Abstract Conflicts between those supporting and opposing congressional redelegation to executive agencies go back to the earliest days of the Republic, but given the enormous development of the administrative state, now raise issues of great practical importance. The arguments back and forth implicate abstract notions of democracy, efficiency, and judicial power, though typically partisan and other self interested considerations actually drive the debate. The future is likely to see some retrenchment, but not wholesale rejection of redelegation, as the massive and unpredictable consequences would deter courts from acting.

Our discussions today will concern Subject A: Risk Theory, in particular the overall risk involved in operating an insurance concern. 7 papers have been handed in to the Colloquium on this subject.To be quite candid, the referee would like to say that only one of these papers really treats the whole of the topic foreseen, and this is the paper by Mr. Colin M. Stewart (U.K.): The Assessment of Solvency. The other papers treat different special practical sides of the problem as well as general risk theoretical questions. One of the papers, that of Mr. Brichler, could have been attributed to Subject B as well as to Subject A, but it has been decided to take it up for treatment today.Mr. Stewart delivers a lot of interesting points, which, I may say, take into account the solvency aspect as it looks to the supervisory authorities much more than has been done within the ASTIN discussions earlier. This, of course, is very related to the fact that regional as well as Common Market discussions have resulted in or will result in legislative rules for judging the solvency of insurance concerns, which rules will have great practical importance in the future. Mr. Stewart stresses the point that in case of non-life concerns it is the business on the books and its future contracted periods, short time business to be signed before judgment can be practically undertaken, claims reported, claims occurred but not yet reported, as compared with free reserves available that really decide the matter of sovency.

The study of immunogenetic markers associated with the development of complications of pregnancy and perinatal pathology in newborns is of great practical importance for the development of preventive measures and maintaining the health of the baby in the future. Numerous studies in recent years have shown that the presence of genetic predisposition to certain diseases is associated with an increased risk of pregnancy complications (habitual miscarriage, placental insufficiency, late toxicosis), which leads to the implementation of perinatal pathology in later life.

The article discusses the meanings of life and value priorities of the post- Soviet society. The author argues that, at present, there are symptoms of a global ideological crisis in the world, that the West does not have its own vision of where and how to move on and has no understanding of the future. Unfortunately, most of the post-Soviet countries do not have such vision as well. In these conditions, there are mistrust, confusion, paradoxical manifestation of human consciousness. The main meanings that determine our life-world are: the desire of citizens for social justice and social security, the desire to figure out and understand the basic values of modern society, how honestly and equally the authorities act toward their fellow citizens, and to what extent they reflect their interests. The meanings of life, which are the answers to the challenges of the time, are embodied in the cultural code of each nation, state. The growth points of new values, which will become the basis for the future sustainable development of a new civilization, have yet to be discovered in the systemic transformative changes of the culture. In this process, the emergence of a new system of values that governs human life is inevitable. However, modern technology brings new troubles to humans. It has provided wide opportunities for informational violence and public consciousness manipulation. Nowadays, the scenario that is implemented in Western consumer societies claims to be the dominant scenario. Meanwhile, today there is no country in the world that is a role model, there is no ideal that others would like to borrow. Most post-Soviet states failed to advance their societies to more decent levels of economic development, to meet the challenges of the modern information age, and to provide the population with new high living standards. Therefore, in conditions of growing confrontation, we should realistically understand the world and be ready to implement changes that will ensure sustainable development of the state and society without losing our national identity.

This work is devoted to the speech impact of advertising texts, in other words, the language of advertising, the purpose of which is to attract the attention of a potential consumer by making the message as memorable and unusual as possible, lively and catchy, colorful and attractive to a potential listener / buyer. The significance of the work lies in the fact that the author, in the process of analyzing the basic structural elements of the advertising message (slogan and main body), determines the main speech techniques for the influence of advertising texts: expressive means, including metaphors, epithets metonymy, speech turns, paths, various grammatical forms and other forms of influence: nominative, one-part, verb sentences, comparative and superlative adjectives, rhymes, imperative verbs, adverbs, lexical repetition. On specific examples of advertising slogans, evidence is given that the above speech means contribute to increased demand for the advertised product or service. During the study, the author confirms the hypothesis put forward at the beginning of the study: if you skillfully use speech exposure, i.e. to choose words whose harmonious combination lays in the subconscious of a person the information transmitted to him by the manufacturer through high-quality advertising, then such an advertising text can become the key to the success of trade. The work is of great practical importance: the material presented in it can be used by students to improve the culture of speech, improve stylistically differentiated speech, as well as school teachers as methodological material in the Russian language when studying the section «Vocabulary», «Stylistics».

The problems raised in the doctrine of constitutional law related to the implementation of a decision taken in a referendum in matters of particular importance to the state, as well as the generally marginal use of the institution of popular vote in the constitutional prac-tice, give rise to reflection on the introduction of the institution of a referendum law into the Polish constitutional system. In this article the author considers the advantages and disadvantages of such a solution, analyzing at the same time contemporary normative regulations concerning such acts in other countries. The research leads to the conclusion that despite the risks involved, the refer-endum law should appear in the Polish constitutional system in the future, as it would not only give a chance for a more complete reflection of the will of the collective subject of sovereignty without the necessity of its decoding by the parliament, but it could also be an impulse for the development of the referendum practice in the Republic of Poland. However, it is important to introduce proce-dural barriers that will prevent depreciation of this institution.
