Abstract This article discusses the case of the transformation of the Tighina-Bender fortress in a historic museum and tourist attraction site. The fortress is one of the most important medieval fortifications in Eastern Europe and is a national monument registered in the State Register of Protected Monuments of the Republic of Moldova. Paradoxically, but the fortress has not benefited from serious historic and archaeological research so far. It must be because during the Soviet era the fortress was a military base and it was closed to the public. Its recent transformation into a museum, the launch of a rehabilitation project, and ensured access inside this fortification inspire us for the possibility of transforming this site into one of the most attractive tourist places in the Republic of Moldova. But for better interpretation and presentation is strictly necessary to understand the history of the place, its role from regional and European perspectives, the relation of historic place with the local community, etc. (Re)inventing a museum needs, in, first of all, a vision and, secondly, a strategy of museum sustainable development.

This introduction offers an overall framework for the eight articles in this issue of the Journal of European Studies, which focus on Romanian identity and consciousness. It looks at the general history of Romania and the Republic of Moldova to show the evolution of consciousness over a century, since the formation of ‘Great Romania’ in 1918 to the present day. Aspects such as collective memory, migration, the change in the role of women, the crisis of the contemporary state, education and religion, as well as an overall crisis of patriarchy within a globalized context are discussed based on the analysis offered by the authors in their articles.

One of the programs of the Ministry of Villages, Development of Disadvantaged Regions and Transmigration of the Republic of Indonesia based on sustainable development (Sustainable Development Goals) globally which consists of 17 goals which are then added one point as a foothold for the community, namely a dynamic village institutional program and adaptive culture that involves the local government as a working partner. The program of dynamic village institutions and adaptive culture aims at village development that is based on the cultural roots of the local community with the intention that everything built on a cultural basis will have extraordinary resilience and have good deterrence. This study uses Edwards III theory by considering four indicators as a factor in implementing public policies consisting of: Communication, Resources, Implementing Disposition, and Bureaucratic Structure. Factors that are considered as supporting factors in the implementation of the dynamic village institutional program and adaptive culture in Southeast Minahasa Regency are communication and the disposition of the implementer. Factors that are considered as inhibiting factors in the implementation of dynamic village institutional programs and adaptive culture in Southeast Minahasa Regency are resources and bureaucratic structure. Human and financial resources need to be improved. It is necessary to make standard operating procedures specifically for dynamic village institutional programs and an adaptive culture that has a clear position base in carrying out the program.

The article focuses on the origins of French culture in Palanga, a Lithuanian seaside resort, that go back to the years of the rule of the Tyszkiewicz family. The emphasis is put on Palanga Botanical Park (created before the end of the nineteenth century) as the most significant trace of French culture present in the resort and the seaside region until now. The specific symbols in the park created according to the will of the Counts Tyszkiewicz reflect the actualities of French culture. The importance of this space in the city is revealed, and Édouard François André’s principles of park creation are discussed in a new context. They are related to the dialogue that has been established between the residents of Palanga, the park, its creator, and his granddaughter Florence André since the first years of the independence of Lithuania. In order to give a meaning to Édouard André’s creation and to the relationship between the two countries, the correspondence between the great-granddaughter of the famous French landscape designer and the former director of the park, Antanas Sebeckas, is disclosed. It reflects the endeavour of these two personalities and its value for the international relations in representing French culture to the public. Florence André’s letters to the author of this article are also an important resource as she explains the reasons why the park plays an essential role in Palanga. It is shown how certain personal life events (Florence André’s wedding ceremony in Palanga, the park created by her great-grandfather) have become an inclusive part of the history of the town and represent intercultural relations and exchanges. The article is also based on some memories and narratives of the members of the local community in which the park features as a symbol and tradition of the city.

The scientific literature has been enriched with new very interesting information about the hoards of the late 14th century found in the Republic of Moldova. The purpose of this preliminary communication is to offer for scientific discussion several types of Juchid coins found in a large treasure hoard in the south of Moldova. One type of coins is dirhams of Kilia 770/1368—1369, the second type is dirhams without indication of a mint and anonymous, with the year 1371. The article contains photos of coins, their catalog description, as well as classification. In addition, the authors offer a brief historical reference and a retrospective of the finds of treasures from the end of the 14th century on the territory of Moldova and in neighboring lands.

Sustainable infrastructure demands that declared principles of sustainability are enacted in the processes of its implementation. However, a problem arises if the concept of sustainability is not thoroughly scrutinized in the planning process. The public interest could be undermined when the rhetoric of sustainability is used to substantiate a proposed plan. This chapter analyses the manifestation of sustainable development in the Boggo Road Busway Plan in Brisbane, Australia against the sustainability agenda set in the South East Queensland Regional and Transport Plans. Although the construction of the Busway was intended to improve public transport access in the region, its implementation drew significant environmental concerns. Local community groups contested the ‘sustainability’ concept deployed in Queensland’s infrastructure planning. Their challenges resulted in important concessions in the delivery of the Busway plan. This case demonstrates that principles of sustainable infrastructure should be measurable and that local communities be better informed in order to fulfill the public interest in regional planning.

