AbstractMass digitisation of the collections held by cultural institutions -galleries, libraries, museums, archives, have made available a huge amount of historical, cultural, informational resources in digital format, which are more and more used in educational activities. This paper describes some innovative non- formal educational activities developed around the Europeana1914-1918 archive between 2014-2018, where searching in big digital archives, gaming and improving the digital skills were key aspects.

The global pandemic and subsequent quarantine measures and restrictions have posed an array of challenges to the structure and procedure of university summative assessment process. Qualification assessment for Foreign Languages major programs in particular is a strict regimen process that involves different stages (oral and written exams, final project viva, internal and external review). Factors of societal change, that provide the backdrop for skillset critical transformation, crucial for the COVID-19 emergency educational framework are considered. The study premise is based on identification of various competency principles, derivative of 21st century skills for university staff members and projected digital literacy requirements. A correspondence between 21st century skills framework, Competences 2020 framework and the newly devised Global Skills framework has been devised. The study objective is to critically review the applied case and best practices of Borys Grinchenko Kyiv University Digital Final Qualification Assessment for students of European (French, Italian, Spanish, English, German) and Oriental (Mandarin Chinese, Japanese) Languages major programs, employed in the year 2020 due to quarantine measures. The survey and analysis of different ICT tools is used to translate real life qualification assessment practices into online blended format. The investigation also seeks to identify various groups of applied digital skills and collaboration skills, utilized through qualification assessment process by all parties (students, faculty and referees). It is determined how in the situation of the COVID-19 pandemic lockdown all elements of the Final Qualification Assessment at Borys Grinchenko Kyiv University for European and Oriental Languages programs have been relegated to the digital, remote or blended format with the use of ICT tools. The qualification assessment regimen for foreign languages major programs was adapted to digital format as a framework (a legal procedure that results in the degree confirmation of a student), the string of consecutive communicative activities according to the legal procedure, the "ritual" scenario. Comparative results of the Final Qualification Assessment digital format adaptation for different groups of foreign languages programs (European and Oriental) are devised

The paper sets a task to stress the potential of Culture Education in the process of Lifelong Learning. Some of the educational activities of cultural institutions will be presented. The text also pays attention to specific functions of culture in human life and Culture Education will be introduced as a specific field that has an unexceptionable position in contemporary educational system as well as a long tradition, although its potential has rather been neglected so far.

Digital communication is being extensively used, and during COVID-19 pandemic, it has transformed the way teaching is delivered and how learning happens which became even more problematic for children with learning difficulties. The digitalization of education during the lockdown period has forced teachers, children, and parents to develop and enhance their digital skills to maintain and keep ensuring efficient learning. Digital communication can be provided in the educational system by the simple use of email or WhatsApp groups up to the integration of complex digitalized learning programs and software adapted to the specific educational needs of each student. Being digital natives, students nowadays seem more engaged if learning is mediated by the use of digital communication tools. They are opened and interested in participating in educational activities that are technology-based.

Jazz music and culture have experienced a surge in popularity after the passage of the Jazz Preservation Act (JPA) in 1987. This resolution defined jazz as a black American art form, thus using race, national identity, and cultural value as key aspects in making jazz one of the nation's most subsidized arts. Led by new cultural institutions and educational programs, millions of Americans have engaged with the history and canon of jazz that represent the values endorsed by the JPA. Record companies, book publishers, archivists, academia, and private foundations have also contributed to the effort to preserve jazz music and history. Such preservation has not always been a simple process, especially in identifying jazz with black culture and with America as a whole. This has required a careful balancing of social and musical aspects of jazz. For instance, many consider two of the most important aspects of jazz to be the blues aesthetic, which inevitably expresses racist oppression in America, and the democratic ethic, wherein each musician's individual expression equally contributes to the whole. Balanced explanations of race and nationality are useful not only for musicologists, but also for musicians and teachers wishing to use jazz as an example of both national achievement and confrontation with racism. Another important aspect of the JPA is the definition of jazz as a “high” art. While there remains a vocal contingent of critics arguing against the JPA's definitions of jazz, such results will not likely see many calling for an end to its programs, but rather a more open interpretation of what it means to be America's music.

