляют излишне высокие требования к выпускникам. Компетенции будущих финансовых менеджеров формируются иногда без учета потребности в реальном секторе. Потребители системы высшего образования остаются не удовлетворены качеством выпускников, производители не имеют связи со сферой рынка труда для обеспечения нужными компетенциями. Кадровая политика большинства российских организаций ориентирована в основном на достижение текущих результатов, а не на перспективное развитие; вузы же должны строить свой учебный процесс на перспективу, готовя специалистов с ориентацией на опережающий спрос на рабочую силу. Возникает разрыв между двумя системами, которые должны работать в прочной связке. Отсутствует государственное регулирование прямой и обратной связи между рынком образовательных услуг и запросами работодателей. Поэтому данные виды коллаборации необходимо продумывать самим вузам либо работодателям. Автором проведено исследование работодателей, выявившее основные формы и показатели коллаборации вузовской системы и работодателей. Определены уровень потенциальной вовлеченности в систему сотрудничества с работодателями, возможные варианты и направления совместной деятельности в области набора студентов, организации практики и формирования компетенций для повышения эффективности. Статья предназначена для руководителей образовательных организаций, преподавателей, работодателей. Today employers are the center of consumption for university graduates. But over the past decades, the higher education system has discrepancy for its target audience - society and the labor market. It is impossible to predict the progress of labor market, our society is still at the stage of reforming. The socio-economic sphere suffers from non-systemic transformations. Qualitative changes are taking place in the labor market, the preponderance of specialists in some areas of training, while there is a colossal shortage of other specialists. Graduates remain unclaimed after graduation. Graduates are embarking on a continuous learning trajectory, but problems create a gap between the parties of the same system - the university, employers and graduates. Often employers show excessively high demands on graduates. The competencies of future financial managers are building up without taking into account the need for the real sector. Consumers of the higher education system remain dissatisfied with the quality of graduates, manufacturers have no connection with the labor market to provide the necessary competencies. The personnel policy of most Russian organizations is focused mainly on achieving current results without long-term development. Universities should build their educational process for the future based on labor`s demands. There is a gap between the two systems, which must work in a strong bond. There is no government regulation of direct and feedback between the educational services market and employers' requests. Therefore, universities should make collaborations with employers by themselves. The author conducted a study of employers, which revealed the main forms and indicators of collaboration between the university system and employers. The level of potential involvement in the system of cooperation with employers, possible options and directions of joint activities in the field of student recruitment, organization of practice and the formation of competencies to improve efficiency have been determined. The gradual process of reforming educational activities lays new demands on education in the higher education system of Ukraine, and therefore there is a need to improve the methodology of teaching any discipline, to continuously monitor the quality of applicants’ educational success, as well as to apply the competence-based approach to education, in general. The article determines the relevance of the study of the educational process optimization in higher education institutions (HEI), including mastering modern principles of teaching Graphic disciplines the creation of which contributes to the active formation of professional competence of students majoring in artistic and architectural specialties. The process of education in HEI is known to be a significant factor in the socialization of a personality, since in addition to acquiring new knowledge and professional competences, it also promotes self-education and self-realization in future life. The authors reveal the peculiarities, technological means and methods of teaching Graphic disciplines and organization of the educational process for freshman and sophomore students of art-related HEI. There is a need to increase the efficiency not only of classroom contact hours, but also of the extracurricular work. This requires that teachers should constantly search for new ways and approaches that could facilitate mastering of educational material. The model of the educational process for near future is one of the directions determining the improvement of the whole education system and involves this type of training, which is characterized by a considerable amount of independent work, which also requires a sufficiently high level of stable skills of individual graphic competence. In this regard, the formation of students’ motivation and interest throughout the educational process in HEI, the recognition of the necessity to obtain a quality graphic education, which is the key to success in their future professional activity, are of great importance.

At present, profound changes are taking place in the system of higher education in Russia: goals, strategies, objectives and content of education, as well as the ways of organizing the educational process, are radically changing. One of the priority areas ensuring the transformation of the higher education system is the introduction of network educational programs. The study of the methodological foundations of their design is relevant and necessary today. The research problem: characteristics of network educational programs and methodological foundations of their design to ensure maximum flexibility of the educational trajectory within the framework of network interaction. The purpose of the research is determination of the methodology for constructing effective network educational programs, based on the formation of the student's personality and his practical preparation for future professional activity through individual development. The research methods are critical analysis of pedagogical, psychological and regulatory sources, design, modeling, systematization. The results of the research: changes in the technological, substantive and technical plan in the design of educational programs have been analyzed, the necessity of technological elaboration of psychological and pedagogical support of the educational process has been substantiated for the flexibility of educational programs and the development of individual learning paths; building a competence model of a specialist and strengthening practical training in the implementation of projectbased modular training in the format of network educational programs have been emphasized; the role of motivational behavior of students and teachers has been determined; the principles of network learning have been formulated; the experience of designing and implementing network educational programs at RANEPA and VAVT have been analyzed. Key findings: network education and introduction of flexible educational programs have defined a new methodological platform and architecture for higher education. The analysis of fundamental changes in personal, behavioral and cognitive development of modern youth under the influence of electronic media and their accounting will allow educational organizations of the higher education system to innovatively approach the development of content, learning technologies and to develop new criteria for assessing the quality of education at a university. Designing flexible educational programs in a network format based on the studied methodology provides an opportunity for Russian universities to develop a networked format of education effectively, increase the academic mobility of students and teachers, provide flexibility in the educational path of learning, and significantly raise the prestige of Russian education in the global educational space.