The Republic of the Marshall Islands, an archipelago of low-lying coral atolls in eastern Micronesia, is one of four sovereign nations that may be rendered uninhabitable by climate change in the present century. It is not merely sea level rise which is expected to undermine life in these islands, but the synergy of multiple climatic threats (Barnett and Adger 2003). Rising oceans and increasingly frequent typhoons will exacerbate flooding at the same time that the islands’ natural protection—coral reefs—will die from warming waters and ocean acidification. Fresh water resources will be threatened by both droughts and salt contamination from flooding. Although the reaction of the coral atoll environment to climate change is uncertain, it is likely that the islands will no longer be able to support human habitation within fifty or a hundred years (Barnett and Adger 2003: 326)—quite possibly within the lifetimes of many Marshall Islanders living today. In the public imagination, climate change in vulnerable, remote locations is the intrusion of contamination into a formerly pristine environment, of danger into a once secure sanctuary, of change into a once static microcosm (see Lynas 2004: 81, 124). Archaeologists, of course, know better than this: every place has a history of environmental upheavals, and the Marshall Islands is no exception. Researchers agree that coral atolls are among the most precarious and marginal environments that humans have managed to inhabit (Weisler 1999; Yamaguchi et al. 2005: 27), existing only ‘on the margins of sustainability’ (Weisler 2001). The islands in fact only recently formed: while the reefs are tens of millions of years old, the islets that sit on them emerged from the sea only recently, probably around 2000 BP (Weisler et al. 2000: 194; Yamaguchi et al. 2005: 31–2), just before the first people arrived (Yamaguchi et al. 2005: 31–2). The new home that these early seafarers found was not so much an ancient safe haven as a fragile geological experiment—land whose very existence was tenuous long before humans were altering the global climate.

Antonio López de Santa Anna (b. Xalapa, February 21, 1794; d. Mexico City, June 21, 1876) was one of the most notorious military caudillos of 19th-century Mexico. He was involved in just about every major event of the early national period and served as president on six different occasions (1833–1835, 1839, 1841–1843, 1843–1844, 1846–1847, and 1853–1855). U.S. Minister Plenipotentiary Waddy Thompson during the 1840s would come to the conclusion that: “No history of his country for that period can be written without constant mention of his name.”1 For much of the 1820s to 1850s he proved immensely popular; the public celebrated him as “Liberator of Veracruz,” the “Founder of the Republic,” and the “Hero of Tampico” who repulsed a Spanish attempt to reconquer Mexico in 1829. Even though he lost his leg defending Veracruz from a French incursion in 1838, many still regarded him as the only general who would be able to save Mexico from the U.S. intervention of 1846–1848. However, Mexicans, eventually, would remember him more for his defeats than his victories. Having won the battle of the Alamo, he lost the battle of San Jacinto which resulted in Texas becoming independent from Mexico in 1836. Although he recovered from this setback, many subsequently blamed him for Mexico’s traumatic defeat in the U.S.-Mexican War, which ended with Mexico ceding half of its territory to the United States. His corruption paired with the fact that he aligned himself with competing factions at different junctures contributed to the accusation that he was an unprincipled opportunist. Moreover, because he authorized the sale of La Mesilla Valley to the United States (in present-day southern Arizona) in the 1853 Gadsden Purchase, he was labeled a vendepatrias (“fatherland-seller”). The repressive dictatorship he led donning the title of “His Serene Highness” in 1853–1855, also gave way to him being presented thereafter as a bloodthirsty tyrant, even though his previous terms in office were not dictatorial. Albeit feted as a national hero during much of his lifetime, historians have since depicted Santa Anna as a cynical turncoat, a ruthless dictator, and the traitor who lost the U.S.-Mexican War on purpose. However, recent scholarship has led to a significant revision of this interpretation. The aim of this article is to recast our understanding of Santa Anna and his legacy bearing in mind the latest findings. In the process it demonstrates how important it is to engage with the complexities of the multilayered regional and national contexts of the time in order to understand the politics of Independent Mexico.

The considerations of the article focus on the planning power exercised by a municipality as a unilateral and authoritative determination of the purpose of the land and its development. The municipality in the capacity of a planning au­thority cannot assume an absolute and unlimited power and must act within the limits determined by applicable and binding laws. Hence, in the implementation of its land development tasks, the municipality (or local authorities) are bound by the provisions of the Constitution of the Republic of Poland and other relevant laws that govern the planning authority granted to municipalities. Exceeding the limits of this planning power will occur when planning solutions prove to be arbitrary and lack substantive justification. Defective legal solutions include not only solutions that violate the law, but also those that result from a potential abuse of the competence of the municipality. Determining the land purpose and the manner of its management must reflect a reasonable and real need for the solution adopted. When the latter is detached from the legal and factual status of the land in question, a violation of planning power arises. When a municipality adopts a local plan which introduces certain restrictions in the use of the property right that is protected in the Constitution, it is obliged to apply legal measures that will be the least onerous for individual entities and which will remain in a rational proportion to the intended purposes. However, certain situations that will lead to the conflict of interests are unavoidable. Settling these conflicts in the process of law-making requires, each time, the weighing off the interests of individual property owners and the public interest of the whole local community. Individual owners may sue the municipal planning authority on the grounds of the abuse of its planning power when adopting a local land management plan and such legal actions may be effective.
