In the article the history of origine of the International Latin Association of Health Care System Analylis, its functions and different scientific problems which refl ect the health level of population in different countries, is presented. Besides of that, there are information about Association of the Republic of Moldova, which is a collective member from 2007 and it’s 4–8 persons make reports every year. There are given recommendations, how to become Personal or Collective Member of ALASS.

Abstract Persons suffering from chronic and life limiting illnesses often have unrelieved symptoms such as pain, depression, fatigue, and psychosocial and spiritual distress. In Romania they are frequently left in the care of their families with little support from the health care system. It seems a paradox that those who are the sickest persons in a country find little place in the health care system. This article presents palliative care as a solution to the suffering for these patients and their families by describing the concept, models of services, its beneficiaries and benefits and presenting the history of development of hospice and palliative care worldwide and in Romania.

The aim of this paper is to analyze the relationship between the Fund for Social Security of Military Insurers and the Republic Health Insurance Fund through the aspect of more efficient use of health insurance funds. Analyzing this relationship, the system of health care in the Republic of Serbia and the health insurance system are essentially considered. Taking into account the specifics of the social protection of military insurers, efforts are being made to find out the direction and improvement of relations with the civilian health care system. Only the proactive relationship between the military and the civilian health system and the health insurance system is a condition of better health care for the insured of both funds, as well as more efficient use of health insurance funds. Health protection of the population is one of the most important social priorities and as such it must be given special attention. The right of the individual to health care, but also to other forms of protection, is realized within the framework of social insurance. Health care, and therefore the health insurance system of military insureds, developed in accordance with the specifics related to the military system itself. Fully respecting the autonomy of the said system, the development of insurance in this area evolved along with changes in the prevailing civilian health insurance system. The system of health care and health insurance is one of the most important systems in each country. The efficiency and cost-effectiveness of the functioning of this system is a challenge for every national economy. The goal that needs to be achieved is to achieve the best health care of the nation by means of available health insurance. The system of compulsory health insurance in the Republic of Serbia is implemented through a unique state organization - the Republic Health Insurance Fund. When it comes to health insurance and the protection of civil and military insurers, it is clear that these are two completely separate and independent systems that have a lot of common points and whose mutual cooperation and shared use of resources should lead to positive effects as a whole. The financial aspect, which is especially reflected through the health insurance system, is one of the most important factors because it directly affects the scope and quality of the entire health care system. Considering and analyzing the complexity of the mutual relations between the civilian and military health and social security systems, and consequently the health care system, some of the possible proposals have emerged for improvement of one of the most important aspects of every society - the health of the nation.

The purpose of the article is to describe the ways to update the health care system in the Ukrainian SSR in the historical retrospective. The methodological basis of the study is the principles of objectivity, historicism and systematization with the use of general scientific methods of analysis, synthesis, generalization and combination with a special historical (chronological) method. The scientific novelty of the publication lies in a comprehensive analysis of the domestic health care system and ways to reform it in the Soviet period. In order to expand research prospects, it is proposed to include the issues of formation, development, and attempts to reform the health care system to a number of current issues in the history of Ukraine. Conclusions. The Soviet model of the health care system, formed under strict state regulation, was distinguished by the only possible source of budget funding, was free of charge, and was accessible to all, partially was rewarding in conditions of significant socio-political and large-scale biological challenges. It has made it possible to reduce mortality by introducing preventive and anti-epidemic measures and providing access to medical services in the most remote parts of the country. However, all these achievements, under the conditions of extensive type of development of the medical sphere, mainly quantitative growth of indicators and chronic underfunding, vanished very quickly, and the system proved to be ineffective and inconsistent with the requirements of the time. Partially aware of all the risks that could lead to a systemic crisis, the Soviet leaders made several attempts to suspend the inevitable destructive processes. Unfortunately, most of the decisions made to expand possible funding, increase the status of the primary outpatient clinic, the introduction of limited market mechanisms, were mostly declarative in nature as the most important issue remained unresolved - the elimination of the residual principle of financing the industry.

The history of medical and pharmaceutical education development is part of the social history. The quality of medical personnel training determines the efficiency of the entire health care system and has been a priority area of development throughout the history of the Russian state. The paper reflects the main stages of the medical education system development in the period from the 17th century to the present. The training of medical personnel in Russia began in the second half of the 17th century, when, under the Pharmaceutical Order, a medical school was established in 1654to train doctors for the needs of the army.The need to provide qualified medical personnel remains relevant, both in wartime and in peacetime. The reforms of medical education that have been taking place over the centuries make it possible to diversify educational programs, as well as the to introduce new educational technologies, considering modern requirements and global trends. The study of the historical aspects of domestic medicine determines a more competent approach to the development of the health care system and medical education.

The range of pharmaceutical products is a large continuously updated structure, which is one of the main constituent parts of the health care system of each state. In turn, the marketing analysis of antiglaucoma drugs shows the state of the pharmaceutical market for drugs used for the treatment of glaucoma at the moment under study, which makes it possible to assess further prospects for the development and expansion of the market.