The paper reveals the features of the functioning of the institution of education in the context of trans-formation, instability and risks of personalization. Modern circumstances confirm the inevitability of planned and coordinated innovative activities of participants in the educational process at all stages in the higher education system. The student must clearly understand the purpose of educational activi-ties, analyze and assess their abilities in obtaining education, understand the degree of individual re-sponsibility to themselves, relatives and society for the learning outcomes. However, the mass character of education and the diversity of levels of basic training, intellectual capabilities, and personality traits create additional difficulties in organizing a personalized educational process. An attempt made in this work to generalize and evaluate such experi-ence will allow us to identify the positive compo-nents and identify the risks of personalization in order to minimize them in the future to increase the effectiveness of professional training.

The article investigates the phenomenon of professional training of the future engineer-teacher of food profile for the formation of sanitary and hygienic culture in professional activity. The structural components are highlighted and their content is analysed: motivational, cognitive (knowledge of conceptual and terminological culture, awareness of methods and means of forming a professional sanitary and hygienic culture of a food engineer-teacher, etc.), activity (ability to organize and form a sanitary and hygienic culture; ability to increase students’ level of sanitary and hygienic culture, etc.).The current stage of development of the higher education system places high demands on the professional and personal qualities of a scientific and pedagogical worker. Implementation of the main tasks of the National Strategy for Education Development in Ukraine requires further improvement of higher education institutions, in particular: introduction of a multi-level education system compatible with the European one; ensuring the fairness and transparency of entrance examinations; creation of innovative structures in higher education institutions; development of international cooperation in the field of education and science; reorientation of the higher education system to the development of competencies specific to the number of specializations during practice and further additional education.Society places new demands on the future engineer-teacher of food profile, who must have deep moral values, a clear civic position, a system of values and beliefs, be ready for creative development and self-improvement and carry out professional activities at a high level. Therefore, in addition to the formation of a harmoniously developed personality, it is necessary to pay attention to the formation of professional competence of the future specialist in the food industry. This need can be realized through the introduction of conceptual approaches to vocational training, retraining and advanced training of teachers for the system of vocational education, the main of which are updating the goals and content of vocational engineering and pedagogical education based on activity approach and personal orientation, updating the competency paradigm taking into account the international experience for the integration of the educational space in accordance with European requirements. Computer systems and technologies are changing our society significantly. These changes are interconnected with both social and production spheres. Innovative digital technologies have a huge impact on the labor market and professional activity, contributing to their transfer to the electronic environment. Using digital technologies, modern people set new goals and solve problems with an increasing speed of problem solving, capitalizing on the possibilities of collaborative distributed actions within networks. In this regard, new competencies of specialists are in demand. Purpose: The purpose of this study was to establish the impact of the fourth industrial revolution on the education system and the development of skills and thinking for learning. Methods: When conducting scientific research, economic and statistical methods were used. These methods were also used in comparative analysis, as well as in assessing data and indicators of the higher education system, taking into account the impact of the fourth industrial revolution. The analytical method was used to consider the characteristics and factors influencing the development of skills and thinking for learning in modern conditions. The abstract-logical method is used to identify problems affecting the development of the labor market under the influence of digital technologies. Results and their value: The result of the study is that conclusions are drawn about the upcoming changes. Automation and digitalization are likely to lead to significant unemployment in most countries, so adaptation innovation policies are needed to help offset unemployment due to digitalization. Governments need to invest heavily in higher education as an economic development tool for their citizens. Lifelong learning should be identified as a critical element of success in the era of the fourth industrial revolution. Curricula should develop digital skills and address workforce disruptions due to automation.

The scientific achievements of leading scientists on the selected theme are analyzed and leading ideas, concepts, and main definitions of the research are identified in the article. The creation of proper psycho-didactic conditions in institutions of higher education, which serve as a basis for the formation of professionally significant competences, the development of personal creative potential and active public position in future practical psychologists, is updated. It is argumented that the educational system built on the conceptual foundations of professional training makes it possible to effectively content the educational disciplines, and therefore effective fundamental knowledge, professional-oriented skills, advanced skills, professional norms and values, which have the highest degree of generalization of social phenomena and processes. It is proved that the concept of the study of practical psychology combines professional methodological, philosophical and general scientific principles and scientific-methodological approaches, which are directed at the revealing future professional activity. The outlined conceptual foundations of professional training allow us to modify the educational process in higher education according to the individual needs of future practical psychologists. The methodological analysis of educational phenomenon of practical psychology in institutions of higher education on four basic levels is offered: philosophical-theoretical (evolutionary-theoretical formation of the specialist and his or her effective functioning), methodological (formation of the system of world-view and semantic individual formations for realization of individual’s educational skills and abilities), specific-scientific (acquisition of fundamental knowledge about professional activities) and technological (effective use of methods and techniques of research for acquisition of true empirical knowledge). The conclusion about the importance of outlining of conceptual foundations in the system of professional training of future practical psychologists is made.

In this article the authors investigated the transformation and integration of the higher education system of the Republic of Kazakhstan, as a new approach to solving the problems of education in the world practice caused the need for a radical revision of organizational, structural, ideological aspects, updating the content of education, increasing the quality requirements for training specialists in accordance with the current stage of development of Kazakhstan society and global integration processes in the world educational space. In this regard, the article also analyzes the actualization and the problem of professional training of foreign students in the main areas of higher education: the solutions to such problems as the internationalization of education and the coordination of the activities of the legislative and executive bodies of states in the field of education, and the possibility of organizing a unified system of continuing education and improving the quality of education at all its levels were considered. The authors determined the genesis of the development of professional training of foreign students in higher education institutions of Kazakhstan, motivated by the dependence of education on the needs of society, its economy and national and cultural characteristics; as well as the dependence of the choice of the country of study on the “intellectuality” of the environment, and also made a forecast of the prospects for the development of professional training of foreign students and the internationalization of higher education in general.
