There are two aims of this study. The first is to outline the developments in the maritime economy and employment in the South Baltic Region, and the second to identify the emerging activities in the maritime industry and to reveal the prospects and potential for labour market development, taking into account the demand for labour, required professions, qualifications of the labour force, and feasible cross-border mobility. This comparative study refers to four EU Baltic coast regions, namely the Mecklenburg-Vorpommern (D), Zachodniopomorskie (PL), Pomorskie (PL) and Klaipeda (LT) regions. Prospects for the economic development and employment potential specified for each region and selected segments of the maritime economy are consequently elaborated. The analysis of the maritime economy in the South Baltic Region reveals some crucial differences in terms of strategic maritime activities and employment potential and prospects for each of the regions. The phenomenon of the diverse demand for labour force through the various segments of the maritime economy and by region has been identified and is presented in the form of a comprehensive matrix of the projected demand for labour.

Topicality. Nowadays, crewing business in Ukraine is at the stage of formation and development, so its study is a rather new topic for modern Ukrainian science. The study of the problem of considering the crewing business from the point of view of rising the quality of the labour force in the seafarers' labour market, highlights the features of modern interaction between the subjects of the maritime segment of the labour market in terms of the effectiveness of work with marine personnel, helps to orient work in the maritime industry at the state level in the direction of risk reduction and maximum elimination of threats of the present for a modern shipping company, it is necessary to ensure the safety of seafarers in the legal and operational field, which is the basis of this scientific article. Aim and tasks. The aim and tasks of the study are to determine the features of modern interaction between the subjects of the maritime segment of the labour market: the shipowner, the crewing company and the seafarer to design further ways to develop crewing activities. Research results. The article considers the features of the interaction between the subjects of the maritime segment of the labour market: the shipowner, the crewing company and the sailor in the modern dimension of the development of crewing activities. The commercial relationship between the interests of the customer and the intermediary in the selection of a successful skilled employee is analysed. Threats to the development of the modern maritime industry, affecting the labour market of seafarers, have been identified. The ways of further state regulation of the activities of crewing companies in Ukraine on the employment of seafarers and ensuring their protection in any port of the world are covered. Conclusion. The value of the work is determined by the small number of publications on this topic. In Ukraine the opportunity to ensure the protection of seafarers is conditioned by a new state policy, it provides for the introduction of new laws and regulations in the maritime industry, they are aimed at supporting seafarers working on ships on international voyages. The adoption of positive state decisions in the shortest possible time is a way to strengthen international cooperation in ensuring the observance of the labour and social seafarers� rights, their guarantees, ultimately, it will have a positive effect on the development of crewing activities in our country.

Occurrences of oil spills are responsible for very significant environmental degradation; they are more likely to happen in areas with dense shipping traffic, or in close vicinity of transport pipelines and/or other infrastructures used for production and processing purposes. Without international cooperation, individual countries often lack sufficient resources and assets to successfully respond to large-scale oil spill incidents. This can be related to the vast quantities of oil involved in those incidents or the lack of necessary special equipment for dealing with the tasks at hand by the country under the need to respond. For successful resolution of oil spill incidents, close and effective international cooperation -especially between neighboring countries that usually “share the burden” of oil pollution- is a vital necessity. On this basis, the South Baltic Oil (SBOIL) project aims to strengthen the existing oil spill response capacities in the South Baltic region, introducing a cross-border spill response tool based on the new ‘green technology’ of biodegradable oil binders (BioBinders). In order for this new concept to be implemented, it is necessary to examine the international and national regulations and guidelines with reference to sorbent use and exchange of oil spill equipment in the area of interest and also analyze the national oil spill contingency plans of the different countries involved in the project. After investigating the legal requirements for the utilization of BioBinders in the South Baltic region, the analysis at hand presents the outcomes of a Table Top Exercise that was based on a realistic oil spill scenario in the wider region. This Exercise tested the compatibility of International/National/Regional plans regarding the use of the BioBinders and examined the topics of recovery and waste management, including alternative techniques available for oil spill response. Results point towards the direction that the use of the BioBinders is promising and represents a response option to improve the existing oil spill response capacities in the South Baltic region; the main challenge lies with the difficulty in dealing with waste management, mainly because of the current legislation in place within the participating countries.

One of the responses of the Transvaal gold mining industry to the economic crisis after the South African War of 1899–1902 was to import Chinese indentured mine labour. To facilitate this process and to integrate it with the overall demands and requirements of the industry, the mining companies established a recruiting and shipping company in 1904, known as the Chamber of Mines Labour Importation Agency. This short-lived company, which was characterized by a high degree of vertical integration, operated as recruiting and shipping agency in China, receiving agent in Natal and co-ordinating and advising agent in the Transvaal. Despite complex arrangements designed to exploit the Chinese labour market, the company was, generally speaking, successful in securing the requisite labour force of suitable size and quality for the Transvaal mines. However, it showed a longer-term susceptibility to competitive pressures in the northern Chinese labour market. The company was amalgamated with WNLA in 1908.