In the context of Russian higher education modernization, merger of universities is viewed as one of the tools to increase their competitiveness. At the same time, the impact of the unification of universities on the competitiveness of their educational activities has not been subjected to special research. In this regard, the purpose of this publication is to substantiate scientifically the key aspects of the relationship between the merger of universities and the competitiveness of their educational activities in order to develop practical recommendations for managing the process of university merger.As an empirical base of the research, the published data on 53 leading universities in Russia were used, most of them have experienced merger processes (federal universities, Universities of Project 5-100, national research universities, “first wave” pillar universities). As a methodical basis for the study, we used generalization, comparison, abstraction, prediction; methods of empirical research: interviewing focus groups, content analysis of universities’ Web sites, expert evaluation, case-method.The paper considers the theoretical and methodological grounds of university competitiveness in the conditions of higher education modernization, measurement indicators and factors influencing the competitiveness of university’s educational activity. The analysis of the results of university merger is carried out, the specifics of this processes as an instrument for the development of higher education in Russia is highlighted. A methodology has been developed and implemented to justify the interconnection of universities and the competitiveness of their educational activities. The key aspects of the interconnection of university associations and the competitiveness of their educational activities have been determined, taking into account the positive and negative effects resulting from the merger. The author gives practical recommendations on managing the process of university merger with the purpose to increase the level of competitiveness of their educational activities.The results of the conducted research show the direct relationship between the process of universities’ merger and the preservation of their competitiveness in the development of educational activities. The author stresses the predominantly positive impact of merger processes on the educational potential of an enlarged university. 


With the evolution of huge amount of ancient and modern text available in digital format, it is ascertain to mine for researchers, government, tourist and travelers visiting all over the world. However, it is very challenging and costly. Further, it takes a lot of effort and time for script text mining. Therefore, the study investigates various techniques for script text mining viz supervised and unsupervised techniques. Firstly, the study presents a survey for various kinds of techniques adopted by the users for extraction of text from image. It also delivers information about gaps involved in the various approaches. Furthermore, it incorporate the quantitative comparisons based among the study of various approaches and techniques for text extraction as well as script level comparison. The result inferred on the basis of the script comparison indicates that, the accuracy level of ancient script was found to be 5% lesser than modern script. Again, furthermore comparison has been done on standalone and hybrid machine (Combination of CNN and KNN) / deep learning techniques. The accuracy has been found to be lower(4%) in case of standalone techniques.

The aim of the study is to demonstrate which pro-environmental initiatives consistent with the idea of sustainable development are undertaken by municipal cultural institutions in Poznan—the largest city in the Greater Poland region in Poland. The diagnostic survey was conducted by means of interviews with directors of municipal cultural institutions or their representatives. A total of 12 (out of 15) municipal cultural institutions from the city of Poznan were surveyed. All were asked to cite specific examples of their activities, visualising their institution’s approach to ecology. The results indicated that the institutions undertake numerous eco-initiatives, which very often fit into the discourse on so-called “deep ecology” and address the sources of the existing environmental crisis. Their activities are also aimed at stimulating a “return to nature” of the city’s inhabitants. In addition to initiatives aimed at the recipients of the offer of individual institutions, many institutions also pay attention to pro-environmental internal activities. In effect, the results could be divided into three general groups, which include internal institutional activities, the implementation of projects on environmental themes, and educational activities in the field of ecology. However, these activities were undertaken individually, as the survey revealed a lack of inter-institutional cooperation on ongoing projects.

Since 1996, Canada’s Digital Collections (CDC), a federal government program has enabled organizations across Canada to add high-quality Canadian content on the Internet while providing on-the-job experience in information technology to young Canadians. This article presents an overview of CDC as a model for the digitization of various types of Canadian content. It also highlights three key aspects which have served the CDC program well: the use of alternative fiscal resources (youth employment funds); the development of an accountable and economical program design to facilitate digitization; and the fostering of partnerships among government, cultural institutions and entrepreneurial youth as a means of leveraging value-added results in digitization.

The article addresses a new mechanism of interaction of Russia’s higher education and the sphere of labor. New challenges facing modern higher education are predetermined by digital transformation in the sectors of the economy and changes in the structure of the labor market resulted from the development of digital technologies. The author shows how the application of modern digital technologies affects the transition to a new digital format of training, radically changing the paradigm of university development, scientific and educational activities, and also organizing the work to attract and retain young talents. Finally, the author provides valuable conclusions concerning specific development of digital educational environment in the sphere of higher education.

This chapter distinguishes between the digitization of existing archives and born-digital archives, which can be shown through the Canadian Centre of Architecture's (CCA) varying approaches to them. It explains that digitization is the process of converting information into a computer-readable digital format, in which the outcome is the digital representation of objects, documents, and images. It also mentions Mirko Zardini, who explains that CCA curators and conservators do not consider it reasonable to digitize an entire archive. The chapter shows different challenges for born-digital archives and their preservation that sets new obstacles. It discusses the encounter between the computer, the new design and communication tools it affords, and architectural practice that resulted in a significant change.