The participation of women in the labour force has been steadily rising over the years, especially with tremendous human capital investment in educating more women at tertiary levels. However, the tertiary educated women labour participation remains low, particularly among Muslim women. Therefore, this paper explores how tertiary educated Muslim women make their decision to work. This study surveyed 139 tertiary educated women and found their decisions to work are affected by their families’ needs and/or responsibilities, and may not be due to their lives’ goals and dreams. The majority of them work for the sake of money and hence will work if offered jobs meet their expectations in term of salary and position. Furthermore, they will leave the workforce if they need to fulfil their responsibilities at home. Therefore, to retain or to encourage more women especially those with high qualifications to be in the labour market, stakeholders must provide family-friendly jobs and suitable work environment such as flexible working arrangements. More importantly, stakeholders must be able to convince the family members of tertiary educated women to release them to the labour market.

The paper characterizes the 3 associations comprising plant communities with Sphagnum rubellum in the south-eastern part of the Baltic region. The new syntaxa differ from each other both in their floristic characters and the pronounced affinity to definite regional mire types and particular habitats. The ass. Drosero-Sphagnetum rubelli is typical of the relatively most thorough ranges. It is observed from the Kaliningrad region to the Karelian Isthmus and, according to the published reference, occurs even throughout the whole area around the Baltic Sea. Its most typical habitat is that of margins of mire lakes and pools. The ass. Eriophoro-Sphagnetum rubelli occurs in central plateaus of convex plateau-like bogs, typical of the areas adjacent to the Baltic Sea coast. It occupies extended flat mire ecotopes with the water level 0.2–0.25 m deep. The ass. Empetro-Sphagnetum rubelli is characteristic of the retrogressive complex in the convex bogs of the East-Baltic Province. It is mostly observed along the coast of the Gulf of Finland. Its stands are rather dynamic and unstable in both space and time. The presence of communities comprised by these 3 associations is an important vegetation character of the series of regional mire types. Assuming an association level of the respective syntaxa seems rational for the purposes of adequate reflection of plant cover diversity.

The purpose of this paper is to investigate the causality between good public governance captured through six World Bank governance indicators and unemployment rate (unemployment as % of the total labour force) as a clear indicator of labour market performance. Although some previous papers have empirically demonstrated the casual nexus between country-level governance and economic development, this study investigates the relation of causality between public governance and the labour market. By employing Granger non-causality tests, we tested two hypotheses with regard to this nexus. We argue that bidirectional Granger causality is predominant for the relation of country-level governance and unemployment. Finally, our paper offers a complex quantitative analysis of the causal nexus between public governance quality and one of the most known labour market activity indicators for an extended panel dataset of countries worldwide for 10 years.

With an activity-based approach, this article offers a new reading of cross-border integration by exploring the social and spatial conditions that predispose specific populations of Greater Geneva to cross its borders. Five different daily cross-border patterns were identified showing that travelling to the neighbouring country is still uncommon among the least qualified populations and women, and that this trend now extends beyond the mere cross-border labour market. Logistic regressions show that Greater Geneva is witnessing a functionalisation of its cross-border integration, revealing mechanisms where the increase of particular mobility may foster segregation and inequalities. This article argues for an approach where cross-border integration is not an objective but rather is a consequence of obligations and constraints that individuals face in their daily behaviours.

Abstract Background Mobility of workers living in one country and working in a different country has increased in the European Union. Exposed to commuting factors, cross-border workers (CBWs) constitute a potential high-risk population. But the relationships between health and commuting abroad are under-documented. Our aims were to: (1) measure the prevalence of the perceived health status and the physical health outcomes (activity limitation, chronic diseases, disability and no leisure activities), (2) analyse their associations with commuting status as well as (3) with income and health index among CBWs. Methods Based on the ‘Enquête Emploi’, the French cross-sectional survey segment of the European Labour Force Survey (EU LFS), the population was composed of 2,546,802 workers. Inclusion criteria for the samples were aged between 20 and 60 years and living in the French cross-border departments of Germany, Belgium, Switzerland and Luxembourg. The Health Index is an additional measure obtained with five health variables. A logistic model was used to estimate the odds ratios of each group of CBWs, taking non-cross border workers (NCBWs) as the reference group, controlling by demographic background and labour status variables. Results A sample of 22,828 observations (2456 CBWs vs. 20,372 NCBWs) was retained. The CBW status is negatively associated with chronic diseases and disability. A marginal improvement of the health index is correlated with a wage premium for both NCBWs and CBWs. Commuters to Luxembourg have the best health outcomes, whereas commuters to Germany the worst. Conclusion CBWs are healthier and have more income. Interpretations suggest (1) a healthy cross-border phenomenon steming from a social selection and a positive association between income and the health index is confirmed; (2) the existence of major health disparities among CBWs; and (3) the rejection of the spillover phenomenon assumption for CBWs. The newly founded European Labour Authority (ELA) should take into account health policies as a promising way to support the cross-border mobility within the European Union.

People with intellectual disabilities are the most disadvantaged group among all disability types when it comes to employment. In Sweden, special needs upper secondary schools prepare students with intellectual disabilities for the labour market using practice periods at workplaces. This study targets stakeholder involved in their school-to-work transition (i.e. teachers, employers, employment agency officials). The aim is to identify how they view: (1) the working capabilities of students during practice periods and (2) their employment potential. We base the analysis on interview data with the stakeholders using Grounded Theory. Our results identify three student types whose preparedness for the labour market differs considerably. One student type performs well during the practice period and represents a high potential to enter the workforce. The other two student types have the lower working capability and employment potential. Our study highlights stakeholders as resources to improve the labour market preparations of students with intellectual disabilities.
